उपर्युक्त विषयक आपके पत्र संख्या- 3248/सं0नि0-6(47)/2023-24 दिनांक 73 नवम्बर, 2025 तथा
परियोजना प्रबंधक, यू0पी0 प्रोजेक्ट्स कारपोरेशन लि0, निर्माण इकाई-8, लखनऊ के पत्र GSI-079/
पी0सी0एल0/ परि0प्र0/ यू0-8/ संस्कृति विभाग, दिनांक 03 अक्टूबर, 2025 के सम्बन्ध में अवगत कराना है कि
शासनादेश संख्या- 37/2024/549-AR-2024 दिनांक 75.03.2024 द्वारा जनपद रायबरेली में UAT बेनी
माधवबक्श सिंह की स्मृति में सभागार आदि संरचना के द्वितीय चरण के कार्य कराये जाने हेतु BO 2309.09
लाख की प्रशासकीय स्वीकृति एवं So 500.00 लाख की वित्तीय स्वीकृति प्रदान की गयी है।
2. उपर्युक्त के अनुक्रम में मुझे यह कहने का निदेश हुआ है कि जनपद रायबरेली में राना बेनी माधवबक्श
सिंह की स्मृति में सभागार/ पुस्तकालय आदि संरचना के द्वितीय चरण के कार्य कराये जाने हेतु BO 2309.09
लाख की प्रशासकीय स्वीकृति के सापेक्ष चालू वित्तीय वर्ष 2025-26 में रू0 500.00 लाख (रूपये पांच करोड़
मात्र) की प्रशासकीय एवं वित्तीय स्वीकृति प्रदान करते हुए, निम्नलिखित शर्तों के अधीन धनराशि निर्गत करने
की श्री राज्यपाल सहर्ष अनुमति प्रदान करते हैं:-
() शासनादेश संख्या- 37/2024/549-aR-2024 दिनांक 75.03.2024 में उल्लिखित शर्तें यथावत् रहेंगी।
(2) स्वीकृत धनराशि के आहरण/ व्यय एवं अन्य कार्यवाहियों में वित्त (आय - व्ययक) अनुभाग - । के
कार्यालय ज्ञाप संख्या - 6/2025/al-7-352/ae-2025-23/2025, दिनाँक- 27-मार्च, 2025 में दिये
गये दिशा निर्देशों का पूर्ण अनुपालन सुनिश्चित किया जायेगा।
(3) वित्त विभाग के शासनादेश सं0-04/2023/ए-2-60/दस- 2023-7(4)/75, दिनांक ॥7 मई, 2023 के
अनुसार परियोजना की वित्तीय स्वीकृति व प्रथम किश्त मूल्यांकित लागत पर जारी की जाये, किन्तु द्वितीय
किश्त जारी करने से पूर्व परियोजना की लागत को निविदा में प्राप्त मूल्य (टेण्डर HR) के अनुसार
विहित प्रक्रिया का पालन करते हुए पुनरीक्षित करा लिया जायेगा। परियोजना की अनुवर्ती fxd
पुनरीक्षित लागत के आधार पर ही जारी की जायें ताकि कार्यदायी संस्था को कार्य की वास्तविक लागत से
अधिक धनराशि Haga न हो सके। यदि निविदा के बाद कार्यों की लागत में कमी आती है तो बचत की
धनराशि को सुसंगत वित्तीय नियमों के अन्तर्गत राजकोष में जमा किया जायेगा।
(4) उक्त स्वीकृति संस्कृति निदेशालय/ कार्यदायी संस्था द्वारा उपलब्ध करायी गयी सूचना के आधार पर दी
जा रही है, यदि मानक के संबंध में कोई सूचना गलत पायी जाती है तो इसका उत्तरदायित्व संस्कृति
निदेशालय/ कार्यदायी संस्था का होगा।
(5) उक्त स्वीकृत धनराशि का आहरण एवं व्यय आवश्यकतानुसार एवं नियमानुसार किया जायेगा। उपर्युक्त
स्वीकृत धनराशि के संबंध में वित्त विभाग के मितव्ययिता संबंधी आदेशों तथा व्यय पर नियंत्रण के संबंध
में निर्गत शासनादेशों का अनुपालन भी सुनिश्चित किया जायेगा।
2. यह शासनादेश इलेक्ट्रानिकली जारी किया गया है, अत: इस पर हस्ताक्षर की आवश्यकता नही है...

उपयोगिता प्रमाण पत्र की प्रति शासन एवं संस्कृति निदेशालय को उपलब्ध करायी जायेगी।
(7) धनराशि आहरित कर कार्यदायी संस्था- यू0पी0 प्रोजेक्ट्स कारपोरेशन fio के बैंक खाते में उपलब्ध
करायी जायेगी।
3. इस संबंध में होने वाला व्यय रुपये 5,00,00,000/- (रुपये पांच करोड़ मात्र ) को चालू वित्तीय वर्ष
2025-26 के आय-व्ययक मे अनुदान संख्या 092 लेखा शीर्षक 4202048000300 प्रेक्षागृह / खुला मंच का
निर्माण मानक मद 24 वृहत् निर्माण कार्य के नामे डाला जायेगा।
