ऐस े आक्षेपों और सुझािों पर, िो तीस किन की पूिोि अिजध के समाि होने स े पहल े उि प्रारूप जनयम के संबंध म ें ककसी व्यजि स े प्राि हो सकेंगे, केंद्रीय सरकार द्वारा जिचार ककया िाएगा; उि मसौिा जनयमों के संिभ भ म,ें आपजत्तयां तथा सुझाि संयुि सजचि (पािप संरक्षण), कृजि एि ं ककसान कल्याण जिभाग, कृजि एि ंककसान कल्याण मंत्रालय, कृजि भिन, नई किल्ली-110001 को अथिा muktanand.ias08@nic.in पर ईमेल के माध्यम स ेभेि े िाएाँ। 4158 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रारूप जनयम 1. सजं क्षि नाम और प्रारंभ.- (1) इन जनयमों को कीटनािी (सिं ोधन) जनयम, 2026 कहा िाएगा। (2) य े रािपत्र म ें इनके अंजतम प्रकािन की तारीख को प्रिृत्त होंगे। 2. कीटनािी जनयम, 1971, जिन्ह ें इसम ें इसके पश्चात ्मूल जनयम कहा गया ह,ै के जनयम 19 म ें उप-जनयम (1) म,ें- (1) खंड (i) (क) के स्ट्थान पर जनम्नजलजखत खडं रखा िाएगा, अथातभ ्:- “(क) कीटनािी का नाम (ब्ांड नाम या व्यापाररक नाम जिसके तहत कीटनािी की जबक्री का िाती ह)ै । लेबल पर सामान्य नाम और ब्ांड नाम का आकार समान रूप स े प्रिर्िभत होना चाजहए, परंत ु सामान्य नाम ब्ांड नाम के नीच े रखा िाना चाजहए और इसके द्वारा पैनल के अग्रभाग के बीस प्रजतित स ेअजधक क्षत्रे धाररत नहीं ककया िाना चाजहए।” (2) खंड (i) के नोट II के स्ट्थान पर जनम्नजलजखत नोट रखा िाएगा, अथाभत “नोट II: क. मि (प) के उपबंध जिजधक माप जिज्ञान (पैकेट में रखी िस्ट्तुए)ं जनयम, 2011 के अजतररि ह।ैं ख. रजिस्ट्रीकरण सजमजत की स्ट्िीकृजत के बाि लेबल पर अजतररि िानकारी िी िा सकेगी। ग. न्यनू तम आकार के लेबलों के जलए लेबल के जनचल ेभाग म ेंकम स ेकम एक िग भसेंटीमीटर आकार के सभी प्रासंजगक सुरक्षा जचत्र (तीसरी अनुसूची म ेंजचत्र I िेख)ें अंककत ककए िाएंगे। बड ेआकार के लेबलों के जलए िाजहने पैनल के जनचल ेभाग म ेंजचत्र आनुपाजतक रूप स ेबडे होंगे। इन्ह ेंलेबल पर केिल एक बार मुकद्रत ककया िाएगा। छोटे और अत्यंत छोटे लेबलों के जलए जचत्र पत्रक पर मुकद्रत ककए िाएगं े और लेबल पर 'सरु क्षा जचत्रों के जलए कृपया पत्रक िेख'ें जलखा िाएगा।” (3) खंड (ii) के स्ट्थान पर जनम्नजलजखत रखा िाएगा, अथातभ ्:- “(ii) लेबल पर अंग्रेिी और हहिं ी भािाओं म ें अजमट स्ट्याही स े स्ट्पष्ट रूप स े मुकद्रत ककया िाएगा, िब तक कक अन्यथा न कहा गया हो, और फ़ॉन्ट का आकार नीच े किए गए अनुसार जनधाभररत आकार स े कम नहीं होगा: क्रम पैकेि का आकार प्राथजमक जद्वतीयक संख्या अंग्रेजी हहिं ी अंग्रेजी हहिं ी (1) बडा 7 7 7 7 (2) छोटा 5 6 7 7 (3) अत्यंत छोटा 5 6 7 7 परंतु अत्यंत छोटे पैक के जलए, ब्ांड नाम, सामान्य नाम और कीटनािी के एंटीडोट िो हहिं ी और अग्रं ेिी िोनों म ेंहो सकत े ह,ैं को छोडकर, लेबल केिल अग्रं ेिी म ें मुकद्रत ककया िा सकता ह।ै 3. उप-जनयम (3) के बाि, स्ट्पष्टीकरण के स्ट्थान पर जनम्नजलजखत स्ट्पष्टीकरण रखा िाएगा, अथाभत्:- “स्ट्पष्टीकरण.- उप-जनयम (1) और उप-जनयम (3) के प्रयोिनों के जलए, एतद्दिारा स्ट्पष्ट ककया िाता ह ैकक,- (i) कोई भी रजिस्ट्रीकरण प्रमाण पत्र धारक उि जनयमों के प्रारंभ होने की तारीख स े छह महीने की अिजध के बाि, कीटनािी (संिोधन) जनयम, 2026 के उपबंधों के अनुरूप न होने िाले लेबल या पत्रक का उपयोग नहीं करेगा। (ii) कीटनािी या उसके पैकेि पर लगा कोई भी लेबल या पत्रक, िो कीटनािी (संिोधन) जनयम, 2026 के उपबंधों के अनुरूप नहीं ह,ै का उि जनयमों के लाग ूहोन ेकी जतजथ स ेतीस महीन ेकी अिजध के बाि जितरण, जिक्रय, जबक्री के जलए प्रििभन या भंडारण नहीं ककया िाएगा और उि अिजध की समाजि के बाि यह स्ट्पष्टीकरण समाि हो िाएगा, िब तक कक अन्यथा जनिेि न किया िाए। [फा. स.ं 13035/21/2013-पीपी-I (खंड-II)] मुिानंि अग्रिाल, संयुि सजचि (पािप संरक्षण)[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 रटप्पण: मलू जनयम भारत के रािपत्र, असाधारण, भाग II, खडं 3, उपखंड (i) म ें संख्या सा.का.जन. 1650 (अ) किनांक 19 अिूबर, 1971 द्वारा प्रकाजित ककए गए थ ेतथा अंजतम बार सा.का.जन. 139 (अ) किनांक 19 फरिरी, 2026 द्वारा संिोजधत ककए गए थे। MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfare) NOTIFICATION New Delhi, the 5th June, 2026 G.S.R. 453(E).— The following draft rules further to amend the Insecticides Rules, 1971, which the Central Government proposes to make in exercise of the powers conferred by section 36 of the Insecticides Act, 1968 (46 of 1968), is hereby published, as required by the said section, for information of all persons likely to be affected thereby, and notice is hereby given that the said draft rule shall be taken into consideration after the expiry of thirty days from the date on which copies of this notification as published in the Gazette of India are made available to the public; Objections or suggestions which may be received from any person in respect of the said draft rule before the expiry of the aforesaid period of thirty days will be considered by the Central Government; Objections or suggestions in respect to the said draft rule may be forwarded to the Joint Secretary (Plant Protection), Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, Krishi Bhawan, New Delhi-110 001 or through email at muktanand.ias08@nic.in. Draft Rules 1. Short title and Commencement.- (1) These rules may be called the Insecticides (Amendment) Rules, 2026. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Insecticides Rules, 1971, herein after referred to as the principal rules, in rule 19, in sub-rule (1),- (1) for clause (i) (a), the following clause shall be substituted, namely:- “(a) name of insecticide (brand name or trade name under which the insecticide is sold). The common name and brand name size on the label shall be of equal prominence, provided that the common name shall be placed below the brand name and it should not occupy more than twenty percent of area of the face of the panel.” (2) for Note II of clause (i), following Note shall be substituted, namely: “Note II: A. The provisions of item (u) are in addition to the Legal Metrology (Packaged Commodities) Rules, 2011 B. Additional information may be added to the Label after approval by the Registration Committee. C. All relevant safety pictograms (refer picture I in the THIRD SCHEDULE) of size not less than one square centimetre at the bottom of the label in respect of labels of minimum size. The pictograms shall be proportionately bigger in respect of labels of bigger size at the bottom of the right side panel. They shall be printed only once on the label. For small and ultra small labels the pictograms shall be printed on leaflet and the words 'Please refer leaflet for safety pictograms' shall be mentioned on label.”4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (3) for clause (ii), the following shall be substituted, namely:- “(ii) The label shall be printed legibly with indelible ink in English and Hindi languages unless stated otherwise in the font sizes not less than the size prescribed as below: Sl. No. Package Size Primary Secondary English Hindi English Hindi (1) Big 7 7 7 7 (2) Small 5 6 7 7 (3) Ultra Small 5 6 7 7 Provided that for ultra small pack, label may be printed in English only, except Brand name, Common Name and antidote of insecticide, which may be both in Hindi and English.” 3. after sub-rule (3), for the Explanation, the following Explanation shall be substituted, namely:- “Explanation.- For the purposes of sub-rule (1) and sub-rule (3), it is hereby clarified that,- (i) no registration certificate holder shall use a label or leaflet, which is not in accordance with the provisions of the Insecticides (Amendment) Rules, 2026, after a period of six months from the date of commencement of the said Rules. (ii) no insecticides or its package bearing a label or leaflet, which is not in accordance with the provisions of the Insecticides (Amendment) Rules, 2026, shall be distributed, sold, exhibited for sale or stocked, after a period of thirty months from the date of commencement of the said rules and this explanation shall cease to exist after expiry of the said period, unless otherwise directed.” [F.
