No.U-23013/31/2014-LW .— In supersession of this Ministry’s Resolution No. U-23013/31/2014-
LW dated 14th October, 2015 and in exercise of the powers conferred by Section 5 of the Contract Labour
(Regulation and Abolition) Act, 1970, the Central Advisory Contract Labour Board hereby reconstitutes a
Committee to consider the Grant of exemption in the Iron and Coal handling plants of Paradip Port Trust,
Paradip Port, Odisha under Section 31 of the Contract Labour (Regulation and Abolition) Act, 1970, against
Notification No. S.O. 640(E), dated 04.07.2001 in respect of prohibit the employment of Contract Labour in
the works given in the schedule to the said Notification.
2. The composition of the Committee and its terms of reference will be as under:-
(i) Shri Rakhal Das Gupta, -Member
General Secretary,
Northeast Frontier Railway Mazdoor Union, Pandu,
Guwahati-781012 (Assam)
(ii) Shri Alok Kumar, Executive Director, -Member

3. The terms of reference of the proposed Committee would be as follows:-
“ To study whether there is justification for grant exemption to Paradip Port Trust, Paradip Port Odisha under
Section 31 of the Contract Labour (Regulation and Abolition) Act, 1970, against Notification No. S.O.
640(E), dated 4.07.2001 prohibiting of employment of Contract Labour in the works given in the schedule (a)
Muck Cleaning; and (b) Spillage removal to the said Notification.”
4. The Headquarter of the Committee will be at Bhubaneshwar. The Committee shall hear the parties
afresh, allow submissions, if any and submit its report within three months.(cid:32)
