## Policy Analysis Report: Corrigendum to Civil Aviation Notifications
**1. Executive Summary:**
This report analyzes a corrigendum issued by the Ministry of Civil Aviation, Government of India, published on June 23, 2021. The corrigendum addresses errors and omissions in previous notifications G.S.R. 751 E (dated September 30, 2015) and G.S.R. 770 E (dated December 18, 2020). The changes concern runway dimensions, illustrative references within schedules related to aviation regulations, and a name change. This report provides an overview of the changes, their potential impact, and relevant stakeholders.
**2. Introduction:**
The purpose of this report is to provide a detailed analysis of the Ministry of Civil Aviation's corrigendum published on June 23, 2021, based solely on the provided official text. The report aims to inform affected parties within the aviation industry about the specific changes implemented and their potential implications.
**3. Policy Overview:**
This document is a *corrigendum*, meaning it amends existing policies. The original policies being amended are:
* Notification G.S.R. 751 E dated September 30, 2015.
* Notification G.S.R. 770 E dated December 18, 2020.
The core objective of the corrigendum, as inferred from the text, is to rectify errors and provide clarifications within the original notifications to ensure accuracy and proper implementation of aviation regulations.
**4. Background and Rationale:**
This corrigendum addresses specific issues within existing notifications. Based on the provided text, the rationale for this amendment appears to be to:
* Correct a factual error in the Jakkur Runway dimensions as defined in G.S.R. 770 E. The wrong dimensions could potentially cause operational and safety problems for aircraft using that runway.
* Provide illustrative references within Schedule II of G.S.R. 770 E to enhance clarity and understanding of paragraphs 2.5.1.1 and 2.6, implying that the original wording was potentially ambiguous.
* Update geographical nomenclature within Schedule VI of G.S.R. 751 E, aligning it with the current official name of the city.
**5. Key Provisions / Changes:**
This section details the specific changes introduced by the corrigendum:
* **Change 1: Jakkur Runway Dimensions (G.S.R. 770 E, Schedule IV Part 2):**
* **Original:** Runway dimensions were incorrectly stated as "972 x 46 M".
* **New:** The dimensions are corrected to "854 x 21 M".
* **Effect:** This change rectifies an error in the recorded dimensions of Jakkur Runway. Accurate runway dimensions are critical for safe aircraft operations, including takeoff and landing calculations.
* **Change 2: Schedule II, Paragraph 2.5.1.1 (G.S.R. 770 E):**
* **Original:** The paragraph lacked illustrative examples.
* **New:** An illustrative reference is added: "For illustration, Refer to Appendix C of Schedule VIII".
* **Effect:** This addition is intended to improve the clarity of paragraph 2.5.1.1 of Schedule II by providing a concrete example. This helps stakeholders to implement the specific regulation with better understanding.
* **Change 3: Schedule II, Paragraph 2.6 (G.S.R. 770 E):**
* **Original:** The paragraph lacked illustrative examples.
* **New:** An illustrative reference is added: "For illustration, Refer to Appendix D of Schedule VIII".
* **Effect:** Similar to Change 2, this adds clarity to paragraph 2.6 of Schedule II, ensuring consistent interpretation of the regulation.
* **Change 4: Schedule VI (G.S.R. 751 E):**
* **Original:** The name "Bangalore" was used.
* **New:** The name is changed to "Bengaluru" wherever it appears in Schedule VI.
* **Effect:** This change updates the geographical nomenclature to reflect the current official name of the city, ensuring consistency across official documents.
**6. Target Audience and Stakeholders:**
Based on the text, the target audience and stakeholders most directly affected by these changes include:
* Airport authorities and operators at Jakkur Aerodrome.
* Pilots and flight crews operating at Jakkur Aerodrome.
* Air navigation service providers.
* Civil aviation regulatory personnel.
* Aviation training institutions.
* Entities and personnel involved in aviation infrastructure and operations within the city of Bengaluru.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Ministry of Civil Aviation is the responsible agency, as indicated by the notification's origin.
* **Timelines/Procedures:** The effective date is June 23, 2021, the date of publication. Implementation requires immediate correction of documents and systems reflecting the changes. Specifically, the corrected runway dimensions must be reflected in all relevant documentation and operational systems for Jakkur Aerodrome. Systems referencing "Bangalore" in Schedule VI will need to be updated.
* **Amendment-Specific:** Jakkur Airport's stakeholders and relevant aviation agencies are responsible for immediately updating the operational documents and navigational data with the corrected runway dimensions.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of these specific changes introduced by the corrigendum are:
* **Improved Safety:** Correcting the runway dimensions enhances the safety of flight operations at Jakkur Aerodrome.
* **Enhanced Clarity:** The illustrative references in Schedule II should promote a clearer and more consistent understanding of aviation regulations.
* **Accuracy and Consistency:** Updating the city name ensures accuracy and consistency across official aviation documents.
* **Reduced Ambiguity:** The amendments should reduce ambiguity in implementation of the affected policies.
**9. Conclusion:**
The corrigendum issued by the Ministry of Civil Aviation addresses critical errors and omissions in previously issued notifications. While the changes appear minor, they are essential for maintaining accuracy, clarity, and safety within the civil aviation sector. The corrections to runway dimensions, illustrative references, and geographical nomenclature contribute to the effective implementation and understanding of aviation regulations.
