L.-33004/99 सी.जी.-एमx.जxxेडG.-अID.H-2x0x0x1 2025-260343 CG-MZxx-xEG-I2D0E0x1x2x 025-260343 असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 42] नई कदल्ली, बहृ स्ट्प जतवार, िनवरी 16, 2025/पौर् 26, 1946 No. 42] NEW DELHI, THURSDAY, JANUARY 16, 2025/PAUSHA 26, 1946 रीिनल इंस्ट्टीट्यटू ऑफ परै ामजे डकल एडं नर्सगिं साइंससे आइज़ोल, जमज़ोरम अजधसचू ना आइज़ोल, 14 नवम् बर, 2024 क्रमाकं A.12018/2/2024-Estt/RIPANS/203.—संजवधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और िैसा कक स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय, भारत सरकार द्वारा पत्र संख्या यू.12012/57/2022-एनई-पाटट(15) कदनांक 02.09.2024 द्वारा अनुमोकदत ककया गया ह,ै राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन एक स्ट्वायत्त संस्ट्थान, रीिनल इंजस्ट्टट्यटू ऑफ परै ामेजडकल एडं नर्सिंग साइंसेज़, आइिोल म ें कम््यूटर ऑपरेटर के पद की भती की जवजध में जनम्नजलजखत संिोधन करते हैं, अथाटत्— 1. लघ ुिीर्कट एव ंप्रवतनट :— 1.1. इन जवजनयमों को ग्रपु ‘बी’ गैर संकाय पद (कम््यूटर ऑपरेटर), रीिनल इंस्ट्टीट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेि, आइिोल, जमिोरम, 2024 के भती जनयम कहा िाएगा। 1.2. यह जवजनयम रािपत्र म ेंअजधसजू चत ककए िाने की जतजथ से लागू होंगे। 2. प-े मरै रक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:— पदों की संख्या, उसका वगीकरण और उससे िुडे पे-मैररक्स म ें स्ट्तर अनुसूची I में जनजहत संबजं धत पदों में जनर्दष्टट होगा। ग्रुप ‘बी’ के रूप में पदों का वगीकरण केंद्र सरकार के वते न स्ट्तर में समान श्रेजणयों के अनुरूप होगा। 445 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. भती मानदंड:— 3.1 सभी पदों के जलए न्यनू तम िैक्षजणक योग्यता अनुसूची I म ेंजनर्दटष्ट के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध म ें गरै संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्दटष्ट अनुिासन, पदों के जवज्ञाजपत होने से पहले अनुसूची I में कदया िाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया िाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदेह की जस्ट्थजत म,ें जनयुजि प्राजधकारी का जनणयट अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I म ें जनर्दटष्ट अनसु ार होगा। पद के जलए अपेजक्षत अनुभव जनधाटररत करने की जनणाटयक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधाटररत अनुसार की िाएगी। िब भी पद सीधी भती द्वारा भरा िाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों म ेंऐसे उजचत तरीकों से ककया िाएगा िो संस्ट्थान प्राजधकरण उजचत समझे। बडी संख्या म ें आवेदन प्राप्त होन े की जस्ट्थजत में, जनदेिक एक स्ट्क्रीननंग कमेटी का गठन कर सकत े ह,ैं िो अभ्यर्थटयों का चयन करेगी। 3.4 सीधी भती के मामले म,ें पद के जलए नौकरी की आवश्यकता को ध्यान म ें रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदडं ों के जलए जवजिष्ट अंक देकर चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थटयों के साक्षात्कार, िैसा आवश्यक हो, आयोजित करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों म ें एक वर्ट या उससे अजधक की अवजध के जलए दरू रहन ेके कारण होन े वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा िा सकता ह।ै 4. सीधी भती के जलए आय ुसीमा : — 4.1 प्रत्येक श्रेणी के पदों पर सीधी भती के जलए ऊपरी आय ु सीमा अनुसूची I म ें जनर्दष्टट अनुसार होगी। अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड े वगों और अन्य जविेर् श्रेजणयों के व्यजियों आकद के संबंध म ें ऊपरी आय ु सीमा म ें समय-समय पर केंद्रीय सरकार द्वारा िारी आदिे ों के अनुसार छूट दी िाएगी। िब तक भती जनयमों म ें अन्यथा जनर्दटष्ट न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकार के स्ट्वायत्त संस्ट्थानों म ें सेवारत कर्मटयों के जलए आय ुम ें5 वर् ट की छूट दी िाएगी। 4.2 आयु सीमा जनधाटररत करने की जनणाटयक जतजथ अभ्यर्थटयों से आवेदन प्राप्त करन े की अंजतम जतजथ होगी। 5. भती की जवजध 5.1 उि पद पर भती की पद्धजत, आय-ु सीमा, अहतट ाएं और उससे संबंजधत अन्य बात ें उि अनुसचू ी के स्ट्तंभ 5 स ेस्ट्तंभ 13 म ेंजवजनर्दटष्ट की िाएंगी। 5.2 सीधी भती के मामल े म,ें चयजनत उम्मीदवार कायटभार ग्रहण करने की जतजथ स,े अनुसूची I म ें जनर्दटष्ट न्यूनतम अवजध के जलए िरूु म ें पररवीक्षा पर रहगें े। पररवीक्षा अवजध के अंत म,ें संस्ट्थान प्राजधकारी द्वारा उम्मीदवार के प्रदिटन का मूल्यांकन ककया िाएगा ताकक यह तय ककया िा सके कक पररवीक्षा अवजध के दौरान उम्मीदवार का प्रदिटन संतोर्िनक रहा ह ैया नहीं। यकद उसका प्रदिटन संतोर्िनक पाया िाता ह,ै तो उसे पररवीक्षा पूरी होन े पर जनयजमत जनयुजि के जलए पजु ष्ट की िाएगी। 5.3 उम्मीदवार के पास अनुसूची I म ें जनर्दटष्ट न्यूनतम योग्यता और अनुभव होन े के अधीन, अन्य केंद्र सरकार/राज्य सरकार के उम्मीदवारों को प्रजतजनयुजि के आधार पर जलया िा सकता ह।ै प्रजतजनयुजि की अवजध तीन वर् ट की होगी जिसे जनदेिक द्वारा सेवा की आवश्यकताओं के अनुसार ऋणदाता जवभाग की सहमजत स े पााँच वर्ट तक बढाया िा सकता ह।ै 6. अयोग्यता:— कोई भी व्यजि :[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (क) जिसने ऐसे व्यजि के साथ जववाह ककया ह ै या जववाह का अनबु ंध ककया ह ै जिसका पजत या पत्नी िीजवत है, या (ख) जिसने अपन े पजत या पत्नी के िीजवत रहत े हुए ककसी अन्य व्यजि के साथ जववाह ककया ह ै या अनुबंध ककया ह,ै उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा; Short Title and commencement:— 10.1. These rules may be called the Recruitment Rules of Group B Non Faculty Posts (Computer Operator), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2024. 10.2. They shall come into force on the date of their publication in the Official Gazette.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 11. The number of posts, classification and level in the Pay Matrix: - The number of posts, its classification and the level in the Pay Matrix attached thereto shall be as specified in respective posts as contained in Schedule I. The classification of posts as Group B will correspond to similar categories in the Pay Level of Central Government. 12. Recruitment Norms:— 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by direct recruitment, as prescribed in Schedule I. Whenever the posts are to be filled up by direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 13. Age limit for direct recruitments:— 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 14. Method of Recruitment:— 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said Schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 15. Disqualification:— No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 16. Interpretation: — Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 17. Power to relax:— Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 18. Saving:— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now.
