या महाजनदिे ालय (iii) जजन्हकने मूल संवगा या जवभाग में वेतन -सदस्ट्य । मैररक् स में स्ट्तर-9(53100-167800 रुपये) और स्ट्तर–8(47600-151100 रुपये) या समतुल्य म ें पदक पर जनयजमत अधार पर जनयुजि के पश्चात ईस ग्रेड में छह वषा की जनयजमत सवे ा की ह ; या (iv) जजन्हकने मूल संवगा या जवभाग में वेतन मैररक् स में स्ट्तर-7(44900-142400 रुपये) या समतुल्य में पद पर जनयजमत अधार पर जनयुजि के पश्चात ईस ग्रेड में सात वषा की जनयजमत सेवा की ह ; या (v) जजन्हकने मूल संवगा या जवभाग में वेतन मैररक् स में स्ट्तर-6(35400-112400 रुपये) या समतुल्य में पद पर जनयजमत अधार पर जनयुजि के पश्चात ईस ग्रेड में दस वषा की जनयजमत सेवा की ह ; और (ख) ज जनम्नजलजखत िजै िक य ग्यताएाँ और ऄनुभव रखता ह : अवश्यक: (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से पुस्ट्तकालय जव्ान या पुस्ट्तकालय एवं सूचना जव्ान में स्नातक त्तर जडग्री; (ii) केन्रीय सरकार या राज्य सरकारक या संघ राज्य िेत्रक या पजललक सेक्टर ईपक्रमक या मान्यताप्राप्त जवश्वजवद्यालयक या मान्यताप्राप्त ऄनुसंधान संस्ट्थानक या स्ट् विासी या कानूनी संगननक के ऄंतगात पुस्ट्तकालय में पााँच वषों का वृजतक ऄनुभव । वाछं नीय: (i) केन्रीय सरकार या राज्य सरकारें या संघ राज्य िेत्रक या पजललक सेक्टर ईपक्रमक या मान्यताप्राप्त जवश्वजवद्यालयक या मान्यताप्राप्त ऄनुसंधान संस्ट्थानक या स्ट् विासी या कानूनी संगननक के ऄंतगात पुस्ट्तकालय में पुस्ट्तकालय दक्रया-कलापक के कंप्यूटरीकरण का एक वषा का ऄनुभव ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ii) जवभाग या मंत्रालय के जवजिष्ट िेत्रक के दक्रया- कलापक, ऄथाात तकनीकी या व्ै ाजनक, में एक वषा का व्यावसाजयक ऄनुभव, यदद क इ ह । (iii) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से कंप्यूटर ऐजप्लकेिन में जडप्ल मा। रटप्पण 1: बाहरी ऄभ्यर्तथयक के साथ वेतन मैररक्स के स्ट्तर-6(35400-112400 रुपए) म ें जवभागीय वररष्ठ पुस्ट्तकालय और सूचना सहायक, जजन्ह नें ईस ग्रेड में 10 वषा की जनयजमत सेवा की ह ै और ज प्रजतजनयुजि अधार पर जनयुजि के जलए जनधााररत िैजिक ऄहता ाएाँ और ऄनुभव रखते ह,ैं पर जवचार दकया जाएगा और पद पर जनयुजि हते ु ईनके चयन ह ने पर पद क प्र न्नजत द्वारा भरा माना जाएगा । रटप्पण 2.- प्रजतजनयुजि की ऄवजध, जजसके ऄंतगात केन्रीय सरकार के ईसी या दकसी ऄन्य संगनन या जवभाग में आस जनयुजि से नीक पहले धाररत दकसी ऄन्य काडर बाह्य पद पर प्रजतजनयुजि की ऄवजध ह ै साधारणतया तीन वष ा से ऄजधक नहीं ह गी। रटप्पण 3.- प्रजतजनयजु ि द्वारा जनयुजि के जलए ऄजधकतम अयु-सीमा अवेदन प्राप्त करने की ऄंजतम तारीख़ क छप्पन वषा से ऄजधक नहीं ह गी। [फा. सं. ए.12018/53/2017- एमइ] नीलाम् बुज िरण, अर्तथक सलाहकार MINISTRY OF HEALTH AND FAMILY WELFARE NOTIFICATION New Delhi, the 13th November, 2020 G.S.R. 718(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Officer in the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, Library and Information Officer (Group ‘A’ Post) Recruitment Rules, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 5 4. Disqualification.– No person,- (a) who has entered into or contracted a marriage with any person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Desirable: (i) One year experience of computerizing Library activities in Library under Central Government or State Governments or Union territories or public sector undertakings or recognised Universities or recognised research institutes or autonomous or statutory organisation. (ii) One year professional experience in the specific areas of activities of the Department or Ministry viz technical or scientific, if any. (iii) Diploma in Computer application from a recognised University or institute. Note 2: The period of deputation including period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age- limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of the receipt of applications. [F.
