ककसान कल्याण जिभाग) की भारत के रािपत्र, असाधारण, भाग 2, खण्ड 3, उपखण्ड (i), तारीख 16 अगस्ट्त, 2024 म ें
प्रकाजित अजधसूचना संख्या सा.का.जन.507 (अ), तारीख 20 अगस्ट्त , 2024 द्वारा उन सभी व्यजियों स,े जिनके इससे
प्रभाजित होने की संभािना थी, भारत के रािपत्र की प्रजतयां, जिसम ें उि अजधसूचना प्रकाजित हुई थी, िनता को उपलब्ध

और, केन्द्रीय सरकार द्वारा, उि प्रारूप जनयमों पर िनता स ेप्राप्त आपजियों या सुझािों पर जिचार ककया गया ह;ै
अतः अब, केन्द्रीय सरकार, कीटनािी अजधजनयम, 1968 (1968 का 46) की धारा 36 द्वारा प्रिि िजियों का प्रयोग
करते हुए, कीटनािी जनयम, 1971 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथाात:-
1. (1) इन जनयमों का संजक्षप्त नाम कीटनािी (संिोधन) जनयम, 2025 ह।ै

(2) य े रािपत्र म ें प्रकािन की तारीख स ेलागू होंगे।
2. कीटनािी जनयम, 1971 (जिसे इसम ें इसके पश्चात ् उि जनयम कहा गया ह)ै के जनयम 10 म,ें -
(i) उपजनयम (1ख) म,ें “या जिद्यमान अनुज्ञजप्त का निीकरण” िब्िों का लोप ककया िाएगा ।
(ii) उपजनयम (1ग) म,ें "नब्बे" िब्ि के स्ट्थान पर "तीस" िब्ि रखा िाएगा।
(iii) उपजनयम (4) के खडं (iii) के पश्चात ्जनम्नजलजखत परंतुक अंतःस्ट्थाजपत ककया िाएगा, अथाात्:-
“परंतु यह कक केिल जतलचट्टों, मच्छरों, घरेलू मजखखयों और खटमल के जनयंत्रण के जलए घरेलू प्रयोिनों के जलए
सामान्द्यतः उपयोग ककए िाने िाले कीटनािकों का जिक्रय, भंडारण या जिक्रय के जलए प्रििान हते ु अनुज्ञजप्त म ें
ककसी अजतररि कीटनािक के जलए ऐसे ककसी अनुमोिन की आिश्यकता नहीं ह।ै ”
(iv) उपजनयम (4क) म,ें खडं (iv) के पश्चात ्जनम्नजलजखत खडं अंतःस्ट्थाजपत ककया िाएगा, अथाात्:-
“(v) खडं (i) स े खंड (iv) म ें उजल्लजखत मख्ु य प्रमाणपत्र, केिल जतलचट्टे, मच्छरों, घरेलू मजखखयों और खटमल के
जनयंत्रण के जलए घरेलू प्रयोिनों के जलए सामान्द्यतः उपयोग ककए िाने िाले कीटनािकों का जिक्रय, भंडारण या
जिक्रय के जलए प्रििान हते ु अनज्ञु जप्त के जलए लाग ू नहीं ह।ै ”
3. जनयम 18 म,ें उपजनयम (1) के खंड (प) के पश्चात ् जनम्नजलजखत परंतुक अंतःस्ट्थाजपत ककया िाएगा, अथाात:् -
"परंतु यह कक जनयम 19 के उपजनयम (1) के खंड (i) म ें जनर्िाष्ट त्िररत प्रजतकक्रया (खयूआर) कोड, घरेल ू
प्रयोिनों (केिल जतलचट्टे, मच्छरों, घरेलू मजखखयों और खटमल के जनयंत्रण के जलए) के जलए सामान्द्य रूप स े
उपयोग ककए िान े िाल े कीटनािकों के खुिरा पैक (प्राथजमक या जद्वतीयक पैक, िैसा भी मामला हो) पर उपयिु
स्ट्थान पर रखा िाएगा, िहां मोबाइल फोन या अन्द्य उपस्ट्करों िैसे स्ट्कैननंग उपस्ट्कर द्वारा त्िररत प्रजतकक्रया कोड
को स्ट्कैन करने पर, जिजनमााण कंपनी के यूजनफ़ॉम ा ररसोसा लोकेटर (यआू रएल) को खोलने के जलए एक िेब नलंक
या नलंक किखाई िगे ा, जिसे िबाने या जखलक करन े पर उपयोगकता ा को पत्रक की संपूणा जिजिष्ट िानकारी पर ल े
िाएगा और त्िररत प्रजतकक्रया कोड म ें जनयम 18 के उप-जनयम (1) की सभी सामग्री सजममजलत होगी।"

अपेजक्षत होने पर जनरीक्षण के जलए प्रस्ट्तुत ककया िाएगा।
2. अनुज्ञजप्त म ें नामजनर्िाष्ट जिििे ज्ञ कमाचाररिृंि के नाम म ें ककसी भी पररितान की सूचना तरु ंत अनुज्ञजप्तधारी अजधकारी को
िी िाएगी।
3. अनुज्ञजप्तधारी को कीटनािक के रजिस्ट्रीकरण की प्रत्येक िता का ईमानिारी स े पालन करना होगा, अन्द्यथा अनुज्ञजप्त रद्द
ककया िा सकेगा।
4. रजिस्ट्रीकरण सजमजत द्वारा समय-समय पर अनुमोकित पैकेिों को छोड़कर, ककसी भी कीटनािक को िाजणजज्यक कीट
जनयंत्रण कायों म ें उपयोग के जलए बेचा या प्रिर्िात या जितररत नहीं ककया िाएगा।
5. यकि अनुज्ञजप्तधारी कोई अजतररि कीटनािक का जिजनमााण या जिक्रय, भंडारण या जिक्रय के जलए प्रििान या
जितरण/भडं ारण और िाजणजज्यक कीट जनयंत्रण कायों के जलए उपयोग करना चाहता ह,ै तो िह जनधााररत िुल्क का
भुगतान करके प्रत्येक ऐस े कीटनािक के जलए अनज्ञु जप्त म ें अजतररि कीटनािक िोड़न े के जलए अनुज्ञजप्तधारी अजधकारी
को आिेिन कर सकता ह।ै
6. कीट जनयंत्रण कायों के जलए अनुज्ञजप्त के निीकरण के जलए आिेिन कीटनािक जनयम, 1971 के जनयम 10 के उप-जनयम
(3क) म ेंजनधााररत, के अनुसार ककया िाएगा।
7. अनुज्ञजप्तधारी को कीटनािक अजधजनयम, 1968 और उसके अधीन बनाए गए ितामान जनयमों के उपबंधों का अनुपालन

8. अनुज्ञजप्त, अनुज्ञजप्तधारी द्वारा थोक व्यापार के माध्यम से जबक्री के जलए अनज्ञु जप्त प्राप्त पररसर म ें जनर्मात कीटनािकों के
भंडारण और भडं ारण को भी अजधकृत करता ह।ै
9. अनुज्ञजप्तधारी को पररजिष्ट 'क' के अनुसार प्रारूप म ें 'समाप्त तारीख िाल े कीटनािकों' का ररकाडा अलग अनुज्ञजप्तधारी स े
रखना होगा।
10. अनुज्ञजप्तधारी को कीटनािकों की जबक्री या जितरण का ररकाडा पररजिष्ट 'ख' के अनुसार रूपजिधान म ें रखना होगा तथा
अनुज्ञजप्तधारी अजधकारी को माजसक जििरणी प्रस्ट्ततु करनी होगी।
11. अनज्ञु जप्तधारी तकनीकी और तैयार उत्पािों के जलए स्ट्ट़ॉक रजिस्ट्टर को क्रमिः पररजिष्ट ग 1 और ग 2 के अनुसार अलग
स े बनाए रखगे ा (केिल जनमााता के जलए)।
12. अनुज्ञजप्तधारी तकनीकी ग्रडे और तैयार कीटनािकों के जलए माजसक जििरणी क्रमिः पररजिष्ट घ 1 और घ 2 के
अनुसार अलग स े प्रस्ट्तुत करेगा (केिल जनमााता के जलए)।
13. अनुज्ञजप्तधारी को पररजिष्ट ड. के अनुसार कीटनािकों के संबंध म ें लगे व्यजियों की आिजधक जचककत्सा िांच का ररक़ॉड ा
रखना होगा।
14. सभी रजिस्ट्टर अनुज्ञजप्तधारी द्वारा सुरजक्षत अजभरक्षा म ें रखे िाएगं े और ककसी भी समय कीटनािक जनरीक्षक,
अनुज्ञजप्तधारी अजधकारी या केंरीय सरकार और/या राज्य सरकार द्वारा प्राजधकृत ककसी अन्द्य अजधकारी को िांच के

NOTIFICAION
New Delhi, the 3rd June, 2025
G.S.R. 367(E).— Whereas the draft rules further to amend the Insecticides Rules, 1971, was published, as
required by section 36 of the Insecticides Act, 1968 (46 of 1968) vide notification of the Government of India in the
Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare) number G.S.R.507
(E), dated the 20th August, 2024, in the Gazette of India, Extraordinary, Part-II, Section-3, Sub-section (i), dated the
16th August, 2024, inviting objections or suggestions from all persons likely to be affected thereby, before the expiry
of a period of thirty days from the date on which the copies of the Gazette of India in which the said notification was
published were made available to the public;
And whereas, copies of the said notification were made available to the public on 20th August, 2024;
And whereas, objections or suggestions received from the public on the said draft rules have been considered by
the Central Government;
Now, therefore, in exercise of the powers conferred by section 36 of the Insecticides Act, 1968 (46 of 1968), the
Central Government hereby makes the following rules further to amend the Insecticides Rules, 1971, namely :-
1. (1) These rules may be called the Insecticides (Amendment) rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.[भाग II—खण्ड 3(i)] भारत का रािपत्र : असाधारण 21
2. In the Insecticides Rules, 1971 (hereinafter referred to as the said rules), In rule 10,-
(i) in sub-rule (1B), the words “or renewal of existing license” shall be omitted.
(ii) in sub-rule (1C), for the word “ninety”, the word “thirty” shall be substituted.
(iii) in sub-rule (4), in clause (iii), the following proviso shall be inserted, namely:-
“Provided that no such endorsement for any additional insecticide is required in the license to sell, stock or
exhibit for sale of insecticides commonly used for house hold purposes for the control of cockroaches,
mosquitoes, housefly and bed bugs only.”;
(iv) in sub-rule (4A), after clause (iv), the following clause shall be inserted, namely:-
“(v) The principal certificate as stated in clauses (i) to (iv) is not applicable for the license to sell, stock or
exhibit for sale of insecticides, commonly used for house hold purposes for the control of cockroaches,
mosquitoes, housefly and bed bugs only.”;
3. In rule 18, in sub-rule (1), in clause (u), the following proviso shall be inserted, namely:-
“Provided that the Quick Response (QR) code referred to in clause (i) of sub-rule (1) of rule 19, shall be
placed on retail pack (primary or secondary pack as the case may be) of insecticides commonly used for house
hold purposes (for the control of cockroaches, mosquitoes, housefly and bed bugs only) at suitable place where
on scanning the Quick Response code by scanning equipment like mobile phone or other devices, a web link or
link for opening the Uniform Resource Locator (URL) of the manufacturing company shall appear, which on
pressing or clicking, shall take the user to the entire unique information of leaflet and the Quick Response code
shall contain all the contents of sub-rule (1) of rule 18.”;
4. In the said rules, in the “FIRST SCHEDULE”,

CONDITIONS
1. This licence shall be displayed in the prominent place in the premises for which the licence is being issued and shall
be produced for inspection as and when required by an insecticide Inspector, licensing officer or any other officer
authorised by the Government in this regard.
2. Any change the name of the expert staff, named in the licence, shall forthwith be reported to the licensing officer.
3. The licensee shall scrupulously comply with each and every condition of registration of the insecticide, failing
which the licence is liable to be cancelled.
4. No insecticide shall be sold or exhibited for sale or distributed or issued for use in commercial pest control
operations except in packages approved by the Registration Committee from time to time.
5. If the licensee wants to manufacture or sell, stock or exhibit for sale or distribute/stock and use for commercial pest
control operations, any additional insecticide, he may apply to the licensing officer for addition in the licence for
each such insecticide on payment of the prescribed fee.
6. For pest control operations an application for the renewal of the licence shall be made as laid down in sub-rule (3A)
of rule 10 of the Insecticides Rules, 1971.
7. The licensee shall comply with the provisions of the Insecticides Act, 1968, and the rules made there under for the
time being in force.
8. The licence also authorizes the storage and stocking of insecticide(s) manufactured at the licensed premises, in the
factory premises for sale by way of wholesale dealing by the licensee.
9. The licensee shall maintain the record of ‘date expired insecticides’ separately in the format as per Appendix A.
10. The licensee shall maintain the record of sale or distribution of insecticides in the format as per Appendix B and
shall submit monthly return to the Licensing Officer.
11. The licensee shall maintain the stock register for technical and formulated products separately as per Appendix C1
and C2, respectively (For manufacturer only).
12. The licensee shall submit the monthly return for technical grade and formulated insecticides separately as per
Appendix D1 and D2, respectively (For manufacturer only).
13. The licensee shall maintain a record of periodical medical examination of persons engaged in connection with
insecticides as per Appendix E.
14. All the registers are to be kept under secured custody by the Licensee and shall be provided for scrutiny any time
to the Insecticide Inspector, Licensing Officer Inspector, Licensing Officer or any other officer authorised by the
Central Government and/or the State Government.
15. Any other condition as specified by the licensing officer.
