## Policy Analysis Report: Notification Regarding Central Food Safety Officers
**1. Executive Summary:**
This report analyzes a notification issued by the Food Safety and Standards Authority of India (FSSAI), published on June 20, 2025. This notification serves as an amendment to a previous notification dated September 2, 2021, regarding the designation and posting of Central Food Safety Officers (CFSOs). The amendment omits one CFSO and adds another, assigning area of jurisdiction within the Eastern Region. This report provides an overview of the amendment, its key provisions, the affected stakeholders, and the likely impact of the changes.
**2. Introduction:**
This report provides a detailed analysis of the FSSAI notification published on June 20, 2025, concerning the appointment and jurisdiction of Central Food Safety Officers. The analysis is based solely on the information provided in the notification text. The purpose is to inform stakeholders about the specific changes introduced by this amendment.
**3. Policy Overview:**
This notification amends the principal notification published in the Gazette of India, Extraordinary, Part III, Section 4, dated September 2, 2021, and further amended on February 17, 2025, concerning the designation of Central Food Safety Officers. The core objective, as inferred from the text, is to ensure appropriate allocation of personnel for food safety oversight across different regions.
**4. Background and Rationale:**
This notification appears to be an update or adjustment to the existing framework for deploying Central Food Safety Officers. The deletion of one officer (Sr. No. 57) and the addition of another (Sh. Madaliya Meet Dineshbhai) suggest a reallocation of resources or a restructuring of responsibilities within the FSSAI. The assignment of the new CFSO to the "Eastern Region" indicates a specific focus on strengthening food safety oversight in that area.
**5. Key Provisions / Changes:**
This notification introduces the following specific changes to the original policy regarding Central Food Safety Officers:
* **Omission:** Sr. No. 57 is omitted from the list of CFSOs. The text does not provide the name of the officer removed.
* **Addition:** Sr. No. 76 is added.
* **Name of CFSO:** Sh. Madaliya Meet Dineshbhai
* **Place of Posting:** Eastern Region
* **Area of Jurisdiction:** States/UTs under the Eastern Region
* **Effect of Change:** The amendment specifically assigns responsibility for food safety oversight in the Eastern Region to the newly appointed CFSO, Sh. Madaliya Meet Dineshbhai. This concentrates the resources available to the region for food safety enforcement. The omission of officer 57 implies that responsibilities have been reassigned or are no longer deemed necessary.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders affected by this notification include:
* **Food businesses operating within the Eastern Region:** These businesses will be directly subject to the oversight of the newly appointed CFSO.
* **The Central Food Safety Officer, Sh. Madaliya Meet Dineshbhai:** The officer is directly impacted by this notification, which defines his responsibilities and jurisdiction.
* **The Food Safety and Standards Authority of India (FSSAI):** The FSSAI is responsible for implementing and enforcing this notification.
* **Consumers in the Eastern Region:** Effective oversight by the CFSO contributes to food safety and consumer protection.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Food Safety and Standards Authority of India (FSSAI) is responsible for implementing this notification.
* **Timeline:** The notification takes effect from the date of its publication (June 20, 2025).
* **Specific to Amendment:** Sh. Madaliya Meet Dineshbhai is now responsible for enforcing food safety regulations within the States/UTs of the Eastern Region. Food businesses in this region should expect increased scrutiny and enforcement activities from this officer.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this amendment include:
* **Enhanced Food Safety Oversight in the Eastern Region:** The appointment of a dedicated CFSO for the Eastern Region is intended to strengthen food safety enforcement and compliance in that area.
* **Reallocation of Resources:** The deletion and addition of officers signifies a reallocation of resources, suggesting that the FSSAI is strategically adjusting its personnel deployment to address specific needs or priorities.
* **Improved Compliance:** Through stricter enforcement, the FSSAI likely expects to see improved compliance with food safety standards among businesses in the Eastern Region.
**9. Conclusion:**
The FSSAI notification dated June 20, 2025, represents an amendment to the existing framework for designating and posting Central Food Safety Officers. The key change is the appointment of Sh. Madaliya Meet Dineshbhai as the CFSO for the Eastern Region, indicating a strategic focus on enhancing food safety oversight in that area. Food businesses operating within the Eastern Region should take note of this change and ensure full compliance with all applicable food safety regulations. The omission of CFSO sr. 57 is of note, implying there has been an organizational change, but details remain unaddressed.
