अथाात:् -
1. (1) इन जनयत का संजिप् त नात जसगरेट रर अन्द य त् ाकू उ पाद (पैकेंजग रर ले ंलग) तीसरा संिगधन जनयत,
2020 ै।ै
(2) य ेजनयत 01 ददसं र, 2020 कग प्रवृ त ै गे।
2. जसगरेट रर अन्द य त् ाकू उ पाद (पैकेंजग रर ले ंलग) जनयत, 2008 तें : -
(क) जनयत 5 त,ें उप-जनयत (4) का लगप दकया जाएगा;

“(i) जलजखत स्ट् वास्ट् ् य चते ावनी: धुएं रर धआु ं रजैत त् ाकू उ पाद के जलए ‘त् ाकू स े ददना ाक तौत ैगती ै’ै िब् द लाल
पृष्ठ भूजत पर सेेद रंग के े ट त ें प्रकाजित दकए जाएंग,े रर ‘आज ैी छगड,ें कॉल करें 1800-11-2356’ िब् द काली
पृष्ठ भूजत पर सेेद रंग के े ट त ें प्रकाजित दकए जाएंगे। जलजखत स्ट् वास्ट् ् य चेतावनी की पृष्ठ भूजत तें रंग की सघनता
जन्न ानुसार ैगगी:- सेेद: सी: 0%,एत: 0%, वाई: 0%,के: 0%, लाल: सी : 0%, एत : 100%, वाई 100%, के:
0%, रर काला: सी: 0%, एत: 0%, वाई: 0%, के: 100%,। जलजखत स्ट् वास्ट् ् य चते ावनी चार रंग के साथ रर न्द यूनतत
300 डीपीआई (डॉट्स प्रजत इंच) के ंप्रटटग के रसग् यूिन के साथ तुदरत की जाएगी। स्ट् वास्ट् ् य चेतावनी के े ट की प्रकृजत
एवं रंग वे साइट www.mohfw.gov.in या www.ntcp.nhp.gov.in पर अपलगड की गई े ट प्रकृजत एवं रंग के
सतान ै गे।”
(ख) खंड (ii) के स्ट् थान पर जन्न जलजखत खंड रखा जाएगा, अथाात्-
“(ii) जचरातक स्ट्वास्ट््य चेतावनी:- स्ट्वास्ट््य पर त् ाकू सेवन से पडने वाले कुप्रभाओं का एक जचरातक प्रजतरूप जलजखत
स्ट्वास्ट््य चेतावनी के ऊपर लगाया जाएगा। यै चार रंग के साथ रर न्द यूनतत 300 डीपीआई (डॉट्स प्रजत इंच) के ंप्रटटग
के रसग् यूिन के साथ तुदरत की जाएगी। जचरातक स्ट्वास्ट््य चेतावनी के रंग रर रसग् यिू न वे साइट
www.mohfw.gov.in या www.ntcp.nhp.gov.in पर अपलगड की गई जचरातक स्ट्वास्ट््य चेतावनी के रंग रर
रसग् यूिन के सतान ैगना चाजैए।”
(ii) पैरा 2 के स्ट् थान पर जन्न जलजखत परै ा रखा जाएगा, अथाता ्:-
“2 जवजनर्ददष्ट स्ट् वास्ट् ् य चेतावनी ै गी-
(क) जचर-1, इसके जारी ैगने की तारीख से ारै तास की अवजध के जलए जवजधतान्द य ैगगा।
जचर-1
(ख) जचर-2, जचर -1 की जवजनर्ददष्ट स्ट् वास्ट् ् य चेतावनी के जारी ैगन े की तारीख से ारै तास की अवजध की सताजति के
पश् चात ्प्रभावी ैगगा ।
जचर-2[भाग II—खण् ड 3(i)] भारत का राजपर : असाधारण 3
(iii) पैरा 4 के स्ट् थान पर जन्न जलजखत परै ा रखा जाएगा, अथाता ्:-
“4. भाधा:- प्रयेक स्ट्वास्ट््य चते ावनी अंग्रेजी, जैन्ददी तथा अन्दय िेरीय भाधाओं तें ै गी। सतुजचत भाधा संयगजन का चयन
वे साइट www.mohfw.gov.in या www.ntcp.nhp.gov.in पर उपलब्ध संयगजन से दकया जाएगा तादक यै
सुजनजित ैग दक स्ट्वास्ट््य चेतावनी के जलए चयजनत भाधा जनतााता या आयातक या पैकर द्वारा पैकेट पर प्रयुतिय भाधा के
अनुरूप ै।ै ”

NOTIFICATION
New Delhi, the 21st July, 2020.
G.S.R. 458(E).—In exercise of the powers conferred by sub-section (1) of section 7, section 8,
sub-section (2) of section 9, section 10 and section 31 of the Cigarettes and other Tobacco Products
(Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and
Distribution) Act, 2003 (34 of 2003), and in supersession of the Cigarettes and other Tobacco Products
(Packaging and Labelling) Amendment Rules, 2020 published in the Gazette of India, Extraordinary, Part
II, Section 3, Sub-section (i) vide number G.S.R. 248 (E), dated the 13th April, 2020, the Central
Government hereby makes the following rules further to amend the Cigarettes and other Tobacco Products
(Packaging and Labelling) Rules, 2008, namely: -
1. (1) These rules may be called the Cigarettes and other Tobacco Products (Packaging and Labelling)
Third Amendment Rules, 2020.
(2) They shall come into force on the 1st day of December, 2020.
2. In the Cigarettes and other Tobacco Products (Packaging and Labelling) Rules, 2008, -
(a) in rule 5, sub-rule (4) shall be omitted;
(b) in the Schedule -
(i) in paragraph 1,-
(a) for clause (i), the following clause shall be substituted, namely: -
―(i) Textual Health Warning. - For smoking and smokeless forms of tobacco products, the words
‗TOBACCO CAUSES PAINFUL DEATH‘ shall appear in white font colour on a red background and the
words ‗QUIT TODAY CALL 1800-11-2356‘ shall appear in white font colour on a black background. The
intensity of colour in the background of the textual health warning shall be: White: C:0%, M:0%, Y:0%
K:0%, Red: C:0%, M:100%, Y:100% K: 0% and Black: C:0%, M:0%, Y:0% K: 100%. The textual health
warnings shall be printed with four colors with printing resolution of minimum 300 DPI (Dots per inch).
The font type and colour of the health warning shall be exactly as uploaded on the website

(b) for clause (ii), the following clause shall be substituted, namely: -
―(ii) Pictorial Health Warning. – A pictorial representation of the ill effects of tobacco use on health shall
be placed above the textual health warning. It shall be printed with four colours with printing resolution of
minimum 300 DPI (Dots per inch). The pictorial health warning should appear in the same colour and
resolution exactly as uploaded on the website www.mohfw.gov.in OR www.ntcp.nhp.gov.in‖
(ii) for paragraph 2, the following paragraph shall be substituted, namely: -
―2. The specified health warnings shall be-
(a) Image-1, shall be valid for a period of twelve months following its commencement.
Image- 1
(b) Image-2,shall come into effect following the end of twelve months from the date of commencement
of specified health warning of Image-1.

(iii) for paragraph 4, the following paragraph shall be substituted, namely: -
―4. Language
Each health warning shall be specified in English, Hindi and any other regional languages. Appropriate
language combination shall be selected from the combination available at www.mohfw.gov.in and
www.ntcp.nhp.gov.in to ensure that the language selected for health warning is in conformity with the
language used on the package by the manufacturer or importer or packer.‖
Note. - The soft or printable version of the specified health warnings shall be available on the websites
www.mohfw.gov.in and www.ntcp.nhp.gov.in.
