उनके (cid:9)काशन क(cid:17) तारीख़ से (cid:9)वृ(cid:22) ह(cid:25)गे। 2. पे(cid:3)ोिलयम और (cid:9)ाकृितक गसै िविनयामक बोड(cid:16) (नगर या थानीय (cid:9)ाकृितक गैस िवतरण नेटवक(cid:16) के िलए सुर)ा मानक(cid:25) सिहत तकनीक(cid:17) मानक और िविशि,यां) िविनयम, 2008 म;, (i) िविनयम 4 म ; खंड (घ) के थान पर िन4िलिखत खंड (cid:9)ित थािपत होगा, नामतः :- 5941 GI/2019 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] “(घ) सीएनजी टेशन पे(cid:3)ोिलयम और (cid:9)ाकृितक गैस िविनयामक बोड(cid:16) (पे(cid:3)ोिलयम, ऑटो एलपीजी और सीएनजी के िवतरण के खुदरा िबA(cid:17) क;B(cid:25) के िलए सरु )ा मानक(cid:25) सिहत तकनीक(cid:17) मानक और िविनदशC ) िविनयम, 2018 के अनुEप िडज़ाइन, (cid:9)चािलत और अनुरि)त Hकए जाएगं ;े” (ii) अनुसूची 1-क म ; “मीटर सेट तक सतह से ऊपर सेवा लाइन(cid:25) के िलए पाइप और JूLबगं ” शीष(cid:16)क के अंतगत(cid:16) “ज तेदार लोह े (जीआई) के पाइप(cid:25)” अ)र(cid:25), कोPक(cid:25) और शQद(cid:25) से आरंभ होने वाले पैराRाफ और “इन िविनयम(cid:25) क(cid:17) अनसु ूची I-घ” से समा6 होने वाले अ)र(cid:25), संTयाU और शQद(cid:25) के थान पर िन4िलिखत पैराRाफ (cid:9)ित थािपत होगा, नामत :- “उपभो(cid:24)ा के मीटर या मीटर का िनय:ं ण वाVव तक सतह के ऊपर उपयु(cid:16)(cid:24) सWव(cid:16)स लाइन(cid:25) के िलए ज तेदार लोह े क(cid:17) पाइप(cid:25) (जीआई) का (cid:9)योग Hकया जाना चािहए। तांबे क(cid:17) Jूब का (cid:9)योग उपभो(cid:24)ा के मीटर के बाद ही Hकया जाएगा ताHक वह तीसरे प) को उपलQध न हो। उपभो(cid:24)ा के मीटर से पहले ताबं े के पाइप/Jूब का (cid:9)योग केवल रसोईघर के अंदर Hकया जाना चािहए। तांबे के पाइप/Jूब के िवकVप के Eप म;, आईएसओ 17484-1 क(cid:17) आवYयकताU के अनुपालन वाली ब(cid:26) तरीय समR पाइप का उपयोग भी Hकया जा सकता ह।ै जीआई पाइप, तांबे क(cid:17) Jबू और ब(cid:26) तरीय समR पाइप इस मानक के अनुबंध IV म ; दी गई आवYयकताU के अनुEप होनी चािहए। जहा ँ तक संभव हो िबना ज तेदार पाइप(cid:25) का सीिमत (cid:9)योग Hकया जाना चािहए; तथािप यHद इनका इ तेमाल Hकया जाता ह ै तो उन पर रंग करके उ[ह ; उिचत सुर)ा (cid:9)दान क(cid:17) जानी चािहए। पीई पाइप(cid:25) का (cid:9)योग सतह के ऊपर गैस पाइप(cid:25) के िलए तब तक नह\ Hकया जाना चािहए जब तक Hक उसके िलए िविनयम(cid:25) म; िवशषे Eप से अनुमित (cid:9)दान न क(cid:17) गई हो।” (iii) अनुसूची 1-घ म,; - (क) “ टेशन सुिवधाU क(cid:17) Eपरेखा” शीष(cid:16)क के अंतग(cid:16)त उप शीष(cid:16)क “(ख) िवतरण दबाव िनय:ं ण टेशन (डीपीआरएस) और ]ि(cid:24)गत दबाव िनय:ं ण टेशन (आईपीआरएस) के अंतगत(cid:16) ”, - (अ) “डीपीआरएस के मामले म;” अ)र(cid:25) और शQद(cid:25) से आरंभ होने वाले और “उिचत कैथोिडक सुर)ा” शQद(cid:25) से समा6 होने वाले पैराRाफ के प^ात िन4िलिखत पैराRाफ सि_मिलत होगा, नामतः :- “भूिमगत डीपीआरएस म ; बटर‘लाय वाVव(cid:25) के (cid:9)योग Hकए जाने के मामले म; वह अनुलaक-I म; उिVलिखत अपे)ाU को पूरा करेगा। इस (cid:9)कार के भूिमगत ि कड के ऊपर एक समWप(cid:16)त आइसोलेशन वाVव थािपत Hकया जाएगा।”; (आ) “डीपीआरएस/आईपीआरएस” अ)र(cid:25) और लेश से आरंभ होने वाले और “दो (2) मीटर” शQद(cid:25), कोPक(cid:25) और संTयाU से समा6 होने वाल े पैराRाफ के प^ात िन4िलिखत पैराRाफ सि_मिलत होगा, नामतः :- “वॉल माउंटेड रेcयुलेdटंग िस टम के िलए, Aैश गाड (cid:16) जैसी सरु )ा सुिवधाए,ँ सुिवधाU क(cid:17) िपटारी आHद (cid:9)दान क(cid:17) जाएगी। इसके अितeर(cid:24) अिधकतम आउटलेट दबाव 2.0 बार (जी) तक सीिमत रहगे ा।”¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3 (ख) “उपभो(cid:24)ा मीटर सेट से गसै उपकरण तक पाइप थापना” शीष(cid:16)क के अतं गत(cid:16) आरंिभक पैराRाफ म; (iv) अनुबंध-I म; “सी.जी.डी. ढांच े म; (cid:9)यु(cid:24) होने वाली पाइप सामRी क(cid:17) िविशि,य(cid:25) क(cid:17) सूची” शीष(cid:16)क के अंतगत(cid:16) उप शीष(cid:16)क “वाVव”, “एपीआई 6 डी पाइपलाइन वाVव” अ)र(cid:25), आकृितय(cid:25) और शQद(cid:25) के प^ात िन4िलिखत सि_मिलत ह(cid:25)ग,े अथा(cid:16)त :- “ एपीआई 609: बटर‘लाय वाVव: दोगुना कोरदार, लग-टाइप और वेफर-टाइप; अिधसूिचत Hकया गया था और तpप^ात जीएसआर 750 (अ), Hदनांक 14.10.2009, फा.संTया एम(I)/टी4एस/सीजीडी/1/2010, Hदनांक 16.12.2014, फा. संTया एल-एमआईएस सी/VI/I/2007, Hदनांक 01.01.2015, फा. संTया एम(I)/टी4एस/सीजीडी/1/2010, Hदनांक 09.04.2016 और फा. संTया एम(I)/टी4एस/सीजीडी/1/2010, Hदनांक 24.11.2016 के माrयम से संशोिधत Hकया गया था। PETROLEUM AND NATURAL GAS REGULATORY BOARD NOTIFICATION NOTIFICATION New Delhi, the 7th November, 2019 F.No. PNGRB/Tech/1-T4SCGD/(1)/2019. – In exercise of the powers conferred by section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board hereby makes the following regulations further to amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008, namely:- 1. Short title and commencement.- (1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Amendment Regulations, 2019. (2) They shall come into force on the date of their publication in the Official Gazette.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 2. In the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for City or Local Natural Gas Distribution Networks) Regulations, 2008, - (i) in regulation 4, for clause (d), the following clause shall be substituted, namely: - “(d) The CNG Station shall be designed, operated and maintained in line with the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Retail Outlets dispensing Petroleum, Auto LPG and CNG) Regulations, 2018.”; (ii) in Schedule-1A, under heading “Pipes and tubing for above ground service lines up to meter set assembly”, the paragraph beginning with the words, brackets and letters “Galvanized Iron (GI) pipes” and ending with the words, figure and letters “Schedule I D of these regulations.”, the following paragraph shall be substituted, namely: - “Galvanized Iron (GI) pipes shall be used in above ground service lines up to consumer meter or meter control valve. The use of copper tubing shall only be after consumer meter such that this is not accessible to third party. Use of copper pipe / tube before consumer meter should be inside the kitchen only. As an alternate to copper pipe/ tube, multi layered composite pipe complying with the requirements of ISO 17484-1 can also be used. GI pipes, copper tubing and multilayer composite pipes shall conform to the requirements given in Annexure-IV of this standard. Use of non-galvanized pipes should be restricted as far as possible; however, in case they are used they shall be properly protected and painted. PE pipe shall not be used for above ground gas pipes unless it is specifically permitted in the regulations.”; (iii) in Schedule-1D, - (A) under the heading “Layout of Station Facilities”, under sub-heading “(b) Distribution Pressure Regulating Station (DPRS) and Individual Pressure Regulating Station (IPRS)”, - (a) after the paragraph beginning with the words and letters “In case DPRS” and ending with the words “proper cathodic protection.”, the following paragraph shall be inserted, namely: - “In case butterfly valves are used in underground DPRS, the same shall conform to the requirements given in Annexure – I. Further, a dedicated isolation valve shall be installed upstream of such underground skid.”; (b) after the paragraph beginning with the letters and slash “DPRS/IPRS” and ending with the words, brackets and figure “two (2) meters.”, the following paragraph shall be inserted, namely: - “For Wall mounted regulating system, safety features like crash guards, caging of facilities and like other facilities shall be provided. Further, the maximum outlet pressure shall be restricted up to 2.0 bar (g).”; (B) under the heading “PIPING BEYOND CONSUMER METER SET ASSEMBLY TO GAS APPLIANCE”, in the opening paragraph, for the portion beginning with the words “A metal seated” and ending with the words “location by the authorised entity”, the following shall be substituted, namely: - “A metal seated leak detection cum excess flow shut off valve may be provided near the appliance located at easily accessible location by the authorised entity.”; (iv) in Annexure – I, under the heading “List of Specifications of Piping Materials used in CGD Network”, in sub- heading “Valves”, after letters, figure, and words “API 6D Pipeline Valves”, the following shall be inserted, namely: -¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 5 “API 609: Butterfly valves: Double flanged, lug-type and wafer-type; EN 13774: Valves for gas distribution systems with maximum operating pressure less than or equal to 16 bar.
