जवजनयमों को ग्रुप ‘ए’ गैर संकाय पद प्रिासजनक अजधकारी, रीिनल इंस्ट्टीट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेि, आइिोल, जमिोरम, 2023 के भती जनयम कहा िाएगा 1.2. यह जवजनयम रािपत्र में अजधसूजचत ककए िाने की जतजथ से लागू होंगे। 2. प-े मरै रक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:- पदों की संख्या, उसका वगीकरण और उससे िुडे पे-मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों में जनर्दष्टि होगा। ग्रुप जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्दष्टि के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध में गैर संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्दष्टि अनुिासन, पदों के जवज्ञाजपत होने स ेपहले अनुसूची I में कदया िाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया िाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदहे की जस्ट्थजत में, जनयुजि प्राजधकारी का जनणिय अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I में जनर्दष्टि अनुसार होगा। पद के जलए अपेजक्षत अनभु व जनधािररत करने की जनणाियक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधािररत अनसु ार की िाएगी। िब भी पद सीधी भती द्वारा भरा िाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से ककया िाएगा िो संस्ट्थान प्राजधकरण उजचत समझे। बडी संख्या में आवेदन प्राप्त होने की जस्ट्थजत में, जनदिे क एक स्ट्क्रीननंग कमेटी का गठन कर सकते हैं, िो अभ्यर्थियों का चयन करेगी। 3.4 सीधी भती के मामले में, पद के जलए नौकरी की आवश्यकता को ध्यान में रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदडं ों के जलए जवजिष्ट अंक दके र चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थियों के साक्षात्कार, िैसा आवश्यक हो, आयोजित करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों में एक वर्ि या उससे अजधक की अवजध के जलए दरू रहने के कारण होने वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा िा सकता ह।ै 4. सीधी भती हते ु आय ुसीमा:- 4.1 प्रत्येक श्रेणी के पद में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I में जनर्दष्टि के अनुसार होगी। अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि और अन्य जविेर् श्रेजणयों के व्यजियों आकद के संबंध में अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार छूट दी िाएगी। िब तक भती जनयमों में अन्यथा जनर्दष्टि न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्वायत्त संस्ट्थानों में सेवारत कर्मियों के जलए आयु में 5 वर्ि की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधािररत करने की जनणाियक जतजथ अभ्यर्थियों से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 5. भती की जवजध: 5.1 उि पदों पर भती की जवजध, आयु सीमा, योग्यता और अन्य मामले उि अनुसूची के कॉलम 5 से 13 में जनर्दष्टि ककए िाएंगे। 5.2 सीधी भती के मामले में, चयजनत अभ्यथी, कायिभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्दष्टि न्यूनतम अवजध के जलए पररवीक्षा पर होंगे। पररवीक्षा अवजध के अंत में, अभ्यथी के प्रदििन का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया िाएगा ताकक यह तय ककया िा सके कक पररवीक्षा अवजध के दौरान अभ्यथी का प्रदििन संतोर्िनक रहा ह ै या अन्यथा। यकद उसका कायि संतोर्िनक पाया िाता ह ैतो पररवीक्षा अवजध पूणि होने पर उसकी जनयजमत जनयुजि की पुजष्ट की िायेगी। 5.3 अनुसूची I में जनर्दष्टि न्यूनतम योग्यता और अनुभव रखने वाले अभ्यथी के अधीन, अन्य केंद्र सरकार/ राज्य सरकार के अभ्यर्थियों को प्रजतजनयुजि के आधार पर जलया िा सकता है। प्रजतजनयुजि की अवजध तीन वर्ि की अवजध के जलए होगी जिसे जनदिे क द्वारा ऋण दने े वाले जवभाग की सहमजत से सेवा की अत्यावश्यकता में पांच वर्ि तक बढाया िा सकता ह।ै 6. अयोग्यता:- कोई भी व्यजि : (क) जिसने ऐसे व्यजि के साथ जववाह ककया है या जववाह का अनुबंध ककया ह ैजिसका पजत या पत् नी िीजवत ह,ै या (ख) जिसने अपने पजत या पत्नी के िीजवत रहते हुए ककसी अन्य व्यजि के साथ जववाह ककया ह ैया अनुबंध ककया है, उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 बिते कक आरआईपीएएनएस, यकद संतुष्ट हो कक ऐसे व्यजि और जववाह के दसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जववाह की अनुमजत ह ैऔर ऐसा करने के जलए अन्य आधार हैं, तो ककसी भी व्यजि को इस जनयम के संचालन से छूट दी िा सकती ह।ै 7. व्याख्या:- िहां इन जनयमों के ककसी भी प्रावधान की व्याख्या के संबंध में कोई संदहे उत्पन्न होता है, मामला जनयुजि प्राजधकारी को भेिा िाएगा जिसका जनणिय अंजतम होगा। 8. छूट दने ेकी िजि :- िहां आरआईपीएएनएस की जवजधवत गरठत चयन सजमजत की राय ह ैकक ऐसा करना आवश्यक या समीचीन है, यह जलजखत रूप में दिि ककए िाने वाले कारणों से हो सकता ह,ै अनुसूची I में उजल्लजखत ककसी भी वगि या श्रेणी के पदों के संबंध में इन जनयमों के ककसी भी प्रावधान में छूट द।ें यह जनयुजि प्राजधकारी की स्ट्वीकृजत के अधीन होगा। 9. व्यावजृ त्त : - इन जनयमों में कुछ भी आरक्षण, आयु सीमा में छूट और इस संबंध में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार अनुसजू चत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि, भूतपूवि सैजनक और अन्य जविेर् श्रेणी के अभ्यर्थियों को प्रदान की िाने वाली अन्य ररयायतों को प्रभाजवत नहीं करेगा। पहले भरे गए पद इन भती जनयमों से प्रभाजवत नहीं होंगे, जिन्ह ें अभी अजधसूजचत ककया िा रहा है। जवजभन्न पदों से संबंजधत नौकरी का जववरण आरआईपीएएनएस द्वारा कायािलय आदिे के रूप में अलग से िारी ककया िाएगा। प्रिासजनक अजधकारी हते ुभती जनयम, आरआईपीएएनएस, आइज़ोल 1 पद का नाम प्रिासजनक अजधकारी 2 पदों की संख्या 01* (2023) *कायिभार पर जनभिर जभन्नता के अधीन 3 वगीकरण ग्रुप ‘ए’ 4 वेतनमान पे-मेररक्स में स्ट्तर 10 5 चयन पद है या गैर चयन पद। लागू नहीं 6 सीधी भती के जलए आयु सीमा लागू नहीं 7 सीधी भती के जलए िैक्षजणक योग्यता और अन्य लागू नहीं योग्यताएं। 8 क्या सीधी भती के जलए जनधािररत आयु और लागू नहीं िैक्षजणक योग्यता पदोन्नजत के मामले में लागू होगी। 9 पररवीक्षा अवजध यकद कोई हो। पदोन्नत व्यजियों के जलए दो वर्ि 10 भती की पद्धजत, चाह े सीधी भती द्वारा, या समग्र जवजध द्वारा: प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत)/पदोन्नजत प्रजतजनयुजि पर पदोन्नजत/ स्ट्थानातं रण द्वारा और जवजभन्न तरीकों से भरी िाने वाली ररजियों का प्रजतित। 11 पदोन्नजत/स्ट्थानांतरण/प्रजतजनयुजि द्वारा भती के प्रजतजनयजु ि (अल्पकाजलक अनबु धं (एलएसटीसी)/पदोन्न जत सजहत: केंद्र मामले में जिस ग्रेड से पदोन्नजत संवगि/जवभाग में जनयजमत आधार पर अनुरूप पद धारण करना; या 2. मूल संवगि/जवभाग में वेतन मैररक्स के स्ट्तर 08 या समकक्ष में जनयजमत आधार पर जनयुजि के बाद प्रदान की गई ग्रेड में 04 वर्ि की सेवा के साथ या4 THE पांच वर्ि का अनुभव रटप्पणी: प्रजतजनयुजि की अवजध (आईएसटीसी) सामान्यतः 5 वर् ि से अजधक नहीं होगी। प्रजतजनयुजि (आईएसटीसी) पर जनयुजि के जलए अजधकतम आयु सीमा आवेदन प्राप्त होने की अंजतम जतजथ को 56 वर् ि से अजधक नहीं होगी। यकद 05 वर्ि की जनयजमत सेवा के साथ वेतन मैररक्स के स्ट्तर - 7 में जवभागीय उम्मीदवार (सहायक प्रिासजनक अजधकारी) को पद पर जनयुजि के जलए चुना िाता है; इसे पदोन्नजत द्वारा भरा गया माना Ministry of Health & Family Welfare, Government of India vide Letter F.No.U.12012/57/2022-NE -Part (7) dated 03.10.2023, the President hereby makes the following amendment of the method of recruitment of the post of Administrative Officer in Regional Institute of Paramedical & Nursing Sciences, Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India, namely:- 1. Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group ‘A’ Non - Faculty Post (Administrative Officer ), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group ‘A’ will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 4. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 6. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now. सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन एक स्ट्वायत्त संस्ट्थान, रीिनल इंजस्ट्टट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेज़, आइिोल में सहायक प्रिासजनक अजधकारी के पद की भती की जवजध में जनम्नजलजखत संिोधन करते हैं, अथाित-् 1. लघ ुिीर्कि एव ंप्रवतनि :- 1.1. इन जवजनयमों को ग्रुप ‘बी’ गैर संकाय पद (सहायक प्रिासजनक अजधकारी), रीिनल इंस्ट्टीट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेि, आइिोल, जमिोरम, 2023 के भती जनयम कहा िाएगा। 1.2. यह जवजनयम रािपत्र में अजधसूजचत ककए िाने की जतजथ से लागू होंगे। 2. प-े मरै रक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:- पदों की संख्या, उसका वगीकरण और उससे िुडे पे-मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों में जनर्दष्टि होगा। ग्रुप ‘बी’ के रूप में पदों का वगीकरण केंद्र सरकार के वेतन स्ट्तर में समान श्रेजणयों के अनुरूप होगा।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. भती मानदडं :- 3.1 सभी पदों के जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्दष्टि के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध में गैर संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्दष्टि अनुिासन, पदों के जवज्ञाजपत होने स ेपहले अनुसूची I में कदया िाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया िाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदहे की जस्ट्थजत में, जनयुजि प्राजधकारी का जनणिय अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I में जनर्दष्टि अनुसार होगा। पद के जलए अपेजक्षत अनभु व जनधािररत करने की जनणाियक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधािररत अनसु ार की िाएगी। िब भी पद सीधी भती द्वारा भरा िाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से ककया िाएगा िो संस्ट्थान प्राजधकरण उजचत समझे। बडी संख्या में आवेदन प्राप्त होने की जस्ट्थजत में, जनदिे क एक स्ट्क्रीननंग कमेटी का गठन कर सकते हैं, िो अभ्यर्थियों का चयन करेगी। 3.4 सीधी भती के मामले में, पद के जलए नौकरी की आवश्यकता को ध्यान में रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदडं ों के जलए जवजिष्ट अंक दके र चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थियों के साक्षात्कार, िैसा आवश्यक हो, आयोजित करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों में एक वर्ि या उससे अजधक की अवजध के जलए दरू रहने के कारण होने वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा िा सकता ह।ै 4. सीधी भती हते ु आय ुसीमा:- 4.1 प्रत्येक श्रेणी के पद में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I में जनर्दष्टि के अनुसार होगी। अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि और अन्य जविेर् श्रेजणयों के व्यजियों आकद के संबंध में अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार छूट दी िाएगी। िब तक भती जनयमों में अन्यथा जनर्दष्टि न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्वायत्त संस्ट्थानों में सेवारत कर्मियों के जलए आयु में 5 वर्ि की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधािररत करने की जनणाियक जतजथ अभ्यर्थियों से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 5. भती की जवजध: 5.1 उि पदों पर भती की जवजध, आयु सीमा, योग्यता और अन्य मामले उि अनुसूची के कॉलम 5 से 13 में जनर्दष्टि ककए िाएंगे। 5.2 सीधी भती के मामले में, चयजनत अभ्यथी, कायिभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्दष्टि न्यूनतम अवजध के जलए पररवीक्षा पर होंगे। पररवीक्षा अवजध के अंत में, अभ्यथी के प्रदििन का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया िाएगा ताकक यह तय ककया िा सके कक पररवीक्षा अवजध के दौरान अभ्यथी का प्रदििन संतोर्िनक रहा ह ै या अन्यथा। यकद उसका कायि संतोर्िनक पाया िाता ह ैतो पररवीक्षा अवजध पूणि होने पर उसकी जनयजमत जनयुजि की पुजष्ट की िायेगी। 5.3 अनुसूची I में जनर्दष्टि न्यूनतम योग्यता और अनुभव रखने वाले अभ्यथी के अधीन, अन्य केंद्र सरकार/राज्य सरकार के अभ्यर्थियों को प्रजतजनयुजि के आधार पर जलया िा सकता है। प्रजतजनयुजि की अवजध तीन वर्ि की अवजध के जलए होगी जिसे जनदिे क द्वारा ऋण दने े वाले जवभाग की सहमजत से सेवा की अत्यावश्यकता में पांच वर्ि तक बढाया िा सकता ह।ै 6. अयोग्यता: कोई भी व्यजि : (क) जिसने ऐसे व्यजि के साथ जववाह ककया ह ैया जववाह का अनुबंध ककया ह ैजिसका पजत या पत् नी िीजवत ह,ै या (ख) जिसने अपने पजत या पत्नी के िीजवत रहते हुए ककसी अन्य व्यजि के साथ जववाह ककया ह ै या अनुबंध ककया है, उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 बिते कक आरआईपीएएनएस, यकद संतुष्ट हो कक ऐसे व्यजि और जववाह के दसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जववाह की अनुमजत ह ैऔर ऐसा करने के जलए अन्य आधार हैं, तो ककसी भी व्यजि को इस जनयम के संचालन से छूट दी िा सकती ह।ै 7. व्याख्या:- िहां इन जनयमों के ककसी भी प्रावधान की व्याख्या के संबंध में कोई संदहे उत्पन्न होता है, मामला जनयुजि प्राजधकारी को भेिा िाएगा जिसका जनणिय अंजतम होगा। 8. छूट दने ेकी िजि :- िहां आरआईपीएएनएस की जवजधवत गरठत चयन सजमजत की राय ह ैकक ऐसा करना आवश्यक या समीचीन है, यह जलजखत रूप में दिि ककए िाने वाले कारणों से हो सकता है, अनुसूची I में उजल्लजखत ककसी भी वगि या श्रेणी के पदों के संबंध में इन जनयमों के ककसी भी प्रावधान में छूट द।ें यह जनयुजि प्राजधकारी की स्ट्वीकृजत के अधीन होगा। 9. व्यावजृ त्त : - इन जनयमों में कुछ भी आरक्षण, आयु सीमा में छूट और इस संबंध में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि, भूतपूवि सैजनक और अन्य जविेर् श्रेणी के अभ्यर्थियों को प्रदान की िाने वाली अन्य ररयायतों को प्रभाजवत नहीं करेगा। पहले भरे गए पद इन भती जनयमों से प्रभाजवत नहीं होंगे, जिन्ह ें अभी अजधसूजचत ककया िा रहा है। जवजभन्न पदों से संबंजधत नौकरी का जववरण आरआईपीएएनएस द्वारा कायािलय आदिे के रूप में अलग से िारी ककया िाएगा। सहायक प्रिासजनक अजधकारी हते ुभती जनयम आरआईपीएएनएस आइज़ोल 1 पद का नाम सहायक प्रिासजनक अजधकारी 2 पदों की संख्या 01* (2023) *कायिभार पर जनभिर जभन्नता के अधीन 3 वगीकरण ग्रुप ‘बी’ 4 वेतनमान पे-मेररक्स में स्ट्तर 7 5 चयन पद है या गैर चयन पद। पदोन्नजत के मामले में चयन 6 सीधी भती के जलए आयु सीमा लागू नहीं 7 सीधी भती के जलए िैक्षजणक योग्यता और अन्य लागू नहीं योग्यताएं। 8 क्या सीधी Constitution and as approved by the Ministry of Health & Family Welfare, Government of India vide Letter F.No.U.12012/57/2022-NE -Part (7) dated 03.10.2023, the President hereby makes the following amendment of the method of recruitment of the post of Assistant Administrative Officer in Regional Institute of Paramedical & Nursing Sciences, Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India, namely:- 1. Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group ‘B’ Non - Faculty Post (Assistant Administrative Officer), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group ‘B’ will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 6. Disqualification: - No person: (c) Who has entered into or contracted a marriage with a person having a spouse living, or (d) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Administrative Officer - Member Secretary RIPANS (*To be nominated by Director, RIPANS) 13 Circumstances in which Union Public Not applicable Service Commission to be consulted in making recruitment Dr. SANJAY DINKAR SAWANT, Director [ADVT.-III/4/Exty./616/2023-24][भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 अजधसचू ना आइज़ोल, 3 नवम् बर, 2023 क्रमांक A.12018/2/2023-Estt/RIPANS/194.—संजवधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त िजियों का प्रयोग करते हुए और िैसा कक स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय, भारत सरकार द्वारा पत्र संख्या यू.12012/57/2022-एनई-पाटि(7) कदनांक 03.10.2023 द्वारा अनुमोकदत ककया गया है, राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन एक स्ट्वायत्त संस्ट्थान, रीिनल इंजस्ट्टट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेज़, आइिोल में कायािलय अधीक्षक के पद की भती की जवजध में जनम्नजलजखत संिोधन करते हैं, अथाित-् 1. लघ ुिीर्कि एव ंप्रवतनि :- 1.1. इन जवजनयमों को ग्रुप ‘बी’ गैर संकाय पद (कायािलय अधीक्षक), रीिनल इंस्ट्टीट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेि, आइिोल, जमिोरम, 2023 के भती जनयम कहा िाएगा। 1.2. यह जवजनयम रािपत्र में अजधसूजचत ककए िाने की जतजथ से लागू होंगे। 2. प-े मरै रक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:- पदों की संख्या, उसका वगीकरण और उससे िुडे पे-मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों में जनर्दष्टि होगा। ग्रुप ‘बी’ के रूप में पदों का वगीकरण केंद्र सरकार के वेतन स्ट्तर में समान श्रेजणयों के अनुरूप होगा। 3. भती मानदडं :- 3.1 सभी पदों के जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्दष्टि के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध में गैर संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्दिष्ट अनुिासन, पदों के जवज्ञाजपत होने से पहले अनुसूची I में कदया िाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया िाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदहे की जस्ट्थजत में, जनयुजि प्राजधकारी का जनणिय अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I में जनर्दष्टि अनुसार होगा। पद के जलए अपेजक्षत अनुभव जनधािररत करने की जनणाियक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधारि रत अनसु ार की िाएगी। िब भी पद सीधी भती द्वारा भरा िाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से ककया िाएगा िो संस्ट्थान प्राजधकरण उजचत समझे। बडी संख्या में आवेदन प्राप्त होने की जस्ट्थजत में, जनदिे क एक स्ट्क्रीननंग कमेटी का गठन कर सकते ह,ैं िो अभ्यर्थियों का चयन करेगी। 3.4 सीधी भती के मामले में, पद के जलए नौकरी की आवश्यकता को ध्यान में रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदडं ों के जलए जवजिष्ट अंक दके र चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थियों के साक्षात्कार, िैसा आवश्यक हो, आयोजित करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों में एक वर्ि या उससे अजधक की अवजध के जलए दरू रहने के कारण होने वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा िा सकता ह।ै 4. सीधी भती हते ु आय ुसीमा:- 4.1 प्रत्येक श्रेणी के पद में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I में जनर्दष्टि के अनुसार होगी। अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि और अन्य जविेर् श्रेजणयों के व्यजियों आकद के संबंध में अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार छूट दी िाएगी। िब तक भती जनयमों में अन्यथा जनर्दष्टि न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्वायत्त संस्ट्थानों में सेवारत कर्मियों के जलए आयु में 5 वर्ि की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधािररत करने की जनणाियक जतजथ अभ्यर्थियों से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 5. भती की जवजध: 5.1 उि पदों पर भती की जवजध, आयु सीमा, योग्यता और अन्य मामले उि अनुसूची के कॉलम 5 से 13 में जनर्दष्टि ककए िाएंगे। 5.2 सीधी भती के मामले में, चयजनत अभ्यथी, कायिभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्दष्टि न्यूनतम अवजध के जलए पररवीक्षा पर होंगे। पररवीक्षा अवजध के अंत में, अभ्यथी के प्रदििन का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया िाएगा14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ताकक यह तय ककया िा सके कक पररवीक्षा अवजध के दौरान अभ्यथी का प्रदििन संतोर्िनक रहा ह ै या अन्यथा। यकद उसका कायि संतोर्िनक पाया िाता ह ैतो पररवीक्षा अवजध पूणि होने पर उसकी जनयजमत जनयुजि की पुजष्ट की िायेगी। 5.3 अनुसूची I में जनर्दष्टि न्यूनतम योग्यता और अनुभव रखने वाले अभ्यथी के अधीन, अन्य केंद्र सरकार/ राज्य सरकार के अभ्यर्थियों को प्रजतजनयुजि के आधार पर जलया िा सकता है। प्रजतजनयुजि की अवजध तीन वर्ि की अवजध के जलए होगी जिसे जनदिे क द्वारा ऋण दने े वाले जवभाग की सहमजत से सेवा की अत्यावश्यकता में पांच वर्ि तक बढाया िा सकता ह।ै 6. अयोग्यता:- कोई भी व्यजि : (क) जिसने ऐसे व्यजि के साथ जववाह ककया ह ैया जववाह का अनुबंध ककया ह ैजिसका पजत या पत्नी िीजवत है, या (ख) जिसने अपने पजत या पत्नी के िीजवत रहते हुए ककसी अन्य व्यजि के साथ जववाह ककया है या अनुबंध ककया है, उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा; बिते कक आरआईपीएएनएस, यकद संतुष्ट हो कक ऐसे व्यजि और जववाह के दसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जववाह की अनुमजत ह ैऔर ऐसा करने के जलए अन्य आधार हैं, तो ककसी भी व्यजि को इस जनयम के संचालन से छूट दी िा सकती ह।ै 7. व्याख्या:- िहां इन जनयमों के ककसी भी प्रावधान की व्याख्या के संबंध में कोई संदहे उत्पन्न होता है, मामला जनयजु ि प्राजधकारी को भेिा िाएगा जिसका जनणिय अंजतम होगा। 8. छूट दने ेकी िजि :- िहां आरआईपीएएनएस की जवजधवत गरठत चयन सजमजत की राय ह ैकक ऐसा करना आवश्यक या समीचीन है, यह जलजखत रूप में दिि ककए िाने वाले कारणों से हो सकता है, अनुसूची I में उजल्लजखत ककसी भी वगि या श्रेणी के पदों के संबंध में इन जनयमों के ककसी भी प्रावधान में छूट द।ें यह जनयुजि प्राजधकारी की स्ट्वीकृजत के अधीन होगा। 9. व्यावजृ त्त : - इन जनयमों में कुछ भी आरक्षण, आयु सीमा में छूट और इस संबंध में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि, भूतपूवि सैजनक और अन्य जविेर् श्रेणी के अभ्यर्थियों को प्रदान की िाने वाली अन्य ररयायतों को प्रभाजवत नहीं करेगा। पहले भरे गए पद इन भती जनयमों से प्रभाजवत नहीं होंगे, जिन्ह ें अभी अजधसूजचत ककया िा रहा है। जवजभन्न पदों से संबंजधत नौकरी का जववरण आरआईपीएएनएस द्वारा कायािलय आदिे के रूप में अलग से िारी ककया िाएगा। कायािलय अधीक्षक हते ुभती जनयम, आरआईपीएएनएस, आइज़ोल 1 पद का नाम कायािलय अधीक्षक 2 पदों की संख्या 02* (2023) *कायिभार पर जनभिर जभन् नता के अधीन 3 वगीकरण ग्रुप ‘बी’ 4 वेतनमान पे-मेररक्स में स्ट्तर 6 5 चयन पद है या गैर चयन पद। लागू नहीं 6 सीधी भती के जलए आयु सीमा 30 वर्ि से अजधक नहीं (केंद्र सरकार द्वारा िारी जनदिे ों या आदेिों के अनुसार सरकारी कमिचाररयों के जलए 5 वर् ितक की छूट) 7 सीधी भती के जलए िैक्षजणक योग्यता और अन्य आवश्यक: योग्यताएं। 1. ककसी मान्यता प्राप्त जवश्वजवद्यालय/संस्ट्थान से स्ट् नातक 2. केंद्र सरकार/राज्य सरकार/केंद्र िाजसत प्रदिे ों/स्ट्वायत्त संगठनों/सांजवजधक जनकायों/सावििजनक क्षेत्र के उपक्रम/जवश्वजवद्यालय/मान्यता प्राप्त अनुसंधान संस्ट्थान के तहत जनयजमत आधार पर पे मैररक के लेवल-4 में अपर जडवीिन क्लकि या समकक्ष के रूप में 10 साल का अनुभव या समकक्ष। वाजं छत : कंप्यूटर एप्लीकेिन में दक्षता होना।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15 8 क्या सीधी भती के जलए जनधािररत आयु और लागू नहीं िैक्षजणक योग्यता पदोन्नजत के मामले में लागू होगी। 9 पररवीक्षा अवजध यकद कोई हो। सीधी भती और पदोन्नत व्यजियों के जलए 2 (दो) वर्ि 10 भती की पद्धजत, चाह े सीधी भती द्वारा, या पदोन्नजत द्वारा, जिसके असफल होने पर प्रजतजनयुजि (आईएसटीसी) और प्रजतजनयुजि पर पदोन्नजत/ स्ट्थानातं रण द्वारा और असफल होने पर सीधी भती द्वारा जवजभन्न तरीकों से भरी िाने वाली ररजियों का प्रजतित। 11 पदोन्नजत/स्ट्थानांतरण/प्रजतजनयुजि द्वारा भती के पदोन्नजत: वेतन मैररक्स के लेवल - 4 में 10 साल की जनयजमत सेवा के मामले में जिस ग्रेड से पदोन्नजत स्ट्थानांतरण ककया साथ संस्ट्थान के यूडीसी से। िाना ह।ै प्रजतजनयजु ि: केंद्र सरकार / राज्य सरकार / केंद्र िाजसत प्रदिे / स्ट्वायत्त संगठन / वैधाजनक जनकाय / साविि जनक क्षेत्र के उपक्रम / जवश्वजवद्यालय / मान्यता प्राप्त अनुसंधान संस्ट्थान के अजधकारी: अ. 1. मूल संवगि/जवभाग में जनयजमत आधार पर अनुरूप पद धारण करना; Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group ‘B’ Non - Faculty Post (Office Superintendent), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group ‘B’ will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 4. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 6. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now. Administrative Officer - Member Secretary RIPANS (*To be nominated by Director, RIPANS) 13 Circumstances in which Union Public Not applicable Service Commission to be consulted in making recruitment Dr. SANJAY DINKAR SAWANT, Director [ADVT.-III/4/Exty./616/2023-24] अजधसचू ना आइज़ोल, 3 नवम् बर, 2023 क्रमांक A.12018/2/2023-Estt/RIPANS/195.—संजवधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त िजियों का प्रयोग करते हुए और िैसा कक स्ट्वास्ट््य एव ं पररवार कल्याण मंत्रालय, भारत सरकार द्वारा पत्र संख्या यू.12012/57/2022-एनई-पाटि(7) कदनांक 03.10.2023 द्वारा अनुमोकदत ककया गया ह,ै राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन एक स्ट्वायत्त संस्ट्थान, रीिनल इंजस्ट्टट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेज़, आइिोल में उच्च श्रेणी जलजपक (यूडीसी) के पद की भती की जवजध में जनम्नजलजखत संिोधन करते हैं, अथाित-्[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 19 1. लघ ुिीर्कि एव ंप्रवतनि :- 1.1. इन जवजनयमों को ग्रुप ‘सी’ गैर संकाय पद (उच्च श्रेणी जलजपक/यूडीसी), रीिनल इंस्ट्टीट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेि, आइिोल, जमिोरम, 2023 के भती जनयम कहा िाएगा। 1.2. यह जवजनयम रािपत्र में अजधसूजचत ककए िाने की जतजथ से लाग ूहोंगे। 2. प-े मरै रक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:- पदों की संख्या, उसका वगीकरण और उससे िुडे पे-मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों में जनर्दष्टि होगा। ग्रुप ‘सी’ के रूप में पदों का वगीकरण केंद्र सरकार के वेतन स्ट्तर में समान श्रेजणयों के अनुरूप होगा। 3. भती मानदडं :- 3.1 सभी पदों के जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्दष्टि के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध में गैर संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्दष्टि अनुिासन, पदों के जवज्ञाजपत होने स े पहले अनुसूची I में कदया िाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया िाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदहे की जस्ट्थजत में, जनयुजि प्राजधकारी का जनणिय अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I में जनर्दष्टि अनुसार होगा। पद के जलए अपेजक्षत अनभु व जनधािररत करने की जनणाियक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनसु ूची I में जनधािररत अनसु ार की िाएगी। िब भी पद सीधी भती द्वारा भरा िाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से ककया िाएगा िो संस्ट्थान प्राजधकरण उजचत समझे। बडी संख्या में आवेदन प्राप्त होने की जस्ट्थजत में, जनदिे क एक स्ट्क्रीननंग कमेटी का गठन कर सकते ह,ैं िो अभ्यर्थियों का चयन करेगी। 3.4 सीधी भती के मामले म,ें पद के जलए नौकरी की आवश्यकता को ध्यान में रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदडं ों के जलए जवजिष्ट अंक दके र चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थियों के साक्षात्कार, िैसा आवश्यक हो, आयोजित करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों में एक वर्ि या उससे अजधक की अवजध के जलए दरू रहने के कारण होने वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा िा सकता ह।ै 4. सीधी भती हते ु आय ुसीमा:- 4.1 प्रत्येक श्रेणी के पद में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I में जनर्दष्टि के अनुसार होगी। अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि और अन्य जविेर् श्रेजणयों के व्यजियों आकद के संबंध में अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार छूट दी िाएगी। िब तक भती जनयमों में अन्यथा जनर्दष्टि न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्वायत्त संस्ट्थानों में सेवारत कर्मियों के जलए आयु में 5 वर्ि की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधािररत करने की जनणाियक जतजथ अभ्यर्थियों से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 5. भती की जवजध: 5.1 उि पदों पर भती की जवजध, आयु सीमा, योग्यता और अन्य मामले उि अनुसूची के कॉलम 5 से 13 में जनर्दष्टि ककए िाएंगे। 5.2 सीधी भती के मामले में, चयजनत अभ्यथी, कायिभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्दष्टि न्यूनतम अवजध के जलए पररवीक्षा पर होंगे। पररवीक्षा अवजध के अंत में, अभ्यथी के प्रदििन का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया िाएगा ताकक यह तय ककया िा सके कक पररवीक्षा अवजध के दौरान अभ्यथी का प्रदििन संतोर्िनक रहा ह ै या अन्यथा। यकद उसका कायि संतोर्िनक पाया िाता ह ैतो पररवीक्षा अवजध पूणि होने पर उसकी जनयजमत जनयुजि की पुजष्ट की िायेगी।20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 5.3 अनुसूची I में जनर्दष्टि न्यूनतम योग्यता और अनुभव रखने वाले अभ्यथी के अधीन, अन्य केंद्र सरकार/ राज्य सरकार के अभ्यर्थियों को प्रजतजनयुजि के आधार पर जलया िा सकता है। प्रजतजनयुजि की अवजध तीन वर्ि की अवजध के जलए होगी जिसे जनदिे क द्वारा ऋण दने े वाले जवभाग की सहमजत से सेवा की अत्यावश्यकता में पांच वर्ि तक बढाया िा सकता ह।ै 6. अयोग्यता:- कोई भी व्यजि : (क) जिसने ऐसे व्यजि के साथ जववाह ककया ह ैया जववाह का अनुबंध ककया ह ैजिसका पजत या पत्नी िीजवत ह,ै या (ख) जिसने अपने पजत या पत्नी के िीजवत रहते हुए ककसी अन्य व्यजि के साथ जववाह ककया है या अनुबंध ककया है, उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा; बिते कक आरआईपीएएनएस, यकद संतुष्ट हो कक ऐसे व्यजि और जववाह के दसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जववाह की अनुमजत ह ै और ऐसा करने के जलए अन्य आधार ह,ैं तो ककसी भी व्यजि को इस जनयम के संचालन से छूट दी िा सकती ह।ै 7. व्याख्या:- िहां इन जनयमों के ककसी भी प्रावधान की व्याख्या के संबंध में कोई संदहे उत्पन्न होता ह,ै मामला जनयुजि प्राजधकारी को भेिा िाएगा जिसका जनणिय अंजतम होगा। 8. छूट दने ेकी िजि :- िहां आरआईपीएएनएस की जवजधवत गरठत चयन सजमजत की राय ह ै कक ऐसा करना आवश्यक या समीचीन ह,ै यह जलजखत रूप में दि ि ककए िाने वाले कारणों से हो सकता ह,ै अनुसूची I में उजल्लजखत ककसी भी वग ि या श्रेणी के पदों के संबंध में इन जनयमों के ककसी भी प्रावधान में छूट द।ें यह जनयुजि प्राजधकारी की स्ट्वीकृजत के अधीन होगा। 9. व्यावजृ त्त : - इन जनयमों में कुछ भी आरक्षण, आयु सीमा में छूट और इस संबंध में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार अनुसजू चत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वग,ि भूतपूवि सैजनक और अन्य जविेर् श्रेणी के अभ्यर्थियों को प्रदान की िाने वाली अन्य ररयायतों को प्रभाजवत नहीं करेगा। पहले भरे गए पद इन भती जनयमों से प्रभाजवत नहीं होंगे, जिन्ह ें अभी अजधसूजचत ककया िा रहा है। जवजभन्न पदों से संबंजधत नौकरी का जववरण आरआईपीएएनएस द्वारा कायािलय आदिे के रूप में अलग से िारी ककया िाएगा। उच्च श्रणे ी जलजपक (यूडीसी) हते ु भती जनयम, आरआईपीएएनएस, आइज़ोल 1 पद का नाम उच्च श्रेणी जलजपक (यूडीसी) 2 पदों की संख्या 02* (2023) *कायिभार पर जनभिर जभन्नता के अधीन 3 वगीकरण ग्रुप ‘सी’ 4 वेतनमान पे-मेररक्स में स्ट्तर 4 5 चयन पद है या गैर चयन पद। पदोन्नजत के मामले में गैर चयन 6 सीधी भती के जलए आयु सीमा 18 वर् ि से 27 वर् ि के बीच (केंद्र सरकार द्वारा िारी जनदिे ों या आदिे ों के अनुसार सरकारी कमिचाररयों के जलए 5 वर् ितक की छूट) 7 सीधी भती के जलए िैक्षजणक योग्यता और अन्य आवश्यक: योग्यताएं। 1. ककसी मान्यता प्राप्त जवश्वजवद्यालय/संस्ट्थान से स्नातक 2. कम्प्यूटर एप्लीकेिन में दक्षता होना 3. कंप्यूटर पर अंग्रेिी में 35 िब्लद प्रजत जमनट की टाइनपंग स्ट्पीड।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 21 (एनबी: 35 िब्लद प्रजत जमनट प्रत्येक िब्लद के जलए औसतन 5 प्रमुख अवसादों में 10,500 केडीपीएच के अनुरूप ह)ै । 8 क्या सीधी भती के जलए जनधािररत आयु और लागू नहीं िैक्षजणक योग्यता पदोन्नजत के मामले में लाग ू होगी। 9 पररवीक्षा अवजध यकद कोई हो। सीधी भती के जलए 2 (दो) वर्ि 10 भती की पद्धजत, चाह े सीधी भती द्वारा, या पदोन्नजत द्वारा, जिसके असफल होने पर प्रजतजनयजु ि (आईएसटीसी) और प्रजतजनयुजि पर पदोन्नजत/ स्ट्थानांतरण द्वारा और असफल होने पर सीधी भती द्वारा जवजभन्न तरीकों से भरी िाने वाली ररजियों का प्रजतित। 11 पदोन्नजत/स्ट्थानांतरण/प्रजतजनयुजि द्वारा भती के पदोन्नजत: वेतन मैररक्स के लेवल - 4 में 8 साल की जनयजमत सेवा वाले मामले में जिस ग्रेड से पदोन्नजत स्ट्थानांतरण ककया संस्ट्थान के एलडीसी से। िाना ह।ै प्रजतजनयजु ि: केंद्र सरकार / राज्य सरकार / केंद्र िाजसत प्रदिे / स्ट्वायत्त संगठन / वैधाजनक जनकाय / साविि जनक क्षेत्र के उपक्रम / जवश्वजवद्यालय / मान्यता प्राप्त अनुसंधान संस्ट्थान के अजधकारी: अ. 1. मूल संवग/िजवभाग में जनयजमत आधार पर अनुरूप पद धारण करना; Short Title and commencement: - 4.1 These rules may be called the Recruitment Rules of Group ‘C’ Non - Faculty Post (Upper Division Clerk), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 4.2 They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group ‘C’ will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract. 4. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 23 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 6. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now. Administrative Officer - Member Secretary RIPANS (*To be nominated by Director, RIPANS) 13 Circumstances in which Union Public Not applicable Service Commission to be consulted in making recruitment Dr. SANJAY DINKAR SAWANT, Director [ADVT.-III/4/Exty./616/2023-24] अजधसचू ना आइज़ोल, 3 नवम् बर, 2023 क्रमांक A.12018/2/2023-Estt/RIPANS/196 .—संजवधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त िजियों का प्रयोग करते हुए और िैसा कक स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय, भारत सरकार द्वारा पत्र संख्या यू.12012/57/2022-एनई-पाटि(7)[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 25 कदनांक 03.10.2023 द्वारा अनुमोकदत ककया गया है, राष्ट्रपजत एतद्द्वारा भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के अधीन एक स्ट्वायत्त संस्ट्थान, रीिनल इंजस्ट्टट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेज़, आइिोल में अवर श्रेणी जलजपक (एलडीसी) के पद की भती की जवजध में जनम्नजलजखत संिोधन करते हैं, अथाित-् 1. लघ ुिीर्कि एव ंप्रवतनि :- 1.1. इन जवजनयमों को ग्रुप ‘सी’ गैर संकाय पद अवर श्रेणी जलजपक (एलडीसी), रीिनल इंस्ट्टीट्यूट ऑफ पैरामेजडकल एंड नर्सिंग साइंसेि, आइिोल, जमिोरम, 2023 के भती जनयम कहा िाएगा। 1.2. यह जवजनयम रािपत्र में अजधसूजचत ककए िाने की जतजथ से लागू होंगे। 2. प-े मरै रक्स म ेंपदों की सख्ं या, वगीकरण और स्ट्तर:- पदों की संख्या, उसका वगीकरण और उससे िुडे पे-मैररक्स में स्ट्तर अनुसूची I में जनजहत संबंजधत पदों में जनर्दष्टि होगा। ग्रुप ‘सी’ के रूप में पदों का वगीकरण केंद्र सरकार के वेतन स्ट्तर में समान श्रेजणयों के अनुरूप होगा। 3. भती मानदडं :- 3.1 सभी पदों के जलए न्यूनतम िैक्षजणक योग्यता अनुसूची I में जनर्दष्टि के अनुसार होगी। संबंजधत पद के जलए आवश्यक आरआईपीएएनएस के संबंध में गैर संकाय के जहत के संबंजधत क्षेत्रों में िैजक्षक योग्यता के जलए जनर्दष्टि अनुिासन, पदों के जवज्ञाजपत होने स ेपहले अनुसूची I में कदया िाएगा। मान्यता प्राप्त जवश्वजवद्यालय और जनयामक जनकायों की िैजक्षक योग्यता, यथाजस्ट्थजत, केवल स्ट्वीकार ककया िाएगा। िैजक्षक योग्यता के संबंध में ककसी भी संदहे की जस्ट्थजत में, जनयुजि प्राजधकारी का जनणिय अंजतम और बाध्यकारी होगा। 3.2 सभी पदों के जलए आवश्यक अनुभव अनुसूची I में जनर्दष्टि अनुसार होगा। पद के जलए अपेजक्षत अनभु व जनधािररत करने की जनणाियक जतजथ अभ्यथी से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 3.3 भती अनुसूची I में जनधािररत अनसु ार की िाएगी। िब भी पद सीधी भती द्वारा भरा िाना हो, तो पदों का जवज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उजचत तरीकों से ककया िाएगा िो संस्ट्थान प्राजधकरण उजचत समझे। बडी संख्या में आवेदन प्राप्त होने की जस्ट्थजत में, जनदिे क एक स्ट्क्रीननंग कमेटी का गठन कर सकते हैं, िो अभ्यर्थियों का चयन करेगी। 3.4 सीधी भती के मामले में, पद के जलए नौकरी की आवश्यकता को ध्यान में रखते हुए चयन सजमजत द्वारा तय ककए गए जवजभन्न मापदडं ों के जलए जवजिष्ट अंक दके र चयन पारदिी होगा। सक्षम प्राजधकारी द्वारा गरठत चयन सजमजत सभी पात्र अभ्यर्थियों के साक्षात्कार, िैसा आवश्यक हो, आयोजित करेगी। 3.5 पदधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन अवकाि या अन्य पररजस्ट्थजतयों में एक वर्ि या उससे अजधक की अवजध के जलए दरू रहने के कारण होने वाली ररजियों को प्रजतजनयुजि/अल्पकाजलक अनुबंध पर भरा िा सकता ह।ै 4. सीधी भती हते ु आय ुसीमा:- 4.1 प्रत्येक श्रेणी के पद में सीधी भती के जलए अजधकतम आयु सीमा अनुसूची I में जनर्दष्टि के अनुसार होगी। अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि और अन्य जविेर् श्रेजणयों के व्यजियों आकद के संबंध में अजधकतम आयु सीमा में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार छूट दी िाएगी। िब तक भती जनयमों में अन्यथा जनर्दष्टि न हो, केंद्र/राज्य सरकार और केंद्र और राज्य सरकारों के स्ट्वायत्त संस्ट्थानों में सेवारत कर्मियों के जलए आयु में 5 वर्ि की छूट की अनुमजत होगी। 4.2 आयु सीमा जनधािररत करने की जनणाियक जतजथ अभ्यर्थियों से आवेदन प्राप्त करने की अंजतम जतजथ होगी। 5. भती की जवजध: 5.1 उि पदों पर भती की जवजध, आयु सीमा, योग्यता और अन्य मामले उि अनुसूची के कॉलम 5 से 13 में जनर्दष्टि ककए िाएंगे।26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 5.2 सीधी भती के मामले में, चयजनत अभ्यथी, कायिभार ग्रहण करने की जतजथ से, प्रारंभ में अनुसूची I में जनर्दष्टि न्यूनतम अवजध के जलए पररवीक्षा पर होंगे। पररवीक्षा अवजध के अंत में, अभ्यथी के प्रदििन का मूल्यांकन संस्ट्थान प्राजधकरण द्वारा ककया िाएगा ताकक यह तय ककया िा सके कक पररवीक्षा अवजध के दौरान अभ्यथी का प्रदििन संतोर्िनक रहा ह ै या अन्यथा। यकद उसका कायि संतोर्िनक पाया िाता ह ैतो पररवीक्षा अवजध पूणि होने पर उसकी जनयजमत जनयुजि की पुजष्ट की िायेगी। 5.3 अनुसूची I में जनर्दष्टि न्यूनतम योग्यता और अनुभव रखने वाले अभ्यथी के अधीन, अन्य केंद्र सरकार/ राज्य सरकार के अभ्यर्थियों को प्रजतजनयुजि के आधार पर जलया िा सकता है। प्रजतजनयुजि की अवजध तीन वर्ि की अवजध के जलए होगी जिसे जनदिे क द्वारा ऋण दने े वाले जवभाग की सहमजत से सेवा की अत्यावश्यकता में पांच वर्ि तक बढाया िा सकता ह।ै 6. अयोग्यता:- कोई भी व्यजि : (क) जिसने ऐसे व्यजि के साथ जववाह ककया ह ैया जववाह का अनुबंध ककया ह ैजिसका पजत या पत्नी िीजवत है, या (ख) जिसने अपने पजत या पत्नी के िीजवत रहते हुए ककसी अन्य व्यजि के साथ जववाह ककया है या अनुबंध ककया है, उि पदों में से ककसी पर जनयुजि के जलए अपात्र होगा; बिते कक आरआईपीएएनएस, यकद संतुष्ट हो कक ऐसे व्यजि और जववाह के दसू रे पक्ष पर लागू व्यजिगत कानून के तहत इस तरह के जववाह की अनुमजत ह ैऔर ऐसा करने के जलए अन्य आधार हैं, तो ककसी भी व्यजि को इस जनयम के संचालन से छूट दी िा सकती ह।ै 7. व्याख्या:- िहां इन जनयमों के ककसी भी प्रावधान की व्याख्या के संबंध में कोई संदहे उत्पन्न होता है, मामला जनयुजि प्राजधकारी को भेिा िाएगा जिसका जनणिय अंजतम होगा। 8. छूट दने ेकी िजि :- िहां आरआईपीएएनएस की जवजधवत गरठत चयन सजमजत की राय ह ैकक ऐसा करना आवश्यक या समीचीन ह,ै यह जलजखत रूप में दिि ककए िाने वाले कारणों से हो सकता है, अनुसूची I में उजल्लजखत ककसी भी वगि या श्रेणी के पदों के संबंध में इन जनयमों के ककसी भी प्रावधान में छूट द।ें यह जनयुजि प्राजधकारी की स्ट्वीकृजत के अधीन होगा। 9. व्यावजृ त्त : - इन जनयमों में कुछ भी आरक्षण, आयु सीमा में छूट और इस संबंध में केंद्र सरकार द्वारा समय-समय पर िारी आदिे ों के अनुसार अनुसजू चत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगि, भूतपूवि सैजनक और अन्य जविेर् श्रेणी के अभ्यर्थियों को प्रदान की िाने वाली अन्य ररयायतों को प्रभाजवत नहीं करेगा। पहले भरे गए पद इन भती जनयमों से प्रभाजवत नहीं होंगे, जिन्ह ें अभी अजधसूजचत ककया िा रहा है। जवजभन्न पदों से संबंजधत नौकरी का जववरण आरआईपीएएनएस द्वारा कायािलय आदिे के रूप में अलग से िारी ककया िाएगा। अवर श्रणे ी जलजपक (एलडीसी) हते ुभती जनयम, आरआईपीएएनएस, आइज़ोल 1 पद का नाम अवर श्रणे ी जलजपक (एलडीसी) 2 पदों की संख्या 03* (2023) *कायिभार पर जनभिर जभन्नता के अधीन 3 वगीकरण ग्रुप ‘सी’ 4 वेतनमान पे-मेररक्स में स्ट्तर 4 5 चयन पद है या गैर चयन पद। पदोन्नजत के मामले में गैर चयन 6 सीधी भती के जलए आयु सीमा 18 वर् ि से 27 वर् ि के बीच (केंद्र सरकार द्वारा िारी जनदिे ों या आदिे ों के अनुसार सरकारी कमिचाररयों के जलए 5 वर् ितक की छूट)[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 27 7 सीधी भती के जलए िैक्षजणक योग्यता और अन्य आवश्यक: योग्यताएं। 1. ककसी मान्यता प्राप्त बोडि या जवश्वजवद्यालय से 12वीं कक्षा या समकक्ष योग्यता 2. कंप्यूटर पर अंग्रेिी में 35 िब्लद प्रजत जमनट की टाइनपंग स्ट्पीड। (एनबी: 35 िब्लद प्रजत जमनट प्रत्येक िब्लद के जलए औसतन 5 प्रमुख अवसादों में 10,500 केडीपीएच के अनुरूप ह)ै । 8 क्या सीधी भती के जलए जनधािररत आयु और िैसा कक कॉलम 10 में बताया गया है िैक्षजणक योग्यता पदोन्नजत के मामले में लागू होगी। 9 पररवीक्षा अवजध यकद कोई हो। सीधी भती के जलए 2 (दो) वर्ि 10 भती की पद्धजत, चाह े सीधी भती द्वारा, या 2/3 सीधी भती द्वारा प्रजतजनयुजि पर पदोन्नजत/ स्ट्थानांतरण द्वारा और ररजि का 1/3 भाग वेतन मैररक्स के स्ट्तर - 1 में समूह 'सी' कमिचाररयों म ें जवजभन्न तरीकों से भरी िाने वाली ररजियों का से भरा िाएगा और जिनके पास 12वीं कक्षा उत्तीणि या समकक्ष योग्यता ह ै प्रजतित। और जिन्होंने जवभागीय योग्यता के आधार पर ग्रेड में 3 साल की जनयजमत सेवा प्रदान की ह।ै इंजतहान। परीक्षा के जलए पात्रता की अजधकतम आय ु सीमा 45 वर् ि(एससी/एसटी के जलए 50 वर्)ि ह।ै योग्यता परीक्षा का जववरण: िनरल इंटेजलिेंस 15 अंक संख्यात्मक योग्यता 15 अंक अंग्रेिी भार्ा (बुजनयादी ज्ञान) 35 अंक सामान्य िागरूकता 15 अंक कंप्यूटर एप्लीकेिन 20 अंक कुल 100 अंक 100 अंकों में से, जवचार के जलए कटऑफ अंक 35% ह ै और 35 िब्लद प्रजत जमनट की टाइनपंग जस्ट्कल टेस्ट्ट पास करना चाजहए, िो केवल क्वालीफाइंग प्रकृजत का है। 11 पदोन्नजत/स्ट्थानांतरण/प्रजतजनयुजि द्वारा भती के िैसा कक कॉलम 10 में बताया गया है मामले में जिस ग्रेड से पदोन्नजत स्ट्थानांतरण ककया िाना ह।ै 12 यकद कोई जवभागीय पदोन्नजत/सजमजत/चयन 1. जनदिे क, आरआईपीएएनएस – अध्यक्ष सजमजत मौिूद ह ैतो उसकी संरचना क्या है? 2. जनदिे क का प्रजतजनजध - सदस्ट्य लाभाथी राज्यों से स्ट्वास्ट््य सेवाएं िो उप जनदिे क के पद से नीचे न हों (रोटेिन द्वारा)। 3. संयुि प्रजतजनजध. सजचव. - सदस्ट्य (एनई) एमएच एंड एफडब्लल्यू भारत सरकार अवर सजचव के पद से जनम्न नहीं28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 4. संबंजधत जवर्य में एक सहयोजित जविेर्ज्ञ - *सदस्ट्य 5. अनुसूजचत िाजत/अनुसजू चत िनिाजत का प्रजतजनजधत्व करने वाला एक सहयोजित सदस्ट्य – सदस्ट्य* 6. प्रिासजनक अजधकारी - सदस्ट्य सजचव आरआईपीएएनएस (*जनदिे क, आरआईपीएएनएस द्वारा नाजमत ककया िाना है) 13 जिन पररजस्ट्थजतयों में भती करने में संघ लोक सेवा लागू नहीं आयोग से परामिि ककया िाना ह।ै डॉ. संिय दीनकर सावंत, जनदिे क [जवज्ञापन-III/4/असा./616/2023-24] NOTIFICATION Aizawl, the 3rd November, 2023 No. A.12018/2/2023-Estt/RIPANS/)196.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and as approved by the Ministry of Health & Family Welfare, Government of India vide Letter F.No.U.12012/57/2022-NE -Part (7) dated 03.10.2023, the President hereby makes the following amendment of the method of recruitment of the post of Lower Division Clerk (LDC) in Regional Institute of Paramedical & Nursing Sciences, Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India, namely:- 1. Short Title and commencement: - 1.1. These rules may be called the Recruitment Rules of Group ‘C’ Non - Faculty Post (Lower Division Clerk), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023. 1.2. They shall come into force on the date of their publication in the Official Gazette. 2. The number of posts, classification and level in the Pay Matrix: - The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as specified in Schedule I. The classification of posts as Group ‘C’ will correspond to similar categories in the Pay Level of Central Government. 3. Recruitment Norms: - 3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding. 3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates. 3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates. 3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required. 3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29 4. Age limit for direct recruitments: - 4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time. Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments. 4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates. 5. Method of Recruitment: 5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in column 5 to 13 of the said schedule. 5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate’s performance will be assessed by the Institute authority to decide if the candidate’s performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation. 5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department. 6. Disqualification: - No person: (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts; Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Interpretation: - Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final. 8. Power to relax: - Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority. 9. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now.
