कांके, रांची में मख्ु य प्रिासजनक अजधकारी के पि पर भती की पद्धजत का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनाते ह,ैं अथावत:्- 1. संजिप्त नाम और प्रारंभ: (1) इन जनयमक का संजिप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय मन:जचदकत्सा संस्ट्थान, कांके, रांची, मख्ु य प्रिासजनक अजधकारी (समूह ‘क’ पि), भती जनयम, 2020 ह ै। (2) ये रािपत्र म ेंउनके प्रकािन की तारीख क प्रवृत्त हकग े । 2. पि की सख्ं या, वगीकरण और वते न मरै रक्स म ें स्ट्त र- उि पि की संख्या, उसका वगीकरण, वेतन मैररक् स में उसका स्ट् तर वह ह गा ि इन जनयमक से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िष्टव ह ै । 3. भती की पद्धजत, आय-ु सीमा, अहतव ाएं आदि- उि पि पर भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उसस े संबंजधत अन्य बातें वे हकगी ि उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजवजनर्िष्टव ह ैं । 4. जनरहतव े अपन े पजत या अपनी पत्नी के िीजवत रहत े एए, दकसी अन् य व्यजि से जववाह दकया ह ै या जववाह की संजविा की ह;ै उि पि पर जनयुजि का पात्र नहीं ह गा : परंत ु यदि केन्रीय सरकार का यह समाधान ह िाता ह ै दक ऐसा जववाह, ऐस े व्यजि और जववाह के अन्य पिकार क लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह,ै त वह दकसी व्यजि क इस जनयम के प्रवतवन से छूट िे सकेगी । 5. जिजथल करन ेकी िजि: िहां केन्रीय सरकार की यह राय ह ैदक ऐसा करना आवश्यक या समीचीन ह,ै वहां वह उसके जलए कारणक क लेखबद्ध करके और संघ ल क सेवा आय ग के परामि व से इन जनयमक के दकसी उपबंध क दकसी वग व या प्रवगव के व्यजियक की बाबत आिेि द्वारा जिजथल कर सकेगी । 6. व्यावजृ त्त: इन जनयमक की क ई बात आरिण, आयु-सीमा में छूट और अन्य ररयायतक पर प्रभाव नहीं डालेगी जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे क के अनुसार अनुसूजचत िाजतयक, अनुसूजचत िनिाजतयक, अन् य जपछडे वगों, भूतपूवव सैजनकक और अन्य जविेष प्रवगव के व्यजियक के जलए उपबंध करना अपेजित ह ै । अनसु चू ी पि का नाम पि की संख् या वगीकरण वेतन मैररक् स में सीधी भती दकए िाने वाले पररवीिा की अवजध, यदि क ई ह भती की पद्धजत: सीधी भती या व् यजियक के जलए अपेजित िैजिक व् यजियक के जलए जवजहत आयु और प्र न्न जत या प्रजतजनयुजक् त/आमेलन और अन् य अहतव ाएं िैजिक अहतव ाएं प्र न्न त व् यजक्त यक द्वारा तथा जवजभन्न पद्धजतयक द्वारा के मामले में लागू हकगी या नहीं भरी िाने वाली ररजक्त यक की प्रजतितता (7) (8) (9) (10) आवश्यक: लागू नहीं ह ता । एक वषव । प्रजतजनयुजि द्वारा G.S.R.725(E)—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Institute of Psychiatry, Ranchi (Chief Administrative Officer) Recruitment Rules, 1990, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Chief Administrative Officer in the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, Chief Administrative Officer (Group ‘A’ post) Recruitment Rules, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 2. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment to the said post, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 3. Disqualification.– No person,- (a) who has entered into or contracted a marriage with any person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 4. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 5.
