What it means

  • The gazette notification publishes the Insecticides (Fifth Amendment) Rules, 2023, which amends the Insecticides Rules, 1971.
  • The amendment introduces provisions for the transfer of insecticide retail or dealer licenses to a family member in the event of the death of the existing license holder.

Key Changes

  • The Insecticides Rules, 1971 are amended to allow a family member of a deceased retailer or dealer to apply for a transfer of the license.
  • The family member must submit the death certificate and legal heir certificate to the licensing officer.
  • If the family member does not possess the qualifications specified in Rule 10 of the Insecticides Rules, 1971, they must complete a certificate course in insecticides management to get the license transferred.
  • The license will be provisionally transferred for one year or until the family member completes the certificate course, whichever is earlier.
  • During the provisional period, the applicant can employ a person who meets the educational qualifications outlined in Rule 10.

Impact on Farmers
