सा.का.वन. 442 (अ).—राष्ट्रपवि, संवििान के अनुच्छेि 309 के परन्िुक द्वारा प्रित्त शवियों का प्रयोग करिे हुए और नागर
विमानन मंत्रालय, नागर विमानन सुरक्षा ब् यूरो, िररष् ठ सुरक्षा ययु्ि (ननागर विमानन भिती वनयम, 2010 को, उन बािों के वसिाय
अविक्ांि करिे हुए, वजन्ह ें ऐसे अविक्मण स े पूि व दकया गया ह,ै या करने का लोप दकया गया है, नागर विमानन मंत्रालय, नागर विमानन
सुरक्षा ब् यूरो में संयु्ि वनिशे क (मुख्य ालय ्क्षेत्रीय वनिशे क (नक्षेत्रीय कायावलय के पिों पर भिती की पद्धवि का विवनयमन करने के वलए
वनम्नवलवखि वनयम बनाि ेह,ैं अर्ावि् :--
1. सवं क्षप्त नाम और प्रारंभ : (1) इन वनयमों का संवक्षप्त नाम नागर विमानन मंत्रालय, नागर विमानन सुरक्षा ब् यूरो, संयु्ि
वनिशे क्क्षेत्रीय वनिशे क, समूह ‘क’ पि, भिती वनयम, 2017 है ।
(2) ये राजपत्र में उनके प्रकाशन की िारीख को प्रिृत्त होंगे ।
2. पिों की सख्ं या, िगतीकरण, िेिन मरै ि्स म ें ्ि र : पि की संख्या, उसका िगतीकरण और उससे संलग्न िेिन मैरि् स में ् िर िह
होगा, जो इन वनयमों से उपाबद्ध अनुसूची के ्िंभ (2) से ्िंभ (4) में विवनर्दिष्ट ह ै।
3. भिती की पद्धवि, यय-ु सीमा, अहिव ाएं यदि : उि पि पर भिती की पद्धवि, ययु-सीमा, अहिव ाएं और उससे संबंविि अन्य बािें ि े
होंगी जो उि अनुसूची के ्िंभ (5) से ्िंभ (13) में विवनर्दिष्ट ह ैं।
4. वनरहिव ा : िह व्यवि--
(क) वजसने ऐसे व्यवि से वजसका पवि या वजसकी पत्नी जीविि ह,ै वििाह दकया ह,ै या या वििाह की संवििा की है; या

(ख) वजसन ेअपने पवि या अपनी पत्नी के जीविि रहिे हुए दकसी व्यवि से वििाह दकया है या वििाह की संवििा की है,
उि पिों में से दकसी पर वनयुवि का पात्र नहीं होगा :
परन्िु यदि केद्रीय सरकार का यह समािान हो जािा है दक ऐसा वििाह ऐसे व्यवि और वििाह के अन्य पक्षकार को लागू ्िीय विवि
के अिीन अनुज्ञेय है और ऐसा करने के वलए अन्य यिार हैं िो िह दकसी व्यवि को इस वनयम के प्रििवन से छूट िे सकेगी ।
5. वशवर्ल करन े की शवि : जहां केंद्रीय सरकार की यह राय हैं दक ऐसा करना यिश्यक या समीचीन ह,ै िहां िह उसके वलए जो
कारण हैं उन्हें लेखबद्ध करके, और संघ लोक सेिा ययोग से परामश वकरके इन वनयमों के दकसी उपबंि को दकसी िगव या प्रिगव के व्यवियों की
बाबि, यिशे द्वारा वशवर्ल कर सकेगी ।
6. व्यािवृ त्त : इन वनयमों की कोई बाि, ऐसे यरक्षण, ययु-सीमा में छूट और अन्य ररयायिों पर प्रभाि नहीं डालेगी, वजनका केद्रीय
सरकार द्वारा इस संबंि में समय-समय पर वनकाले गए यिशे ों के अनुसार अनुसूवचि जावियों, अनुसवू चि जनजावियों, भूिपूिव सैवनकों और
अन्य विशेष प्रिग वके व्यवियों के वलए उपबंि करना अपेवक्षि ह ै।

दकए जाने की िशा म ेंिह पि प्रोन्नवि द्वारा भरा गया समझा जाएगा ।
रटप्पण 2-- प्रविवनयवु ि (नयईएसटीसी की अिवि, वजसके अन्िगवि केद्रीय सरकार के उसी या दकसी अन्य संगठन्विभाग में इस वनयुवि से
ठीक पहले िाररि दकसी अन्य काडर बाह्य पि पर प्रविवनयुवि (नयईएसटीसी की अिवि है, सािारणिया चार िषव स ेअविक नहीं होगी ।
रटप्पण 3--प्रविवनयवु ि (नयईएसटीसी पर वनयुवि के वलए अविकिम यय ुसीमा यिेिन प्राप्त करने की अंविम िारीख को 56 िषव से अविक
नहीं होगी ।

NOTIFICATION
New Delhi, the 8th May, 2017
G.S.R. 442(E).—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in
supersession of the Ministry of Civil Aviation (Bureau of Civil Aviation Security) Senior Deputy Commissioner of
Security(Civil Aviation), Group ‘A’ Post, Recruitment Rules 2010, except in respect of things done or omitted to be done
before such supersession, the President hereby makes the following Rules regulating method of recruitment of the post of
Joint Director (Headquarters)/Regional Director (Regional Offices) in the Bureau of Civil Aviation Security, in the
Ministry of Civil Aviation, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Civil Aviation, Bureau of Civil
Aviation Security, Joint Director / Regional Director, Group ‘A’ Posts, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.– The number of post, its classification and the level in
the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, other qualifications, etc.– The method of recruitment to the said post, age
limit, qualifications and other matters relating thereto shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualification.– No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable
to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from
the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient to do so, it
may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to
be provided for persons belonging to the Scheduled Castes, the Scheduled Tribes, ex-Serviceman, and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

possessing degree from a recognized University will also be
considered alongwith outsiders and in case, he/she is selected, the
post shall deemed to have been filled by promotion.
Note 2: -Period of deputation (ISTC) including period of
deputation (ISTC) in another ex-cadre post held immediately
preceding this appointment in the same or some other
organization/department of the Central Government shall
ordinarily not to exceed four years.
Note 3: -The maximum age limit for appointment ‘by deputation
(ISTC) shall be not exceeding 56 years as on closer date of
receipt of applications to the post’.

प्रोन्न वि: (नi िेिन मैरि् स में ्ि र-10 में के ऐसे सहायक वनिशे क वजन् होने उस श्रेणी में पांच िषव की वनयवमि सेिा की हो।
ii. दकसी मान्यिाप्राप्त विश्वविद्यालय से बैचलर वडग्री िारण करिा हो।
रटप्प ण : जहां ऐसे कवनष्ठ व्यवियों के संबंि में, वजन्होंने अपनी अहकव ्पात्रिा सेिा पूरी कर ली ह,ै प्रोन्नवि के वलए विचार दकया जा रहा हो,
िहां उनके ज्येष्ठ व्यवियों के संबंि म ें भी विचार दकया जाएगा परंिु यह िब जब दक उसके द्वारा की गई ऐसी अहकव ्पात्रिा सेिा, अपेवक्षि
अहकव ्पात्रिा सेिा के यिे से अविक से या िो िषव से, इनमें से जो भी कम हो, कम न हो और उन्होंन े अपन े ऐस े कवनष्ठ व्यवियों सवहि,
वजन्होंने ऐसी अहकव ्पात्रिा सेिा पहले ही पूरी कर ली ह,ै अगली उच्चिर श्रेणी में प्रोन्नवि के वलए अपनी पररिीक्षा की अिवि सफलिापूिवक
पूरी कर ली हो ।
प्रविवनयवु ्ि (नवजसके अन्ि गव ि अल्प कावलक सवं ििा भी ह ै
केंद्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्रों वजसके अंिगवि सश् त्र पुवलस बल भी है या पवब्लक से्टर उपक्मों या मान्यिाप्राप्त
अनुसंिान सं्र्ाओं या विश्वविद्यालयों या अद्धसव रकारी या कानूनी या ् िाय ि संगठनों के अिीन ऐसे अविकारी--II (i) 7

रटप्पण 1--पोषक प्रिगव के ऐसे विभागीय अविकारी, जो प्रोन्नवि की सीिी पंवि में ह,ै प्रविवनयवु ि पर वनयुवि के वलए विचार दकए जाने के
पात्र नहीं होंगे । इसी प्रकार, प्रविवनयुि व्यवि प्रोन्नवि द्वारा वनयुवि के वलए विचार दकए जाने के पात्र नहीं होंगे ।
रटप्पण 2-- प्रविवनयुवि वजसके अन् िवगि अल् पकावलक संवििा (नयईएसटीसी भी है की अिवि, वजसके अन्िगवि केद्रीय सरकार के उसी या

G.S.R. 443 (E).—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in
supersession of the Ministry of Civil Aviation (Bureau of Civil Aviation Security) Deputy Commissioner of Security(Civil
Aviation), Recruitment Rules, 2010, except in respect of things done or omitted to be done before such supersession, the
President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Director in the
Bureau of Civil Aviation Security in the Ministry of Civil Aviation, namely:-
2. Short title and commencement.–(1) These rules may be called the Ministry of Civil Aviation, Bureau of Civil
Aviation Security, Deputy Director, Group ‘A’ Posts, Recruitment Rules 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.– The number of post, its classification and the level in the pay
matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, other qualifications, etc.– The method of recruitment to the said post, age limit,
qualifications and other matters relating thereto shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualification.– No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable
to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the
operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by
order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of
the provisions of these rules with respect to any class or category of persons.
6. Savings.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be
provided for persons belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-
Serviceman, and other special categories of persons in accordance with the orders issued by the Central Government from
time to time in this regard.

Note : 1- The departmental officers in the feeder
category who are in the direct line of promotion will
not be eligible for consideration for appointment on
deputation. Similarly, deputationists shall not be
eligible for consideration for appointment by
promotion.
Note : 2-Period of deputation (ISTC) including period
of deputation (ISTC) in another ex-cadre post held
immediately preceding this appointment in the same or
some other organization/department of the Central
Government shall ordinarily not to exceed four years.
The maximum age limit for appointment ‘by deputation
(ISTC) shall be not exceeding 56 years as on closer
date of receipt of applications to the post’.

4. वनरहिव ा : िह व्यवि--
(क) वजसने ऐसे व्यवि से वजसका पवि या वजसकी पत्नी जीविि ह,ैं वििाह दकया ह,ै या वििाह की संवििा की ह;ै या
(ख) वजसन ेअपने पवि या अपनी पत्नी के जीविि रहिे हुए दकसी व्यवि से वििाह दकया है या वििाह की संवििा की है,
उि पिों में से दकसी पर वनयुवि का पात्र नहीं होगा :
परन्िु यदि केद्रीय सरकार का यह समािान हो जािा है दक ऐसा वििाह ऐसे व्यवि और वििाह के अन्य पक्षकार को लागू ्िीय विवि
के अिीन अनुज्ञेय है और ऐसा करने के वलए अन्य यिार हैं िो िह दकसी व्यवि को इस वनयम के प्रििवन से छूट िे सकेगी ।
5. वशवर्ल करने की शवि : जहां केंद्रीय सरकार की यह राय हैं दक ऐसा करना यिश्यक या समीचीन ह,ै िहां िह उसके वलए जो
कारण हैं उन्हें लेखबद्ध करके, और संघ लोक सेिा ययोग से परामश वकरके इन वनयमों के दकसी उपबिं को दकसी िगव या प्रिगव के व्यवियों की
बाबि, यिशे द्वारा वशवर्ल कर सकेगी ।
6. व्यािृवत्त : इन वनयमों की कोई बाि, ऐसे यरक्षण, ययु-सीमा म ें छूट और अन्य ररयायिों पर प्रभाि नहीं डालेगी, वजनका केद्रीय
सरकार द्वारा इस संबंि में समय-समय पर वनकाले गए यिशे ों के अनुसार अनुसूवचि जावियों, अनुसवू चि जनजावियों, भूिपूिव सैवनकों और
अन्य विशेष प्रिग वके व्यवियों के वलए उपबंि करना अपेवक्षि ह ै।

िहां उनके ज्येष्ठ व्यवियों के संबंि म ें भी विचार दकया जाएगा परंिु यह िब जब दक उसके द्वारा की गई ऐसी अहकव ्पात्रिा सेिा, अपेवक्षि
अहकव ्पात्रिा सेिा के यिे से अविक से या िो िषव से, इनमें से जो भी कम हो, कम न हो और उन्होंन े अपन े ऐस े कवनष्ठ व्यवियों सवहि,
वजन्होंने ऐसी अहकव ्पात्रिा सेिा पहले ही पूरी कर ली ह,ै अगली उच्चिर श्रेणी में प्रोन्नवि के वलए अपनी पररिीक्षा की अिवि सफलिापूिवक

(ii) भारि सरकार या राज्य या संघ राज्य क्षेत्र या पवब्लक से्टर उपक्मों या ् िाय ि संगठनों के पुवलस या सुरक्षा अर्िा यसूचना विभाग में
