L.-33004/99 सी.जी.-एम.जेड.-अ.-14122023-250678 xxxGIDHxxx CG-MZ-E-14122023-250678 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 833] नई कदल्ली, बुधवार, कदसम्बर 13, 2023/अग्रहायण 22, 1945 No. 833] NEW DELHI, WEDNESDAY, DECEMBER 13, 2023/AGRAHAYANA 22, 1945 रीजनल इंस्ट्टीट्यटू ऑफ परै ामजे डकल एडं नर्ससग साइंससे अजधसचू ना आइज़ोल, 3 नवम् बर, 2023 क्रमाकं A.12018/2/2023-Estt/RIPANS/183.—संजवधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और जैसा कक स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय, भारत सरकार द्वारा पत्र संख्या यू.12012/57/2022-एनई-पाटट(9) कदनांक 25.09.2023 द्वारा अनुमोकदत ककया गया ह,ै राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन एक स्ट्वायत्त संस्ट्थान, रीजनल इंजस्ट्टट्यटू ऑफ परै ामेजडकल एडं नर्ससग साइंसेज़, आइजोल म ें अकाउंट ऑकफसर (लेखा आजधकारी) के पद की भती की जवजध म ें जनम्नजलजखत संिोधन करत े हैं, अथाटत-् 1. लघ ुिीर्कट एव ंप्रवतनट :- 1.1. इन जवजनयमों को ग्रुप ‘ए’ गैर संकाय पद (अकाउंट ऑकफसर/लेखा अजधकारी), रीजनल इंस्ट्टीट्यूट ऑफ पैरामेजडकल एंड नर्ससग साइंसेज, आइजोल, जमजोरम, 2023 के भती जनयम कहा जाएगा 1.2. यह जवजनयम राजपत्र म ेंअजधसजू चत ककए जाने की जतजथ से लागू होंगे। 2. प-े मैररक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:- पदों की संख्या, उसका वगीकरण और उससे जुे े प-े मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों में जनर्ददष्ट होगा। ग्रुप ‘ए’ के रूप म ेंपदों का वगीकरण केंद्र सरकार के वेतन स्ट्तर में समान श्रेजणयों के अनरूु प होगा। 7725 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. भती मानदंड:- 3.1 सभी पदों के जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्ददष्ट के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध में गरै संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्ददष्ट अनुिासन, पदों के जवज्ञाजपत होने से पहल े अनुसूची I में कदया जाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया जाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदेह की जस्ट्थजत म,ें जनयुजि प्राजधकारी का जनणटय अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I में जनर्ददष्ट अनसु ार होगा। पद के जलए अपेजक्षत अनुभव जनधाटररत करने की जनणाटयक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधाटररत अनुसार की जाएगी। जब भी पद सीधी भती द्वारा भरा जाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से ककया जाएगा जो संस्ट्थान प्राजधकरण उजचत समझे। बे ी संख्या में आवेदन प्राप्त होन े की जस्ट्थजत में, जनदेिक एक स्ट्क्रीननग कमेटी का गठन कर सकते ह,ैं जो अभ्यर्थथयों का चयन करेगी। 3.4 सीधी भती के मामले म,ें पद के जलए नौकरी की आवश्यकता को ध्यान म ें रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदंडों के जलए जवजिष्ट अंक देकर चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थथयों के साक्षात्कार, जैसा आवश्यक हो, आयोजजत करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों म ें एक वर्ट या उससे अजधक की अवजध के जलए दरू रहने के कारण होने वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा जा सकता ह।ै 4. सीधी भती हते ुआय ुसीमा:- 4.1 प्रत्येक श्रेणी के पद में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I में जनर्ददष्ट के अनसु ार होगी। अनुसूजचत जाजत, अनुसूजचत जनजाजत, अन्य जपछे ा वगट और अन्य जविर्े श्रेजणयों के व्यजियों आकद के संबंध म ें अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर जारी आदिे ों के अनुसार छूट दी जाएगी। जब तक भती जनयमों म ेंअन्यथा जनर्ददष्ट न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्वायत्त संस्ट्थानों में सेवारत कर्थमयों के जलए आय ुमें 5 वर्ट की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधाटररत करने की जनणाटयक जतजथ अभ्यर्थथयों से आवेदन प्राप्त करन े की अंजतम जतजथ होगी। 5. भती की जवजध: 5.1 उि पदों पर भती की जवजध, आय ु सीमा, योग्यता और अन्य मामल े उि अनुसूची के कॉलम 5 से 13 में जनर्ददष्ट ककए जाएंगे। 5.2 सीधी भती के मामले म,ें चयजनत अभ्यथी, कायटभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्ददष्ट न्यूनतम अवजध के जलए पररवीक्षा पर होंगे। पररवीक्षा अवजध के अंत में, अभ्यथी के प्रदिनट का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया जाएगा ताकक यह तय ककया जा सके कक पररवीक्षा अवजध के दौरान अभ्यथी का प्रदिटन संतोर्जनक रहा ह ै या अन्यथा। यकद उसका कायट संतोर्जनक पाया जाता ह ै तो पररवीक्षा अवजध पूणट होन े पर उसकी जनयजमत जनयुजि की पुजष्ट की जायगे ी। 5.3 अनुसूची I में जनर्ददष्ट न्यूनतम योग्यता और अनुभव रखन े वाल ेअभ्यथी के अधीन, अन्य केंद्र सरकार/ राज्य सरकार के अभ्यर्थथयों को प्रजतजनयुजि के आधार पर जलया जा सकता ह।ै प्रजतजनयुजि की अवजध तीन वर् ट की अवजध के जलए होगी जजस े जनदेिक द्वारा ऋण देन े वाल े जवभाग की सहमजत स े सेवा की अत्यावश्यकता म ें पांच वर्ट तक बढाया जा सकता ह।ै 6. अयोग्यता:- कोई भी व्यजि : (क) जजसने ऐसे व्यजि के साथ जववाह ककया ह ै या जववाह का अनुबंध ककया ह ै जजसका पजत या पत्नी जीजवत है, या[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 3 (ख) जजसने अपन े पजत या पत्नी के जीजवत रहत े हुए ककसी अन्य व्यजि के साथ जववाह ककया ह ै या अनुबंध ककया ह,ै उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा; बिते कक आरआईपीएएनएस, यकद संतुष्ट हो कक ऐसे व्यजि और जववाह के दसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जववाह की अनुमजत ह ै और ऐसा करने के जलए अन्य आधार हैं, तो ककसी भी व्यजि को इस जनयम के संचालन से छूट दी जा सकती ह।ै 7. व्याख्या:-जहां इन जनयमों के ककसी भी प्रावधान की व्याख्या के संबंध म ें कोई संदेह उत्पन्न होता ह,ै मामला जनयुजि प्राजधकारी को भेजा जाएगा जजसका जनणटय अंजतम होगा। 8. छूट देन ेकी िजि :- जहां आरआईपीएएनएस की जवजधवत गरठत चयन सजमजत की राय ह ै कक ऐसा करना आवश्यक या समीचीन है, यह जलजखत रूप में दजट ककए जाने वाल े कारणों स े हो सकता है, अनुसूची I में उजल्लजखत ककसी भी वग ट या श्रेणी के पदों के संबंध म ेंइन जनयमों के ककसी भी प्रावधान में छूट दें। यह जनयुजि प्राजधकारी की स्ट्वीकृजत के अधीन होगा। 9. व्यावजृ त्त : - इन जनयमों म ें कुछ भी आरक्षण, आय ु सीमा म ें छूट और इस संबंध म ें केंद्र सरकार द्वारा समय-समय पर जारी आदेिों के अनुसार अनुसूजचत जाजत, अनुसूजचत जनजाजत, अन्य जपछे ा वग,ट भूतपूवट सैजनक और अन्य जविेर् श्रणे ी के अभ्यर्थथयों को प्रदान की जाने वाली अन्य ररयायतों को प्रभाजवत नहीं करेगा। पहले भरे गए पद इन भती जनयमों से प्रभाजवत नहीं होंग,े जजन्ह ें अभी अजधसूजचत ककया जा रहा ह।ै जवजभन्न पदों स े संबंजधत नौकरी का जववरण आरआईपीएएनएस द्वारा कायाटलय आदेि के रूप म ेंअलग से जारी ककया जाएगा। लखे ा अजधकारी (अकाउंट ऑकफसर) हते ुभती जनयम, आरआईपीएएनएस, आइज़ोल 1 पद का नाम लेखा अजधकारी (अकाउंट ऑकफसर) 2 पदों की संख्या 01* (2023) *कायटभार पर जनभटर जभन्नता के अधीन 3 वगीकरण ग्रुप ‘ए’ 4 वेतनमान पे-मेररक्स में स्ट्तर 10 5 चयन पद है या गैर चयन पद। लागू नहीं 6 सीधी भती के जलए आयु सीमा लागू नहीं 7 सीधी भती के जलए िैक्षजणक योग्यता और अन्य लागू नहीं योग्यताएं। 8 क्या सीधी भती के जलए जनधाटररत आयु और लागू नहीं िैक्षजणक योग्यता पदोन्नजत के मामले में लागू होगी। 9 पररवीक्षा अवजध यकद कोई हो। लागू नहीं 10 भती की पद्धजत, चाह े सीधी भती द्वारा, या समग्र जवजध द्वारा: प्रजतजनयुजि पर पदोन्नजत/ स्ट्थानांतरण द्वारा और प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत)/पदोन्नजत जवजभन्न तरीकों से भरी जाने वाली ररजियों का प्रजतित। 11 पदोन्नजत/स्ट्थानांतरण/प्रजतजनयुजि द्वारा भती के प्रजतजनयजु ि (अल्पकाजलक अनबु धं (एलएसटीसी)/पदोन्नजत सजहत: केंद्र मामले में जजस ग्रेड से पदोन्नजत स्ट्थानांतरण ककया सरकार/राज्य सरकार/केंद्र िाजसत प्रदिे /स्ट्वायत्त संगठन/वैधाजनक जाना ह।ै जनकाय/सावटजजनक क्षेत्र उपक्रम/जवश्वजवद्यालय/मान्यताप्राप्त अनसु ंधान संस्ट्थान के अजधकारी:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] अ. 1. मूल संवगट/जवभाग में जनयजमत आधार पर अनुरूप पद धारण करना; Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group ‘A’ Non - Faculty Post (Accounts Officer), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group A will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 4. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 6. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now. Director, RIPANS- Member Secretary, RIPANS (*To be nominated by Director, RIPANS) 13 Circumstances in which Union Public Not applicable Service Commission to be consulted in making recruitment Dr. SANJAY DINKAR SAWANT, Director [ADVT.-III/4/Exty./615/2023-24] अजधसचू ना आइज़ोल, 3 नवम् बर, 2023 क्रमाकं A.12018/2/2023-Estt/RIPANS/184.—संजवधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और जैसा कक स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय, भारत सरकार द्वारा पत्र संख्या यू.12012/57/2022-एनई-पाटट(9) कदनांक 25.09.2023 द्वारा अनुमोकदत ककया गया ह,ै राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन एक स्ट्वायत्त संस्ट्थान, रीजनल इंजस्ट्टट्यटू ऑफ परै ामेजडकल एडं नर्ससग साइंसेज़, आइजोल म ें अजसस्ट्टेंट अकाउंट ऑकफसर (सहायक लेखा आजधकारी) के पद की भती की जवजध में जनम्नजलजखत संिोधन करते ह,ैं अथाटत-् 1. लघ ुिीर्कट एव ंप्रवतनट :- 1.1. इन जवजनयमों को ग्रुप ‘बी’ गैर संकाय पद (अजसस्ट्टेंट अकाउंट ऑकफसर/सहायक लेखा अजधकारी), रीजनल इंस्ट्टीट्यूट ऑफ परै ामेजडकल एडं नर्ससग साइंसेज, आइजोल, जमजोरम, 2023 के भती जनयम कहा जाएगा 1.2. यह जवजनयम राजपत्र म ेंअजधसजू चत ककए जाने की जतजथ से लागू होंगे।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 2. प-े मैररक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:- पदों की संख्या, उसका वगीकरण और उससे जुे े पे-मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों में जनर्ददष्ट होगा। ग्रुप ‘बी’ के रूप में पदों का वगीकरण केंद्र सरकार के वते न स्ट्तर में समान श्रेजणयों के अनुरूप होगा। 3. भती मानदंड:- 3.1 सभी पदों के जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्ददष्ट के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध में गरै संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्ददष्ट अनुिासन, पदों के जवज्ञाजपत होने से पहल े अनुसूची I में कदया जाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया जाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदेह की जस्ट्थजत म,ें जनयुजि प्राजधकारी का जनणटय अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I में जनर्ददष्ट अनसु ार होगा। पद के जलए अपेजक्षत अनुभव जनधाटररत करने की जनणाटयक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधाटररत अनुसार की जाएगी। जब भी पद सीधी भती द्वारा भरा जाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से ककया जाएगा जो संस्ट्थान प्राजधकरण उजचत समझे। बे ी संख्या में आवेदन प्राप्त होन े की जस्ट्थजत म,ें जनदेिक एक स्ट्क्रीननग कमेटी का गठन कर सकते ह,ैं जो अभ्यर्थथयों का चयन करेगी। 3.4 सीधी भती के मामले म,ें पद के जलए नौकरी की आवश्यकता को ध्यान म ें रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदंडों के जलए जवजिष्ट अंक देकर चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थथयों के साक्षात्कार, जैसा आवश्यक हो, आयोजजत करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों म ें एक वर्ट या उससे अजधक की अवजध के जलए दरू रहने के कारण होने वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा जा सकता ह।ै 4. सीधी भती हते ुआय ुसीमा:- 4.1 प्रत्येक श्रेणी के पद में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I में जनर्ददष्ट के अनसु ार होगी। अनुसूजचत जाजत, अनुसूजचत जनजाजत, अन्य जपछे ा वगट और अन्य जविर्े श्रेजणयों के व्यजियों आकद के संबंध म ें अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर जारी आदिे ों के अनुसार छूट दी जाएगी। जब तक भती जनयमों म ेंअन्यथा जनर्ददष्ट न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्वायत्त संस्ट्थानों में सेवारत कर्थमयों के जलए आय ुमें 5 वर्ट की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधाटररत करने की जनणाटयक जतजथ अभ्यर्थथयों से आवेदन प्राप्त करन े की अंजतम जतजथ होगी। 5. भती की जवजध: 5.1 उि पदों पर भती की जवजध, आय ु सीमा, योग्यता और अन्य मामल े उि अनुसूची के कॉलम 5 से 13 में जनर्ददष्ट ककए जाएंगे। 5.2 सीधी भती के मामले म,ें चयजनत अभ्यथी, कायटभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्ददष्ट न्यूनतम अवजध के जलए पररवीक्षा पर होंगे। पररवीक्षा अवजध के अंत में, अभ्यथी के प्रदिनट का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया जाएगा ताकक यह तय ककया जा सके कक पररवीक्षा अवजध के दौरान अभ्यथी का प्रदिटन संतोर्जनक रहा ह ै या अन्यथा। यकद उसका कायट संतोर्जनक पाया जाता ह ै तो पररवीक्षा अवजध पूणट होन े पर उसकी जनयजमत जनयुजि की पुजष्ट की जायगे ी। 5.3 अनुसूची I में जनर्ददष्ट न्यूनतम योग्यता और अनुभव रखन े वाल ेअभ्यथी के अधीन, अन्य केंद्र सरकार/ राज्य सरकार के अभ्यर्थथयों को प्रजतजनयुजि के आधार पर जलया जा सकता ह।ै प्रजतजनयुजि की अवजध तीन वर् ट की अवजध के जलए होगी जजस े जनदेिक द्वारा ऋण देन े वाले जवभाग की सहमजत स े सेवा की अत्यावश्यकता म ें पांच वर्ट तक बढाया जा सकता ह।ै 6. अयोग्यता:- कोई भी व्यजि : (क) जजसने ऐसे व्यजि के साथ जववाह ककया ह ै या जववाह का अनबु ंध ककया ह ै जजसका पजत या पत्नी जीजवत है, या[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 9 (ख) जजसने अपन े पजत या पत्नी के जीजवत रहत े हुए ककसी अन्य व्यजि के साथ जववाह ककया ह ै या अनुबंध ककया ह,ै उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा; बिते कक आरआईपीएएनएस, यकद संतुष्ट हो कक ऐसे व्यजि और जववाह के दसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जववाह की अनुमजत ह ै और ऐसा करने के जलए अन्य आधार ह,ैं तो ककसी भी व्यजि को इस जनयम के संचालन से छूट दी जा सकती ह।ै 7. व्याख्या:- जहां इन जनयमों के ककसी भी प्रावधान की व्याख्या के संबधं म ें कोई संदेह उत्पन्न होता है, मामला जनयुजि प्राजधकारी को भेजा जाएगा जजसका जनणटय अंजतम होगा। 8. छूट देन ेकी िजि :- जहां आरआईपीएएनएस की जवजधवत गरठत चयन सजमजत की राय ह ै कक ऐसा करना आवश्यक या समीचीन है, यह जलजखत रूप में दजट ककए जाने वाल े कारणों स े हो सकता है, अनुसूची I में उजल्लजखत ककसी भी वग ट या श्रेणी के पदों के संबंध म ेंइन जनयमों के ककसी भी प्रावधान में छूट दें। यह जनयुजि प्राजधकारी की स्ट्वीकृजत के अधीन होगा। 9. व्यावजृ त्त : - इन जनयमों म ें कुछ भी आरक्षण, आय ु सीमा म ें छूट और इस संबंध म ें केंद्र सरकार द्वारा समय-समय पर जारी आदेिों के अनुसार अनुसूजचत जाजत, अनुसूजचत जनजाजत, अन्य जपछे ा वग,ट भूतपूवट सैजनक और अन्य जविेर् श्रणे ी के अभ्यर्थथयों को प्रदान की जाने वाली अन्य ररयायतों को प्रभाजवत नहीं करेगा। पहले भरे गए पद इन भती जनयमों से प्रभाजवत नहीं होंग,े जजन्ह ें अभी अजधसूजचत ककया जा रहा ह।ै जवजभन्न पदों स े संबंजधत नौकरी का जववरण आरआईपीएएनएस द्वारा कायाटलय आदेि के रूप म ेंअलग से जारी ककया जाएगा। सहायक लखे ा अजधकारी (अजसस्ट्टेंट अकाउंट ऑकफसर) हते ुभती जनयम, आरआईपीएएनएस, आइज़ोल 1 पद का नाम सहायक लखे ा अजधकारी (अजसस्ट्टेंट अकाउंट ऑकफसर) 2 पदों की संख्या 01* (2023) *कायटभार पर जनभटर जभन्नता के अधीन 3 वगीकरण ग्रुप ‘बी’ 4 वेतनमान पे-मेररक्स में स्ट्तर 7 5 चयन पद है या गैर चयन पद। लागू नहीं 6 सीधी भती के जलए आयु सीमा 30 वर्ट से अजधक नहीं (केंद्र सरकार द्वारा जारी जनदिे ों या आदेिों के अनुसार सरकारी कमटचाररयों के जलए पांच वर्ट तक की छूट) 7 सीधी भती के जलए िैक्षजणक योग्यता और अन्य आवश्यक: योग्यताएं। 1. ककसी मान्यता प्राप्त जवश्वजवद्यालय/संस्ट्थान से जडग्री 2. सरकारी कायाटलय/पीएसयू/स्ट्वायत्त जनकाय/सांजवजधक जनकाय म ें नकद, लेखा और बजट कायट में 3 (तीन) वर्ट का अनुभव 8 क्या सीधी भती के जलए जनधाटररत आयु और लागू नहीं िैक्षजणक योग्यता पदोन्नजत के मामले में लागू होगी। 9 पररवीक्षा अवजध यकद कोई हो। 2 (दो) वर्ट सीधी भती के जलए 10 भती की पद्धजत, चाह े सीधी भती द्वारा, या समग्र जवजध द्वारा: प्रजतजनयुजि पर पदोन्नजत/ स्ट्थानांतरण द्वारा और प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत)/पदोन्नजत, अन्यथा सीधी भती जवजभन्न तरीकों से भरी जाने वाली ररजियों का द्वारा प्रजतित।10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 11 पदोन्नजत/स्ट्थानांतरण/प्रजतजनयुजि द्वारा भती के प्रजतजनयजु ि (अल्पकाजलक अनबु धं (एलएसटीसी)/पदोन्नजत सजहत: केंद्र मामले में जजस ग्रेड से पदोन्नजत स्ट्थानांतरण ककया सरकार/राज्य सरकार/केंद्र िाजसत प्रदिे /स्ट्वायत्त संगठन/वैधाजनक जाना ह।ै जनकाय/सावटजजनक क्षेत्र उपक्रम/जवश्वजवद्यालय/मान्यता प्राप्त अनसु ंधान संस्ट्थान के अजधकारी: अ. 1. मूल संवगट/जवभाग में जनयजमत आधार पर अनुरूप पद धारण करना; Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group ‘B’ Non - Faculty Post (Assistant Accounts Officer), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group ‘B’ will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 4. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 6. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now. Administrative Officer - Member Secretary RIPANS (*To be nominated by Director, RIPANS) 13 Circumstances in which Union Public Not applicable Service Commission to be consulted in making recruitment Dr. SANJAY DINKAR SAWANT, Director [ADVT.-III/4/Exty./615/2023-24]14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] अजधसचू ना आइज़ोल, 3 नवम् बर, 2023 क्रमाकं A.12018/2/2023-Estt/RIPANS/185.—संजवधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और जैसा कक स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय, भारत सरकार द्वारा पत्र संख्या यू.12012/57/2022-एनई-पाटट(9) कदनांक 25.09.2023 द्वारा अनुमोकदत ककया गया ह,ै राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन एक स्ट्वायत्त संस्ट्थान, रीजनल इंजस्ट्टट्यटू ऑफ परै ामेजडकल एडं नर्ससग साइंसेज़, आइजोल म ें कजनष्ठ अकाउंट ऑकफसर (जूजनयर लखे ा आजधकारी) के पद की भती की जवजध म ें जनम्नजलजखत संिोधन करते ह,ैं अथाटत-् 1. लघ ुिीर्कट एव ंप्रवतनट :- 1.1. इन जवजनयमों को ग्रुप ‘बी’ गरै संकाय पद (जूजनयर अकाउंट ऑकफसर/कजनष्ठ लेखा अजधकारी), रीजनल इंस्ट्टीट्यूट ऑफ परै ामेजडकल एंड नर्ससग साइंसेज, आइजोल, जमजोरम, 2023 के भती जनयम कहा जाएगा 1.2. यह जवजनयम राजपत्र म ेंअजधसजू चत ककए जाने की जतजथ से लागू होंगे। 2. प-े मैररक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:- पदों की संख्या, उसका वगीकरण और उससे जुे े पे-मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों में जनर्ददष्ट होगा। ग्रुप ‘बी’ के रूप में पदों का वगीकरण केंद्र सरकार के वते न स्ट्तर में समान श्रेजणयों के अनुरूप होगा। 3. भती मानदंड:- 3.1 सभी पदों के जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्ददष्ट के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध में गरै संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्ददष्ट अनुिासन, पदों के जवज्ञाजपत होने से पहल े अनुसूची I में कदया जाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया जाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदेह की जस्ट्थजत म,ें जनयुजि प्राजधकारी का जनणटय अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I में जनर्ददष्ट अनसु ार होगा। पद के जलए अपेजक्षत अनुभव जनधाटररत करने की जनणाटयक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधाटररत अनुसार की जाएगी। जब भी पद सीधी भती द्वारा भरा जाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से ककया जाएगा जो संस्ट्थान प्राजधकरण उजचत समझे। बे ी संख्या में आवेदन प्राप्त होन े की जस्ट्थजत म,ें जनदेिक एक स्ट्क्रीननग कमेटी का गठन कर सकते ह,ैं जो अभ्यर्थथयों का चयन करेगी। 3.4 सीधी भती के मामले म,ें पद के जलए नौकरी की आवश्यकता को ध्यान म ें रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदंडों के जलए जवजिष्ट अंक देकर चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थथयों के साक्षात्कार, जैसा आवश्यक हो, आयोजजत करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों म ें एक वर्ट या उससे अजधक की अवजध के जलए दरू रहने के कारण होने वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा जा सकता ह।ै 4. सीधी भती हते ुआय ुसीमा:- 4.1 प्रत्येक श्रेणी के पद में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I में जनर्ददष्ट के अनसु ार होगी। अनुसूजचत जाजत, अनुसूजचत जनजाजत, अन्य जपछे ा वगट और अन्य जविर्े श्रेजणयों के व्यजियों आकद के संबंध म ें अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर जारी आदिे ों के अनुसार छूट दी जाएगी। जब तक भती जनयमों म ेंअन्यथा जनर्ददष्ट न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्वायत्त संस्ट्थानों में सेवारत कर्थमयों के जलए आय ुमें 5 वर्ट की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधाटररत करने की जनणाटयक जतजथ अभ्यर्थथयों से आवेदन प्राप्त करन े की अंजतम जतजथ होगी।[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 15 5. भती की जवजध: 5.1 उि पदों पर भती की जवजध, आय ु सीमा, योग्यता और अन्य मामल े उि अनुसूची के कॉलम 5 से 13 में जनर्ददष्ट ककए जाएंगे। 5.2 सीधी भती के मामले म,ें चयजनत अभ्यथी, कायटभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्ददष्ट न्यूनतम अवजध के जलए पररवीक्षा पर होंगे। पररवीक्षा अवजध के अंत म,ें अभ्यथी के प्रदिनट का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया जाएगा ताकक यह तय ककया जा सके कक पररवीक्षा अवजध के दौरान अभ्यथी का प्रदिटन संतोर्जनक रहा ह ै या अन्यथा। यकद उसका कायट संतोर्जनक पाया जाता ह ै तो पररवीक्षा अवजध पूणट होन े पर उसकी जनयजमत जनयुजि की पुजष्ट की जायगे ी। 5.3 अनुसूची I में जनर्ददष्ट न्यूनतम योग्यता और अनुभव रखन े वाल ेअभ्यथी के अधीन, अन्य केंद्र सरकार/ राज्य सरकार के अभ्यर्थथयों को प्रजतजनयुजि के आधार पर जलया जा सकता ह।ै प्रजतजनयुजि की अवजध तीन वर् ट की अवजध के जलए होगी जजस े जनदेिक द्वारा ऋण देन े वाल े जवभाग की सहमजत स े सेवा की अत्यावश्यकता म ें पांच वर्ट तक बढाया जा सकता ह।ै 6. अयोग्यता:- कोई भी व्यजि : (क) जजसने ऐसे व्यजि के साथ जववाह ककया ह ै या जववाह का अनबु ंध ककया ह ै जजसका पजत या पत्नी जीजवत ह,ै या (ख) जजसने अपन े पजत या पत्नी के जीजवत रहत े हुए ककसी अन्य व्यजि के साथ जववाह ककया ह ै या अनुबंध ककया ह,ै उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा; Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group ‘B’ Non - Faculty Post (Junior Accounts Officer), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group ‘B’ will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 4. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 6. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now.
