L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअI.D-E2x6x1x 22020-223942 CG-DL-E-26122020-223942 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 659] नई ददल्ली, बुधवार, ददसम्ब र 23, 2020/पौष 2, 1942 No. 659] NEW DELHI, WEDNESDAY, DECEMBER 23, 2020/PAUSHA 2, 1942 स्ट्वास्ट््य और पररवार कल्याण मत्रं ालय अजधसचू ना नई ददल्ली, 23 ददसम् बर, 2020 सा.का.जन.792 (अ).— राष्ट्रपजत, संजवधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए, और मानजसक रोग अस्ट्पताल, रांची (वगग III और वगग IV पदों पर भती) जनयम, 1959 को, जहां तक उनका संबंध डाइटीजियन के पद स े ह,ै उन बातों के जसवाय अजधक्ांत करत े हुए, जजन्ह ें ऐस े अजधक्मण स े पूवग दकया गया ह ै या करन े का लोप दकया गया ह,ै स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय मन:जचदकत्सा संस्ट्थान, कांके, रांची में डाइटीजियन के पद पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनात ेहैं, अथागत:्- 1. संजिप्त नाम और प्रारंभ:(1) इन जनयमों का संजिप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय मन:जचदकत्सा संस्ट्थान, कांके, रांची, डाइटीजियन (समूह ‘ख’ पद) भती जनयम, 2020 ह ै। (2) ये राजपत्र म ेंउनके प्रकािन की तारीख को प्रवृत्त होंग े। 2. पद की सख्ं या, वगीकरण और वते न मरै रक्स म ें स्ट्त र- उि पद की संख्या, उसका वगीकरण और वेतन मैररक् स म ें स्ट् तर वह होगा जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजन्द्ट ह ै। 3. भती की पद्धजत, आय-ु सीमा, अहतग ाएं, आदद- भती की पद्धजत, आय-ु सीमा, अहतग ाएं और उससे संबंजधत अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजन्द्ट ह ैं। 6304 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहतग ा: वह व्यजि- (क) जजसने ऐसे व्यजि से, जजसका पजत या जजसकी पत्नी जीजवत ह,ै जववाह दकया ह ै या जववाह की संजवदा की ह;ै या (ख) जजसन े अपन े पजत या अपनी पत्नी के जीजवत रहत े हुए, दकसी अन् य व्यजि से जववाह दकया ह ै या जववाह की संजवदा की ह,ै उि पद पर जनयुजि का पात्र नहीं होगा : परंत ु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जववाह, ऐसे व्यजि और जववाह के अन्य पिकार को लाग ू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह,ै तो वह दकसी व्यजि को इस जनयम के प्रवतनग से छूट दे सकेगी । 5. जिजथल करन े की िजि: जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहां वह उसके जलए कारणों को लेखबद्ध करके और संघ लोक सेवा आयोग के परामि ग स े इन जनयमों के दकसी उपबधं को दकसी वगग या प्रवग गके व्यजियों की बाबत आदेि द्वारा जिजथल कर सकेगी । 6. व्यावजृ त्त: इन जनयमों की कोई बात आरिण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभाव नहीं डालगे ी जजनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन् य जपछ़े े वगगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंध करना अपेजित ह ै। अनसु चू ी पद का नाम पद की संख्य ा वगीकरण वते न मरै रक्स म ें चयन या सीधी भती दकए जान ेवाल े स्ट्त र अचयन पद व् यजियों के जलए आय-ु सीमा (1) (2) (3) (4) (5) (6) डाइटीजियन 1 *(2020) साधारण केंरीय वेतन मैररक् स में लागू नहीं तीस वषग से अजधक आयु नहीं । सेवा, समूह स्ट् तर-6 (35400- होता । (केंरीय सरकार द्वारा जारी *कायगभार के आधार दकए गए अनुदिे ों या आदिे ों पर पररवतगन दकया ‘ख’,अराजपजत्रत, 112400 रुपए) के अनुसार सरकारी सेवकों के जा सकता ह ै। अननुसजचवीय जलए पााँच वषग तक जिजथल की जा सकती ह।ै ) रटप्पण :आय-ु सीमा जनधागरण की जनणागयक तारीख अभ्यर्थथयों से आवेदन प्राप्त करने के जलए जनयत की गयी अंजतम तारीख होगी, न की वह जनयत तारीख जो असम, मेघालय, अरुणाचल प्रदिे , जमज़ोरम, मजणपुर, नागालैंड, जत्रपुरा, जसदिम, जहमाचल प्रदिे के लाहोल और स्ट्पीजत जजला तथा चंबा जजला का पांगी उपखंड और लद्दाख,अंडमान एवं जनकोबार द्वीप समूह और लिद्वीप संघ राज्य िेत्रों के अभ्यर्थथयों के जलए जवजहत की गयी है।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 सीधी भती दकए जान े वाल े व्य जियों के जलए सीधी भती दकए जान े वाल े पररवीिा की भती की पद्धजत: सीधी भती या अपजे ित िजै िक और अन्य अहतग ाएं व् यजियों के जलए जवजहत अवजध, यदद प्रोन्न जत या प्रजतजनयजुक्त या आय ु और िजै िक अहतग ाएं आमले न द्वारा तथा जवजभन्न कोई हो प्रोन्न त व्य जक्त यों के मामल े पद्धजतयों द्वारा भरी जान े वाली म ेंलाग ूहोंगी या नहीं ररजक्त यों की प्रजतितता (7) (8) (9) (10) आवश्यक : लागू नहीं होता । दो वषग सीधी भती द्वारा । (क) दकसी मान्यताप्राप्त जवश्वजवद्यालय या रटप्पण: पदधारी के एक वषग या संस्ट्थान से खाद्य और पोषण जवज्ञान या गृह उससे अजधक समय के जलए जवज्ञान या गृह अथगिास्त्र या क्लीजनकल न्यूरीिन प्रजतजनयुजक् त पर चले जाने एवं डायटेरटक् स या खाद्य जवज्ञान एवं पोषण या अथवा लंबे समय से बीमार होने खाद्य एवं न्यूरीिन डायटेरटक्स या आहार जवज्ञान अथवा अध्य यन अवकाि पर और खाद्य सेवा प्रबंधन में स्नातकोत्तर जडग्री, या चले जाने पर अथवा अन् य पररजस्ट् थजतयों में होन े वाली (ख) (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या ररजक् तयों को केंर सरकार के ऐसे संस्ट्थान से खाद्य और पोषण जवज्ञान या गृह अजधकाररयों स े प्रजतजनयजुक्त जवज्ञान या गृह अथगिास्त्र या क्लीजनकल न्यूरीिन द्वारा भरा जा सकेगा जो: एवं डायटेरटक्स या खाद्य जवज्ञान एवं पोषण या (क)(i) जो मूल संवगग या जवभाग खाद्य एवं न्यूरीिन डायटेरटक्स या आहार जवज्ञान में जनयजमत आधार पर सदिृ और खाद्य सेवा प्रबंधन में जवज्ञान स्नातक की जडग्री । पद धारण दकए हुए हैं; Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, Dietician (Group ‘B’ Post) Recruitment Rules, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment to the said post, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person,- (a) who has entered into or contracted a marriage with any person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
