सरकार द्वारा पत्र संख्या यू.12026/26/2023-एनई दिनांक 03.10.2023 द्वारा अनमु ोदित दकया गया है, राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्िास्ट््य और पररिार कल्याण मंत्रालय के अधीन एक स्ट्िायत्त संस्ट्थान, रीिनल इंजस्ट्टट्यूट ऑफ परै ामेजडकल एडं नर्सिंग साइंसेज़, आइिोल म ें दफजियोथेरेपी और आहार जिज्ञान एिं पोषण जिभाग में सह आचायय और सहायक आचायय के पि की भती की जिजध म ें जनम्नजलजखत संिोधन करते ह,ैं अथायत-् 1. लघ ुिीषकय एि ंप्रितनय :- 1.1. इन जिजनयमों को ग्रुप ‘ए’ संकाय पि (सह आचायय और सहायक आचायय), रीिनल इंस्ट्टीट्यूट ऑफ पैरामेजडकल एडं नर्सिंग साइंसेि, आइिोल, जमिोरम, 2023 के भती जनयम कहा िाएगा 1.2. यह जिजनयम रािपत्र म ें अजधसजू चत दकए िाने की जतजथ से लागू होंगे। 2. प-े मरै रक्स म ेंपिों की सख्ं या, िगीकरण और स्ट्तर:- पिों की संख्या, उसका िगीकरण और उससे िुडे पे-मैररक्स म ें स्ट्तर अनुसूची I में जनजहत संबजं धत पिों में जनर्िष्टय होगा। ग्रुप ‘ए’ के रूप म ेंपिों का िगीकरण केंद्र सरकार के िेतन स्ट्तर में समान श्रेजणयों के अनरूु प होगा। 583 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. भती मानिंड:- 3.1 सभी पिों के जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्ियष्ट के अनुसार होगी। संबंजधत पि के जलए आिश्यक आरआईपीएएनएस के संबंध में गरै संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्िष्टय अनुिासन, पिों के जिज्ञाजपत होने से पहल े अनुसूची I म ें दिया िाएगा। मान्यता प्राप्त जिश्वजिद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केिल स्ट्िीकार दकया िाएगा। िैजक्षक योग्यता के संबंध में दकसी भी सिं ेह की जस्ट्थजत में, जनयुजि प्राजधकारी का जनणयय अंजतम और बाध्यकारी होगा। 3.2 सभी पिों के जलए आिश्यक अनुभि अनुसूची I म ें जनर्ियष्ट अनसु ार होगा। पि के जलए अपेजक्षत अनुभि जनधायररत करने की जनणाययक जतजथ अभ्यथी से आिेिन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधायररत अनुसार की िाएगी। िब भी पि सीधी भती द्वारा भरा िाना हो, तो पिों का जिज्ञापन आरआईपीएएनएस की िेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से दकया िाएगा िो संस्ट्थान प्राजधकरण उजचत समझे। बडी संख्या में आिेिन प्राप्त होन े की जस्ट्थजत म,ें जनिेिक एक स्ट्क्रीननंग कमेटी का गठन कर सकते ह,ैं िो अभ्यर्थययों का चयन करेगी। 3.4 सीधी भती के मामल े में, पि के जलए नौकरी की आिश्यकता को ध्यान म ें रखत े हुए चयन सजमजत द्वारा तय दकए गए जिजभन्न मापिंडों के जलए जिजिष्ट अंक िेकर चयन पारििी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थययों के साक्षात्कार, िैसा आिश्यक हो, आयोजित करेगी। 3.5 पिधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अिकाि या अन्य पररजस्ट्थजतयों म ें एक िषय या उससे अजधक की अिजध के जलए िरू रहने के कारण होने िाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा िा सकता ह।ै 4. सीधी भती हते ुआय ुसीमा : 4.1 प्रत्येक श्रेणी के पि में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I म ें जनर्ियष्ट के अनसु ार होगी। अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा िगय और अन्य जििषे श्रेजणयों के व्यजियों आदि के संबंध म ें अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर िारी आििे ों के अनुसार छूट िी िाएगी। िब तक भती जनयमों म ेंअन्यथा जनर्ियष्ट न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्िायत्त संस्ट्थानों में सेिारत कर्मययों के जलए आय ु में 5 िषय की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधायररत करने की जनणाययक जतजथ अभ्यर्थययों से आिेिन प्राप्त करन े की अंजतम जतजथ होगी। 5. भती की जिजध : 5.1 गैर चयन पिों पर प्रोन्नजत पर भती के मामल े में, चयन अयोग्यता की अस्ट्िीकृजत के अधीन िररष्ठता के आधार पर दकया िाएगा। अभ्यथी का मल्ू यांकन योग्यता के आधार पर िररष्ठता पर जिजधित गरठत िांच सजमजत द्वारा दकया िाएगा। पात्रता की िांच के जलए जपछले पांच िषों के एसीआर/एपीएआर पर जिचार दकया िाएगा। उपयुि पाये िाने पर चयन सजमजत/जिभागीय प्रोन्नजत सजमजत म ें रखन े स े पहल े पनै ल की सूची िररष्ठता तथा एसीआर/एपीएआर के आधार पर तैयार की िायेगी। 5.2 सीधी भती के मामले म,ें चयजनत अभ्यथी, काययभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I म ें जनर्ियष्ट न्यूनतम अिजध के जलए पररिीक्षा पर होंगे। पररिीक्षा अिजध के अतं में, अभ्यथी के प्रििनय का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा दकया िाएगा तादक यह तय दकया िा सके दक पररिीक्षा अिजध के िौरान अभ्यथी का प्रििनय सतं ोषिनक रहा ह ै या अन्यथा। यदि उसका कायय संतोषिनक पाया िाता ह ै तो पररिीक्षा अिजध पूणय होन े पर उसकी जनयजमत जनयुजि की पुजष्ट की िायेगी। 5.3 अनुसूची I में जनर्िष्टय न्यूनतम योग्यता और अनुभि रखने िाले अभ्यथी के अधीन, अन्य केंद्र सरकार/राज्य सरकार के अभ्यर्थययों को प्रजतजनयुजि के आधार पर जलया िा सकता ह।ै प्रजतजनयुजि की अिजध तीन िषय की अिजध के जलए होगी जिसे जनिेिक द्वारा ऋण िने े िाले जिभाग की सहमजत से सेिा की अत्यािश्यकता में पांच िषय तक बढाया िा सकता ह।ै 6. अयोग्यता : कोई भी व्यजि (क) जिसने ऐसे व्यजि के साथ जििाह दकया ह ैया जििाह का अनुबधं दकया ह ैजिसका पजत या पत्नी िीजित है, या[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (ख) जिसने अपन ेपजत या पत्नी के िीजित रहते हुए दकसी अन्य व्यजि के साथ जििाह दकया ह ैया अनुबंध दकया ह,ै उि पिों में से दकसी पर जनयुजि के जलए अपात्र होगा; बिते दक आरआईपीएएनएस, यदि संतुष्ट हो दक ऐसे व्यजि और जििाह के िसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जििाह की अनुमजत ह ै और ऐसा करने के जलए अन्य आधार ह,ैं तो दकसी भी व्यजि को इस जनयम के संचालन से छूट िी िा सकती ह।ै 7. व्याख्या : िहां इन जनयमों के दकसी भी प्रािधान की व्याख्या के संबधं म ें कोई संिेह उत्पन्न होता है, मामला जनयुजि प्राजधकारी को भेिा िाएगा जिसका जनणयय अंजतम होगा। 8. छूट िेन ेकी िजि : इन जनयमों म ें कुछ भी आरक्षण, आय ु सीमा म ें छूट और इस संबंध म ें केंद्र सरकार द्वारा समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा िग,य भूतपूि य सैजनक और अन्य जििेष श्रणे ी के अभ्यर्थययों को प्रिान की िाने िाली अन्य ररयायतों को प्रभाजित नहीं करेगा। पहले भरे गए पि इन भती जनयमों से प्रभाजित नहीं होंग,े जिन्ह ें अभी अजधसूजचत दकया िा रहा ह।ै जिजभन्न पिों स े संबंजधत नौकरी का जििरण आरआईपीएएनएस द्वारा कायायलय आिेि के रूप म ेंअलग से िारी दकया िाएगा। 9. बचत : इन जनयमों म ें कुछ भी आरक्षण, आय ु सीमा म ें छूट और इस संबंध म ें केंद्र सरकार द्वारा समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा िग,य भूतपूि य सैजनक और अन्य जििेष श्रणे ी के अभ्यर्थययों को प्रिान की िाने िाली अन्य ररयायतों को प्रभाजित नहीं करेगा। पहले भरे गए पि इन भती जनयमों से प्रभाजित नहीं होंग,े जिन्ह ें अभी अजधसूजचत दकया िा रहा जचदकत्सा) के भती जनयम 1. पि का नाम सह आचाय य(भौजतक जचदकत्सा) 2. पिों की संख्या 01* (2023) *काययभार पर जनभयर जभन्नता के अधीन 3. िगीकरण ग्रुप ‘ए’ 4. िेतनमान पे-मेररक्स में स्ट्तर 12 5. चयन पि ह ैया गरै चयन पि। पिोन्नजत के मामले म ेंगरै चयन 6. सीधी भती के जलए आय ुसीमा। केंद्र सरकार द्वारा िारी जनिेिों या आिेिों के अनुसार 50 िष यकी अजधकतम आयु सीमा म ें 5 िष यतक की छूट 7. सीधी भती के जलए िैक्षजणक योग्यता आिश्यक: और अन्य योग्यताएं। 1. दकसी मान्यता प्राप्त संस्ट्थान से सहायक आचायय के रूप म ें8 साल के अनुभि के साथ दफजियोथेरेपी में मास्ट्टर जडग्री (एम.पी.टी./एम.पी.टी.एच./एम.टी.एच.पी./एम.एससी.पी.टी.) 2. दकसी मान्यता प्राप्त जिश्वजिद्यालय से संबंजधत जिषय में डॉक्टरेट की जडग्री। 8. क्या सीधी भती के जलए जनधायररत आयु - नहीं आय ुऔर िैक्षजणक योग्यता पिोन्नजत िैक्षजणक योग्यता - हा ाँअनुभि के साथ िैसा दक ऊपर कॉलम 7 में बताया के मामले म ेंलागू होगी। गया ह ै 9. पररिीक्षा की अिजध यदि कोई हो। सीधी भती के जलए 1 (एक) िष य पिोन्नजत के मामले म ेंलागू नहीं ह ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 10. भती की पद्धजत, चाह ेसीधी भती पिोन्नजत द्वारा, असफल होन े पर प्रजतजनयुजि द्वारा, िोनों में असफल होने द्वारा, या प्रजतजनयुजि पर पिोन्नजत/ पर सीधी भती द्वारा स्ट्थानांतरण द्वारा और जिजभन्न तरीकों से भरी िाने िाली ररजियों का प्रजतित। 11. पिोन्नजत/स्ट्थानांतरण/प्रजतजनयुजि पिोन्नजत द्वारा भती के मामले म ेंजिस ग्रडे से कॉलम 7 में उजल्लजखत सीधी भती के जलए जनधायररत अपेजक्षत योग्यता िाल े पिोन्नजत स्ट्थानांतरण दकया िाना ह।ै संबंजधत जििेषज्ञता/जिषय म ें िेतन स्ट्तर 10 में सहायक प्रोफेसर के रूप म ें 10 (िस) िषय की जनयजमत सेिा। प्रजतजनयजु ि केंद्र सरकार/राज्य सरकार/केंद्र िाजसत प्रिेि/स्ट्िायत्त संगठन/सांजिजधक जनकाय/साियिजनक क्षेत्र के उपक्रम/जिश्वजिद्यालय/मान्यता प्राप्त अनुसंधान संस्ट्थान के अजधकारी। अ. 1. मलू संिग/यजिभाग म ेंजनयजमत आधार पर अनुरूप पि धारण करना; या 2. मलू कैडर/जिभाग में िेतन मैररक्स के लेिल -11 या समकक्ष म ें जनयजमत आधार पर जनयुजि के बाि प्रिान की गई ग्रडे में 5 साल की सेिा के साथ; या 3. मलू कैडर/जिभाग में िेतन मैररक्स के लेिल -11 या समकक्ष म ें जनयजमत आधार पर जनयुजि के बाि प्रिान की गई ग्रडे में 5 साल की सेिा के साथ; या आ. कॉलम 7 में उजल्लजखत सीधी भती के जलए जनधायररत उजचत योग्यता और अनुभि होना। रटप्पणी: केंद्र सरकार के उसी या दकसी अन्य सगं ठन/जिभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन्य पूिय-कैडर पि पर प्रजतजनयुजि की अिजध सजहत प्रजतजनयुजि की अिजध आमतौर पर पांच िष य से अजधक नहीं होगी। प्रजतजनयुजि ेंमास्ट्टर जडग्री या डायटेरटक्स में योग्यताएं। एमएससी या जक्लजनकल न्यूररिन म ेंएमएससी। 2. दकसी मान्यता प्राप्त जिश्वजिद्यालय से संबंजधत जिषय में डॉक्टरेट की जडग्री। आयु - नहीं क्या सीधी भती के जलए जनधायररत आयु और िक्षै जणक 8. िैक्षजणक योग्यता - हा ाँअनुभि के साथ िैसा दक ऊपर योग्यता पिोन्नजत के मामल े में लाग ूहोगी। कॉलम 7 म ेंबताया गया ह ै सीधी भती के जलए 1 (एक) िष य 9. पररिीक्षा की अिजध यदि कोई हो। पिोन्नजत के मामले म ेंलागू नहीं ह ै भती की पद्धजत, चाह ेसीधी भती द्वारा, या प्रजतजनयुजि समग्र पद्धजत से अथायत प्रजतजनयजु ि (अल्पकाजलक 10. पर पिोन्नजत/ स्ट्थानांतरण द्वारा और जिजभन्न तरीकों से No. A.12018/1/2023-RIPANS(Vol-I)/141.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and as approved by the Ministry of Health & Family Welfare, Government of India vide Letter No.U.12026/26/2023-NE dated 03.10.2023, the President hereby makes the following rules, regulating the method of recruitment of the post of Associate Professor, Assistant Professor in the Department of Physiotherapy and Dietetics & Nutrition in Regional Institute of Paramedical & Nursing Sciences, Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India, namely:- 1. Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group A Faculty Posts (Associate Professor and Assistant Professor), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of posts, its classification and the level in the Pay Matrix attached thereto shall be as specified in respective posts as contained in Schedule I. The classification of posts as Group A will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 4. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said Schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 6. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now.
