The Central Drugs Standard Control Organization (CDSCO), Cosmetics Division, Directorate General of Health Services, Government of India, is seeking public comments regarding the regulation of specific products as cosmetics under the Drugs and Cosmetics Act, 1940. This initiative follows the examination of submitted documents and concludes that adhesives for fixing wigs on the scalp or hair, products used for cleansing the scalp, and artificial nail systems fall under the definition of cosmetics.
Specifically, adhesives for wigs and scalp cleansers will be categorized under "Products for Temporary Hairs," as outlined in the Guidelines for Import of Cosmetics. A new category, "Artificial Nail Systems," will be incorporated into the same guidelines, adhering to the requirements of Bureau of Indian Standards (BIS) IS 4707 Part 2.
All stakeholders are requested to submit their comments on this matter via email to dci@nic.in within 30 days from November 2019. Comments received after this period will not be considered.

office has examined the matter in the light of documents submitted by the various
applicants and has come to the conclusion that all the aforementioned products are
covered under the definition of Cosmetic as per Drugs and Cosmetics Act, 1940,
The products like adhesives which are used for fixing wigs on scalp/hair and the
products which are to be used for cleansing scalp will be considered under the category
named “Products for Temporary Hairs” which is already mentioned in the column 3 of
the Guidelines for Import of Cosmetics.
With regard to artificial nails, it has been decided to incorporate a new category
named “Artificial Nail Systems” in column 3 of the Guidelines for Import of Cosmetics in
order to follow the requirements of Bureau of Indian Standards (BIS) IS 4707 (Part | &
Part 2) since requirements of Artificial Nail Systems is already prescribed in |S 4707 (Part
2), 2017
In view of above, all the stakeholders are requested to submit their comments on
the subject matter on email to dci@nic.in within 30 days from the date of this notification.
Any comment received after the above mentioned timeline will not be taken into
consideration.
