प(cid:7373)ित का िविनयमन करने के िलए िन(cid:7388)िलिखत िनयम बनाते ह,(cid:7289) अथार्त्:
1. सिं क्ष(cid:7385) नाम और (cid:7079)ारंभ.— (1) इन िनयम(cid:7298) का संिक्ष(cid:7385) नाम संस्कृित मं(cid:7074)ालय, भारतीय पुरातत्व सव(cid:7287)क्षण, ज्ये(cid:7399) संरक्षण
सहायक, (समूह ‘ख’ पद) भत(cid:7278) िनयम, 2017 ह ै।
(2) ये राजप(cid:7074) म(cid:7286) (cid:7079)काशन की तारीख को (cid:7079)वृत् त ह(cid:7298)गे ।
2. पद सख्ं या, वग(cid:7278)करण और वेतन मिै (cid:7069)क्स म (cid:7286)स्त र.— उ(cid:7334) पद संख्या, उसका वग(cid:7278)करण और वेतन मैि(cid:7069)क् स म(cid:7286) स्तर वह होगा
जो इन िनयम(cid:7298) के उपबंध अनुसूची के स्तंभ (2) से स्तंभ (4) म(cid:7286) िविन(cid:7416)दर्(cid:7397) ह (cid:7289)।
3. भत(cid:7278) की प(cid:7363)ित, आय ु सीमा, अहताएर् ं, आिद.—उ(cid:7334) पद(cid:7298) पर भत(cid:7278) की प(cid:7373)ित, आयु सीमा, अहतार्एं और उससे संबंिधत
अन्य बात(cid:7286) वे ह(cid:7298)गी जो उ(cid:7334) अनुसूची के स्तंभ (5) से स्तंभ (13) म(cid:7286) िविन(cid:7416)दर्(cid:7397) ह (cid:7289)।
4. िनरहतर् ा.— वह (cid:7390)ि(cid:7334)-
(क) िजसने ऐसे (cid:7390)ि(cid:7334) से िजसका पित या िजसकी प(cid:7360)ी जीिवत ह,(cid:7289) िववाह िकया ह;ै या
(ख) िजसने अपने पित या अपनी प(cid:7360)ी के जीिवत रहते हुए िकसी (cid:7390)ि(cid:7334) से िववाह िकया ह,ै उ(cid:7334) पद पर िनयुि(cid:7334) का
पा(cid:7074) नह(cid:7277) होगा :

परन्तु यिद केन्(cid:7076)ीय सरकार का यह समाधान हो जाता ह ै िक ऐसा िववाह ऐसे (cid:7390)ि(cid:7334) और िववाह के अन्य पक्षकार
को लागू स्वीय िविध के अधीन अनुज्ञेय ह ै और ऐसा करने के िलए अन्य आधार ह (cid:7289) तो वह िकसी (cid:7390)ि(cid:7334) को इस िनयम के
(cid:7079)वतर्न से छूट द ेसकेगी ।
5. िशिथल करने की शि(cid:7334).—जहां केन्(cid:7076)ीय सरकार की यह राय ह ै िक ऐसा करना आवश्यक या समीचीन ह,ै वहां वह उसके
िलए जो कारण ह,(cid:7289) उन्ह (cid:7286)लेखब(cid:7363) करके, इन िनयम(cid:7298) के िकसी उपबंध को िकसी वगर् या (cid:7079)वगर् के (cid:7390)ि(cid:7334)य(cid:7298) की बाबत, संघ लोक
सेवा आयोग के साथ परामशर् करके िशिथल कर सकेगी ।
6. (cid:7390)ाविृ (cid:7275).—इन िनयम(cid:7298) की कोई बात, ऐसे आरक्षण(cid:7298), आयु-सीमा म(cid:7286) छूट और अन्य िरयायत(cid:7298) पर (cid:7079)भाव नह(cid:7277) डालेगी,
िजनका केन्(cid:7076)ीय सरकार (cid:7367)ारा इस संबंध म(cid:7286) समय-समय पर जारी िकए गए आदशे (cid:7298) के अनुसार अनुसूिचत जाितय(cid:7298), अनुसूिचत
जनजाितय(cid:7298), अन्य िपछड़ा वगर्, भूतपूवर् सैिनक(cid:7298) और अन्य िवशेष (cid:7079)वगर् के (cid:7390)ि(cid:7334)य(cid:7298) के िलए उपबंध करना अपेिक्षत ह ै।

अिधक से या दो वषर् से, इनम(cid:7286) से जो भी कम हो, कम न हो और उन् ह(cid:7298)ने अपने ऐसे
किनष् ठ व् यिक् तय(cid:7298) सिहत, िजन् ह(cid:7298)ने ऐसी अहकर् या पा(cid:7074)ता सेवा पहले ही पूरी कर ली
ह,ै अगली उच् चतर (cid:7088)ेणी म(cid:7286) (cid:7079)ोन् नित के िलए अपनी पिरवीक्षा के अविध
सफलतापूवर्क पूरी कर ली हो।

ठीक पहले धािरत िकसी अन् य काडर बा(cid:7405) पद पर (cid:7079)ितिनयुिक् त की अविध ह,ै
साधारणतया तीन वषर् से अिधक नह(cid:7277) होगी। (cid:7079)ितिनयुिक् त (अल् पकािलक संिवदा

NOTIFICATION
New Delhi, the 22nd August, 2017
G.S.R. 1042(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution
and in supersession of the Archaeological Survey of India (Class III – Non-Gazetted Posts) Recruitment Rules,
1968, in so far as it relates to the posts of Senior Conservation Assistant and Conservation Assistant Grade-I,
except as respect things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the posts of Senior Conservation Assistant in the
Archeological Survey of India, Ministry of Culture, namely :-
1. Short title and commencement.— (1) These rules may be called the Ministry of Culture, Archeological
Survey of India, Senior Conservation Assistant (Group ‘B’ post), Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix.—The number of the post, its classification and
the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule
annexed to these rules.
3. Method of recruitment, age limit, qualification, etc.—The method of recruitment to the said post, age limit,
qualification and other matters relating thereto shall be as specified in column (5) to (13) of the aforesaid
Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard.
