L.-33004/99 सी.जी.-एम.जेड.-अ.-07102023-249264 xxxGIDHxxx CG-MZ-E-07102023-249264 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 685] नई कदल्ली, िुक्रिार, अक्त बू र 6, 2023/ आज‍ि न 14, 1945 No. 685] NEW DELHI, FRIDAY, OCTOBER 6, 2023/ASVINA 14, 1945 ररिनल इंजस्ट्िट्यिू ऑफ परै ामजे डकल एडं नर्सगिं साइंसज़े अजधसचू ना आइज़ोल, 5 जसतंबर, 2023 क्रमाकं A.12018/2/2023-Estt/RIPANS/126).—संजिधान के अनुच्छेद 309 के प्रािधान द्वारा प्रदत्त िजियों का प्रयोग करते हुए और िैसा कक स्ट्िास्ट््य एिं पररिार कल्याण मंत्रालय, भारत सरकार द्वारा पत्र संख्या यू.12012/57/2022-एनई-पािट(4) कदनांक 22.08.2023 द्वारा अनुमोकदत ककया गया है, राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्िास्ट््य और पररिार कल्याण मंत्रालय के अधीन एक स्ट्िायत्त संस्ट्थान, रीिनल इंजस्ट्िट्यूि ऑफ पैरामेजडकल एंड नर्सगिं साइंसेज़, आइिोल में िाडटन /मजहला िाडटन के पद की भती की जिजध में जनम्नजलजखत संिोधन करत े हैं, अथाटत-् 1. लघ ुिीर्कट एि ंप्रितनट :- 1.1. इन जिजनयमों को ग्रुप ‘बी’ गरै संकाय पद (िाडनट /मजहला िाडटन), रीिनल इंस्ट्िीट्यूि ऑफ पैरामेजडकल एंड नर्सिंग साइंसेि, आइिोल, जमिोरम, 2023 के भती जनयम कहा िाएगा 1.2. यह जिजनयम रािपत्र म ेंअजधसजू चत ककए िाने की जतजथ से लागू होंगे। 6346 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 2. प-े मैररक्स म ेंपदों की सख्ं या, िगीकरण और स्ट्तर:- पदों की संख्या, उसका िगीकरण और उससे िुडे पे-मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों म ें जनर्दष्टट होगा। ग्रुप ‘बी’ के रूप में पदों का िगीकरण केंद्र सरकार के िते न स्ट्तर में समान श्रेजणयों के अनुरूप होगा। 3. भती मानदंड:- 3.1 सभी पदों के जलए न्यूनतम िक्षै जणक योग्यता अनुसूची I में जनर्दष्टट के अनुसार होगी। सबं ंजधत पद के जलए आि‍यक आरआईपीएएनएस के संबंध में गरै संकाय के जहत के संबंजधत क्षेत्रों म ें िैजक्षक योग्यता के जलए जनर्दष्टट अनुिासन, पदों के जिज्ञाजपत होने से पहले अनुसूची I में कदया िाएगा। मान्यता प्राप्त जिश्वजिद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केिल स्ट्िीकार ककया िाएगा। िैजक्षक योग्यता के संबंध म ें ककसी भी संदेह की जस्ट्थजत म,ें जनयुजि प्राजधकारी का जनणटय अजं तम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आि‍यक अनुभि अनुसूची I म ें जनर्दष्टट अनसु ार होगा। पद के जलए अपेजक्षत अनुभि जनधाटररत करने की जनणाटयक जतजथ अभ्यथी से आिेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधाटररत अनुसार की िाएगी। िब भी पद सीधी भती द्वारा भरा िाना हो, तो पदों का जिज्ञापन आरआईपीएएनएस की िेबसाइि और समाचार पत्रों में ऐसे उजचत तरीकों से ककया िाएगा िो संस्ट्थान प्राजधकरण उजचत समझे। बडी संख्या म ें आिेदन प्राप्त होन े की जस्ट्थजत में, जनदेिक एक स्ट्क्रीननंग कमेिी का गठन कर सकते ह,ैं िो अभ्यर्थटयों का चयन करेगी। 3.4 सीधी भती के मामल े म,ें पद के जलए नौकरी की आि‍यकता को ध्यान में रखत े हुए चयन सजमजत द्वारा तय ककए गए जिजभन्न मापदंडों के जलए जिजिष्ट अंक देकर चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थटयों के साक्षात्कार, िैसा आि‍यक हो, आयोजित करेगी। 3.5 पदधारी के प्रजतजनयुजि या लबं ी बीमारी या अध्ययन अिकाि या अन्य पररजस्ट्थजतयों म ें एक िर् ट या उसस े अजधक की अिजध के जलए दरू रहने के कारण होन े िाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा िा सकता ह।ै 4. भती की जिजध, आय ु सीमा, योग्यता और अन्य योग्यताएँ, आकद : उि पदों पर भती की जिजध, आयु सीमा, योग्यता और अन्य मामले उि अनुसूची के कॉलम 5 से 13 में जनर्दष्टट ककए िाएगं े। 4.1 आयु सीमा जनधाटररत करने की जनणाटयक जतजथ अभ्यर्थटयों से आिेदन प्राप्त करन े की अंजतम जतजथ होगी। 4.2 सीधी भती के मामले में, चयजनत अभ्यथी, कायटभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्दष्टट न्यूनतम अिजध के जलए पररिीक्षा पर होंगे। पररिीक्षा अिजध के अंत में, अभ्यथी के प्रदिटन का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया िाएगा ताकक यह तय ककया िा सके कक पररिीक्षा अिजध के दौरान अभ्यथी का प्रदिटन संतोर्िनक रहा ह ै या अन्यथा। यकद उसका काय ट संतोर्िनक पाया िाता ह ै तो पररिीक्षा अिजध पूण ट होन े पर उसकी जनयजमत जनयुजि की पुजष्ट की िायगे ी। 5. अयोग्यता:- कोई भी व्यजि : (क) जिसने ऐसे व्यजि के साथ जििाह ककया ह ै या जििाह का अनुबंध ककया ह ै जिसका पजत या पत्नी िीजित ह,ै या (ख) जिसने अपन े पजत या पत्नी के िीजित रहत े हुए ककसी अन्य व्यजि के साथ जििाह ककया ह ै या अनुबंध ककया ह,ै उि पदों म ेंसे ककसी पर जनयुजि के जलए अपात्र होगा;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 बिते कक आरआईपीएएनएस, यकद संतुष्ट हो कक ऐसे व्यजि और जििाह के दसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जििाह की अनुमजत ह ै और ऐसा करन े के जलए अन्य आधार हैं, तो ककसी भी व्यजि को इस जनयम के संचालन से छूि दी िा सकती ह।ै 6. व्याख्या:- िहां इन जनयमों के ककसी भी प्रािधान की व्याख्या के संबंध में कोई संदेह उत्पन्न होता ह,ै मामला जनयुजि प्राजधकारी को भेिा िाएगा जिसका जनणटय अंजतम होगा। 7. छूि देन ेकी िजि :- िहां आरआईपीएएनएस की जिजधित गरठत चयन सजमजत की राय ह ै कक ऐसा करना आि‍यक या समीचीन है, यह जलजखत रूप म ें दिट ककए िाने िाल े कारणों स े हो सकता है, अनुसूची I में उजल्लजखत ककसी भी िग ट या श्रणे ी के पदों के संबंध म ें इन जनयमों के ककसी भी प्रािधान में छूि दें। यह जनयुजि प्राजधकारी की स्ट्िीकृजत के अधीन होगा। 8. व्यािजृ त्त : - इन जनयमों में कुछ भी आरक्षण, आयु सीमा में छूि और इस संबंध में केंद्र सरकार द्वारा समय-समय पर िारी आदेिों के अनुसार अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा िग,ट भूतपूिट सैजनक और अन्य जििेर् श्रेणी के अभ्यर्थटयों को प्रदान की िाने िाली अन्य ररयायतों को प्रभाजित नहीं करेगा। पहले भरे गए पद इन भती जनयमों से प्रभाजित नहीं होंगे, जिन्ह ें अभी अजधसूजचत ककया िा रहा ह।ै जिजभन्न पदों से संबंजधत नौकरी का जििरण आरआईपीएएनएस द्वारा कायाटलय आदिे के रूप में अलग से िारी ककया िाएगा। िाडटन/मजहला िाडटन हते ुभती जनयम 1 पद का नाम िाडटन/मजहला िाडटन 2 पदों की संख्या 2* (2023) *कायटभार पर जनभटर जभन्नता के अधीन 3 िगीकरण ग्रुप ‘बी’ 4 िेतनमान पे-मेररक्स में स्ट्तर 06 5 चयन पद है या गैर चयन पद। लागू नहीं 6 सीधी भती के जलए आयु सीमा 30 िर्ट से अजधक नहीं (केंद्र सरकार द्वारा िारी जनदिे ों या आदिे ों के अनुसार सरकारी कमटचाररयों के जलए 5 िर्ट तक की छूि) 7 सीधी भती के जलए िैक्षजणक योग्यता और अन्य अजनिाय:ट योग्यताएं। 1. ककसी मान्यता प्राप्त जिश्वजिद्यालय से स्नातक की उपाजध 2. मान्यता प्राप्त सरकारी जिश्वजिद्यालय या संस्ट्थान से होिल मैनेिमेंि/गृह व्यिस्ट्था /सामग्री प्रबंधन/िनसंपकट/संपदा प्रबंधन में सर्िटकफकेि/जडप्लोमा 8 क्या सीधी भती के जलए जनधाटररत आयु और लागू नहीं िैक्षजणक योग्यता पदोन्नजत के मामले में लागू होगी। 9 पररिीक्षा अिजध यकद कोई हो। सीधी भती के जलए 2 (दो) िर्ट। 10 भती की पद्धजत, चाह ेसीधी भती द्वारा, या सीधी भती द्वारा प्रजतजनयुजि पर पदोन्नजत/ स्ट्थानांतरण द्वारा और जिजभन्न तरीकों से भरी िाने िाली ररजियों का प्रजतित। 11 पदोन्नजत/स्ट्थानांतरण/प्रजतजनयुजि द्वारा भती के लागू नहीं मामले में जिस ग्रेड से पदोन्नजत स्ट्थानांतरण ककया िाना ह।ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 12 यकद डीपीसी मौिूद ह,ै तो इसकी संरचना क्या 1. जनदिे क, आरआईपीएएनएस – अध्यक्ष ह।ै 2. लाभाथी राज्यों से स्ट्िास्ट््य सेिाओं के जनदिे क का प्रजतजनजध िो उप जनदिे क के पद से जनम्न न हो (रोिेिन द्वारा) – सदस्ट्य 3. संयुि सजचि (एनई) भारत सरकार के, स्ट्िास्ट््य और पररिार कल्याण मंत्रालय का प्रजतजनजध िो अिर सजचि के पद से जनम्न न हो - सदस्ट्य 4. संबंजधत जिर्य में एक सहयोजित जििेर्ज्ञ - *सदस्ट्य 5. अनुसूजचत िाजत/अनुसजू चत िनिाजत का प्रजतजनजधत्ि करने िाला एक सहयोजित सदस्ट्य – सदस्ट्य* 6. प्रिासजनक अजधकारी आरआईपीएएनएस - सदस्ट्य सजचि (*जनदिे क, ररपन्स द्वारा नाजमत ककया िाना है) 13 जिन पररजस्ट्थजतयों में भती करने में संघ लोक लागू नहीं सेिा आयोग से परामिट ककया िाना ह।ै डॉ. संिय कदनकर सािंत, जनदेिक [जिज्ञापन-III/4/असा./467/2023-24] REGIONAL INSTITUTE OF PARAMEDICAL AND NURSING SCIENCES NOTIFICATION Aizawl, the 5th September, 2023 No. A.12018/2/2023-Estt/RIPANS/126).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and as approved by the Ministry of Health & Family Welfare, Government of India vide Letter F.No.U.12012/57/2022-NE -Part (4) dated 23.08.2023, the President hereby makes the following amendment of the method of recruitment of the post of Warden/Lady Warden in Regional Institute of Paramedical & Nursing Sciences, Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India, namely:- 1. Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group ‘B’ Non - Faculty Post (Warden/Lady Warden), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group B will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for the post shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the Non faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the post is advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for the post shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made direct recruitment as prescribed in Schedule I. Whenever the post is to be filled up by direct recruitment, the post shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 4. Method of Recruitment, age limit and other qualifications, etc:-The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be specified in column 5 to 13 of the said Schedule. 4.1 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 4.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 7. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 8. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now. The job descriptions pertaining to various posts would be issued separately by RIPANS as an Office Order.
