NOTIFICATION
New Delhi, the 7th February, 2017.
G.S.R. 140(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Department of Animal Husbandry, Dairying and Fisheries, Animal Husbandry officers Group Á’
posts Recruitment Rules, 2007 in so far as it relates to the post of Assistant Commissioner (Animal Husbandry), except
as respect things done or omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the post of Assistant Commissioner (Animal Husbandry) in the Ministry of
Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, namely: -
1.(cid:32) (1) These rules may be called the Department of Animal Husbandry, Dairying and Fisheries, Assistant Commissioner
(Animal Husbandry) Group Á’ posts Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, their classification and level in the pay matrix. – The number of post, their classification and the
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
3. Method of recruitment, age-limit, and qualifications etc.—The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,
(a)(cid:32) who has entered into or contracted a marriage with a person having a spouse living; or
(b)(cid:32) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of these provisions of these rules with respect to any class or category of persons.
6. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, other Backward Classes and other special

Note 3 : For the purpose of computing minimum qualifying
service for promotion, the service rendered on a regular basis
by an officer prior to the 1st January, 2016, i.e., the date from
which the revised pay structure based on the seventh Central
Pay Commission recommendations has been extended, shall be
deemed to be service rendered in the corresponding level in the
pay matrix extended based on the recommendations of the Pay
Commission.
Deputation (including short-term contract):
Officers under the Central Government or State Governments
or Union Territory Administration or Public Sector
Undertakings or Universities or Recognised Research
Institutions or Semi Government or Autonomous Bodies or
Statutory Organizations:
(a)(i) holding analogous post on regular basis in the parent

(ii)with five years’ service in the grade rendered after
appointment thereto on a
regular basis in posts in level-10 (Rs.56100-177500) in the
pay matrix or
equivalent in the parent cadre or Department; and
(b) possessing the following educational qualifications and
experience, namely:-
Essential:
(i)(cid:32) Bachelor’s Degree in Veterinary Science and Animal
Husbandry as listed in the First and Second
Schedule of the Indian Veterinary Council Act,
1984 from a recognized university or institute.
(ii)(cid:32) Registration in the Veterinary Council of India or
Veterinary Council of the State.
(iii)(cid:32)possessing five years experience in cattle and livestock
development or poultry or animal health or meat
or meat products.
Desirable :-
(i)(cid:32) Doctorate Degree in any branch of Veterinary Science
and Animal Husbandry from a recognized
University or Institute.
Note 1: The departmental officers in the feeder category who
are in the direct line of promotion will not be eligible for
consideration for appointment on deputation. Similarly,
deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2 : Period of deputation (including short term contract)
including period of deputation (including short term contract) in
another ex-cadre post held immediately preceding this
appointment in the same or some other organization or
department of the Central Government shall ordinarily not to
exceed four years. The maximum age limit for appointment by
deputation (including short-term contract) shall be not
exceeding fifty six years as on the closing date of receipt of
application.
Note 3: For the purpose of appointment on deputation basis, the
service rendered on a regular basis by an officer prior to the 1st
January, 2016, i.e., the date from which the revised pay
structure based on the Seventh Central Pay Commission
recommendations has been extended, shall be deemed to be
service rendered in the corresponding level in the pay matrix
extended based on the recommendations of the Pay
Commission except where there has been merger of more than
one pre-revised grade pay or scale of pay into one level with a
common level in the pay matrix, and where this benefit will
extend only for the post(s) for which that level in the pay matrix
is the normal replacement level without any up-gradation.
