2. कीटनािी जनयम, 1971 (जजसे आसम ें आसके पश्चात् ईि जनयम कहा जाएगा) म,ें जनयम 10 के ईपजनयम 1(क) म ें
जनम्नजलजखत ऄंतःस्ट्थाजपत ककया जाएगा, ऄथाात् :-
स्ट्पष्टीकरण 1 – कोइ व्यजि जो केिल घरेल ू ईद्देश्यों के जलए सामान्द्यतः ईपयोग ककए जान े िाले कीटनािकों का जिक्रय
करने या स्ट्टाक या जितरण करने के जलए जिक्रय, स्ट्टाक या प्रदिान करन े के जलए ऄनुज्ञजि या जिद्यमान ऄनुज्ञजि के ऄनुदत्त
ककए जाने के जलए अिेदन करता ह ै और आस तरह रजजस्ट्रीकृत ह ै ईन्द्ह ें कीटनािक जिक्रेता के जलए जिजहत िैजक्षक ऄहता ा की
अिश्यकता स ेछूट दी जाएगी ।

जाएंगे;
(ख) ईपजनयम (3) म,ें “रजजस्ट्टर” िब्द के पश्चात ् “या तो भौजतक प्ररुप या ऄंकीय प्ररुप म”ें िब्द ऄतं ःस्ट्थाजपत ककए जाएगं े ;

NOTIFICATION
New Delhi, the 23rd June, 2021
G.S.R. 484(E).—The following draft rules further to amend the Insecticides Rules, 1971, which the Central
Government proposes to make in exercise of the powers conferred by section 36 of the Insecticides Act, 1968 (46 of
1968), is hereby published, as required by the said section, for information of all persons likely to be affected
thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of fifteen
days from the date on which the copies of this notification as published in the Gazette of India are made available to
the public;
The Objections or suggestions which may be received from any person in respect of the said draft rules
before the expiry of the aforesaid period of fifteen days will be considered by the Central Government;
Objections and suggestions in respect to the said draft rules may be forwarded to the Joint Secretary (Plant
Protection), Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers
Welfare, Krishi Bhawan, New Delhi-110 001.
DRAFT RULES
1. (1) These rule may be called the Insecticides (Amendment) Rules, 2021.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Insecticides Rules, 1971 (hereinafter referred to as the said rules), in rule 10, in sub-rule (1A), the
following explanations shall be inserted, namely:-
Explanation 1- A person who applies for the grant of licence or existing licencee to sell, stock or exhibit for
sale or distribute insecticides commonly used for household purpose only and registered as such, shall be exempted
from the requirement of educational qualification prescribed for insecticides dealers.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
Explanation 2- A person who applies for the grant of licence to sell, stock or exhibit for sale or distribute
insecticides commonly used for household purpose only and registered as such shall be deemed to have licence if the
licensing officer did not grant him licence after expiry of a period of ninety days from the date of submission of his
application.
3. In the said rules, in rule 10A, in clause (a), after the word and figure “Form III”, the words “either in
physical form or digital form” shall be inserted
4. In the said rules, in rule 15.-
(a) in sub-rule (2), after the word “register”, the words “either in physical form or digital form” shall be
inserted;
(b) in sub-rule (3), after the word “register”, the words “either in physical form or digital form” shall be
inserted;
(c) in sub-rule (4), after the word “register”, the words “either in physical form or digital form” shall be
inserted.
5. In the said rules, in rule 37, in sub rule (1), after the word “register”, the words “either in physical form or
digital form” shall be inserted.
