* Two years experience in Accounts, Administration or Establishment work in a Government office or Public Sector Undertaking or Autonomous body or Statutory body.
* Deputation Period: Not exceeding three years, including any prior deputation in another ex-cadre post.

(III) सरकारी काया9लय या पिoलक सेGटर उपpम अथवा %वाय(cid:28) िनकाय
अथवा सांिविधक िनकाय म- दो वष9 का लेखा, (cid:27)शासन अथवा %थापना
काय9 का दो वष9 का अनभु व।

NOTIFICATION
New Delhi, the 19th July, 2018
G.S.R. 658(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the posts of Junior Administrative
Officer in the Archeological Survey of India, Ministry of Culture, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Culture, Archeological Survey of
India, Junior Administrative Officer (Group ‘B’ post), Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.—The number of the said post, its classification and
the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to
these rules.
3. Method of recruitment, age limit, qualification etc.—The method of recruitment to the post, age limit,
qualification and other matters relating thereto shall be as specified in column (5) to (13) of the said Schedule.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
4. Disqualification.—No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such and other party to the marriage and there are other ground for doing so, exempting person from the
operation to this rule.
5. Initial Constitution.—The personnel holding the posts of Junior Accounts Officer, Work Assistant Grade I and
Head Clerk on regular basis, before the commencement of these rules, shall be deemed to have been appointed in
accordance with the provision of these rules.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any
of the provisions of these rules with respect to any class or category of persons.
7. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:
Upper Division Clerk in level-4 (Rs.25,500-81,100) in pay matrix with 10 years’ regular service in the grade and have successfully
completed four weeks’ training in Administration, Vigilance and Accounts matters.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors
would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such
qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion

Deputation: Officers under the Central or State Government or Union territory Administrations:-
(A)(I) holding analogous posts on regular basis in the parent cadre or department; or
(II) with six years service in the grade rendered after appointment thereto on regular basis in posts in level-5 (Rs.29,200- 92,300) in the
pay matrix or equivalent in the parent cadre or department; or
(III) with ten years service in the grade rendered after appointment thereto on a regular basis in posts in level-4(Rs25,500-81,100) in
pay matrix or equivalent in the parent cadre or department; and
(B) possessing the following educational qualifications and experience:
(I) Bachelors’ degree from a recognised University or Institute;
(II) Have undergone training of duration of at least four weeks in Administration, Vigilance and Accounts matters.
(III) Two years experience in Accounts, Administration or Establishment work in a Government office or Public Sector Undertaking
or Autonomous body or Statutory body.
Note 1:- The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration
for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 2:- Period of Deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in
the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
Note 3:- The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on the date of receipt of
applications.
