िह व् यज‍त , - (क) जिसन े ऐसे व् यज‍त स े जिसका पजत या जिसकी पत् नी िीजित ह,ै जििाह दकया ह;ै या (ख) जिसन े अपने पजत या अपनी पत् नी के िीजित रहत े हुए दकसी व् यज‍त स े जििाह दकया ह,ै उ‍त पिों पर जनयुज‍त का पात्र नहीं होगा : परन् तु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व् यज‍त और जििाह के अन् य पक्षकार को लागू स्ट् िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन् य आधार ह,ै तो िह दकसी व् यज‍त को इस जनयम के प्रितनव म ेंछूट िे सकेगी। 5. जिजथल करन े की िज‍त – िहां केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आिश् यक या समीचीन ह,ै िहा ं िह उसके जलए िो कारण ह ैं उन् ह ें लेखबद्ध करके तथा संघ लोक सेिा आयोग स े परामि व करके इन जनयमों के दकसी उपबंध को दकसी िगव या प्रिग व के व् यज‍त यों की बाबत, आिेि द्वारा जिजथल कर सकेगी। 6. व्य ािजृ त – इन जनयमों की कोई बात ऐस े आरक्षण, आय-ु सीमा म ें छूट और अन् य ररयायतों पर प्रभाि नहीं डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गय े आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछड े िगों, भूतपूि व सैजनकों और अन् य जििेष प्रिग व के व्यजक्तयों के जलए उपबंध करना अपेजक्षत ह ै। अनसु चू ी पि का नाम पि संख्या िगीकरण िेतन मैरर‍स में चयन या अचयन सीधे भती दकए स्ट्तर पि िाने िाले व्यजक्तयों के जलए आय-ु सीमा (1) (2) (3) (4) (5) (6) 1. अजभलेख 1*(2022)* साधारण केंद्रीय स्ट्तर- चयन लाग ूनहीं होता सहायक कायवभार के सेिा, समूह ‘क’, 11(67700- जनिेिक(परररक्षण) 208700/- आधार पर रािपजत्रत, रुपये) पररितवन दकया अननुसजचिीय िा सकता ह।ै सीधे भती दकए िाने िाले सीधे भती दकए िाने िाले पररिीक्षा की अिजध, यदि भती की पद्धजतिः भती सीधी व्यजक्तयों के जलए अपेजक्षत व्यजक्तयों के जलए जिजहत कोई हो। होगी या प्रोन्नजत द्वारा या िैजक्षक और अन्य अहतव ाएं। आयु और िैजक्षक अहतव ाएं प्रजतजनयुजक्त या आमले न प्रोन्नत व्यजक्तयों की ििा म ें द्वारा तथा जिजभन्न पद्धजतयों लाग ूहोगी या नहीं। द्वारा भरी िान े िाली ररजक्तयों की प्रजतितता। (7) (8) (9) (10) लाग ूनहीं होता लाग ूनहीं होता िो िषव प्रोन्नजत द्वारा प्रोन्नजत या प्रजतजनयुजक्त या आमले न द्वारा भती की ििा म ेंिे श्रजे णयां जिनसे प्रोन्नजत या प्रजतजनयुजक्त या आमेलन दकया िाएगा। (11) प्रोन्नजत: िेतन मैरर‍स के स्ट्तर-8 (47600-151100 रुपए) म ें ऐसे िैज्ञाजनक अजधकारी और िेतन मैरर‍स के स्ट्तर-9 (53100- 167800 रुपए) में चार िषव के पश्चात् अचयन कृजत्यक श्रणे ी के रुप म ें छह िषव और जिन्होंने िेतन मैरर‍स के स्ट्तर-7 (44900-142400 रुपए) म ें ऐसे सूक्ष्मछायाजधकारी जिन्होंने उस श्रेणी म ें सात िष व जनयजमत सेिा की ह ै और िो रेप्रोग्राफी[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 या जडजिटाइिेिन या अजभलखे ों, पाडं ुजलजपयों और अजभलखे ागारों की िेखभाल और संरक्षण म ें चार सप्ताह का प्रजिक्षण सफलातापूिवक पूरा कर जलया हो। रटप्पणिः- प्रोन्नजत के जलए पात्रता सूची संबंजधत श्रेणी या पि में अहकव सेिा पूरी करन े की तारीख के प्रजतजनििे से तैयार की िाएगी। रटप्प ण :- िहां ऐसे कजनष्‍टठ व् यज‍त यों के संबंध में, जिन् होंने अपनी अहकव या पात्रता सेिा पूरी कर ली ह,ै प्रोन् नजत के जलए जिचार दकया िा रहा हो, िहां उनसे ज्य ष्‍टे ठ व् यज‍त यों के संबंध में भी जिचार दकया िाएगा परंत ु यह तब िब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजक्षत अहकव या पात्रता सेिा के आध े स े अजधक से या िो िष व स,े इनम ें स े िो भी कम हो, कम न हो और जिन्ह ोंने ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच् चतर श्रेणी म ें प्रोन् नजत के जलए अपनी पररिीक्षा की अिजध सफलतापूिवक परू ी कर ली हो। यदि जिभागीय प्रोन् नजत सजमजत ह ैतो उसकी संरचना। भती करने म ें दकन पररजस्ट्थ जतयों में संघ लोक सेिा आयोग से परामि व दकया िाएगा। (12) (13) समहू ‘क’ जिभागीय प्रोन्न जत सजमजत (प्रोन्नजत के सबं धं म ें जिचार करन े के जलए) संघ लोक सेिा आयोग से परामिव करना आिश्यक ह।ै जिसम ेंजनम्नजलजखत होंग:ें 1. अध्यक्ष या सिस्ट्य, संघ लोक सेिा आयोग - अध् यक्ष 2. महाजनिेिक, राष्‍टर ीय अजभलेखागार - सिस्ट् य 3. संयक्तु सजचि, संस्ट्कृजत मंत्रालय - सिस्ट् य; और 4. जनििे क या उप सजचि, संस्ट्कृजत मंत्रालय - सिस्ट् य समहू ‘क’ जिभागीय पजु िकरण सजमजत (पजु ि के सबं धं म ें जिचार करन े के जलए) जिसम ेंजनम्नजलजखत होंग:ें 1. महाजनिेिक, राष्‍टर ीय अजभलेखागार - अध् यक्ष 2. संयुक्त सजचि, संस्ट्कृजत मंत्रालय - सिस्ट्य; और 3 जनििे क या 3. उपसजचि, संस्ट्कृजत मंत्रालय - सिस्ट्य (1) (2) (3) (4) (5) (6) 2. िज्ञै ाजनक 5* (2022) साधारण केंद्रीय स्ट् तर-8, चयन 30 िषव से अनजधक अजधकारी सेिा, समूह ‘ख’, (47600-151100 रटप्प ण 1:- (केंद्रीय सरकार द्वारा िारी दकए *कायवभार के रुपए)। स्ट्तर -9 गए अनुिेिों अथिा आिेिों के अनुसार रािपजत्रत, आधार (53100-167800 सरकारी सेिकों के जलए 5 िषव तक जिजथल अननसु जचिीय पर पररितवन रुपए) चार िषव के की िा सकती ह)ै दकया िा पश्चात् अकृजत्यक रटप्प ण 2:- आयु सीमा अिधाररत करने के सकता ह।ै चयन श्रेणी के रूप में जलए जनणावयक तारीख भारत में अभ् यर्थवयों से आिेिन प्राप्त करने के जलए जनयत की गई अंजतम तारीख होगी। (न दक िह अंजतम तारीख िो असम, मेघालय, अरुणाचल प्रिेि, जमिोरम, मजणपुर, नागालडैं , जत्रपुरा, जसज‍ कम, लद्दाख संघ राज्य प्रिासन, जहमाचल प्रिेि के लाहोल और स्ट् पीजत जिले तथा चम् बा- जिले के पांगी उपखंड, अंडमान और जनकोबार द्वीप या लक्षद्वीप के अभ् यर्थवयों के जलए जिजहत की गई ह।ै )4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (7) (8) (9) (10) आिश्यक: नहीं सीधे भती 75 प्रजतित प्रोन्नजत (क) (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय से रसायनिास्त्र या दकए िाने द्वारा जिसके न हो िाले सकने पर प्रजतजनयुजक्त भौजतकिास्त्र म ें स्नातकोत्तर जडग्री अथिा कागि प्रौधोजगकी व्यजक्तयों के द्वारा (जिसके अन्तगवत या इंिीजनयरी में स्नातक (बी.ई/बी.टेक) अथिा जलए िो अल्पकाजलक संजििा (ख) (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय अथिा संस्ट्थान से िषव भी ह)ै 25 प्रजतित रसायनिास्त्र या भौजतकिास्त्र में स्नातक जडग्री, और सीधी भती द्वारा (ii) दकसी मान्यताप्राप्त िैक्षजणक संस्ट्था म ें अनुसंधान अथिा अध्यापन अथिा अजभलेखीय संग्रहण िाली संस्ट्था म ें काय व का तीन िष व का अनुभि। िाछं नीय : (i) दकसी मान्यताप्राप्त सस्ट्ं थान से कम्प्यूटर अनुप्रयोग अथिा सूचना प्रौधोजगकी में जडप्लोमा अथिा प्रमाणपत्र रटप्पण 1: अहतव ाए,ं अन्यथा सअु र्हतव अभ्यर्थवयों की ििा म ें उन कारणों के जलए िो लेखबद्ध दकए िाएं संघ लोक सेिा आयोग के जििेकानुसार जिजथल की िा सकती ह।ै रटप्पण 2: अनुभि संबधी अहतव ाएं, उन कारणों के जलए िो लखे बद्ध दकए िाए ं संध लोक सेिा आयोग के जििेकानुसार अनुसूजचत िाजतयों या अनुसूजचत िनिाजतयों के अभ्यर्थवयों की ििा में तब जिजथल की िा सकती ह ै िब चयन के दकसी प्रक्म पर संघ लोक सेिा आयोग की यह राय ह ै दक उनके जलए आरजक्षत ररजक्तयों को भरने के जलये अपेजक्षत अनुभि रखन े िाल े उन समुिायों के अभ्यर्थवयों के पयावप्त संख्या म ें उपलब्ध होने की सम्भािना नहीं ह।ै (11) प्रोन्नजतिः िेतन मैरर‍स के स्ट्तर-6 (35400-112400 रुपये) म ें ऐसे सहायक रसायनज्ञ जिन्होंने उस श्रेणी में छह िषव जनयजमत सेिा की हो, और िो अजभलेखों, पांडुजलजपयों और अजभलेखागोरों की िेखभाल और सरं क्षण में चार सप्ताह का प्रजिक्षण सफलतापूिवक पूरा कर जलया हो। रटप्प ण :- िहां ऐसे कजनष्‍टठ व् यज‍त यों के संबंध में, जिन् होंने अपनी अहकव या पात्रता सेिा पूरी कर ली ह,ै प्रोन् नजत के जलए जिचार दकया िा रहा हो, िहां उनस े ज्य ष्‍टे ठ व् यज‍त यों के संबंध में भी जिचार दकया िाएगा परंत ु यह तब िब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजक्षत अहकव या पात्रता सेिा के आध े स े अजधक से या िो िष व स,े इनम ें स े िो भी कम हो, कम न हो और जिन्ह ोंने ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच् चतर श्रेणी म ें प्रोन् नजत के जलए अपनी पररिीक्षा की अिजध सफलतापूिवक परू ी कर ली हो। प्रजतजनयुजक्तिः (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै – केन्द्रीय सरकार या राज्य सरकारों या संध राज्य क्षेत्रों या पजब्लक से‍टर उपक्म या मान्यता प्राप्त जिश्वजिधालय या मान्यता प्राप्त अनुसंधान संस्ट्था अथिा स्ट्िायत या कानूनी सगं ठनों के ऐसे अजधकारी क) (i) िो मलू काडर या जिभाग म ेंजनयजमत आधार पर सििृ पर धारण दकए हुए है; या (ii) जिन्होंने मलू काडर या जिभाग म ें िेतन मैरर‍स के स्ट्तर-7 (44900-142400 रुपय)े अथिा समतुल्य पि पर जनयजमत आधार पर जनयुजक्त के पश्चात िो िषव सेिा की हो, अथिा (iii) जिन्होंने मलू काडर या जिभाग म ें िेतन मैरर‍स के स्ट्तर-6 (35400-112400 रुपय)े अथिा समतलु पि पर जनयजमत आधार पर जनयुजक्त के पश्चात छह िष वसेिा की हो; और[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 ख) जिनके पास स्ट्तंभ(7) के अतं गवत सीधे भती दकए िान े िाल ेव्यजक्तयों के जलए जिजहत िैजक्षजणक अहतव ाएं और अनुभि हो। रटप्पण 1. पोषक प्रिग व के ऐसे जिभागीय अजधकारी िो प्रोन्नजत की सीधी पंजक्त म ें ह,ैं प्रजतजनयुजक्त पर जनयुजक्त के जलए जिचार करन े के पात्र नहीं होंग।े इसी प्रकार, प्रजतजनयक्तु व्यजक्त प्रोन्नजत द्वारा जनयुजक्त के जलए जिचार दकए िाने के पात्र नहीं होंगे। रटप्पण 2. प्रजतजनयुजक्त की अिजध (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ैं जिसके अंतगवत केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजक्त स े ठीक पहल े धाररत दकसी अन्य काडर िाह्य पि पर प्रजतजनयुजक्त की अिजध ह ै(जिसके अंतगवत अल्पकाजलक संजििा भी ह)ैं साधारणतया तीन िष व से अजधक नहीं होगी। रटप्पण 3. प्रजतजनयुजक्त (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै द्वारा जनयुजक्त के जलए अजधकतम आयु सीमा आिेिन प्राजप्त की अंजतम तारीख को छप्पन िष व से अजधक नहीं होगी। (12) (13) समहू ‘ख’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के सबं धं म ें जिचार करन े के सीधी भती और प्रजतजनयुजक्त (जिसके अंतगतव अल्पाकाजलक संजििा भी ह)ै पर जलए) जिसम ेंजनम्नजलजखत होंग:े अजधकारी की जनयुजक्त करते समय संघ 1. महाजनिेिक राष्ट्रीय अजभलखे ागार, -
