L.-33004/99 EXTRAORDINARY II— — (i) PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY 487] No. 487] NEW DELHI, THURSDAY, JULY 19, 2018/ASHADHA 28, 1940 सस्ं कृति मत्रं ालय (भारिीय पुराित्व सवक्षे ण) अतिसचू ना नई दिल् ली, 19 जुलाई, 2018 सा.का.तन. 657(अ).—राष्ट्रपति, संतविान के अनुच्छेि 309 के परन्िुक द्वारा प्रित्त शतियों का प्रयोग करिे हुए और भारिीय पुराित्व सवेक्षण (ग्रुप” ग” - अराजपतत्रि पि) भिी तनयम, 1968 में, जहां िक उसका संबंि आशुतलतपक ग्रेड -II (केंद्रीय सतचवालय आशुतलतपक सेवा में शातमल व् यक तियों के अलावा) के पि से है, उन बािों के तसवाय अतिक्ांि करिे हुए तजन् ह ें ऐसे अतिक्मण से पहले दकया गया है या करने का लोप दकया गया है, संस् कृति मंत्रालय, भारिीय पुराित् व सवेक्षण में आशुतलतपक ग्रेड-II के पि पर भिी की पद्धति का तवतनयमन करने के तलए तनम् नतलतति तनयम बनािे ह,ैं अर्ााि :— 1. सतं क्षप्त नाम और प्रारंभ.—(1) इन तनयमों का संतक्षप्त नाम संस्कृति मंत्रालय, भारिीय पुराित्व सवेक्षण, आशुतलतपक ग्रेड -II (समूह ‘ग’ पि) भिी तनयम, 2018 ह ै। (2) ये राजपत्र में उनके प्रकाशन की िारीत को प्रवृत् ि होंग े। 2. पि संख्या, वगीकरण और विे न मट्रै िक्स म ेंस्िर.—उि पि की संख्या, उसका वगीकरण और वेिन मैट्रिक् स में स्िर वह होगा जो इन तनयमों से उपाबद्ध अनसु ूची के स्िंभ (2) से स्िंभ (4) में तवतनर्िष्टा ह ैं। 3. भिी की पद्धति, आय ु सीमा और अन्य अहिाएा ं, आदि.—उि पिों पर भिी की पद्धति, आयु सीमा, अहिााएं और उससे संबंतिि अन्य बािें व ेहोंगी जो उि अनुसूची के स्िंभ (5) से स्िंभ (13) में तवतनर्िष्टा हैं । 4. तनरहिा ा.—वह व्यति— (क) तजसने ऐसे व्यति से तजसका पति या तजसकी पत्नी जीतवि ह,ैं तववाह दकया है या तववाह की संतविा की ह ै; या, (त) तजसने अपने पति या अपनी पत्नी के जीतवि रहिे हुए दकसी व्यति से तववाह दकया ह ै या तववाह की संतविा की ह,ै उि पि पर तनयुति का पात्र नहीं होगा : परन्िु यदि केन्द्रीय सरकार का यह समािान हो जािा ह ै दक ऐसा तववाह उस व्यति और तववाह के अन्य पक्षकार को लाग ूस्वीय तवति के अिीन अनुज्ञेय ह ैऔर ऐसा करने के तलए अन्य आिार ह ैंिो वह दकसी व्यति को इस तनयम के प्रविान से छूट ि ेसकेगी 4123 GI/2018 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 5. तशतर्ल करन ेकी शति.—जहां केन्द्रीय सरकार की यह राय ह ैदक ऐसा करना आवश्यक या समीचीन ह,ै वहां वह उसके तलए जो कारण हैं, उन्ह ें लेतबद्ध करके, इन तनयमों के दकसी उपबंि को दकसी वग ा या प्रवगा के व्यतियों की बाबि, आिशे द्वारा तशतर्ल कर सकेगी । 6. व्यावतृ त्त.—इन तनयमों की कोई बाि, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायिों पर प्रभाव नहीं डालेगी, तजनका केन्द्रीय सरकार द्वारा इस संबंि में समय-समय पर जारी दकए गए आिशे ों के अनुसार अनुसूतचि जातियों, अनुसूतचि जनजातियों, अन्य तपछडा वगा, भूिपूवा सैतनकों और अन्य तवशेष प्रवगा के व्यतियों के तलए उपबंि करना अपेतक्षि ह ै। अनसु चू ी पि नाम पि सख्ं या वगीकरण विे न मट्रै िक्स म ें चयन अर्वा सीि ेभिी दकए जान ेवाले व्यतियों के स्ि र अचयन पि तलए आय-ु सीमा (1) (2) (3) (4) (5) (6) आशुतलतपक 20* (2018) सािारण केन्द्रीय स् िर-4 लागू नहीं 18-27 वषा ग्रेड -II *(कायाभार के सेवा, समूह 'ग', होिा (केंद्रीय सरकार द्वारा जारी दकए गए आिार पर अराजपतत्रि अनुिशे ों या आिशे ों के अनुसार पट्ररविान दकया अनुसतचवीय सरकारी सेवकों के तलए 40 वषा िक जा सकिा ह)ै तशतर्ल की जा सकिी ह)ै ट्रटप्पण: आयु-सीमा अविाट्ररि करने के तलए तनणाायक िारीत वह होगी जो कमाचारी चयन आयोग द्वारा तवज्ञातपि की जाए। सीिी भिी के तलए अपते क्षि शतै क्षक और अन्य अहिाएा ं सीिी भिी दकए जान ेवाल ेव्यतियों के पट्ररवीक्षा की तलए तवतहि आय ुऔर शतै क्षक अहिाएा ं अवति यदि प्रोन्नि व्यतियों की िशा म ेंलाग ूहोंगी कोई हो| या नहीं (7) (8) (9) (i) मान्यिा प्राप्त बोडा अर्वा तवश्वतवद्यालय से 12वीं कक्षा उत्तीणा लागू नहीं होिा िो वषा (ii) कौशल परीक्षा मानक श्रुिलेतन : 10 तमनट 80 शब्ि प्रति तमनट प्रतिलेतन: 65 तमनट (अंग्रेजी) 75 तमनट (हहिं ी) हस्ि चतलि टाइपराईटर पर; अर्वा 50 तमनट (अंग्रेजी) 65 तमनट (हहिं ी) कम्प्यूटर पर भिी की पद्धति: भिी सीिे होगी या प्रोन्नति द्वारा प्रोन्नति/प्रतितनयुति/आमेलन द्वारा भिी की िशा में व े या प्रतितनयतु ि/आमेलन द्वारा िर्ा तवतभन्न पद्घतियों द्वारा भरी श्रेतणयां तजनसे प्रोन्नति/प्रतितनयुति/आमेलन दकया जाने वाली ट्ररतियों की प्रतिशििा जाएगा| भिी की पद्धति: भिी सीि ेहोगी या प्रोन्नति द्वारा या प्रतितनयतुि/ प्रोन्नति/प्रतितनयतुि/आमले न द्वारा भिी की िशा म ेंव ेश्रते णया ं आमले न द्वारा िर्ा तवतभन्न पद्घतियों द्वारा भरी जान ेवाली तजनस ेप्रोन्नति/प्रतितनयतुि/आमले न दकया जाएगा| ट्ररतियों की प्रतिशििा (10) (11) कमाचारी चयन आयोग द्वारा सीिी भिी (1) लागू नहीं होिा। ट्रटप्पणी: पििारी के प्रतितनयुति या लम्बी बीमारी या अध्ययन छुट्टी या अन्य दकन्ही पट्ररतस्र्तियों में एक वषा या इससे अतिक की अवति के तलए बाहर रहने के कारण हुई ट्ररतियां, केंद्रीय सरकार के पििाट्ररयों, तजन्होंने तनयतमि आिार पर सिशृ पि िारण दकया हुआ ह,ै और तजनके पास स्िम्भ (7) के अिीन सीिी भिी दकए जाने वाले व्यतियों के तलए तवतहि अहिा ाएं हैं, में से प्रतितनयुति के आिार पर भरी जा सकेंगी। यदि तवभागीय प्रोन्नति सतमति है, िो उसकी क्या सरं चना है भिी करन ेम ेंदकन पट्ररतस्र्तियों म ेंसघं लोक सवे ा आयोग स ेII (i) 3 परामश ादकया जाएगा (12) (13) समूह ‘ग’ तवभागीय पुतष्टकरण सतमति में तनम्नतलतति होंगे:— लागू नहीं होिा । (1) अपर महातनिशे क (प्रशासन), भारिीय पुराित्व सवेक्षण - अध्य क्ष (2) संयुि महातनिशे क (पुराित्व) – सिस्य (3) तनिशे क (प्रशासन) - सिस् य [फा. सं. 3/6/2017-योजना एव ंएचआरडी (आरआर] राकेश हसंह लाल, अपर महातनिशे क (प्रशा.) MINISTRY OF CULTURE (ARCHAEOLOGICAL SURVEY OF INDIA) NOTIFICATION New Delhi, the 19th July, 2018 G.S.R. 657(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Archaeological Survey of India (Class III-Non-Gazetted posts) Recruitment Rules, 1968 in so far as it relates to the post of Stenographer (other than those included in the Central Secretariat Stenographers service), except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade II in the Archeological Survey of India, Ministry of Culture, namely:— 1. Short title and commencement.—(1) These rules may be called the Ministry of Culture, Archeological Survey of India, Stenographer Grade II (Group ‘C’ post), Recruitment Rules, 2018. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and Level in the Pay Matrix.—The number of the said post, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc.—The method of recruitment to the said post, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification.—No person, (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for doing so, exempt any person from the operation to this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6.
