Intention of Central Government to declare Ancient mound including Anang Tal as an archaeological Site and Remains of National importance under the provisions of AMASR Act, 1958
## Report on Notification Regarding Anang Tal as a Site of National Importance
**1. Executive Summary:**
This report analyzes a notification issued by the Ministry of Culture, Archaeological Survey of India, declaring the ancient mound including Anang Tal, located in Mehrauli, South Delhi, as an ancient site and remains of national importance. The notification initiates a process for formally designating the site as nationally important under the Ancient Monuments and Archaeological Sites and Remains Act, 1958. This report outlines the policy's objective, key provisions, affected stakeholders, and likely impact.
**2. Introduction:**
This report aims to provide information regarding the notification S.O. 3940(E) issued by the Ministry of Culture, Archaeological Survey of India, concerning the intended declaration of Anang Tal as an ancient site and remains of national importance, based on the text of the notification itself.
**3. Policy Overview:**
This is a *new* policy action, initiating a designation process.
* **Core Objective(s):** Based on the text, the core objective is to formally declare the specified area, including Anang Tal, as an ancient site and remains of national importance under the Ancient Monuments and Archaeological Sites and Remains Act, 1958.
**4. Background and Rationale:**
This is a new policy action, initiating a designation process. The text states that "the Central Government is of the opinion that the Ancient mound including Anang Tal…is an ancient site and remains of national importance." This suggests the government has assessed the site and believes it possesses historical and archaeological significance warranting national protection. The underlying problem this policy addresses is likely the need to formally recognize, protect, and preserve a historically and culturally significant site. Without this formal designation, the site may be vulnerable to neglect, inappropriate development, or damage.
**5. Key Provisions / Changes:**
As this is a new policy action, the key provisions are:
* **Notice of Intention:** The notification serves as a formal notice of the Central Government's intention to declare Anang Tal and its surrounding area as a site of national importance.
* **Area Specification:** The notification specifies the geographic area to be included in the declaration, detailing the location (Tehsil Mehrauli, District South Delhi) and providing a schedule with revenue numbers and areas in square meters and acres.
* **Public Consultation:** The notification allows for a two-month period for interested persons to raise objections or suggestions regarding the proposed declaration.
* **Stakeholder Input:** The Central Government commits to considering any objections or suggestions received within the specified period.
* **Submission Details:** The notification specifies the address to which objections or suggestions should be sent: the Director General, Archaeological Survey of India, 24 Tilak Marg, New Delhi-110001.
* **Site Details:** The schedule outlines the specific revenue schedules, areas, and boundaries of the site. It also specifies the ownership as State Government, except for a small portion owned by private entities.
**6. Target Audience and Stakeholders:**
Based on the text, the primary stakeholders are:
* **Residents and landowners in the Mehrauli area, specifically those owning property within or adjacent to the specified revenue schedules.**
* **The Archaeological Survey of India (ASI).**
* **The State Government of Delhi.**
* **Ms NUTEC Gas Technology Private Limited and Ms Sunrydge India Heritage Private Limited, owners of a small portion of the land.**
* **The general public interested in the preservation of historical sites.**
* **Those working in industries that may be affected by preservation laws in the region.**
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Archaeological Survey of India (ASI) is the primary agency responsible for receiving and processing objections and suggestions. The Central Government will ultimately make the final decision.
* **Timelines or procedures:** The notification specifies a two-month period for submitting objections or suggestions. The Central Government is then required to consider these submissions before making a final decision. The next steps, not detailed in this specific text, would likely involve further site assessments, demarcation, and development of a management plan if the declaration is finalized.
**8. Expected Outcomes / Impact of Changes:**
The intended outcomes of this notification are:
* **Formal recognition and protection of Anang Tal as a site of national importance.**
* **Enhanced preservation and conservation efforts for the site.**
* **Potential restrictions on development or activities that could damage the site.**
* **Increased awareness of the site's historical and cultural significance.**
* **Potentially altered land use regulations and building restrictions in the immediate vicinity of the site.**
* **Could restrict industries that would affect the site, or require additional precautions to be taken to operate.**
**9. Conclusion:**
The notification signifies a step towards formally recognizing and protecting Anang Tal as a site of national importance. The public consultation process provides an opportunity for stakeholders to voice their opinions and concerns. The final declaration will likely lead to increased preservation efforts and potential restrictions on activities that could impact the site. The designation of this site as nationally important underscores the government's commitment to preserving India's rich cultural heritage.
