(1) इन िनयम(cid:7298) का संिक्षप् त नाम भारतीय सांिख् यकीय सेवा िनयम, 2017 ह ै। (2) ये राजप(cid:7074) म(cid:7286) उनके (cid:7079)काशन की तारीख को (cid:7079)वृत् त ह(cid:7298)गे। 2. भारतीय सांिख् यकीय सेवा िनयमावली 2016 (िजसे इसम(cid:7286) इसके पश् चात उक् त िनयम कहा गया ह)ै म(cid:7286)-- (क) उक् त िनयम(cid:7298) के िनयम 4 के, उप-िनयम (1) के स् थान पर िनम् निलिखत रखा जाएगा, अथार्त:- *(1) इन िनयम(cid:7298) के (cid:7079)ारंभ की तारीख को, सेवा की िविभन् न (cid:7088)ेिणय(cid:7298) म(cid:7286) सिम् मिलत कतर्व् य पद, उनकी संख् या और वेतनमान िनम् नानुसार ह(cid:7298)गे, अथार्त:- तािलका (cid:7059)म सं0 सातवाँ केन्(cid:7076)ीय वेतन आयोग के पद का नाम पद(cid:7298)की संख् या अनुसार वेतन मैि(cid:7069)क् स म(cid:7286) (cid:7061)ेड, स् तर 1. उच् चतर (cid:7079)शासिनक (cid:7088)ेणी महािनदशे क (सामािजक सािं ख्य की), केन् (cid:7076)ीय 05 प्ल स(एचएजी प्ल स) स् तर-16 सांिख् यकी कायार्लय, सांिख् यकी और कायर्(cid:7059)म कायार्न् वयन मं(cid:7074)ालय, नई िदल् ली महािनदशे क (आिथकर् सािं ख् यकी), केन् (cid:7076)ीय सांिख् यकी कायार्लय, सांिख् यकी और कायर्(cid:7059)म कायार्न् वयन मं(cid:7074)ालय, नई िदल् ली 4810 GI/2017 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] महािनदशे क (सवक्ष(cid:7287) ण), राष् (cid:7069)ीय (cid:7079)ितदशर् सव(cid:7287)क्षण कायार्लय, सांिख् यकी और कायर्(cid:7059)म कायार्न् वयन मं(cid:7074)ालय, नई िदल् ली महािनदशे क (सािं ख्य की), (cid:7088)म और रोजगार मं(cid:7074)ालय, नई िदल् ली महािनदशे क (सािं ख्य की), स् वास् थ् य और पिरवार कल् याण मं(cid:7074)ालय, नई िदल् ली 2 उच् चतर (cid:7079)शासिनक (cid:7088)ेणी अपर महािनदेशक 18 (एचएजी) स् तर-15 3. ज् येष् ठ (cid:7079)शासिनक (cid:7088)ेणी (एसएजी) उपमहािनदशे क 136 स् तर-14 4 अकृित् यक चयन (cid:7088)ेणी (एनएफएसजी) िनदशे क ज् येष् ठ कत् तर्व् य स् तर-13 ((cid:7357)ूिट) पद का 30 (cid:7079)ितशत (अथार्त ज् येष् ठ समयमान और उससे ऊपर के पद) 5 किनष् ठ (cid:7079)शासिनक (cid:7088)ेणी (जेएजी) संयुक् तिनदशे क 176 स् तर-12 6. ज् येष् ठ समयमान (एसटीएस) स् तर- उप-िनदशे क 179 11 7. किनष् ठ समयमान (जेटीएस) स् तर- सहायक िनदशे क 250 10 8.अवकाश/(cid:7079)िशक्षण िरज़व र् 50 ----------- 814 ----------- िटप्पण: इन िनयम(cid:7298) के (cid:7079)ारम्भ की तारीख को िविभ(cid:7382) मं(cid:7074)ालय(cid:7298) या िवभाग(cid:7298) म(cid:7286) भारतीय सांिख्यकीय सेवा के कत् तर्व् य ((cid:7357)ूटी) पद(cid:7298) का िववरण इन िनयम(cid:7298) से उपाब(cid:7373) अनुसूची IV म(cid:7286) यथा िविन(cid:7416)द(cid:7397)र् होगा। (ख) उक् त िनयम(cid:7298) के िनयम 7 म,(cid:7286)- (i) उप-िनयम (2) के स्थ ान पर िनम् निलिखत रखा जाएगा, अथातर् :- ''(2) किनष् ठ समयमान के कुल कत् तर्व् य ((cid:7357)ूटी) पद(cid:7298) का पचास (cid:7079)ितशत अधीनस् थ सांिख् यकीय सेवा(cid:7312) के स्तर 7 के ऐसे अिधकािरय(cid:7298) म(cid:7286) से, िजन् ह(cid:7298)ने इस लेवल म(cid:7286) तीन वषर् की िनयिमत सेवा पूरी कर ली ह,ै (cid:7079)ोन् नित (cid:7367)ारा भरे जाएंगे''; (ii) उप-िनयम (7) के स्थ ान पर िनम् निलिखत रखा जाएगा अथातर् :- ''(7) जहां राज् य या संयुक् त काडर का कोई भारतीय (cid:7079)शासिनक सेवा अिधकारी स् तर 11, 12, 13, 14 या 15 के िकसी स् तर पर िविन(cid:7416)दष्र् ट (cid:7088)ेणी म(cid:7286) क(cid:7286)(cid:7076) म(cid:7286) तैनात िकया जाता ह,ै तो इस सेवा के उन सदस् य(cid:7298) को, जो भारतीय (cid:7079)शासिनक सेवा के इस अिधकारी से दो वष(cid:7300) या उससे अिधक ज् येष् ठ ह (cid:7289) तथा उन् ह (cid:7286) उस िविशष् ट (cid:7088)ेणी म(cid:7286) अभी तक¹Hkkx IIμ[k.M 3 (i)º Hkkjr dk jkti=k % vlk/kj.k 3 (cid:7079)ोन् न् त नह(cid:7277) िकया गया ह,ै की िनयुिक् त, भारतीय (cid:7079)शासिनक सेवा अिधकारी की उस िविशष् ट (cid:7088)ेणी म(cid:7286) तैनाती की तारीख से, अकृित् यक आधार पर उसी (cid:7088)ेणी म(cid:7286) होगी और यह िक, सुसंगत (cid:7088)ेणी म(cid:7286) (cid:7079)ोन् नित के िलए अहतर् ा मानदंड(cid:7298) को पूरा करने तथा क(cid:7286)(cid:7076)ीय सरकार (cid:7367)ारा समय-समय पर जारी अनुदशे (cid:7298) तथा अनुसूची-V के अुनसार गिठत छानबीन सिमित की िसफािरश(cid:7298) पर आधािरत होगी ।'' (ग) उक् त िनयम(cid:7298) की अनुसूची-2 म (cid:7286) (cid:7059)म सं. 7 के सामन े स्त म्भ (2), (3), (4) तथा (5) म (cid:7286) की (cid:7079)िविष् टय(cid:7298) के स्थ ान पर िनम् निलिखत रखा जाएगा, अथातर् :- ''7 किन(cid:7399) (i) (cid:7088)ेणी की 50 (cid:7079)ितशत चयन अनुसूची- I म(cid:7286) िविहत रीित म(cid:7286) समयमान आयोग (cid:7367)ारा आयोिजत खुली िरिक् तयां सीधी भत(cid:7278) (cid:7367)ारा। (cid:7079)ितयोगी परीक्षा के माध् यम से अधीनस् थ सांिख् यकीय सेवा म(cid:7286) (ii) (cid:7088)ेणी की 50 (cid:7079)ितशत स् तर 7 के ऐसे अिधकािरय(cid:7298) म(cid:7286) िरिक् तयां (cid:7079)ोन् नित (cid:7367)ारा से (cid:7079)ोन् नित (cid:7367)ारा िजन् ह(cid:7298)ने इस स् तर म(cid:7286) 3 वषर् की िनयिमत सेवा की ह ै। (घ) उक् त िनयम(cid:7298) की अनुसूची-।V के, अिं तम परै ा म,(cid:7286) िनम्न िलिखत रखा जाएगा, अथातर् :- ''*किनष् ठ (cid:7079)शासिनक (cid:7088)ेणी के कुल पद(cid:7298) म(cid:7286) से 30 (cid:7079)ितशत ज् येष् ठ कत् तर्व् य ((cid:7357)ूटी) पद अथार्त् सेवा के ज् येष् ठ समयमान तथा उससे ऊपर के स् तर के सभी कत् तर्व् य ((cid:7357)ूटी) पद, स् तर-13 म(cid:7286) संचािलत अकृित् यक चयन (cid:7088)ेणी म(cid:7286) ह(cid:7298)गे'' । [फा. सं. 12031/32/2016-आईएसएस] अरुण कुमार यादव, संयुक् त सिचव िटप्प ण- मूल िनयम भारत के राजप(cid:7074) म(cid:7286) सा.का.िन. संख् यांक 579 (अ) तारीख 7 जून, 2016 (cid:7367)ारा (cid:7079)कािशत िकए गए थे । MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION NOTIFICATION New Delhi, the 4th August, 2017 G.S.R. 1004(E).— In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President hereby makes the following rules to amend the Indian Statistical Service Rules, 2016, namely:- 1. (1) These rules may be called the Indian Statistical Service (Amendment) Rules, 2017. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indian Statistical Service Rules 2016, (hereinafter referred as the said rules), __ (a) in rule 4 of the said rules, for sub-rule (1), the following shall be substituted, namely:- “ (1)The duty posts included in various grades of the Service, their numbers and scales of pay, on the date of commencement of these rules shall be the following, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] TABLE Sl. Director General(Statistics), Ministry of Labour and Employment, New Delhi. Director General(Statistics), Ministry of Health and Family Welfare, New Delhi. 2 Higher Administrative Grade (HAG ) Additional Director General 18 Level-15 3 Senior Administrative Grade (SAG ) Deputy Director General 136 Level-14 4 Non Functional Selection Grade Director 30 percent (NFSG) of Senior Level-13 duty posts (namely posts in Senior Time Scale and above) 5 Junior Administrative Grade (JAG) Joint Director 176 Level-12 6 Senior Time Scale (STS) Deputy Director 179 Level-11 7 Junior Time Scale (JTS) Assistant Director 250 Level-10 8 Leave/Training Reserve. 50 .............. 814 ............. Note: The Statement of the duty posts of Indian Statistical Service on the date of commencement of these rules in various Ministries or Departments is as specified in the Schedule-IV annexed to these rules”.¹Hkkx IIμ[k.M 3 (i)º Hkkjr dk jkti=k % vlk/kj.k 5 (b) in rule 7 of the said rules,- (i) for sub-rule (2), the following shall be substituted, namely:- “ (2) Fifty per-cent of the total duty posts in the Junior Time Scale shall be filled by promotion from amongst officers belonging to the Subordinate Statistical Service in Level-7 with three years regular service in the level ” ; (ii) for sub-rule (7) , the following shall be substituted, namely:- “ (7) Whenever any Indian Administrative Service officer of the State or Joint Cadre is posted at the Centre to a particular Grade at any of the levels 11, 12, 13, 14 or 15 the members of the Service, who are senior to such Indian Administrative Service officer by two years or more and have not so far been promoted to that particular grade, shall be appointed to the same grade on Non-functional basis from the date of posting of the Indian Administrative Service officer in that particular grade and this shall be subject to satisfaction of eligibility criteria for promotion to the relevant Grade and other instructions issued by the Central Government from time to time and based on the recommendations of the Screening Committee constituted in accordance with Schedule-V ” ; (c) in Schedule-II of the said rules, the entries against Sl. No 7, in columns (2), (3), (4) and (5), the following shall be substituted, namely:- “ 7 Junior Time (i) 50 percent of the Selection Through an open Scale vacancies in the Grade competitive by direct recruitment. examination held by the Commission in the manner prescribed in Schedule-I By promotion from (ii) 50 percent of the amongst officers vacancies in the Grade belonging to the Sub- by promotion. ordinate Statistical Service in level 7 with three years regular service in the level.” (d) in Schedule-IV of the said rules, the last para, the following shall be substituted, namely:- “ *Of the total posts at Junior Administrative Grade, 30 percent of the senior duty posts, namely all duty posts at the level of Senior Time Scale and above in the Service will be in the Non Functional Selection Grade operated in level-13 ”.
