No. dhsgu/20/Statute/7/414.—In exercise of the powers conferred by sub-section (1) of section 20 read with sub-section (2) of section 27 of the Central Universities Act, 2009 (25 of 2009), the Executive Council of Doctor Harisingh Gour Vishwavidyalaya with the assent of the Visitor, hereby makes the following Statutes[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 further to amend the first Statutes of the Doctor Harisingh Gour Vishwavidyalaya, as set out in the Second Schedule to the set Act, namely:- 1. Short title and commencement - (1) These Statutes may be called as the first Statutes of the Doctor Harisingh Gour Vishwavidyalaya (Amendment) Statutes, 2019. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the first Statutes of the Doctor Harisingh Gour Vishwavidyalaya, after Statute 9 the following Statute shall be inserted, namely;- "9A. Constitution of Court. (1) The Court shall consist of the following members, namely;- Chancellor (Ex-officio Chairperson) (a) Ex-officio members (i) Vice-Chancellor (ii) Pro-Vice-Chancellor, if any (iii) Dean of Student’s Welfare; (iv) Registrar; (v) Librarian; (vi) Proctor; (vii) Finance Officer; (b) Representatives of Schools and Departments (i) Deans of Schools of Studies, ex-officio; (ii) All Heads of Departments, ex-officio; (iii) One Professor from each department other than Head by rotation to be nominated by the Vice-Chancellor; (iv) Two Associate Professors, who are not Heads of Departments, and two Assistant Professors by rotation to be nominated by the Vice-Chancellor; (c) Representatives of Affiliated Colleges (i) Five Principals of Colleges in the jurisdiction of the University by rotation to be nominated by the Vice-Chancellor; (ii) Four teachers from affiliated Colleges in the jurisdiction of the University by rotation to be nominated by the Vice-Chancellor; (d) Persons representing learned professions and special interests Five members representing learned professions and special interests including representatives of industry, commerce, banking and agriculture, to be nominated by the Visitor. (e) Representatives of the Registered Alumni Two representatives of the Registered Alumni of the University to be nominated by the Vice- Chancellor. (f) Representatives of Students Two students to be nominated by the Vice-Chancellor. (g) Representatives of the Non-Teaching Staff (i) Two members of non-teaching staff to be nominated by the Vice-Chancellor. (ii) Two persons belonging to the Higher Education Department of the State of Madhya Pradesh to be nominated by the State Government. (h) Remaining members of the Executive Council Members of the Executive Council, who are not otherwise members of the Court. No. dhsgu/20/Statute/7/415.—In exercise of the powers conferred by sub-section (1) of section 20 read with sub-section (2) of section 27 of the Central Universities Act, 2009 (25 of 2009), the Executive Council of Doctor Harisingh Gour Vishwavidyalaya with the assent of the Visitor, hereby makes the following Statutes to amend Central Universities' Statute (for Doctor Harisingh Gour Vishwavidyalaya), namely:- 1. Short title and commencement -8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (1) These Statutes may be called as the Central Universities (Amendment) Statutes (for Doctor Harisingh Gour Vishwavidyalaya), 2019 (2) They shall come into force on the date of their publication in the Official Gazette. 2. The Selection Committee for the posts specified in Column 1 of the Table below shall be as under: TABLE 1 2 Senior Professor The Selection Committee for the post of Senior Professor in the Vishwavidyalaya shall consist of the following persons: (i) Vice Chancellor shall be the chairperson of the Committee. (ii) An academician not below the rank of Senior Professor/ Professor with minimum ten years experience who is the nominee of the Visitor. (iii) Three experts not below the rank of a Senior Professor/Professor with a minimum of ten years' experience in the subject/field concerned nominated by the Vice Chancellor out of panel of names approved by the relevant statutory body of the Vishwavidyalaya. (iv) Dean (not below the rank of Senior Professor/Professor with minimum ten years experience) of the faculty, wherever applicable. (v) Head/Chairperson (not below the rank of a Senior Professor/ Professor with minimum ten years experience) or Senior-most Professor (not below the rank of Senior Professor/ Professor with a minimum of ten years experience) of the Department/School. (vi) An academician (not below the rank of a Senior Professor/ Professor with minimum ten years experience) representing SC/ ST/ OBC/ Minority/Women/ Differently - abled categories, if any of candidates representing these categories is the applicant, to be nominated by the Vice Chancellor, if any of the above members of the selection committee does not belong to that category. (vii) At least four members, including two outside subject experts, shall constitute the quorum. Professor The Selection Committee for the post of Professor in the Vishwavidyalaya shall consist of the following persons: (i) The Vice Chancellor shall be the Chairperson of the Committee. (ii) An academician not below the rank of Professor to be nominated by the Visitor. (vi) An academician belonging to the SC/ ST/ OBC/ Minority/ Women/ Differently - abled categories, if any of the candidates representing these categories is the applicant, to be nominated by the Vice Chancellor, if any of the above members of the selection committee does not belong to that category. (v) At least four members, including two outside subject experts, shall constitute the quorum. Associate Professor The Selection Committee for the post of Associate Professor in the Vishwavidyalaya shall consist of the following persons: (i) The Vice Chancellor or his/her nominee, who has at least ten years of experience as Professor, shall be the Chairperson of the Committee. (ii) An academician not below the rank of Professor to be nominated by the Visitor. (iii) Three experts in the subject/field concerned nominated by the Vice Chancellor out of the panel of names approved by the relevant statutory body of the Vishwavidyalaya. (iv) Dean of the Faculty concerned, wherever applicable. (v) Head/ Chairperson of the Department/ School. (vi) An academician representing SC/ ST/ OBC/ Minority/ Women/ Differently- abled categories, if any of the candidates belong to any of these categories is an applicant, to be nominated by the Vice Chancellor, if any of the above members of the selection committee does not belong to that category. (vii) At least four members, including two outside subject experts, shall constitute the quorum. Assistant Professor The Selection Committee for the post of Assistant Professor in the University shall consist of the following persons: (i) The Vice Chancellor or his/her nominee, who has at least ten years of experience as Professor, shall be the Chairperson of the Committee. (ii) An academician not below the rank of Professor to be nominated by the Visitor. (iii) Three experts in the subject concerned nominated by the Vice Chancellor out of the panel of names approved by the relevant statutory body of the university concerned. (vi) An academician representing SC/ ST/ OBC/ Minority/ Women/ Differently - abled categories to be nominated by the Vice Chancellor, if any of the candidates from any of these categories is an applicant and if any of the above members of the selection committee does not belong to that category. (vii) Four members, including two outside subject experts, shall constitute the quorum. Registrar/ Finance Officer/ Controller of The Selection Committee for the post of Examinations Registrar/ Finance Officer/ Controller of Examinations in the Vishwavidyalaya shall consist of Vice chancellor as Chairperson, a nominee of the Visitor and the persons specified below: (i) Two members of the Executive Council nominated by it. (ii) One person not in the service of the University nominated by the Executive Council. (iii) An Academician/ Administrator representing SC/ST/OBC/Minority/Women/Differently- enabled categories to be nominated by the Vice-Chancellor, if any of the candidates representing these categories is the applicant and if any of the above members of the selection committee do not belong to that category. (iv) At least three members from above (i) and (ii) including Visitor's nominee shall constitute the quorum. Librarian The Selection Committee for the post of Librarian in the University shall consist of the following persons: (i) Vice Chancellor who shall be the Chairperson of the Committee. (ii) An academician not below the rank of Professor to be nominated by the Visitor (iii) Three experts in the subject/field concerned including practicing Librarian as one of the subject experts to be nominated by the Vice Chancellor out of the panel of names approved by the relevant statutory body of the Vishwavidyalaya concerned. (iv) Dean of the faculty, wherever applicable. (v) Head/Chairperson of the Department/ School. (vi) An academician belonging to the SC/ ST/ OBC/ Minority/Women/Differently-abled categories, if any of the candidates representing these categories is the applicant, to be nominated by the Vice Chancellor, if any of the above members of the selection committee does not belong to[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 that category. (vii) At least four members, including two outside subject experts, shall constitute the quorum. Principal of College or Institution maintained by The Selection Committee for the post of College the University Principal and Professor shall have the following persons: (i) Chairperson of the Governing Body to be the Chairperson. (ii) Two members of the Governing Body of the college to be nominated by the Chairperson of whom one shall be an expert in academic administration. (iii) Two nominees of the Vice-Chancellor who shall be Higher Education experts in the subject/field concerned out of which at least one shall be a person not connected in any manner with the affiliating University. In case of Colleges notified/declared as minority educational institutions, one nominee of communities, recommended by the Vice Chancellor of the affiliating university of whom one should be a subject expert. (iv) Three Higher Education experts consisting of the Principal of a College, a Professor and an accomplished educationist not below the rank of a Professor (to be nominated by the Governing Body of the college out of a panel of six experts approved by the relevant statutory body of the university concerned). (v) An academician representing SC/ ST/ OBC/ Minority/ Women/Differently-abled categories if any of candidates representing these categories is the applicant, to be nominated by the Vice Chancellor, if any of the above members of the selection committee does not belong to that category. (vi) Two subject-experts not connected with the college to be nominated by the Chairperson of the governing body of the college out of a panel of five names recommended by the Vice Chancellor from the list of subject experts approved by the relevant statutory body of the university concerned. In case of colleges notified/declared as minority educational institutions, two subject experts not connected with the University nominated by the Chairperson of the College governing body out of the panel of five names, preferably from minority communities, recommended by the Vice Chancellor from the list of subject experts approved by the relevant statutory body. (vii) Five members, including two experts, shall constitute the quorum. Note:- Where the appointment is being made for an inter-disciplinary project, the head of the project shall be deemed to be the Head of the Department concerned.12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 3. The Vice Chancellor or his/her nominee, as the case may be, shall convene and preside at the meeting of the Selection Committee: Provided that the meeting of the Selection Committee shall be fixed after prior consultation with, and subject to the convenience of Visitor's nominee and the experts nominated by the Vice Chancellor or the Executive Council, as the case may be. Provided further that the proceedings of the Selection Committee shall not be valid unless the quorum specified herein above is complete. 4. The procedure to be followed by the Selection Committee shall be laid down in the Ordinances. 5. If the Executive Council is unable to accept the recommendations made by the Selection Committee, it shall record its reasons and submit the case to the Visitor for final orders. 6. Appointments to temporary posts shall be made in the manner indicated below: (i) If the temporary vacancy is for duration longer than one academic session, it shall be filled on the advice of the Selection Committee in accordance with the procedure indicated in the foregoing clauses: Provided that if the Vice-Chancellor is satisfied that in the interests of work it is necessary to fill the vacancy, the appointment may be made on a purely temporary basis on the advice of a local Selection Committee referred to in sub-clause (ii) for a period not exceeding six months. (ii) If the temporary vacancy is for a period less than a year, an appointment to such vacancy shall be made on the recommendation of a local Selection Committee consisting of the Dean of the School concerned, the Head of the Department and a nominee of the Vice-Chancellor; Provided that if the same person holds the offices of the Dean and the Head of the Department, the Selection Committee may contain two nominees of the Vice-Chancellor; Provided further that in the case of sudden casual vacancies of teaching posts caused by death or any other reason, the Dean may, in consultation with the Head of the Department concerned, make a temporary appointment for a month and report to the Vice-Chancellor and the Registrar about such appointment. (iii) No teacher appointed temporarily shall, if he is not recommended by a regular Selection Committee for appointment under the Statutes, be continued in service on such temporary employment, unless he is subsequently selected by a local Selection Committee or a regular Selection Committee, for a temporary or permanent appointment, as the case may be.
