L.-33004/99 सी.जी.-डी.एल.-अ.-17112022-240373 xxxGIDHxxx CG-DL-E-17112022-240373 xxxGIDExxx ऄसाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 587] नइ कदल्ली, बृहस्ट्पजतवार, नवम्ब र 17, 2022/कार्ततक 26, 1944 No. 587] NEW DELHI, THURSDAY, NOVEMBER 17, 2022/KARTIKA 26, 1944 भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग ऄजधसचू ना नइ कदल्ली, 16 , 2022 .स.ं 18-12/2022-बी.य.ूएस.एस सोवा-ररग्पा - स्नातक जिक्षा हते ु न्यनू तम मानक (सोवा-ररग्पा य ू जी एम एस इ).—भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग ऄजधजनयम, 2020 (2020 14) की धारा 55 की ईप धारा (2) द्वारा प्राप्त िजियों का प्रयोग करत े हुए, एवं भारतीय जचककत्सा केंद्रीय पररषद द्वारा जनधााररत (सोवा-ररग्पा स्नातक जचककत्सा जिक्षा हते ु न्यूनतम मानक) जवजनयमन, 2017 में ककसी प्रकार के ऄजधक्रमण (ऄनुजचत ईपयोग) से पहले तथा छुट गए कायों के जलए, अयोग जनम्नजलजखत , : - 1. प्रारंभ एव ं सजं क्षप्त िीषका - (1) आन जवजनयमों को भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग ( सोवा-ररग्पा जिक्षा का न्यनू तम मानक) जवजनयम, 2022 कहा जायेगा । (2) य ेजवजनयम सरकारी राजपत्र में उ प्रकािन के कदनांक से प्रभावी होगे । 2. पररभाषाएँ :- (1) आन जवजनयमों में, जब तक कक संदभ ाके ऄजतररि ऄन्य अवश्यकता या ऄपेक्षा न हो । (i) "ऄजधजनयम"- का ऄथा भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग ऄजधजनयम, 2020 (2020 का 14) (ii) "ऄनलु ग्नक" का ऄथ ाआन ऄजधजनयमों के साथ संलग्न प्रपत्र । (2) यहां प्रयुि (िब्द- वाक्य) को पररभाजषत नहीं ककया गया लेककन ऄजधजनयम में प्रयोग ककये पररभाजषत िब्दों और वाक्यों का वही ऄथा होगा जो ईन्ह ेंऄजधजनयम में कदया गया ह।ै 7638 GI/2022 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. बचै लर ऑफ सोवा-ररग्पा मजे डजसन एंड सजरा ी प्रोग्राम- बी.एस.अर.एम.एस. (सोवा-ररग्पा औषधी एव ं िल्य स्नातक कायाक्रम)- बैचलर ऑफ सोवा-ररग्पा एजुकेिन( सोवा-ररग्पा में स्नातक जिक्षा) सोवा-ररग्पा स्नातक स्ट्तरीय कायाक्रम म ें (जचककत्सा जवज्ञान) के गहन ज्ञान के साथ ही समकालीन (जचककत्सा पद्धजत) का ज्ञान प्रदान ककया जायेगा । स्ट्वास्ट््य सेवा को प्रदान करने के जलए जवद्यार्तथयों को एक कुिल जचककत्सक और सजान(िल्य-िालाक्य) के रूप म ें स्ट्थाजपत करने हते ु ईन्ह ें व्यापक व्यावहाररक प्रजिक्षण के साथ-साथ अधुजनक जवज्ञान, प्रौद्योजगकी और तकनीकी प्रगजत के ज्ञान से ऄवगत कराया जायेगा । 4. प्रविे के जलए योग्यता - (1) सोवा-ररग्पा में स्नातक जिक्षा (सोवा-ररग्पा औषधी एव ं िल्य स्नातक कायाक्रम) में प्रवेि लेन े की योग्यता जनम्नानुसार होगी: - (ए) (i) प्रवेिाथी को संबंजधत राज्य सरकार या केंद्र सरकार के जिक्षा बोडों द्वारा मान्यता प्राप्त जवद्यालय से 10 + 2 जवज्ञान में (भौजतकी, रसायन जवज्ञान और जीव जवज्ञान) जवषय के साथ न्यनू तम पचास प्रजतित ऄकं ईत्तीणा होना चाजहए या ककसी राज्य में ऄन्य धाराओ म ें मान्यता प्राप्त 10 + 2 सामन्य वगा म ें न्यूनतम पचास प्रजतित ऄंक के साथ ईत्तीणा होना चाजहए । ऄनुसूजचत जाजत, ऄनसु ूजचत जनजाजत और ऄन्य जपछडा वग ाके जलए चालीस प्रजतित होना ऄजनवाया होगा । (ii) राज्य सरकार या केंद्र सरकार के जिक्षा बोडों द्वारा मान्यता प्राप्त भोटी भाषा, बौद्ध दिान और तका िास्त्र के साथ 10+2 या समकक्ष योग्यता प्राप्त प्रविे ाथी सामन्य वग ा पचास प्रजतित तथा ऄनुसूजचत जाजत, ऄनुसूजचत जनजाजत और ऄन्य जपछडा वगा के जलए चालीस प्रजतित ऄजनवाया होगा । (iii) जवदेिी ईम्मीदवार के जलए ककसी भी जवश्वजवद्यालय या केंद्र सरकार द्वारा ऄनुमोकदत समकक्ष योग्यता । (बी) प्रविे ाथी को बी.एस.अर.एम.एस. (स्नातक कायाक्रम के पहल े वषा) तब तक प्रवेि की ऄनमु ती नहीं दी जायेगी जब तक वह 31 कदसंबर को या ईससे पहल े सत्रह वषा की अयु प्राप्त नहीं कर लेता ह।ै (2) राष्ट्रीय पात्रता-सह-प्रविे परीक्षा: - (ए) प्रत्येक िैक्षजणक वषा में स्नातक स्ट्तर में प्रवेि हते ु सभी सोवा-ररग्पा जचककत्सा संस्ट्थानों के जलए "भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग एक राष्ट्रीय स्ट्तर पर सोवा ररग्पा पात्रता- प्रवेि परीक्षा (एन.सी.अइ.एस.एम. -एन.इ.इ.टी एस.अर यूजी) अयोजजत करेगी । जजसका अयोजन भारतीय जचककत्सा पद्धजत के राष्ट्रीय अयोग द्वारा नाजमत एक प्राजधकरण या संस्ट्थान या एजेंसी द्वारा ककया जाएगा। (बी) भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा अयोजजत सोवा-ररग्पा राष्ट्रीय पात्रता ए प्रवेि परीक्षा में: (एन.सी.अइ.एस.एम.-एन.इ.इ.टी एस.अर यूजी) सामन्य श्रणे ी के ईम्मीदवार के जलए न्यनू तम 50 प्रजतित ऄंक प्राप्त करना अवश्यक होगा। परन्त ु ऄनुसूजचत जाजत, ऄनुसूजचत जनजाजत और ऄन्य जपछडा वग ा के ईम्मीदवारों के जलए न्यूनतम ऄंक चालीस प्रजतित होंगे। (3) योग्य ईम्मीदवारों का चयन सोवा-ररग्पा के जलए अयोजजत की गइ सोवा-ररग्पा राष्ट्रीय पात्रता-सह-प्रवेि परीक्षा, एन.सी.अइ.एस.एम.-एन.इ.इ.टी एस.अर यूजी परीक्षा म ें प्राप्त ऄंको के अधार पर भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा तैयार की योग्यता सूची से स्नातक कायाक्रम म ेंप्रविे के जलए जवचार ककया जाएगा। (4) सोवा- ररग्पा औषध एवं िल्य स्नातक कायाक्रम म ें प्रवेि के जलए उ की सुजवधा प्रदान की जायगे ी जजसके जलए भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा सोवा-ररग्पा एक केन्द्रीय उ समीजत (ए .आ . . .) का ठ ए जो प्रवेि हते ु राज्य ऄनुसार अरक्षण नीजत अकद के ऄनुसार प्रवेि सुजनजित करेगी । (5) (i) ईपयुाि जनयम के ऄजतररि ऄन्य ककसी को भी सीधे प्रवेि की ऄनुमती नहीं दी जायेगी। (ii) समस्ट्त संस्ट्थान को जनदेजित ककया जाता ह ै कक भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा जनर्ददष्ट प्रारूप म ें प्रवेि कदए गए छात्रों की सूची कट-ऑफ की (ऄंक ताजलका मानक) जनधााररत कदनांक पर िाम 6 बजे या ईसस े पहल े सूजचत या प्रस्ट्तुत प्रवेि के, सत्यापन हते ु समय-समय पर भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा प्रेजषत -जनदेिों को पालन सुजनजित करना होगा । (iii) प्रवेि प्राप्त छात्रों की ऄनमु ोकदत सूची के सत्यापन के बाद को जवजिष्ट अयषु अइ.डी. अवंरटत की जाएगी जो ईन्ह ेंभजवष्य में समस्ट्त ए व्यावसाजयक गजतजवजधयों के जलए पहचान संयाया होगी। (iv) जवश्वजवद्यालय ईन सभी ईम्मीदवारों को प्रवेि देना होगा जजन्ह ेंकाईंसललग के माध्यम स ेप्रवेि कदया गया ह।ै (6) कोइ भी प्रवेिाथी जो जनधााररत न्यूनतम पात्रता ऄंक प्राप्त करने में ऄसफल रहा है, ईसे वतामान िैक्षजणक सत्र के स्नातक कायाक्रम में प्रवेि नहीं कदया जाएगा।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3 (7) ककसी भी ईम्मीदवार को, जो आस जवजनयम के तहत न्यूनतम पात्रता ऄंक प्राप्त करन े म ें जवफल रहा ह,ै ईसे ईि िैक्षजणक वषा म ें स्नातक कायाक्रम में प्रवेि नहीं कदया जाएगा। (8) प्रवेि के संबंध में आन जवजनयमों में जनधााररत मानदंड या प्रकक्रया का ईल्लंघन होने पर कोइ भी प्राजधकरण या संस्ट्थान ककसी भी ईम्मीदवार को स्नातक कायाक्रम म ें प्रवेि नहीं दगे ा और ईि मानदंड या प्रकक्रया के ईल्लघं न म ें ककए गए ककसी भी प्रवेि को भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा तत्काल रद्द कर कदया जाएगा। 5. बी.एस.अर.एम.एस. पाठ्यक्रम कायक्रा म की ऄवजध:- बी.एस.अर.एम.एस पाठ्यक्रम की ऄवजध जनम्नजलजखत ताजलका के ऄनुसार 5 वषा और 6 माह की होगी । : - ताजलका – 1 बी.एस.अर.एम.एस पाठ्यक्रम की ऄवजध क्रमाकं बी.एस.अर.एम.एस पाठ्यक्रम ऄवजध (ए) प्रथम व्यावसाजयक बी.एस.अर.एम.एस ऄठारह महीन े (बी ) जद्वतीय व्यावसाजयक बी.एस.अर.एम.एस ऄठारह महीन े (सी) तृतीय (ऄंजतम) व्यावसाजयक बी.एस.अर.एम.एस ऄठारह महीन े (डी) ऄजनवाया पररभ्रामी जवजिखानुप्रवेि बारह महीने 6. प्रदान की जान े वाली ईपाजध - ईम्मीदवार को सभी परीक्षाओं को पास करना तथा जनधााररत ऄवजध में जवस्ट्ताररत ऄध्ययन के जनधााररत पाठ्यक्रम को पूरा करने बारह महीन े ऄजनवाया पररभ्रामी जवजिखानुप्रवेि करन े के बाद मने पा कचपु ा ( ऑफ - ए - बी.एस.अर.एम.एस. ) ईपाजध से सम्माजनत ककया जाएगा । 7. जिक्षा का माध्यम - जिक्षा का माध्यम भोटी भाषा होगी । 8. ऄध्ययन का स्ट्वरुप - (1) बी.एस.अर.एम.एस. पाठ्यक्रम में मयाु य जवषय एव ं ऐजछछक जवषय दोनों िाजमल होंग े । ऄध्ययन का स्ट्वरुप जनम्नजलजखत होगा । :- (ए) (i) (ए) प्रवेि के बाद छात्र को बी.एस.अर.एम.एस. छात्रो को कम से कम पंद्रह कदवसीय अरजम्भक प्ररे क पाठ्यक्रम जो सोवा-ररग्पा जचककत्सा प्रणाली स े पररजचत करान े तथा बी.एस.अर.एम.एस पाठ्यक्रम को समझाने हते ु अयोजजत ककया जायेगा ताकी वह अगामी ऄगले साढे चार साल जजस जवषय का ऄध्ययन करन े जा रहा ह ै ईससे ऄवगत हो सके तथा ईसके बाद वह बारह महीने के प्रिीक्षण कायाक्रम को पूण ा कर सके । (बी) प्रस्ट्तावना कायाक्रम के समय, सोवा-ररग्पा के छात्र को जनधााररत पाठ्यक्रम के ऄलावा ऄन्य जवषयों के साथ भोटी भाषा, बौद्ध दिान और तकािास्त्र, जीवन मूल्य की बुजनयाद तथा प्राथजमक जचककत्सा के जवषय से पररजचत कराया जायेगा (सी) प्रस्ट्तावना कायाक्रम पंद्रह कदनों का होगा जो 90 घंटे से कम का नहीं होगा तथा प्रजतकदन कदन 6 घंटे का हो सकता ह ै ।भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग समय-समय पर आस पररवतानीय पाठ्यक्रम को जनदेजित करेगा। (ii) प्रत्येक व्यावसाजयक काया कदवस तीन सौ बीस कदनों (320 कदनों) स ेकम नहीं होंगे। (iii) (ए) प्रथम व्यावसाजयक सत्र कुल तीन सौ पांच कदनों (305 कदनों) स े कम नहीं होंग,े जजसमें प्रस्ट्तावना कायाक्रम के पद्रं ह कदन (15 कदन) िाजमल नहीं होगे । (बी) प्रथम व्यावसाजयक सत्र के जलए कुल 1920 जिक्षण घटं े ऄजनवाया होग े (आससे कम नहीं होगे) व्यायायान और गैर व्यायायान जिक्षण के समय का ऄनुपात 1:2 होगा । (iv) (ए) जद्वतीय व्यावसाजयक सत्र के जलए कुल 2240 जिक्षण घंटे ऄजनवाया होग े (आससे कम नहीं होग)े व्यायायान और गरै व्यायायान जिक्षण के समय का ऄनुपात 1:2 होगा । (बी) जद्वतीय व्यावसाजयक सत्र के दौरान जिक्षण ऄस्ट्पताल के बजहरंग जवभाग (ओ.पी. डी) या ऄन्तरंग जवभाग (अइ.पी.डी.) या प्रयोगिाला या औषजध जनमााण िाला या औषधालय में प्रजतकदन कम से कम एक घंटे की नैदाजनक कक्षाए ं संचाजलत की जाएंगी जजससे छात्र संबंजधत गजतजवजधयों स े पररजचत हो सके । (v) तृतीय व्यावसाजयक सत्र के जलए कुल जिक्षण घंटे 2240 तीसरे (ऄंजतम) व्यावसाजयक सत्र म ें सुबह के समय संलग्न जिक्षण ऄस्ट्पताल में तीन घंटे की नैदाजनक कक्षाए ं अयोजजत की जाएंगी। व्यायायान और गैर व्यायायान जिक्षण के समय का ऄनुपात 1:2 होगा ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (vi) जिक्षण हते ु जनधााररत ऄवजध को जवश्वजवद्यालय या संस्ट्थान द्वारा अवश्यकता के ऄनुसार अवश्यक गजतजवजधयो को पूरा करने के जलए काय ाका समय बढाया जा सकता ह ै । स्ट्पष्टीकरण – आस जवजनयम के प्रयोजनों के जलए ऄजभव्यजि "व्यायायान" का ऄथ ा ह ै ईपदेिात्मक जिक्षण ऄथाात, कक्षा में जिक्षण और ऄजभव्यजि "गैर-व्यायायान" म ेंव्यावहाररक / नैदाजनक और प्रदिानकारी जिक्षण िाजमल हैं आस प्रकार के जिक्षण पद्धजत में जवद्यार्तथयों के साथ समतुल्य रूप से जुड कर सामाजजक, भावनात्मक एवं नैजतक जिक्षा को िाजमल करत े ह ै । (जैसे सोवा-ररग्पा ज्योजतषय ज्ञान, मौजखक पाठ या छोटे समूह अधाररत जवषय चचाा, सगं ोष्ठी या समूह चचाा, ऄध्ययन अधाररत जलजखत प्रस्ट्तुती, पारंपररक एवं अध्याजत्मक जिक्षा, प्रदिानी तथा वीजडयो पाठ औषजध जनमााण सम्बंजधत प्रजिक्षण प्रयोगिाला प्रजिक्षण या अस-पास के क्षेत्र का ऄवलोकन प्ररे णा प्रद कौिल जवकास अधाररत जिक्षा, एकीकृत जिक्षा, समस्ट्या अधाररत जिक्षा, प्रश्न अधाररत जिक्षा, पररयोजना अधाररत जिक्षा, रोगी अधाररत जिक्षा या प्रारंजभक नैदाजनक प्रकक्रया का ज्ञान या प्रमाण अधाररत प्रिीक्षण या ऄंतर जवषयी जिक्षा या सहजता के साथ जिक्षा या ऄन्य जवषयों के जमजश्रत जिक्षा या वाद-जववाद अकद के माध्यम से जवषय की अवश्यकता के ऄनुसार गरै -व्यायायान वाले नैदाजनक या व्यावहाररक ज्ञान हते ु सत्तर प्रजतित तथा प्रदिना ात्मक गजतजवजधयों हते ु तीस प्रजतित का समय जनधााररत करना चाजहए । (vii) सभी के जवद्यार्तथयों को जनयजमत समय सारणी अवरं टत कर प्रजत सप्ताह पुस्ट्तकालय एवं िारीररक जिक्षा के जलए कम से कम एक घंटा, तथा प्रजत माह एक घंटा मनोरंजन हते ु जजसमे प्रजतभा ईन्मुखीकरण पाठ्येतर गजतजवजधयों करना होगा। (बी) प्रथम व्यावसाजयक सत्र सामान्यत: ऄक्टूबर के महीने में िुरू होगा और समय-समय पर भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा समयानुसार जनधााररत पाठ्यक्रम के ऄनुसार जनम्नजलजखत जवषय को ए । यथा : - दरूजचस (ऄनुसंधान पद्धजत और जचककत्सा सांजयायकी) (जी) :- (i) सोवा-ररग्पा के पाठ्यक्रम म ें छात्रों को ईनसे सम्बंजधत जवजवध जवषयों के प्रजत रूजच रुझान पैदा करन े तथा ईससे पररजचत कराने हते ु बी.एस.अर.एम.एस के जवद्यार्तथयों को वैकजल्पक ज्ञान अवश्यक ह ै ताकी ईनकी समझ में एक बहु जवषयी ज्ञान का ऄनिु ासनात्मक दजृ ष्ट कोण स्ट्थाजपत हो सके । (ii) जवषयों का पाठ्यक्रम ऑनलाआन भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा अयोजजत ककया जाएगा (iii) प्रत्येक वैकजल्पक जवषय पैंतालीस घंटे की ऄवजध का होगा जो पांच भागो में जवभाजजत होगा प्रत्येक सत्र नौ घंटे ऄथाात पांच घंटे का जिक्षण, दो घंटे का माग ा दिान अधाररत जिक्षा जो जविेषज्ञ स े वाताा प्रजतवतान (गहन लचतन) तथा मल्ू यांकन के जलए एक घंटा अवंरटत होगा आस प्रकार कुल जमलाकर प्रत्येक वैकजल्पक जवषय के जलए पच्चीस घंट े होगे । आस प्रकार, दस घंटे माग ा दिान, पांच घंटे की जविेषज्ञ वाताा, तथा मूल्यांकन के जलए जनधााररत होगा ( 1 के 5 आ ) स्ट्पष्टीकरण:- प्रस्ट्तुत ऄजधजनयम म,ें "जिक्षण" का ऄथा ह ै तकनीकी अधाररत ज्ञान प्रेषण वीजडयो व्यायायान, पावर प्वाआंट प्रस्ट्तुतीकरण, ऑजडयो व्यायायान, वीजडयो जक्ललपग, ऑजडयो जक्ललपग, अकद। (iv) आन जवजनयमों के ऄतं गात ऐजछछक के ऄध्ययन के घंटे बी.एस.अर.एम.एस. के जनधााररत जिक्षण घंटों स ेऄजधक ह।ैं (एच) नदै ाजनक प्रजिक्षण: - छात्रों को नैदाजनक ज्ञान प्रजिक्षण प्रदिान प्रथम व्यावसाजयक सत्र से ही अरम्भ होगा । ईजल्लजखत जनम्नजलजखत ताजलका के ऄनुसार, यथा: - ताजलका -6 नदै ाजनक प्रजिक्षण ऄवजध सत्र नदै ाजनक प्रजिक्षण ऄवजध प्रथम जवषय या जवषय से संबंजधत नैदाजनक प्रजिक्षण संबंजधत जिक्षण संकाय/जवभाग द्वारा गैर- व्यायायान घंटों म ें (व्यावहाररक और प्रदिानात्मक जिक्षण के ऄलावा) जवषय की अवश्यकता के ऄनुसार प्रदान ककया जाएगा। जद्वतीय सुबह के सत्र के दौरान बाह्य रोगी जवभाग (ओपीडी) या रोगी जवभाग (अइपीडी) में प्रजतकदन एक घंटे का नैदाजनक प्रजिक्षण तृतीय (ऄंजतम ) सुबह के सत्र के दौरान बाह्य रोगी जवभाग (ओपीडी) या रोगी जवभाग (अइपीडी) में प्रजतकदन तीन घंटे का नैदाजनक प्रजिक्षण 9. (ए ए एए -आईए ए ) आ , औ ए . - (1) भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग ऄजधजनयम, 2020 के जलए राष्ट्रीय अयोग की धारा 2 की ईपधारा (एच) के तहत सोवा-ररग्पा जचककत्सा प्रणाली (एसएमएएसटीडी-अइएसएम) में अधुजनक जवकास, वैज्ञाजनक तकनीकी, नैदाजनक ईपकरणों को कैसे ऄपनी पद्धजत के ऄनुरूप प्रयोग ककया जाय े ईसकी कायाप्रणाली खोजन े समझने के जलए एक जविेषज्ञ सजमजत का गठन ककया जायेगा जो जनम्नानुसार ईभरते क्षेत्रो को ऄपने समेटेगा :- (i) ऐसे सभी जवषयों को आसमें िाजमल करेगे जजनमे नवीन ऄनसु न्धान एवं नव जवकास की संभावना हो यथा जीव जवज्ञान, रसायन जवज्ञान, भौजतकी, गजणत, सूक्ष्म जीव जवज्ञान, जैव रसायन, िरीर रचना जवज्ञान, िरीर कक्रया जवज्ञान, औषधीय वनस्ट्पजत जवज्ञान और भैषज्य जवज्ञान, जैव सूचना जवज्ञान, अणजवक जीव जवज्ञान, प्रजतरक्षण जवज्ञान अकद । (ii) नैदाजनक ईत्कष ा (iii) जचककत्सीय तकनीक (iv) िल्य िालाक्य तकनीक या प्रौद्योजगकी8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (v) औषध तकनीकी के साथ गणु वत्ता और मानकीकरण अकद प्रौद्योजगकी को जवकजसत करना । (vi) जिक्षण, प्रजिक्षण की पद्धजत एवं प्रौद्योजगकी (vii) ऄनुसंधान पद्धजत मापदडं , मापन एव ंईपकरण अकद; (viii) तकनीकी प्रगजत हते ु जवजभन्न प्रकार के यंत्रो का प्रयोग करना यथा, स्ट्वचालन, सॉफ्टवेयर (क्रमानुदेि), कृजत्रम बुजद्धमत्ता, जडजजटलीकरण (ऄंकीकरण), प्रलेखन अकद । (ix) जैव जचककत्सा प्रगजत (x) जचककत्सकीय ईपकरण (xi) सोवा-ररग्पा पद्धजत के मानकीकरण एवं ऄनुसंधान जवकास, जिक्षण, जांच, जनदान, ईपचार, प्रलेखन, प्रद्योजगकी अकद को समझने हते ु जो भी ईपयोगी जवजध हो ईसे ऄपनाना । (2) ऄजधजनयम 8 के ईप ऄजधजनयम (1) के खंड (एफ) म ें जनर्ददष्ट जनदेि के ऄनुसार यनू ानी, जसद्ध और सोवा-ररग्पा पररषद ् सोवा-ररग्पा के जलए जविेषज्ञ सजमजत बनाएगा, जो एक साथ दो कायाक्षेत्रों जिक्षा और ऄनुसंधान म ें कैसे अधुजनक वैज्ञाजनक प्रगजत हते ु तकनीकी को समावेजित कर जवकास का ऄनुकूल पररजस्ट्थयों का जनमााण ककया जा सके तथा अवश्यकतानुसार आसे स्नातक और स्नातकोत्तर पाठ्यक्रम में िाजमल ककया जा सके (3) भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग सोवा-ररग्पा के जलए एक बहु-जवकल्पी मूलभूत सजमजत होगी जो जविेषज्ञ सजमजत की जसफाररिों प्रस्ट्तावों (अधुजनक वैज्ञाजनक प्रगजत, तकनीकी ) की ईपयोजगता के ईद्देश्य की जांच -परख कर पाठ्यक्रम में िाजमल करने की संस्ट्तुजत हते ु जवचार करेगी । (4) एक बार जब कोर कमेटी जविेषज्ञ सजमजत की जसफाररिों को ऄनुमोकदत कर देती ह,ै तो भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग यूनानी, जसद्धा सोवा-ररग्पा बोडा को जनदेि देगा कक वे जविेषज्ञ सजमजत द्वारा जनर्ददष्ट स्नातक या स्नातकोत्तर के पाठ्यक्रम म ेंआस ेिाजमल करें। (5) अधुजनक जवकजसत वैज्ञाजनक ऄनुमोदन को सोवा-ररग्पा के जसद्धांतों पर परखन े के बाद ही िाजमल ककया जायेगा । (6) अधुजनक जवकजसत वैज्ञाजनक ऄनुमोदन को पांच साल बाद पाठ्यक्रम में िाजमल कर सोवा-ररग्पा का एक जहस्ट्सा माना जाएगा । (7) यूनानी, जसद्ध और सोवा-ररग्पा पररषद ् के ऄध्यक्ष, ही सोवा-ररग्पा जविेषज्ञ सजमजत और मलू भूत (वास्ट्तजवक) सजमजत ऄध्यक्ष होंगे। (8) सोवा-ररग्पा जविेषज्ञ सजमजत और मलू भूत सजमजत का कायाकाल ईनके गठन के कदनांक स े से तीन वष ा के जलए होगा। (9) सोवा-ररग्पा में अधुजनक ज्ञान जसफा 40 प्रजतित ही िाजमल ककया जायेगा ताकी ईसकी वास्ट्तजवकता,ऄखंडता ऄजद्वतीय मलू ज्ञान या ईसकी अत्मा से कोइ समझौता न होन े पाए । 10. परीक्षा - (ए) (i) प्रथम व्यावसाजयक परीक्षा अमतौर पर सामान्यतः पहल े व्यावसाजयक सत्र के समापन तक अयोजजत की जाएगी। (ii) प्रथम व्यावसाजयक परीक्षा में एक या दो जवषयों में ऄनुत्तीणा होने वाल े छात्र को जद्वतीय व्यावसाजयक सत्र में ितो के साथ जद्वतीय व्यावसाजयक परीक्षा में बैठन े की ऄनुमजत दी जाएगी । (iii) दो से ऄजधक जवषयों म ें ऄनुत्तीणा होन े वाले छात्र को ककसी भी िता पर जद्वतीय व्यावसाजयक पाठ्यक्रम में प्रवेि की ऄनुमजत नहीं दी जाएगी प्रत्येक छह महीने म ेंप्रथम व्यावसाजयक पाठ्यक्रम की पूरक परीक्षाएं अयोजजत की जाएंगी। (बी) (i) जद्वतीय व्यावसाजयक परीक्षा सामान्यत: सत्र के ऄतं तक अयोजजत कर संपन्न कर ली जाएगी ; (ii) जद्वतीय व्यावसाजयक के एक या दो जवषयों में ऄनुत्तीणा होने वाले छात्र को ितों के साथ तृतीय (ऄंजतम) व्यावसाजयक सत्र में िाजमल होने की ऄनुमजत दी जाएगी । (iii) दो से ऄजधक जवषयों में ऄनुत्तीणा होने वाले छात्र को ककसी भी िता पर तृतीय व्यावसाजयक पाठ्यक्रम में प्रवेि की ऄनुमजत नहीं दी जाएगी, प्रत्येक छह महीने म ेंजद्वतीय व्यावसाजयक पाठ्यक्रम की परू क परीक्षाएं अयोजजत की जाएगं ी।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 9 (सी) (i) तृतीय (ऄंजतम) व्यावसाजयक परीक्षा सामान्यत: तीसरे सत्र के ऄतं तक अयोजजत कर संपन्न कर ली जाएगी ; (ii) तृतीय (ऄंजतम) व्यावसाजयक परीक्षा में बैठने से पूव,ा छात्रों को प्रथम और जद्वतीय व्यावसाजयक पाठ्यक्रम के सभी नौ ऐजछछक जवषयों को ईत्तीण ा करना होगा । (iii) तृतीय (ऄंजतम) व्यावसाजयक की ऄनुवती पूरक परीक्षा प्रत्येक छह माह में अयोजजत की जाएगी। (डी) (जो छात्र ककन्ही कारण स े ऄपना कायाकाल पणू ा नहीं कर सके) ईनके जलए ऄलग कक्षा नहीं होगी ईन्ह ें जनयजमत कक्षा में ईपजस्ट्थत होना होगा या ऄपन ेसे ऄवर छात्र समूह की कक्षा में ईपजस्ट्थत होना होगा। (इ) ऄजनवाय ा पररभ्रामी जवजिखानुप्रवेि कायाक्रम म ें िाजमल होन े के जलए, प्रवेि की तारीख स े ऄजधकतम 10 वषों की ऄवजध के भीतर सभी 3 व्यावसाजयक परीक्षाए ं ईत्तीणा करनी होगी और 9 ऐजछछक म ेंऄहता ा प्राप्त करनी होगी। (एफ) सैद्धांजतक परीक्षा म ें बहुजवकल्पीय प्रश्नों (एमसीक्यू) के जलए 20% ऄंक, लघ ु ईत्तरीय प्रश्नों (एसएक्यू) के जलए 40% ऄंक और दीघ ा व्यायायात्मक ईत्तर प्रश्नों (एलएक्य)ू के जलए 40% ऄंक होंगे और य े प्रश्न ईस जवषय के पूण ा पाठ्यक्रम को कवर करेंगे। (जी) परीक्षा ईत्तीणा करन े के जलए अवश्यक न्यूनतम ऄंक सैद्धांजतक भाग म ें 50% और प्रेजक्टकल भाग म ें 50% (जजसम ें प्रेजक्टकल और नदै ाजनक, मौजखक, अंतररक मूल्यांकन और ऐजछछक जहां भी लागू हो) प्रत्येक जवषय में ऄलग स।े मौजखक परीक्षा (त्सवा स्ट्मृजत और पाठन में) ईत्तीणा होने के जलए न्यूनतम 65% अवश्यक ह।ै (एच) ऐजछछक जवषयों का मल्ू यांकन: - ऐजछछक का मूल्यांकन ईपजस्ट्थजत और एससेसमेंट के संदभा में ककया जाएगा और मूल्यांकन के अधार पर, छात्र को क्रेजडट के साथ-साथ ग्रेड भी कदए जाएंग-े (i) एक छात्र प्रत्येक ऐजछछक जवषय के जलए ऄजधकतम 5 अभार ऄंक (क्रेजडट) ऄर्तजत कर सकता ह ै और प्रमाणीय (मॉड्यलू ) मॉड्यलू र कायाक्रम म ें न्यूनतम 5 घंटे भाग लेन े पर 1 अभार ऄंक प्रदान ए । (ii) मल्ू यांकन प्रत्येक (मापांक) मॉड्यूल के ऄतं म ेंऄंककत ककया जाएगा जो औसतन 5 प्रमापीय पर अधाररत होगी । श्रेणी का जनधाारण सभी 5 मापदंडो के अधार पर ककया जायेगा । कांस्ट्य: <25 प्रजतित। चांदी : 26-50 प्रजतित सोना: 51-75 प्रजतित। प्लेरटनम : 76 प्रजतित से ऄजधक । (iii) ऐजछछक जवषय की संरचना जनम्न ताजलका के ऄनुसार: - ताजलका -7 ऐजछछक जवषय की सरं चना प्रत्यके ऐजछछक जवषय : 5 पाचं मापदंड प्रत्यके नौ घटं े (5x9=45 ) क्रमाकं ऄवयव ऄवजध (घटं े) अभार श्रणे ी मापदंड ऐजछछक 1 अभार ऄंक कम श्रेणी का जनधाारण सभी 5 से कम 5 घंटे मापदंडो के औसत के 1 जिक्षण 5 25 मापनीय पाठ्यक्रम अधार पर ककया जायेगा । 2 मागा दिना अधाररत 2 10 में िाजमल होने पर कांस्ट्य: <25 प्रजतित। जिक्षण (ऄथाता ऄजधकतम चांदी : 26-50 प्रजतित 3 जविेषज्ञ 1 5 5 अभार ऄंक) सोना: 51-75 प्रजतित। ऄंतःकक्रया / प्रजतजवम्ब प्लेरटनम : 76 प्रजतित से ऄजधक । 4 मूल्यांकन 1 5 (iv) (ए) छात्र को प्रत्येक व्यावसाजयक सत्र म ें न्यूनतम तीन ऐजछछक जवषयों को ईत्तीण ा करना अवश्यक होगा (ककसी भी श्रेणी में) परन्तु तीसरे (ऄंजतम) व्यावसाजयक परीक्षा के जलए सभी नौ ऐजछछक जवषयों में ईत्तीणा होना ऄजनवाया ह ै । यकद कोइ छात्र ऐसा नहीं कर पाता ह ै तो ऄगल े ईच्च व्यावसाजयक सत्र में प्रवेि ले सकता ह ै लेककन जपछले व्यावसाजयक सत्र के ऐजछछक जवषयों में ईत्तीण ा होना ऄजनवाया होगा ऄन्यथा जपछले व्यावसाजयक सत्र के ऐजछछक जवषय में ऄंक प्रदान नहीं ककय े जायेगे ।10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (बी) ऐजछछक जवषयों की पूणा सूची प्रत्येक व्यावसाजयक सत्र के जलए तीन खंड में (ए, बी और सी) के तहत ईपलब्ध कराइ जाएगी, यानी पहले बी.एस.अर.एम. एस के जलए एफ ए, एफ बी और एफ सी खंड में ; जद्वतीय व्यावसाजयक बी.एस.अर.एम.एस के जलए एस ए, एस बी और एस सी खंड म ें ; तृतीय (ऄंजतम) व्यावसाजयक बी.एस.अर.एम.एस के जलए टी ए टी बी और टी सी खंड – कदया जायेगा । (सी) छात्र ऄपने से संबंजधत व्यावसाजयक बी.एस.अर.एम.एस पाठ्यक्रम के जलए जनर्ददष्ट प्रत्येक खंड में से ऄपनी पसंद के ऄनुसार ककसी एक जवकल्प को चुन सकते ह।ैं (डी) प्रत्येक ऐजछछक जवषय के जलए दो ऄंकों का भार प्रदान ककया जायेगा , ऄजधकतम दस ऄंक कदए जाएंगे। (इ) जनदेजित ऄजधजनयम के ऄनुसार आन ऐजछछक ऄंकों को संबंजधत जवषयों के मौजखक ऄंकों में जोडा जाएगा। (एफ) प्रत्येक व्यावसाजयक सत्र में छात्रों को प्रत्येक खंड तीन ऄजनवाया ऐजछछक के ऄलावा जवषय के ऄजतररि ईनकी रुजच के ऄनुसार ऄजधक संयाया में जवषयों को िाजमल ककया गया ह ै ताकी वह स्ट्वतंत्र रूप चयन कर सके । उ ए ए सभी जवश्वजवद्यालय ताजलका 13, 15 में जनर्ददष्ट तरीके स े जवषयों को िाजमल करेग े । (जी) ऄंक भार प्रजत व्यावसाजयक सत्र म ें केवल तीन ऐजछछक जवषयों म ें ही जमलेगा यानी प्रत्येक खंड स े केवल एक ही ऐजछछक जवषय लेना । (एच) प्रत्येक ऐजछछक जवषय म ें ऄर्तजत प्रभार और प्राप्त श्रणे ी का ईल्लेख करते हुए प्रत्येक ऐजछछक जवषय का ऑनलाआन प्रमाण पत्र तैयार कर छात्र द्वारा डाईनलोड (ऄधोधारण) ककया जाएगा। (v) सोवा-ररग्पा महाजवद्यालय या संस्ट्थान की परीक्षा िाखा संस्ट्थान के प्रमुख के माध्यम से प्राप्त छात्रों द्वारा प्राप्त ऐजछछक के ऄंकों को संकजलत करेगी और बाद में जवश्वजवद्यालय को जमा करेगी ताकक जवश्वजवद्यालय आसे संबंजधत जवषयों की मौजखक परीक्षा में जोड सके। जैसा कक ताजलका 13, 15 और 17 में कदखाया गया ह ै। (अइ) (i) 65% स े ऄजधक ऄंक प्राप्त करन े वाला प्रथम श्रेणी 75% स े ऄजधक ऄंक प्राप्त करने वाले जवद्याथी को सम्माजनत ककया जाएगा । (ii) पूरक परीक्षाओं के माध्यम से ईत्तीणा जवद्याथीयो के जलए परु स्ट्कार का जनयम लाग ूनहीं होगा। (जे) (i) प्रत्येक छात्र को परीक्षा म ें बैठन े के जलए प्रत्येक जवषय म ें सैद्धांजतक रूप स े न्यनू तम 75% ईपजस्ट्थजत ऄजनवाय ा (ऄथाता व्यायायान के घंटे), और व्यावहाररक/नैदाजनक (ऄथाात, गैर-व्यायायान घंटे) सभी में ऄलग-ऄलग। (ii) जजन संस्ट्थानो म ें भौजतक ईपजस्ट्थजत पंजजका प्रयोग होता ह,ै आसे ऄनलु ग्नक- II के ऄनुसार संचयी पद्धजत में दज ा ककया जाएगा और पाठ्यक्रम समाप्त होने के बाद, प्रत्येक छात्र के हस्ट्ताक्षर प्राप्त कर आसे संबंजधत प्रमखु द्वारा प्रमाजणत ककया जाना अवश्यक ह ैकफर सोवा-ररग्पा कॉलेज / संस्ट्थान के प्रमुख द्वारा ऄनुमोकदत होना चाजहए। (iii) स्ट्वीकृत ईपजस्ट्थजत जवश्वजवद्यालय को ऄग्रेजषत की जाएगी। (के) यकद कोइ छात्र संज्ञानात्मक कारणों से जनयजमत परीक्षा में ईपजस्ट्थत नहीं हो पता ह ै और जचककत्सा जविेषज्ञ द्वारा प्रमाजणत ककया जाता ह,ै तो वह जनयजमत छात्र के रूप में पूरक परीक्षा में ईपजस्ट्थत हो सकता ह ै और आसकी सूचना जवश्वजवद्यालय प्रिासन को दी जाएगी परन्तु ईसे जनयजमत परीक्षा से ऄनुपजस्ट्थजत नहीं माना जा सकता ह ै। 11. मल्ू याकं न: - छात्रों का अकलन (रचनात्मक) और (योगात्मक) के रूप म ेंअकलन जनम्नानसु ार होगा: - (ए) रचनात्मक अकलन: - छात्रों को कक्षा में ईनके प्रदिान का अकलन एवं मल्ू यांकन का अधार पाठ्यक्रम सामग्री की समझ, सीखने के पररणाम अकद के माध्यम से ककया जाएगा। जनम्नजलजखत तरीके से, यथा:- (i) ककसी जवषय जिक्षण के ऄंत में जविेष भाग पाठ्यक्रम के (मॉड्यूल) मापदंड के अधार पर अवजधक मूल्यांकन ककया जाएगा एक जविेष भाग के जिक्षण के ऄतं म ें अवजधक मूल्यांकन ककया जाएगा । ताजलका के ऄनुसार मल्ू यांकन हते ु जनम्नजलजखत जवजधयों को अवश्यकता ऄनुसार ऄपनाया जा सकता है, यथा:-[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 11 ताजलका - 1. एक ईत्तरपुजस्ट्तका का मल्ू यांकन दो स्ट्वतंत्र मल्ू यांकनकतााओं द्वारा ककया जाएगा। दोहरे मल्ू यांकन के बाद, यकद दोनों ऄंकों के बीच ऄंतर कुल या ऄजधकतम ऄंकों के 19 प्रजतित तक है, तो दोनों ऄंकों के औसत को ऄंजतम प्राप्तांक माना जाएगा। जभन्नात्मक ऄंकों के मामले म,ें यकद यह 0.5 और ईससे ऄजधक ह ै तो ईसे ऄगला ईच्चतम ऄंक द े कदया जायेगा । और यकद ऄतं र 0.5 से कम ह ैतो आसे जनम्न पूण ा ऄंकों के रूप म ेंऄंककत ककया जायेगा । 2. दो स्ट्तरीय मल्ू यांकन के बाद यकद दो स्ट्वतंत्र ऄंकों के बीच का ऄंतर 20% ऄंकों से ऄजधक है, तो ऐसी ईत्तर पुजस्ट्तका को तीसरे परीक्षक के पास मल्ू यांकन के जलए भेजा जाना चाजहए, लेककन दो में से एक में 35% ऄंक से ऄजधक का ऄतं र होना चाजहए। एक तीसरा स्ट्वतंत्र परीक्षक मूल्यांकन कर ऄंक प्रदान करेगा। तीनों मल्ू यांकनों म ें स े दो ईछ चतम ऄंकों के औसत को[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 13 ऄंजतम ऄंक माना । जभन्नात्मक ऄंकों के मामले म,ें यकद यह 0.5 और ईससे ऄजधक ह ै तो ईसे ऄगला ईच्चतम ऄंक द े कदया जायेगा । और यकद ऄतं र 0.5 से कम ह ैतो आस ेजनम्न पणू ा ऄंकों के रूप में ऄंककत ककया जायेगा । (iii) जवश्वजवद्यालय द्वारा अयोजजत परीक्षाओं के प्रायोजगक या नैदाजनक या मौजखक परीक्षाओं के जलए दो परीक्षक (एक अंतररक और एक बाहरी) होंगे। (iv) योगात्मक मूल्यांकन के पररणाम घोजषत करत े समय, अंतररक मल्ू यांकन घटक और ऄंकों की ताजलका 13, 15 और 17 में कदए गए ऄंक जवतरण प्रणाली के ऄनुसार माना जाएगा । 12. के ऄनरूु प जवषय, प्रश्नपत्रों की सयां या, जिक्षण काल ऄवजध और ऄकं ों का जवतरण जनम्नजलजखत ताजलकाओं के ऄनसु ार होगा । यथाः - प्रजिक्षण कायक्रा म के समय, केंद्र सरकार, राज्य सरकार और केंद्र िाजसत प्रदेि की संस्ट्था से संबंजधत प्रजिक्षुओं को संबंजधत सरकार के तहत ऄन्य जचककत्सा प्रणाली के सामान वृजतका जमलगे ी ताकी ऄन्य जचककत्सा प्रणाजलयों के बीच कोइ जवसंगजत न होने पाए। (सी) जवजिखानुप्रवेि के दौरान स्ट्थानांतरण :- (i) जवजिखानुप्रवेि कॉलेज और जवश्वजवद्यालय दोनों की सहमजत स े होगा, ईस मामल े म ेंजहाँ स्ट्थानांतरण दो ऄलग-ऄलग जवश्वजवद्यालयों के कॉलेजों के बीच होता ह;ै (ii) यकद प्रवासन केवल एक ही जवश्वजवद्यालय के महाजवद्यालयों के मध्य होता है, तो दोनों महाजवद्यालयों की सहमजत अवश्यक ह ै। (iii) प्रवासन हते ु महाजवद्यालय या संस्ट्थान द्वारा जारी ककये गए चररत्र प्रमाण पत्र या "ऄनापजत्त प्रमाण पत्र दोनों ही समान रूप से जवश्वजवद्यालय प्रिासन द्वारा स्ट्वीकार ककया जायेगा ।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 19 (डी) ऄनुकूलन कायाक्रम: - (i) जिक्षण संस्ट्थानों की यह जजम्मदे ारी होगी कक प्रजिक्षुओं ऄजनवाया रूप से ऄनुकूलन या ऄजभजवन्यास कायाक्रम ऄजनवाया जवजिखानुप्रवेि के पवू ा ही अयोजजत करे । (ii) ऄनुकूलन कायाक्रम का मयाु य ईदेश्य ह ै कक प्रजिक्षण कायाक्रम के पूव ा जचककत्सक छात्र जचककत्सा सेवा के जवजभन्न , जचककत्सा में नैजतकता, जचककत्सा- सम्बन्धी कानून, जचककत्सा ऄजभलेखों, जचककत्सा बीमा, जचककत्सा प्रमाण पत्र, सम्प्रेषण कौिल, अचरण के जनयम, जिष्टाचार, राष्ट्रीय और राज्य स्ट्तरीय स्ट्वास्ट््य कायाक्रमो बारे में अवश्यक ज्ञान प्राप्त करना अवश्यक ह ै। (iii) प्रजिक्षण कायाक्रम के पहल े ऄनुकूलन कायाक्रम की एक कायािाला का अयोजन ककया जाएगा जजसमे प्रत्येक छात्र को एक रखना होगा जजसमे प्रत्येक जतजथ या कदन के ऄनुसार गजतजवजधयों का जववरण जलखना अवश्यक होगा। (iv) ऄनुकूलन कायािाला की ऄवजध सात कदनों की होगी जो एक वषीय प्रजिक्षण कायाक्रम का जहस्ट्सा होगा । (v) भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा ऄनुकूलन कायािाला हते ु समय -समय पर एक जनयम पुजस्ट्तका जनधााररत करेगी जजसका ऄनुपालन करना ऄजनवाया होगा । (इ) की गजतजवजधया:ं - (i) प्रजिक्षण ऄवजध में दैजनक काया काल कम से कम 8 घंटे होगे, औ इ कम नहीं होंग;े प्रजिक्षण के दौरान सभी छात्रों को में ऄपनी गजतजवजधयों को जलखना होगा । (ii) सामान्यतः ए ऄवजध जनम्नानुसार होगी- (ए) जवकल्प I.- प्रजिक्षण ऄवजध दो भागो में जवभाजजत होगा पहले सोवा-ररग्पा संस्ट्थान से सम्बद्ध ऄस्ट्पताल में 6 महीन े तथा 6 महीने प्राथजमक स्ट्वास्ट््य केंद्र (पी.एच.सी) या सामुदाजयक स्ट्वास्ट््य केंद्र (सी.एच.सी) या ग्रामीण ऄस्ट्पताल या जजला ऄस्ट्पताल या जसजवल (सामाजजक) ऄस्ट्पताल या अधुजनक जचककत्सा का कोइ सरकारी ऄस्ट्पताल या सरकारी सोवा- ररग्पा औ के नैदाजनक प्रजिक्षण म ें जवभाजजत या अधुजनक जचककत्सा का कोइ सरकारी ऄस्ट्पताल या सरकारी सोवा- ररग्पा औषधालय/ऄस्ट्पताल या ऄन्य सोवा-ररग्पा संस्ट्थान या स ेजुडे जचककत्सालय । (बी) जवकल्प II: - सभी बारह महीने महाजवद्यालय सोवा-ररग्पा ऄस्ट्पताल म।ें (iii) 6 या 12 महीन े का नदै ाजनक प्रजिक्षण, कायाक्रम के जलए भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग न े महाजवद्यालय सोवा-ररग्पा ऄस्ट्पताल में या जनधााररत गरै -जिक्षण ऄस्ट्पतालों म ें जनम्नजलजखत ताजलका ऄनुसार आ ए : - मो-नद ( बाल एवं स्त्री रोग ) पैतालीस कदन तीन माह 4. धोंन–नद-दगं -धुग-नद (नैदाजनक मनोजवज्ञान एव ं जवष पैतालीस कदन तीन माह जचककत्सा जवज्ञान ) 5. ऄजधजनयम 14 के ईप-जनयम (इ) के खंड (ii) में ईजल्लजखत छ माह -- पी.एच.सी, सी.एच.सी, जजला ऄस्ट्पताल, अकद (iv) (ए) प्रजिक्षओंु को जनम्नजलजखत में से ककसी भी पर केंद्र में तैनात ककया जाएगा, जहां राष्ट्रीय स्ट्वास्ट््य कायाक्रम लाग ू ककया जा रहा ह,ै और ये जनयिु ी राष्ट्रीय स्ट्वास्ट््य कायाक्रम के ककयाान्वयन के संबंध उ और ज्ञान प्राप्त करन े के जलए होगी। (ए) प्राथजमक स्ट्वास्ट््य केंद्र; (बी) सामुदाजयक स्ट्वास्ट््य केंद्र या जनता ऄस्ट्पताल या जजला ऄस्ट्पताल;20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (सी) अधुजनक जचककत्सा के ककसी भी मान्यता प्राप्त या ऄनुमोकदत ऄस्ट्पताल; (डी) कोइ मान्यता प्राप्त या ऄनमु ोकदत सोवा-ररग्पा ऄस्ट्पताल या औषधालय; (इ) सोवा-ररग्पा के राष्ट्रीय संस्ट्थान की एक नैदाजनक आकाइ म;ें (बी) ईपरोि सभी संस्ट्थानों को खंड (ए) स े (इ) म ें आस तरह का प्रजिक्षण देन े के जलए संबंजधत जवश्वजवद्यालय या सरकार द्वारा नाजमत या प्राजधकारी द्वारा मान्यता प्राप्त होना चाजहए। (v) प्रजिक्षण हते ु जवश्वजवद्यालय से जुडे ऄस्ट्पताल में संबंजधत जवभाग में जनम्नजलजखत गजतजवजधयों का संचालन करेगा, यथा : - (ए) सोवा-ररग्पा पद्धजत द्वारा नाडी जवश्लेषण, मूत्रालय, मल परीक्षण, प्रयोगिाला परीक्षण, मरीज का परीक्षण, नैदाजनक जांच, जनदान और सामान्य रोगों के प्रबंधन में प्रजिक्षण । (बी) अहार- व्यवहार प्रबंधन, दैजनक कदनचयाा म ें संतलु न जैसी ईपचार जवजधयों के साथ दीघका ाजलक परीक्षण के माध्यम स े रोगी का व्यजिगत स्ट्तर पर व्यजिगत ईपचार; (सी) जििुओं के कानों पर रि नजलकायो की जांच, बच्चों के मूत्र का जवश्लेषण, ईल्टी का जवश्लेषण कर अहार एवं दवा के माध्यम से बाल रोग का जनदान तथा ईपचार; (डी) नाडी, मूत्र परीक्षण, रोगी को देखकर पूछताछ, और रोगी के स्त्री के िरीर का परीक्षण कर स्त्री रोग संबंधी जवकारों का जनदान एवं ईपचार ; (इ) िल्य ईपचार का प्रजिक्षण जैसे- स्ट्वण ा सुइ जचककत्सा, ताम्र चषकन (जचपकाना) के माध्यम से ईपचार, त्वचा प्रजतऄडचन (मोक्साबस्ट्टन) का ईपयोग, रि मोक्षण जचककत्सा, औषधीय स्नान , माजलि जचककत्सा और वसंत जल जचककत्सा; (एफ) कुछ ऄन्य बीमाररयों का प्रबंधन जैसे कक मामूली टूट-फूट और अंतररक और बाहरी घाव से िरीर में ऄव्यवस्ट्था अकद का प्रबंधन, (जी) क्रमवार पांच जचककत्सीय प्रकक्रयाओं के वास्ट्तजवक ऄनप्रु योग में प्रजिक्षण (i) तेल जचककत्सा का वास्ट्तजवक ऄनप्रु योग रोगी और जवकार की प्रकृजत के ऄनुसार जवजभन्न प्रकार के तेल के तैयार करना। (ii) रोगी को ईल्टी, िुजद्धकरण करने हते ु जवरेचक अकद का प्रयोग करने हते ु प्रजिक्षण की करना । (iii) नास्ट्य जचककत्सा के जलए नाक का ऄन्य ऄगं ो के साथ संयोजन को समझना तथा ईसके ऄनुप्रयोग हते ु प्रजिक्षण दने ा । (iv) गुद्वजस्ट्त के जलए जवजभन्न प्रकार के योग होते ह ै ककस समस्ट्या हते ु कौन से गुद्वजस्ट्त योग का प्रयोग ककस अधार पर कैस े लगाया जान े से लाभ होगा आसका एनीमा लगाया जाना चाजहए प्रजिक्षण देना । (v) अतंररक िरीर की सफाइ जचककत्सा हते ु ककस माग ा का प्रयोग ईपयिु होगा आसके जलए , स्ट्थान अकद को ध्यान में रखकर प्रयोग करन े का प्रजिक्षण । (vi) प्रजिक्षु ऄपन े जनयजमत कायो के ऄलावा भारतीय जचककत्सा पद्धजत आ के जलए जनधााररत सावाजजनक स्ट्वास्ट््य पर ऑनलाआन पाठ्यक्रम पूरा करेगा । (vii) प्रजिक्षु जचककत्सक आन सभी का प्रजिक्षण प्राथजमक स्ट्वास्ट््य केंद्र या सामुदाजयक स्ट्वास्ट््य केंद्र या ग्रामीण ऄस्ट्पताल या जजला ऄस्ट्पताल या जनता ऄस्ट्पताल या अधुजनक जचककत्सा के ककसी सरकारी ऄस्ट्पताल या सोवा-ररग्पा ऄस्ट्पताल या औषधालय में करेगे । प्राथजमक स्ट्वास्ट््य केंद्र में छह महीने के आंटनाजिप प्रजिक्षण के दौरान या ग्रामीण ऄस्ट्पताल या जजला ऄस्ट्पताल या जसजवल ऄस्ट्पताल या अधुजनक जचककत्सा का कोइ सरकारी ऄस्ट्पताल या सोवा-ररग्पा औषधालय या ऄस्ट्पताल या ऄन्य सोवा-ररग्पा संस्ट्थान या महाजवध्यालय से सम्बद्ध जचककत्सालय से प्रजिक्षण प्राप्त करेगे । (ए) प्रजिक्ष ुजचककत्सक प्राथजमक स्ट्वास्ट््य केंद्र की कदनचयाा और ऄजभलेख रखरखाव के से पररजचत होना । (बी) सुदरू वती क्षेत्रों और ग्रामीण ऄंचल म ेंऄजधक प्रचजलत बीमाररयों और ईनके प्रबंधन स ेपररजचत होना । (सी) ग्रामीण अबादी के स्ट्वास्ट््य देखभाल तथा जवजभन्न प्रकार के टीकाकरण कायाक्रमों म ें िाजमल हो ईनकी जवजधयों के बारे में जिक्षण प्राप्त करना ।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 21 (डी) प्राथजमक स्ट्वास्ट््य केंद्र या ऄन्य ऄस्ट्पतालों के जचककत्सा या गैर-जचककत्सा कमाचाररयों के जनयजमत सम्पका म ें रहते हुय े ईनके कामकाज से पररजचत होना चाजहए । (इ) सरकारी स्ट्वास्ट््य योजनाओं या कायाक्रमों से पररजचत होने तथा सकक्रय भागीदारी के जलए प्रजिक्षु जचककत्सको एक प्रासंजगक दैजनक पंजजका रखनी चाजहए जैसे रोगी पंजजका , पररवार जनयोजन पंजजका, िल्य पंजजका अकद । (एफ) राज्य सरकार द्वारा कायाजा न्वत जवजभन्न राष्ट्रीय स्ट्वास्ट््य कायाक्रम में सकक्रय रूप से भाग लेना । (जी) प्रजिक्ष ु जचककत्सको को सोवा-ररग्पा जनदान, ईपचार, बाह्य ईपचार प्रकक्रया, जविेष ईपचार जवजधया, जविेषता बजहरंग मरीज प्रजतवेदन, ऄनुसधं ान, अकद म ेंप्रजिजक्षत करना। (viii) कायपा जं जका - (ए) एक प्रजिक्षु के जलए कदन-प्रजतकदन के अधार पर ईसके द्वारा की गइ प्रकक्रयाओं या सहायता या जनरीक्षण का ररकॉड ा बनाए रखना ऄजनवाय ा होगा और प्रजिक्ष ु काम का ररकॉडा बनाए रखगे ा, जजसे जचककत्सा ऄजधकारी या ईस जवभाग या आकाइ के प्रमुख द्वारा सत्याजपत और प्रमाजणत ककया जाएगा जजसके तहत वह काम करता ह।ै (बी) प्रजिक्ष ु जचककत्सक को प्रजिक्षण कायाक्रम के ऄंत म ें ऄपने से संबंजधत प्राजधकारी संकाय प्रमुख या प्रधानाचाया या जनदेिक को जवजधवत प्रमाजणत सभी पूण ा ऄजभलेख प्रस्ट्ततु करना होता ह ै जवफल रहन े पर प्रजिक्षण ऄवजध के ककसी भी या सभी जवषयों में ईसके प्रदिान या प्रजिक्षण के पररणाम ऄमान्य ककया जा सकता ह ै । (ix) का मल्ू याकं न:- (ए) मूल्यांकन प्रणाली के द्वारा ईम्मीदवार के कौिल का अकलन आस अधार पर ककया जायेगा जजन ईद्देश्य के साथ न्यनू तम प्रकक्रयाओं को सीखा ह ै ईसे सीखने के बाद ऄपने वास्ट्तजवक ऄभ्यास में ककस स्ट्तर तक प्रयोग करने म ेंसफल होगा । (बी) प्रत्येक जनयुजि के ऄंत में संबंजधत जवभाग के प्रमुख द्वारा मूल्यांकन प्रजतवेदन प्रस्ट्तुत ककया जाएगा जो ऄनुलग्नक- III के तहत ऄजभरूप -1 में संस्ट्थान के प्रमुख को प्रस्ट्तुत की जाएगी। (सी) सावाजजनक स्ट्वास्ट््य पर ऑनलाआन पाठ्यक्रम सजहत ऄजनवाया (रोटेटरी) के एक वष ा के परू ा होने पर, संस्ट्थान के प्रमुख ऄंत म ें ऄनुबंध- III के तहत जनधााररत ऄजभरूप -1 के ऄनुसार जवभाग के जवजभन्न प्रमुखों द्वारा प्रदान ककए गए सभी प्रजतवेदन का मूल्यांकन करते ह ैं । संबंजधत जनयुजि यकद संतोषजनक है, तो) प्रजिक्षु जचककत्सक को सात काया कदवसों के भीतर ऄनबु ंध- IV के तहत ऄजभरूप (फॉमा) -2 म ें प्रजिक्षण पणू ा होन े प्रमाण पत्र जारी ककया जाएगा। (डी) यकद ककसी ईम्मीदवार का प्रदिना 15 ऄंक स े कम या 50% से कम ऄंक ह ै तो ईसे ऄनुलग्नक- III के तहत फॉम ा -1 ऄसंतोषजनक घोजषत ककया जायेगा । ईसे पुनः ईस जवभाग म ेंकुल जनधााररत कदनों की संयाया के 30% कदनों के जलए कफर स े जनयुि ककया जायेगा । (इ) ककसी भी ईम्मीदवार को मूल्यांकन प्रकक्रया, ऄंक प्रदान करने के तरीके ककसी भी पहलू में ऄपनी जिकायत दज ा करन े का ऄजधकार होगा । संबंजधत जवभाग के प्रमुख और संस्ट्थान के प्रमुख को ऄलग-ऄलग, ईसकी जिकायत का जनवारण जिकायत की तारीख से तीन कदनों के भीतर करना होगा। ऄथवा संस्ट्था के प्रमुख ऐसी जिकायत प्राप्त होने पर संबंजधत जवभाग के प्रमुख के परामि ा स े जिकायत का मूल्यांकन कर के सात काया कदवसों के भीतर सौहादपा ूण ा तरीके स े जिकायत का जनवारण करेंगे। (x) प्रजिक्ष ु जचककत्सक के जलए ऄवकािः- (ए) एक वष ा की ऄजनवाया दौरान, कुल बारह छुरियों होगी । बारह कदनों से ऄजधक ऄवकाि अवश्यकतानसु ार बढाया जाएगा। (बी) प्रजिक्ष ुजचककत्सक एक बार म ेंककसी भी पररजस्ट्थजत में 6 कदनों से ऄजधक की छुिी नहीं ल ेसकता ह।ै (xi) प्रजिक्षण समापन: - यकद ककन्ही ऄपररहाया जस्ट्थजतयों के कारण प्रजिक्षण प्रारंभ होन े में या प्रजिक्षण के दौरान व्योवधान अने या जवलम्ब होने, पर तो ऐसे मामलों में प्रजिक्षण ऄवजध की तीसरी (ऄंजतम) की ऄहका परीक्षा (प्रजिक्षण के पात्र बी.एस.अर.एम.एस. सभी परीक्षा पात्रता के रूप में जनर्ददष्ट पहली और दसू री व्यावसाजयक परीक्षा सजहत सभी नौ ऐजछछक जवषयों) के तीन वषो के ऄवजध म ेंपूरा करना ऄजनवाया होगा । बिते कक ऐस े मामलों म,ें छात्र को सभी सहायक दस्ट्तावेजों के साथ जलजखत रूप म ें संस्ट्थान के प्रमुख स े पूवा ऄनुमजत लेनी होगी और ऄनुमजत पत्र जारी करने स े पहल े दस्ट्तावेजों की जांच करन े और ऄनुरोध की वास्ट्तजवक प्रकृजत का अकलन करन े की जजम्मेदारी संस्ट्थान के प्रमखु होगी। जवजिखानुप्रवेि म ें िाजमल होने के दौरान, छात्र को सहायक दस्ट्तावेजों के साथ ऄनुरोध पत्र, और जनयम 14 के ईप-जवजनयम (ए) म ें ईजल्लजखत सभी अवश्यक दस्ट्तावेजों को जमा करना होगा और जनयम 14 के ईप-जवजनयम (डी) म ेंईजल्लजखत जवजिखानुप्रवेि ऄजभजवन्यास कायाक्रम स े गुजरना होगा।22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 15. जिक्षण िल्ु क: - िल्ु क जनधाारण संबंजधत प्रबंध जनकाय या िुल्क जनधाारण सजमजतयों द्वारा ककया जायेगा जनधााररत जिक्षण िल्ु क केवल साढे चार साल के जलए जलया जाएगा । परीक्षाओं म ें ऄसफल होन े की जस्ट्थजत में ऄध्ययन की जवस्ट्ताररत ऄवजध के जलए कोइ जिक्षण िुल्क नहीं जलया जाएगा। ककसी ऄन्य कारण से और ईसी संस्ट्थान में प्रजिक्षण करने पर भी कोइ िुल्क नहीं जलया जायगे ा । 16. िक्षै जणक कमचा ाररयों की योग्यता और ऄनभु व: - (ए) अवश्यक योग्यता: - (i) (ए) ईसके पास ककसी जवश्वजवद्यालय या संस्ट्थान से मेन्पा कचुपा या सोवा-ररग्पा में स्नातक ईपाजध होनी चाजहए या आसके समकक्ष जो ऄजधजनयम के तहत पूवावती केंद्रीय पररषद द्वारा मान्यता या भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा हो । (बी) वांछनीय योग्यता: - ऄजधजनयम के तहत पूवा की केंद्रीय भारतीय जचककत्सा पररषद या भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से सोवा-ररग्पा में मेनरम्पा या स्नातकोत्तर योग्यता; तथा (ii) संबंजधत राज्य की पररषद के साथ एक वैध पंजीकरण जहा ंवह कायारत ह ै(जहां लागू हो) या एक वैध केंद्रीय या राष्ट्रीय पंजीकरण प्रमाण पत्र पूवा केंद्रीय भारतीय जचककत्सा पररषद या आ ए भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग के तहत भारतीय जचककत्सा प्रणाली के ऄंतगात पंजीकृत । “यह जनयम गरै -जचककत्सा योग्यता वाले जिक्षकों के जलए लाग ूनहीं ह ै ।” (iii) भोटी भाषा और सोवा-ररग्पा मेजडकल ज्योजतष के जवषयों के जलए जिक्षकों की योग्यता ककसी मान्यता प्राप्त जवश्वजवद्यालय / पंजीकृत मठवासी या संबंजधत जवषय में ऄन्य संस्ट्थान से स्नातकोत्तर ईपाजध या समकक्ष ईपाजध स्ट्वीकाया । (iv) नइ जिक्षक जनयुजि के जलए ईम्मीदवार को राष्ट्रीय जिक्षक पात्रता परीक्षा ईत्तीण ा करना होगा लाग ू , हालांकक, यह जनयम 16 के ईप-ऄजधजनयम के खडं (iii), ईप-ऄजधजनयम के तहत (ए) म ें ईजल्लजखत जिक्षकों के जलए लाग ू नहीं होगा। (बी) ऄनभु वः- (i) अचाय ा के पद हते :ु - (ए) स्नातकोत्तर योग्यता वाले जिक्षकों के जलए जनयजमत जिक्षक के रूप म ें दस वष ा का जिक्षण ऄनुभव या जनयजमत सह अचाय ाया रीडर के रूप म ेंपांच वषा का जिक्षण ऄनुभव अवश्यक ह।ै (बी) स्नातक योग्यता वाले जिक्षकों के जलए जनयजमत जिक्षक के रूप में तरे ह वषा का जिक्षण ऄनुभव या जनयजमत अधार पर सह अचाया या रीडर के रूप में अठ वष ा का जिक्षण ऄनुभव अवश्यक ह।ै (ii) सह अचाय ा पद के जलए:- (ए) स्नातकोत्तर योग्यता वाल े जिक्षकों के जलए जनयजमत अधार पर पांच साल का जिक्षण ऄनुभव अवश्यक ह।ै (बी) स्नातक योग्यता वाल ेजिक्षकों के जलए जनयजमत अधार पर अठ साल का जिक्षण ऄनुभव अवश्यक ह।ै (iii) सहायक अचाय ा हते :ु - ककसी भी जिक्षण ऄनुभव की अवश्यकता नहीं होगी, हालांकक न्यूनतम दो वषा का व्यावसाजयक ऄनुभव ऄजनवाया ह,ै पहली जनयुजि के समय अयु पैंतालीस वषा से ऄजधक नहीं होगी। (iv) ऄनसु धं ान पद्धजत और जचककत्सा साजं यायकी के जिक्षक के जलए योग्यता: - जचककत्सा सांजयायकी या जैव सांजयायकी या महामारी जवज्ञान या ऄनुसंधान पद्धजत या जचककत्सा सांजयायकी के ऄन्य प्रासंजगक जवषय म ें स्नातकोत्तर ईपाजध होगी और ईन्ह ें ऄिं काजलक अधार पर जनयुि ककया जायेगा और वह जवभाग के तहत काम धोंन–नद-दगं-धुग-नद ईन्ह ें जिक्षक प्रदान नहीं ककया जाएगा। (v) योग प्रजिक्षक (पूणाकाजलक) के जलए योग्यता न्यूनतम स्नातक और योग में प्रजिजक्षत होना चाजहए और वह था मल नाद मेड डांग ब्रगै थाब्स जवभाग के तहत काम करेगा और योग प्रजिक्षक के पद के जलए जिक्षक का नहीं होगा। (vi) भोटी भाषा और सोवा-ररग्पा जचककत्सा ज्योजतष जवषयों के जलए जनयुि जिक्षक अचाया के पद के जलए सात साल के जिक्षण ऄनुभव और बारह साल के जिक्षण ऄनुभव के बाद अचाय ा के पद के जलए पात्र होंग े । ऐस े जिक्षक जवभाग के प्रमुख के साथ-साथ संस्ट्थान के प्रमुख पद के जलए पात्र नहीं होंगे। (vii) डॉक्टर ऑफ कफलॉसफी (जवद्या वाचस्ट्पजत) (पीएचडी) का िोध ऄनुभव - जजस जतजथ से िोध प्रारम्भ करत े ह ैईसी कदन से लेकर िोध प्रबंध जमा करने की जतजथ तक आसे िोध ऄनुभव के रूप में जलया जायगे ा परन्तु आसकी ऄवजध तीन वष ा से ऄजधक नहीं होगी आस े जिक्षण ऄनुभव के रूप म ें भी जलया जायेगा परन्त ु पणू ाकाजलक िोधाथी का प्रमाण प्रस्ट्तुत करना होगा जवश्वजवद्यालय को थीजसस जमा करन े के प्रमाण को आस सबं ंध में साक्ष्य के रूप म ें माना जाएगा। (viii) ऄस्ट्थायी जिक्षक की जनयुजि या ऄस्ट्थायी पदोन्नजत पर पात्रता के जलए जवचार नहीं ककया जाएगा।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 23 (सी) सस्ट्ं थान के प्रमखु के पद के जलए योग्यता और ऄनभु व: - संस्ट्थान के प्रमुख (प्राचाया या संकाय प्रमुख या जनदेिक) के पद के जलए योग्यता और ऄनुभव वही योग्यता और ऄनुभव होगी जो अचाया के पद के जलए ह ै तथा न्यूनतम तीन साल का प्रिासजनक ऄनुभव (ईप प्रधानाचाया या जवभाग के प्रमुख) ईप जचककत्सा ऄधीक्षक या जचककत्सा ऄधीक्षक अकद) जैसा की जनर्ददष्ट ह ै। (डी) वते न - सरकारी या सरकारी सहायता प्राप्त संस्ट्थान या सरकारी मान्य जवश्वजवद्यालय के जिक्षकों के जलए, जिक्षक को गैर-ऄभ्यास भत्ता सजहत वेतन और भत्त े का भगु तान केंद्र सरकार या जवश्वजवद्यालय ऄनुदान अयोग द्वारा जनधााररत मानदंडों के ऄनुसार ककया जाएगा या राज्य सरकार या केंद्र िाजसत प्रदेि जैसा भी मामला हो और जचककत्सा प्रणाजलयों के बीच वेतन संरचना में कोइ जवसंगजत नहीं होगी। (इ) जिक्षक की सवे ाजनवजृ त्त की अय:ु - जिक्षकों की सेवाजनवृजत्त की अयु केंद्र सरकार या राज्य सरकार या केंद्र िाजसत प्रदेि के अदिे के ऄनुसार होगी और सेवाजनवृत्त जिक्षकों को जिक्षकों की पात्रता मानदंडों को पूरा करने वाली अयु तक पुन: जनयोजजत ककया जा सकता ह।ै पैंसठ वष ा की अयु तक पूणका ाजलक जिक्षक के रूप में। (एफ) यूजनक जिक्षक कोड:- (i) सभी पात्र जिक्षकों के जलए एक यजू नक जिक्षक , भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा महाजवद्यालय में जनयुजि के बाद ऑनलाआन जिक्षक प्रबंधन प्रणाली के माध्यम स े अवेदन करने की तारीख से सात काया कदवसों के भीतर अवंरटत ककया जाएगा। ऐसे सभी जिक्षकों के जवभाग में िाजमल होने और पदोन्नजत या राहत या स्ट्थानांतरण की सुजवधा और जनगरानी ऑनलाआन जिक्षक प्रबंधन प्रणाली (ओ.टी.एम.एस) के माध्यम से की जाएगी। (ii) संस्ट्थान और जिक्षक , जवभाग स्ट्थानांतरण, कायामुजि अकद के संबंध में समय-समय पर ऑनलाआन जिक्षक प्रबंधन प्रणाली (ओटीएमएस) में (प्रोफाआल) प्रालेख को नवीनीकृत करेंगे। (जी) अयोग के पास नैजतक और ऄनुिासनात्मक अधार पर जिक्षक कोड को वापस लने े की िजि जनजहत होगी। (एच) यकद जिक्षक ऄध्यापन व्यवसाय को छोड देता ह ै और ककसी भी कारण से ककसी दसू री संस्ट्था में भी िाजमल नहीं होता ह ै तो अयोग को जिक्षक कोड को वापस लेने की िजि जनजहत होगी और कफर वह जिक्षण में िाजमल होना चाह े तो भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग ईसी जिक्षक कोड को पुनः जिक्षण के जलए अवंरटत कर दगे ा । (अइ) जिक्षक की ईपजस्ट्थजतः- जिक्षक को भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग द्वारा समय-समय पर जनधााररत कदिा- जनदेिों और अदिे ों का पालन करना होगा उ ए वषा जतजथ पत्र काया कदवसों के दौरान कम से कम पचहत्तर प्रजतित ईपजस्ट्थजत ऄजनवाया ह ै। (ज)े सकं ाय सदस्ट्य का जवकास और प्रजिक्षण:- हर तीन साल म ें एक बार जिक्षकों को जचककत्सा ऄध्यापन तकनीकी (एम.इ.टी) या क्वाजलटी आम्प्रूवमेंट प्रोग्राम (क्यूअइपी) स े गुजरना होगा, जो भारतीय जचककत्सा पद्धजत राष्ट्रीय अयोग या नाजमत प्राजधकारी द्वारा संचाजलत ककया जायेगा । 17. सोवा-ररग्पा म ेंपरीक्षक की जनयजु िः- जनयजमत या सेवाजनवृत्त जिक्षक के ऄलावा कोइ भी व्यजि न्यूनतम जो तीन साल के जिक्षण ऄनुभव रखता हो वह परीक्षक बन सकता ह ै तथा परीक्षक की ऄजधकतम अय ुसीमा 65 वषा होगी। डॉ. बी एल. मेहरा, सजचव (प्रभारी) [जवज्ञापन-III/4/ऄसा./409/2022-23] ऄनलु ग्नक -I ए. प्रथम व्यावसाजयक िक्षै जणक कैलडें र का सभं ाजवत नमनू ा बी.एस.अर.एम.एस. No. 18-12/2022-BUSS (SOWA-RIGPA-UG-MSE).—In exercise of the powers conferred by sub-section (2) of section 55 of the National Commission for Indian System of Medicine Act, 2020 (14 of 2020), and in supersession of the Indian Medicine Central Council (Minimum Standards of under-graduate Sowa-Rigpa Medical Education) Regulation, 2017 except as respect things done or omitted to be done before such supersession, the Commission hereby makes the following regulations, namely:- 1.Short title and commencement. - (1) These regulations may be called the National Commission for Indian System of Medicine (Minimum Standard of Undergraduate Sowa-Rigpa Education) Regulations, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- (1) In these regulations, unless the context otherwise requires,- (i) ―Act‖ means the National Commission for Indian System of Medicine Act, 2020 (14 of 2020); (ii) ―Annexure‖ means an annexure appended to these regulations; (2) The words and expressions used herein and not defined but defined in the Act shall have the same meanings as respectively assigned to them in the Act. 3. Bachelor of Sowa-Rigpa Medicine and Surgery programme.-The Bachelor of Sowa-Rigpa education namely, the Bachelor of Sowa-Rigpa Medicine and Surgery (B.S.R.M.S.) shall produce Graduates, having profound knowledge of Sowa-Rigpa Medicine along with the contemporary advances in the field of Sowa-Rigpa Medicine supplemented with knowledge of scientific and technological advances in modern science and technology along with extensive practical training, as an efficient physicians and surgeons for the health care services. 4. Eligibility for admission.- (1) The eligibility to seek admission in Bachelor of Sowa-Rigpa Education (Bachelor of Sowa-Rigpa Medicine and Surgery) shall be as under,- (a) (i) The candidate shall have passed 10+2 with Science (Physics, Chemistry and Biology) or any other 10+2 equivalent qualifications of other streams recognised by concerned State Government or Central Government education boards and shall have obtained minimum of fifty per cent. marks taken in the case of General category and forty per cent. marks in the cases of the Scheduled Castes, Scheduled Tribes and Other Backward Classes; or (ii)10+2 or equivalent qualifications with Bhoti language, Buddhist philosophy and logic recognised by State Government or Central Government education boards shall have obtained minimum of fifty per cent. marks taken28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] in the case of General category and forty per cent. marks in the cases of the Scheduled Castes, Scheduled Tribes and Other Backward Classes; or (iii) for foreign candidate with any other equivalent qualification approved by the University or the Central Government. (b) No candidate shall be admitted to B.S.R.M.S. Degree programme unless he or she has attained the age of seventeen years on or before the 31st December of the year of his or her admission in the first year of the under- graduate programme. (2) National Eligibility-cum-Entrance Test.- (a) There shall be a uniform entrance examination for all Sowa-Rigpa medical institutions at the under-graduate level, namely, the ―National Commission for Indian System of Medicine - National Eligibility- cum- Entrance Test for Sowa-Rigpa (NCISM-NEET SR UG)‖ admission to under-graduate programme in each academic year and shall be conducted by an authority or institute or agency designated by the National Commission for Indian System of Medicine. (b) In order to consider for admission to under-graduate programme for an academic year, it shall be necessary for a candidate to obtain minimum of marks at fifty per cent. in the National Commission for Indian System of Medicine- National Eligibility-cum-Entrance Test for Sowa-Rigpa (NCISM-NEET SR UG) under-graduate programme held for the said academic year: Provided that in respect of, candidates belonging to the Scheduled Castes, Scheduled Tribes and Other Backward Classes, the minimum marks shall be at forty per cent.; Provided further that the power of reducing or increasing the minimum marks required for admission to undergraduate programme for candidates shall be vested with the commission for that academic year only. (3) An All-India common merit list of the eligible candidates shall be prepared on the basis of the marks obtained in the National Commission for Indian System of Medicine -National Eligibility-cum-Entrance Test for Sowa-Rigpa (NCISM-NEET SR UG) and the candidates shall be considered for admission to under-graduate programme from the said merit lists only. (4) The counselling for admission to Bachelor of Sowa-Rigpa Medicine and Surgery Programme shall be conducted by Sowa-Rigpa Central Counselling Committee (SRCCC) constituted by the National Commission for Indian System of Medicine in this behalf and in this process the policy on reservation of the concerned state (if any) in the admission of Sowa-Rigpa under-graduate Programme shall be considered. (5) (i) Direct admission by any means other than above specified shall not be approved; (ii) The institution shall have to submit the list of students admitted in the format specified by National Commission for Indian System of Medicine on or before 6 pm on the cut-off date for admission, specified by National Commission for Indian System of Medicine from time to time for verification; (iii) After verification, the approved list of admitted students shall be allotted unique AYUSH ID and it shall be the reference number for all academic and professional activities of him or her in future; (iv) Universities shall approve the admission of those candidates who have been allotted through counselling. (6) No candidate who has failed to obtain the minimum eligibility marks under these regulations shall be admitted to under-graduate programme in the said academic year. (7) No authority or institution shall admit any candidate to the under-graduate programme in contravention of the criteria or procedure laid down in these regulations in respect of admission and any admission made in contravention of the said criteria or procedure, such admission shall not be approved by the National Commission for Indian System of Medicine. (8) The authority or institution which grants admission to any student in contravention of the criteria or procedure laid down in these regulations shall be dealt as specified under section 28 of the National Commission for Indian System of Medicine Act, 2020. 5. Duration of B.S.R.M.S. programme.- The duration of the B.S.R.M.S. programme shall be five years and six months as per the following table, namely; Table – 1 Duration of B.S.R.M.S. Programme Sl. Degree to be awarded.- The candidate shall be awarded Menpa Kachupa (Bachelor of Sowa-Rigpa Medicine and Surgery – B.S.R.M.S.) Degree after passing all the examinations and completion of the laid down programme of study extending over the laid down period and the compulsory rotatory internship extending over twelve months and the nomenclature of Degree shall be Menpa Kachupa (Bachelor of Sowa-Rigpa Medicine and Surgery – B.S.R.M.S.). 7. Medium of instruction.- The medium of instruction for the programme shall be Bhoti language. 8. Pattern of study.-The B.S.R.M.S. Programme shall consist of Main Programme and Electives and the pattern of study shall be followed in the following manner, namely:- (A) (i) (a) After admission, the student shall be inducted to the B.S.R.M.S. Programme through an Induction Programme not less than fifteen working days based on the Transitional Curriculum which intends to introduce newly admitted students to Sowa-Rigpa System of Medicine and to make him or her well aware of the B.S.R.M.S. Programme he or she is going to study for next four and half years followed by twelve months of internship; (b) during the induction programme, the student of Sowa-Rigpa shall be given orientation on basics of Bhoti language, Buddhist philosophy and logic, basic life support and first aid along with other subjects as laid down in the syllabus; (c) There shall be fifteen days induction programme which shall not be less than ninety hours and every day may consist of six hours and National Commission for Indian System of Medicine shall specify the transitional curriculum from time to time; (ii) Total working days for each professional session shall not be less than three hundred and twenty days (320 days); (iii) (a) total working days for the First Professional session shall not be less than three hundred and five days (305 days) excluding fifteen days (15 days) of induction programme; (b) total teaching hours for First Professional session shall not be less than 1920 hours, and proportion of teaching hours in Lecture to Non-lecture shall be 1:2 (iv) (a) total teaching hours for Second Professional session shall not be less than 2240 hours and the proportion of teaching hours in Lectures to Non-lectures shall be 1:2 (b) during the Second Professional Session at least one hour of clinical classes per day during morning hours at Out- patient Department (OPD) or In-Patient Department (IPD) or Laboratory or Pharmacy or Dispensary at the attached teaching Hospital shall be conducted to make the students have acquaintance with the related activities; (v) Total teaching hours for Third (Final) Professional session shall not be less than 2240 hours and during the Third (Final) Professional Session, three hours of clinical classes at attached teaching Hospital during morning hours shall be conducted and the proportion of teaching hours in Lecture to Non-Lecture hour shall be 1:2 (vi) Working hours may be increased by the university or institution as per requirement to complete the stipulated period of teaching and requisite activity.- Explanation.- For the purposes of these regulation the expression “Lectures” means Didactic teaching i.e., classroom teaching and the expression “Non-lectures” includes Practical or Clinical and Demonstrative teaching and the Demonstrative teaching includes Social, Emotional & Ethical learning (SEE-Learning) or Spiritual learning or Demonstration in Sowa-Rigpa Astrology or Oral recitation or Small group teaching or Group Discussion or Peer Assisted Learning (PAL) or Tutorials or Seminars or Symposiums or Panel Discussion or Assignments or Study Assignment Methods or Demonstration or Hands-on Activity or Role play or Video Lessons or Pharmacy training or Laboratory training or Dissection or Field visits or Skill-Lab Training or Simulation Based Learning or Integrated learning or Problem based learning or Inquiry Based Learning or Project Based Learning or Case Based Learning or Early Clinical Exposure or Evidence Based Learning or Inter-Disciplinary Teaching or Flipped Classroom or Blended Learning or Debate etc. as per the requirement of the subject and in Non-lectures hours, the Clinical or Practical part shall be seventy per cent. and Demonstrative or Activity based teachings shall be thirty per cent. (H) Clinical Training. - Clinical training of the student shall start from the First Professional session onwards (Early Clinical Exposure) as mentioned in the following table, namely.- Table – 6 Clinical Training Hours Professional Session Clinical Training Hours First Subject or Topic related clinical training shall be provided by the concerned teaching faculty or department in non-lecture hours (in addition to practical and demonstrative teaching) as per the requirement of the subject Second One-hour clinical training per day in Out-patient Department (OPD) or In-Patient Department (IPD) during morning session Third (Final) Three hours clinical training per day in Out-patient Department (OPD) or In-Patient Department (IPD) during morning session 9. Methodology for Supplementing Modern Advances, Scientific and Technological Development in Indian System of Medicine (SMASTD-ISM).- (1) To accomplish the requirement under subsection (h) of section 2 of the National Commission for Indian System of Medicine Act 2020 regarding supplementation of Modern Advances, Scientific and Technological Developments in the Sowa-Rigpa System of Medicine (SMASTD-ISM), an expert committee shall be constituted to find the methodology for supplementing modern advances, scientific and technological developments in the area of diagnostic tools, conceptual advancements, emerging areas etc as under.- (i) Innovations or advances or new developments in Basic Sciences like Biology, Chemistry, Physics, Mathematics, Microbiology, Biochemistry, Anatomy, Physiology, Medicinal Botany and Pharmacognosy, Bioinformatics, Molecular Biology, Immunology etc.; (ii) Diagnostic advancements; (iii) Therapeutic technology; (iv) Surgical technique or technology; (v) Pharmaceutical technology including Quality and Standardisation of drugs, drug development etc.; (vi) Teaching, Training methods and Technology; (vii) Research methods, Parameters, Equipment and Scales etc.; (viii) Technological advancements, Automation, Software, Artificial Intelligence, Digitalisation, Documentation etc.; (ix) Biomedical advancements; (x) Medical Equipment; (xi) any other innovations, advances, technologies and developments that are useful for understanding, validating, teaching, investigations, diagnosis, treatment, prognosis, documentation, standardisation and conduction of research in Sowa-Rigpa. (2)The Expert committee for Sowa-Rigpa constituted by the Board of Unani, Siddha and Sowa-Rigpa from eight Departments or Verticals as specified in clause (F) of sub-regulation (1) of regulation 8 in addition to two more Verticals, one each for Education and Research to suggest or define or recommend the method of adaptation and incorporation of the said modern advances, scientific and technological developments to the Core committee and also specify the inclusion of the same at under-graduate or post-graduate level. (3) There shall be a Multi-Disciplinary Core Committee constituted by the National Commission for the Indian System of Medicine for the purpose of supplementing modern advances, scientific and technological developments that examine the recommendations of the expert committee and find that they are suitable and appropriate to include in the concerned subject or course or syllabus of Sowa-Rigpa.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 33 (4) Once the Core committee approves the recommendations of the Expert committee, the National Commission for Indian System of Medicine shall direct the Board of Unani, Siddha and Sowa-Rigpa to include the same in the curriculum of under-graduate or post-graduate studies as specified by the expert committee. (5) Such approved modern advances shall be incorporated with due interpretations based on the principles of Sowa- Rigpa. (6) After five years of such advancements being included in the curriculum, they will be considered as a part of Sowa-Rigpa. (7) The President, Board of Unani, Siddha and Sowa-Rigpa shall be the Chairperson of Core Committee and an expert as decided by the Board of Unani, Siddha and Sowa-Rigpa shall be the Chairperson of Expert Committee. (8) The term of Core committee and Expert committee shall be for three years from the date of their constitution. (9) The proportion of modern advances to Sowa-Rigpa teaching contents must not exceed 40 per cent. and it shall not compromise the unique value or basics or integrity or soul of Sowa-Rigpa. 10. Examination. - (a) (i) The First Professional examination shall ordinarily be held and completed by the end of First Professional session; (ii) the student who failed in one or two subjects of First Professional shall be allowed to keep terms of the Second Professional session and to appear in Second Professional examination; (iii) the student who failed in more than two subjects shall not be allowed to keep term in Second Professional session and the subsequent supplementary examinations of First Professional shall be held at every six months. (b) (i) The Second Professional examination shall ordinarily be held and completed by the end of Second Professional session; (ii) the student who failed in one or two subjects of Second Professional shall be allowed to keep the terms of the Third (Final) Professional session; (iii) the students who failed in more than two subjects shall not be allowed to keep terms in Third (Final) Professional session and the subsequent supplementary examinations of Second Professional shall be held every six months. (c) (i) The Third (Final) Professional examination shall ordinarily be held and completed by the end of Third (Final) Professional session; (ii) Before appearing for Third (Final) Professional examination, the students shall have to pass all subjects of First and Second Professional and shall qualify nine electives; (iii) The subsequent supplementary examination of Third (Final) Professional shall be held every six months. (d) There shall be no separate class for odd batch student (students, who could not keep the term) and the student have to attend the class either with regular batch or with junior batch as applicable. (e) To become eligible for joining the Compulsory Rotatory Internship programme, all three professional examinations shall be passed and qualified in nine electives within a period of maximum ten years from the date of admission. (f) The theory examination shall have twenty per cent. marks for Multiple-Choice Questions (MCQ), forty per cent. marks for Short Answer Questions (SAQ) and forty per cent. marks for Long Answer Questions (LAQ) and these questions shall cover the entire syllabus of the subject. (g) The minimum marks required for passing the examination shall be fifty per cent. in theory component and fifty per cent. in practical component (that include practical and clinical, viva-voce, internal assessment and electives wherever applicable) separately in each subject. The minimum marks required for passing the Oral Test (Tsawa memorization and recitation) shall be Sixty-Five per cent. (h) Evaluation of electives. - Electives shall be evaluated in terms of attendance and assessment and on the basis of evaluation, the student shall be awarded credits as well as grades as under- (i) one credit shall be awarded for attending minimum five hours of a modular programme including assessment part of the module and a student can earn maximum five credits for each elective;(ii) assessment shall be conducted at the end of each module and average of five modular assessments shall be considered for grading i.e., up to 25 per cent.- Bronze; 26-50 per cent.- Silver; 51-75 per cent.-Gold; 76 per cent. and above- Platinum; (iii) the structure of the elective shall be as per the following table, namely:34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Table – 7 Structure of Elective Each Elective: Five Modules of Nine Hours Each (5x9 = 45 hours) Sl. Platinum; 76 per cent. and above (iv) (a) Student has to qualify or complete (obtaining any grade) minimum of three elective subjects for each professional session and it is mandatory to qualify or complete totally nine electives before appearing for the Third (Final) Professional Examination and if a student does not qualify or complete the elective of the concerned Professional session, he or she can keep the term of next higher Professional session(s) and qualify or complete the electives of previous Professional session(s). However, marks shall not be awarded for the electives of the previous Professional session(s); (b) List of elective subjects shall be made available under three sets (A, B and C) for each professional session i.e., sets FA, FB and FC for First Professional B.S.R.M.S.; sets SA, SB and SC for Second Professional B.S.R.M.S.; sets TA, TB and TC for Third (Final) Professional B.S.R.M.S; (c) Student may opt any one elective as per their choice from each set specified for respective Professional B.S.R.M.S; (d)Weightage of two marks for each credit and maximum of ten marks shall be awarded for each elective; (e) These elective marks shall be added to the viva-voce marks of respective subjects as specified in these regulations; (f) Apart from three mandatory electives for each professional session, students have freedom to choose and qualify as many numbers of electives additionally as per their interest in each set. In such cases, the highest mark among the electives in each set shall be incorporated to the concerned subject by the University as per the pattern specified in the Table 13, 15 and 17; (g) Marks weightage shall be only for three electives per professional session i.e., one elective subject from each set of respective Professional session; (h) A separate online certificate shall be generated for each elective mentioning credits earned and grades obtained. The Certificate for qualified or completed elective shall be downloaded by the student. (v) The examination branch of the Sowa-Rigpa College or Institute shall compile the marks of electives obtained by students as specified above and submit to university through Head of the Institution so that the university shall add the same in viva-voce of respective subjects as shown in Tables 13, 15 and 17. (i) (i) A candidate obtaining sixty-five per cent. and above marks shall be awarded first class in the subject and seventy-five per cent. and above marks shall be awarded distinction in the subject; (ii) The award of class and distinction shall not be applicable for supplementary examinations. (j) (i) Each student shall be required to maintain minimum seventy-five per cent. attendance in each subject in theory (i.e., lecture hours), and practical/clinical (i.e., non-lecture hours) separately for appearing in examinations; (ii) Where the institute maintains physical attendance register, it shall be recorded in cumulative numbering method as per Annexure-II and at the end of the course or term or part of the course, after obtaining each student signature the same is to be certified by respective head of department and approved by Head of the Sowa-Rigpa college/Institute; (iii) The approved attendance shall be forwarded to university. (k) If a student fails to appear in regular examination for cognitive reasons and certified by the medical specialist, he or she may appear in supplementary examination as regular student and the same shall be intimated to the University and his or her non-appearance in regular examination shall not be treated as an attempt. 11.Assessment.-Assessment of students shall be in the form of Formative and Summative assessments as under.- (a) Formative Assessment.- Students shall be assessed periodically to assess their performance in the class, determine the understanding of programme material and their learning outcome in the following manner, namely:-[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 35 (i) periodical assessment shall be carried out at the end of teaching of a topic or module or a particular portion of syllabus and the following evaluation methods as per the following table may be adopted as suitable to the content, namely: - Table – 8 Evaluation methods for periodical assessment Sl. After double valuation, in case of variation between both the scores are up to 19 percentage of the total or maximum marks, then average of both the scores will be considered as the final score. In case of fractional scores, if it is 0.5 and above it is rounded up to next highest digit and if the fraction is below 0.5 it is a rounded up to lower digit value; (2) At the end of double valuation, if the variation between two independent scores is 20 percentage and above of the maximum marks, then such answer script should be considered for third evaluation provided that at least one of the scores among two should be 35 percentage and above of the maximum marks. A Third independent evaluator/assessor evaluates such scripts and assign the scores. Average of higher of two scores among all three evaluation is considered as the final score. In case of fractional scores, if it is 0.5 and above it is rounded up to next highest digit and if the fraction is below 0.5 it is a rounded up to lower digit value; (iii) There shall be two examiners (one internal and one external) for university practical or clinical or viva- voce examinations; (iv) While declaring the results of Summative assessment, Internal Assessment component and Elective marks shall be considered as per the distribution of marks pattern provided in Tables 13, 15 and 17. 12. Migration of student during the study.-(1) The students may be allowed to take the migration to continue their study to another college after passing the First Professional examination, but failed student‘s transfer and mid-term migration shall not be allowed. (2) For migration, the students shall have to obtain the mutual consent of both colleges and universities and it shall be against the vacant seat. 14.Compulsory Rotatory Internship.-(a) (i) The duration of Compulsory Rotatory Internship including Internship Orientation Programme shall be one year and ordinarily commence on first working day of April for regular batch students and first working day of October for supplementary batch students; (ii) The student shall be eligible to join the Compulsory Internship Programme after passing all the subjects from First to Third (Final) Professional Examination including qualifying nine electives and after getting Provisional Degree Certificate from respective universities and Provisional Registration Certificate from respective State Board or Council for Compulsory Rotatory Internship; (b) Stipend.- During internship, to the interns belonging to Central Government, State Government and Union territory institution, the stipend shall be paid at par with other medical system under respective government and there shall not be any discrepancy between medical systems; (c)Migration during Internship.- (i) Migration of internship shall be with the consent of both the colleges and universities, in the case where the migration is in between the colleges of two different universities; (ii) If migration is only between colleges of the same university, the consent of both the colleges shall be required; (iii) Migration shall be accepted by the university on the production of the character certificate issued by the Institute or College and the application forwarded by the college and university with a ―No Objection Certificate‖ as the case may be;[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 41 (d) Orientation programme. - (i) The interns shall mandatorily attend an orientation programme regarding internship and it shall be the responsibility of the teaching institution to conduct the orientation before the commencement of the Internship; (ii) The orientation shall be conducted with an intention to make the intern to acquire the requisite knowledge about the Rules and Regulations of the Medical Practice and Profession, Medical Ethics, Medico-Legal Aspects, Medical Records, Medical Insurance, Medical Certification, Communication Skills, Conduct and Etiquette, National and State Health Care programme; (iii)The orientation workshop shall be organized at the beginning of internship and a Logbook shall be maintained by each intern, in which the intern shall enter date-wise details of activities undertaken by him/her during orientation; (iv)The period of orientation shall be of seven days which is inclusive of the one year internship programme; (v)The manual for conducting the orientation as prescribed from time to time by the National Commission for Indian System of Medicine shall be followed. (e)Activities during Internship.- (i) The daily working hours of intern shall not be less than eight hours; the intern shall maintain a Logbook containing all the activities undertaken by him or her during internship. (ii) Normally one-year internship shall be as under- (A) Option I.- Divided into clinical training of six months in the Sowa-Rigpa Hospital attached to the College and Six months in Primary Health Centre (PHC) or Community Health Centre (CHC) or Rural Hospital or District Hospital or Civil Hospital or any Government Hospital of Modern Medicine or Government Sowa-Rigpa Dispensary/Hospital or Clinics attached to other Sowa-Rigpa Institute or College. (B) Option II.- All twelve months in Sowa-Rigpa Hospital attached to the college. (iii)The clinical training of six or twelve months, as case may be, in the Sowa-Rigpa Hospital attached to the College or in Non-teaching Hospitals laid down by the National Commission for Indian System of Medicine shall be conducted as per the following table, namely: Table – 18 Distribution of Internship duration at Sowa-Rigpa teaching hospital, attached to the college SL. (iv) (a) The interns shall be posted in any of the following centres where, National Health Programme are being implemented and these postings shall be to get oriented and acquaint the knowledge of implementation of National Health Programme in regard to, - (A) Primary Health Centre; (B) Community Health Centre or Civil Hospital or District Hospital; (C) any recognised or approved Hospital of Modern Medicine; (D) any recognised or approved Sowa-Rigpa Hospital or Dispensary; (E) In a clinical unit of National Institute of Sowa-Rigpa; (b) all the above institutes mentioned in clauses (A) to (E) shall have to be recognised by the concerned university or Government designated authority for taking such a training. (v) The intern shall undertake the following activities in respective department in the hospital attached to the college, namely:- (a) training in pulse analysis, urinalysis, stool examination, laboratory investigation, case taking, clinical investigations, diagnosis and management of common diseases by Sowa-Rigpa;42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (b) personalised or individualized treatment of patient through long term examination along with treatment methods such as dietary, behavioural management, balances in daily routines; (c) diagnosis of paediatric disorders through examining the blood vessels on ears of infants, analysing the urine of children, analysing the vomit and treatment of diseases through diet and medicine; (d) diagnosis of gynaecological disorders through sensing pulse, urinalysis, interrogation, looking at the patient and examining the patient‘s body; (e) training of surgical treatment such as golden needle therapy, healing through copper cupping, use of moxabustion, venesection (bloodletting), preparation of medicinal bath, massage therapy and spring water therapy; (f) management of certain ailments such as fractures and dislocations, management of minor cuts, internal and external wounds; (g) training in actual application of the Five therapeutic procedures in sequence as follow:- (i) actual application of oil therapy and preparation of different oil required as per the nature of disorder; (ii) training in application of emesis, purgation, understanding the time of emesis and purgation; (iii) training in application of nasal therapy and understanding the compounding of main and other formulations of nasal therapy; (iv) basis on which enema should be applied; different types of compounds for enema and methods of administrating enema and its benefit; (v) actual administration of channel cleansing therapy in accordance with suitable place and season; signs of successful channel cleansing therapy. (vi) The intern shall complete online course on Public Health as laid down by National Commission for Indian System of Medicine, in addition to their regular duties. (vii) The internship training in Primary Health Centre or Community Health Centre or Rural Hospital or District Hospital or Civil Hospital or any Government Hospital of Modern Medicine or Sowa-Rigpa Hospital or Dispensary.- During the six months internship training in Primary Health Centre or Rural Hospital or District Hospital or Civil Hospital or any Government Hospital of Modern Medicine or Government Hospital or Sowa-Rigpa Dispensary or Hospital or Clinics attached to other Sowa-Rigpa institute or college, the interns shall,- (A) get acquainted with routine of the primary health centre and maintenance of their records; (B) get acquainted with the diseases more prevalent in rural and remote areas and their management; (C) involve in teaching of health care methods to rural population and also various immunization programme; (D) get acquainted with the routine working of the medical or non-medical staff of Primary Health Centre or other hospitals and be always in contact with the staff in this period; (E) get familiarized with the work maintaining the relevant register like daily patient register, family planning register, surgical register etc. and take active participation in different Government health schemes or programme; (F) participate actively in different National Health Programme implemented by the State Government; and (G) get trained in Diagnosis, Sowa-Rigpa treatment, external treatment procedures, Sowa-Rigpa special treatment methods, Sowa-Rigpa specialty OPDs, Case report writing, research, etc. (viii) Logbook.- (a) It shall be compulsory for an intern to maintain the record of procedures done or assisted or observed by him or her on day-to-day basis in specified Logbook and the intern shall maintain a record of work, which is to be verified and certified by the Medical Officer or Head of the Department or Unit under whom he or she works. (b) Failure to produce Logbook, complete in all respects duly certified by the concerned authority to the Dean or Principal or Director at the end of internship training programme, may result in cancellation of his or her performance in any or all disciplines of internship training programme. (ix) Evaluation of Internship.- (A) The evaluation system shall assess the skills of a candidate while performing the minimum number of procedures as enlisted with an objective that successful learning of these procedures will enable the candidate to conduct the same in his or her actual practice. (B) The evaluation shall be carried out by respective Head of the Department at the end of each posting and the report shall be submitted to Head of the institute in Form-1 under Annexure-III. (C) On completion of one year of compulsory rotatory internship including online course on Public Health, the Head of the Institute evaluate all the assessment reports in the prescribed Form-1 under Annexure-III, provided by various[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 43 Head of the Department at the end of respective posting and if found satisfactory, the intern shall be issued Internship Completion Certificate in Form-2 under Annexure-IV within seven working days. (D) If a candidate‘s performance is declared as unsatisfactory upon obtaining below fifteen marks as per Form-1 under Annexure-III or less than fifty per cent. of marks, in an assessment in any of the departments he or she shall be required to repeat the posting in the respective department for a period of thirty per cent. of the total number of days, laid down for that department in Internship training and posting. (E) Candidate shall have the right to register his or her grievance in any aspects of conduct of evaluation and award of marks, separately to the concerned Head of the Department and Head of the Institution, within three days from the date of completion of his or her evaluation, and on receipt of such grievance, the Head of the Institution in consultation with the Head of the concerned Department shall redress and dispose of the grievance in an amicable manner within seven working days. (x) Leave for interns.- (A) During compulsory rotatory internship of one year, twelve leaves are permitted and any kind of absence beyond twelve days shall be extended accordingly. (B) Intern cannot take more than six days leave including prefix or suffix of any kind of holidays at a time. (xi) Completion of internship.- If any delay in the commencement of internship or abnormal break during internship due to unavoidable conditions, in such cases internship period shall be completed within maximum period of three years from the date of passing the qualifying examination of Third (Final) Professional B.S.R.M.S. including First and Second Professional Examinations and qualifying nine electives, specified as eligibility for internship: Provided that in such cases, the student shall get prior permission from the head of the institution in written with all supporting documents and it shall be the responsibility of the head of the institution to scrutinize the documents, and assess the genuine nature of the request before issuing permission letter and while joining internship, the student shall submit the request letter along with supporting documents, and all necessary documents as mentioned in the sub- regulation (a) of regulation 14 and undergo the internship orientation programme as mentioned in the sub-regulation (d) of regulation 14. 15. Tuition fee.- The tuition fee as laid down and fixed by respective governing or fee fixation committees as applicable shall be charged for four and half years only and no tuition fee shall be charged for extended duration of study in case of failing in examinations or by any other reasons and there shall not be any fee for internship doing in the same institute. 16. Qualifications and experience for teaching staff.- (a) Essential qualification.- (i) (A) He or She shall possess Menpa Kachupa or Bachelor Degree in Sowa-Rigpa from a university or institute or its equivalent as recognised by erstwhile Central Council of Indian Medicine or National Commission for Indian System of Medicine under the Act; (B) Desirable qualification: a Menrampa or Post-graduate qualification in Sowa-Rigpa from a university or institute recognised by erstwhile Central Council of Indian Medicine or National Commission for Indian System of Medicine under the Act; and (ii) a valid registration with the concerned State Board or Council where he or she is employed (wherever applicable) or a valid Central or National Registration Certificate issued by erstwhile Central Council of Indian Medicine or Board of Ethics and Registration for Indian System of Medicine under National Commission for Indian System of Medicine; ―This is not applicable for teachers of non-medical qualifications,‖ (iii) qualification of the teachers for the subjects of Bhoti Language and Sowa-Rigpa Medical Astrology shall be with post-graduate degree or equivalent degree from a recognized university or registered monastic or other institute in the subject concerned; (iv) In the new appointment of teacher, a candidate shall qualify the National Teachers Eligibility Test, when it becomes operational, however, it shall not be applicable for the teachers mentioned in the clause (iii), sub-regulation (a) of regulation 16. (b) Experience. -(i) For the Post of Professor.- (a) Ten years of teaching experience as regular teacher or five years of teaching experience as Associate Professor or Reader on regular basis is essential for the teachers with post- graduate qualification; (b) Thirteen years of teaching experience as regular teacher or eight years of teaching experience as Associate Professor or Reader on regular basis is essential for the teachers with under-graduate qualification. (ii) For the Post of Associate Professor. - (a) Five years of teaching experience on regular basis is essential for the teachers with post-graduate qualification; (b) Eight years of teaching experience on regular basis is essential for the teachers with under-graduate qualification. (iii) For the Post of Assistant Professor. - No teaching experience shall be required however minimum two years of professional experience is mandatory and the age shall not exceed forty-five years at the time of first appointment.44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (iv) Qualification for teacher of Research Methodology and Medical Statistics shall be a post-graduate degree in Medical Statistics or Biostatistics or Epidemiology or other relevant discipline of Research Methodology or Medical Statistics and he or she can be appointed on part time basis and shall work under the department of gdon nad dang dug nad gso ba and he or she shall not be provided teacher‘s code. (v) Qualification for Yoga instructor (full time) shall be minimum a graduate and trained in Yoga and he or she shall work under the department of tha mal nad med dang brtag thabs and there shall not be teacher‘s code for the post of Yoga instructor. (vi)Teachers appointed for the subjects of Bhoti Language and Sowa-Rigpa Medical Astrology shall be eligible for the post of Associate Professor after seven years of teaching experience and twelve years of teaching experience for the post of Professor and such teachers shall not be eligible for the post of Head of the Department as well as Head of the Institution. (vii) The research experience of Doctor of Philosophy (Ph.D).-The actual research duration i.e., the date of joining to the date of submission of thesis and not more than three years shall be considered as teaching experience and Ph.D seat allotment letter, proof of joining to full-time Ph.D programme and proof of submission of thesis to the university shall be considered as evidence in this regard. (viii)Temporary appointment or temporary promotion of teacher shall not be considered for eligibility. (c) Qualification and experience for post of Head of the Institution. - The qualification and experience for the post of Head of the Institution (Principal or Dean or Director) shall be the same qualification and experience as specified for the post of Professor with minimum three years of administrative experience (Vice Principal or Head of the Department or Deputy Medical Superintendent or Medical Superintendent etc.). (d) Salary for the teachers of Government or Government aided institution or Government deemed University.- The Salary and allowances including Non Practicing Allowance as applicable shall be paid to the teacher at par with the norms laid down by the Central Government or University Grants Commission or the State Government or Union territory as the case may be and there shall not be any discrepancy of salary structure between medical systems. (e) Age of superannuation of teacher.- The age of superannuation of teachers shall be as per the order of the Central Government or State Government or Union territory, and the retired teachers, fulfilling the eligibility norms of teachers may be re-employed up to the age of sixty-five years as full-time teacher. (f) Unique teacher‟s code.- (i) A unique teacher‘s code for all eligible teachers, shall be allotted by the National Commission for Indian System of Medicine after their appointment in the college through an Online Teachers Management System on application within seven working days from the date of joining and the Promotion or Relieving or Transfer of Department of all such teachers shall be facilitated and monitored through the Online Teachers Management System (OTMS). (ii) Institute and Teacher shall update profile in the Online Teachers Management System (OTMS) from time to time with respect to promotion, department transfer, relieving etc. (g) The Commission shall have the power to withdraw the teacher‘s code on ethical and disciplinary grounds. (h) The Commission shall have the power to withdraw or withheld the teacher‘s code if the teacher discontinues the teaching profession or not joined any institution for any reason and he may re-join the teaching profession with the same teacher‘s code after completing the procedure as specified by National Commission for Indian System of Medicine from time to time. (i) Attendance of Teacher.- The teacher shall abide by the guidelines and mandates as laid down by the National Commission for Indian System of Medicine from time to time and shall have at least seventy-five per cent. of attendance during the working days of every calendar year. (j) Development and Training of Faculty Member.- Once in every three years teachers shall undergo Medical Education Technology (MET) or Quality Improvement Programme (QIP) conducted by National Commission for Indian System of Medicine or designated authority. 17. Appointment of examiner In Sowa-Rigpa.- No person other than regular or retired teacher with minimum three years of teaching experience shall be considered eligible for examinership and the maximum age-limit of examiner shall be sixty-five years. However, in case physical registers are being maintained for recording attendance of various teaching/training activities, the following guidelines are to be followed, namely:- (1) Attendance is to be marked in cumulative numbering fashion as under- (a) In case presence is to be marked as 1, 2, 3, 4, 5, 6……so on; (b) In case of absence, it must be marked as ‗A‘; (c) Example: P P P P A P P AA P P P… may be marked as (1, 2, 3, 4, A, 5, 6, A, A, 7, 8, 9…). (2) Avoid strictly marking ‗P‘ for presence. (3) Separate register for Theory and practical/clinical/non-lecture activities are to be maintained. (4) At the end of term or course or part of syllabus or month the last number to be taken as total attendance. (5) The total attendance after students signature to be certified by respective HOD followed by approval by Principal. (6) In case of multiple terms, at the end of professional session all term attendance is to be summarised and percentage is to be calculated separately for theory and practical/clinicals (including all non-lecture hours).
