(ख) िजसने अपने पित या अपनी पOी के जीिवत रहते !ए (cid:1)कसी Nि(cid:29) से िववाह (cid:1)कया है,
उ(cid:29) पद पर िनयुि(cid:29) का पा% नहP होगाः
पर(cid:22)तु य(cid:1)द के(cid:22)Qीय सरकार का यह समाधान हो जाता ह ै(cid:1)क ऐसा िववाह उस Nि(cid:29) और िववाह के अ(cid:22)य प?कार को लागू (cid:8)वीय
िविध के अधीन अनुRेय ह ैऔर ऐसा करने के िलए अ(cid:22)य आधार ह,< तो वह (cid:1)कसी Nि(cid:29) को इस िनयम के (cid:25)वत9न से छूट द ेसकेगी।

ह,< उ(cid:22)ह6 लेखब: करके, तथा संघ लोक सेवा आयोग से परामश9 करके इन िनयम(cid:31) के (cid:1)कसी उपबंध को, (cid:1)कसी वग9 या (cid:25)वग9 के Nि(cid:29)य(cid:31) के
बाबत, आदेश (cid:24)ारा िशिथल कर सकेगी।

पहले या उस तारीख से, िजससे छठे क6Qीय वेतन आयोग क+ िसफा(रश(cid:31) पर आधा(रत पुनरीि?त वेतन संरचना का िव(cid:8) तार (cid:1) कया गया
ह,ै िनयिमत आधार पर क+ गई सेवा को उ*त वेतन आयोग क+ िसफा(रश(cid:31) पर आधा(रत िव(cid:8) ता(रत तA (cid:8) थानी Lेड वेतन या वेतनमान
पर क+ गई सेवा समझी जाएगी।

या मा(cid:22)य ता (cid:25)ा@त अनुसंधान सं(cid:8)थ ान(cid:31) या प(रषद(cid:31) के अधीन ऐसे अिधकारी:-
(क) (i) जो मूल काडर या िवभाग म6 िनयिमत आधार पर सदशृ पद धारण (cid:1)कए !ए ह(cid:31); या
(ii) िज(cid:22)ह (cid:31)ने मूल काडर या िवभाग म6 वेतन बै(cid:22) ड-3, 15600-39100 Wपए + Lेड वेतन 6600 Wपये या समतु(cid:3) य म6 िनयिमत
आधार पर िनयुि*त के पT चात पांच वष9 िनयिमत सेवा क+ हो; और
(ख) िन;न िलिखत शैि?क अहत9 ाएं और अनुभव रखते ह(cid:31):-

(ii) िव(cid:8)त ार (cid:25)बंधन काय9कम िविनcमत करने और संचािलत करने म6 चार वष9 का अनुभव।

से िजससे छठे क6Qीय वेतन आयोग क+ िसफा(रश(cid:31) पर आधा(रत पुनरीि?त वेतन संरचना का िव(cid:8) तार (cid:1)कया गया ह,ै िनयिमत आधार
पर क+ गई सेवा को, िसवाय उस दशा के, जहा ंएक से अिधक पूव9 पुनरीि?त वेतनमान का साधारण Lेड वेतन या वेतनमान सिहत एक
[ेणी म6 िवलय हो गया ह ै और वहा ं यह लाभ केवल उस पद पर िव(cid:8) ता(रत होगा िजसके िलए Lेड वेतन या वेतनमान िबना (cid:1)कसी
उ(cid:22)न यन का साधारण (cid:25)ित(cid:8)थ ापन Lेड ह ैउ*त वेतन आयोग क+ िसफा(रश(cid:31) पर आधा(रत िव(cid:8) ता(रत तA(cid:8) थानी Lेड वेतन या वेतनमान

G.S.R. 678(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
Supersession of the Ministry of Agriculture, Department of Agriculture & Cooperation, Directorate of Extension,
Director (Extension), Joint Director (Extension), Extension Officer, Assistant Extension Officer, Technical Assistant
(Agriculture) Recruitment Rules, 2000, in so far as they relate to the posts of Director (Extension), Extension Officer and10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
Assistant Extension Officer and Ministry of Agriculture, Directorate of Extension Joint Director (Extension),
Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of Director (Extension), Joint Director
(Extension), Extension Officer and Assistant Extension Officer in the Ministry of Agriculture, Department of
Agriculture and Cooperation, Directorate of Extension, namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Agriculture, Department of
Agriculture and Cooperation, Directorate of Extension, Director (Extension), Joint Director (Extension), Extension
Officer and Assistant Extension Officer, Group ‘A’ and ‘B’ Post Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification, pay band and grade pay or pay scale. – The number of said posts, their
classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the
said Schedule.
4. Method of recruitment, age-limit, and qualifications, etc,. – The method of recruitment, age-limit, qualifications
and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualifications.– No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any
person from the operation of this rule.
6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient
so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of
persons in accordance with the orders issued by the Central Government from time to time in this regard.

Joint Director (Extension) in pay band-3, Rs. 15600-39100/- plus grade pay of Rs. 6600/- with five years regular service
in the grade and who have successfully completed training of two to four weeks in the field of Agricultural Extension.
Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,
their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed
probation period for promotion to the next higher grade along with their juniors who have already completed such
qualifying or eligibility service.
Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular
basis by an officer prior to 1.1.2006 or the date from which the revised pay structure based on the Sixth Central Pay
Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay
or pay scale extended based on the recommendations of the Commission.
Deputation (including short-term contract):
Officers under the Central Government or State Governments or Public Sector Undertakings or semi- Government or
autonomous and State organizations or Agricultural Universities or recognised research institutions or Councils.
(A)(i) holding analogous posts on regular basis in the parent cadre or department; or
(ii) with five years’ regular service in the grade rendered after appointment thereto on regular basis in posts in pay
band-3, Rs. 15600-39100/- plus grade pay of Rs.6600/- or equivalent in the parent cadre or department; and
(B) possessing the following educational qualifications and experience:
Essential:
(i) Master’s degree in Agriculture or Agricultural Extension from a recognised university or institute or Master’s degree
in Rural Management or Master of Business Administration with Bachelor’s degree in Science (Agriculture) from a
recognised university or institute; or Master’s degree in Agriculture Business Management or Vegetable Sciences or
Horticulture or Agro.- Forestry or Degree in Agriculture Engineering from a recognised university or institute;
(ii) eight years’ experience in the field of administration or management of Agriculture or Extension Programme or
teaching experience at college or university level in agriculture or extension programmes with special reference to
training of extension personnel and farmers.
Desirable:
(i) Doctorate degree in Agricultural Extension, Extension Education or advance training in Agricultural Extension from
a recognised university;
(ii) four years experience in formulation and conduct of Extension Management Programme.
Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for
consideration for appointment on deputation. Similarly, Deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2: The period of deputation (including short-term contract) including the period of deputation (including short-term
contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation
or Department of the Central Government shall ordinarily not exceed four years. The maximum age limit for
appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date for
the receipt of applications.
Note 3: For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st
January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission
recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale
