और, उि प्रारूप जनयमों के सबं ंध म ें िनता स े प्राप्त आपजियों और सुझावों पर जवजधवत रूप से जवचार ककया गया ह;ै अतः अब, केन्द्र सरकार कृजि उपि (श्रेणीकरण और जचहनांकन) अजधजनयम, 1937 (1937 का 1) की धारा 3 की उपधारा (1) द्वारा प्रिि िजियों का प्रयोग करते हुए तथा भागर श्रेणीकरण और जचहनांकन जनयम, 2018 की उन बातों के 4883GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] जसवाय अजधक्रमण करते हुए, जिन्द्ह ें ऐस े अजधक्रमण स े पहले ककया गया हो या ककए िाने का लोप ककया गया हो, जनम्नजलजखत जनयम बनाती ह,ै अथागत:- 1. संजक्षप् त नाम, लाग ूहोना और प्रारंभ- (1) इन जनयमों का नाम जमलेट्स श्रणे ीकरण और जचहनाकं न जनयम, 2024 ह।ै (2) य ेसरकारी रािपत्र म ेंउनके अंजतम प्रकािन की तारीख स े प्रवृि होंगे। (3) य ेजनयम मानव उपभोग के प्रयोिनाथ ग जनम्नजलजखत साबुत या जिलके रजहत जमलेट्स पर लाग ूहोंगे, अथागत:- (i) सोरघम (ज्वार) सोरघम बाईकलर ; (ii) पलग जमलेट (बािरा) पेजिसेटम ग्लायूकम, पेजिसेटम अमरेीकानम, पेजिसेटम टाइफ़ाइजडयम ; (iii) फफंगर जमलेट (रागी) एल्यूसाइन कोराकाना ; (iv) फॉक्सटेल जमलेट (काँगनी) सेटाररया इटाजलका ; (v) कोिो जमलेट (कोिो) पास्ट्पालुम स्ट्क्रोजबकुलाटम ; (vi) जलटल जमलेट (कुटकी) पैजनकम समु ारेनसे ; (vii) ब्राउनटॉप जमलेट (कोराले) यूरोक्लोया रामोसा ; (viii) बानगयाडग जमलेट (सामक के चावल) एककनोक्लोया क्रुस-गल्ली, एककनोक्लोया कोलोना, एककनोक्लोया फ्रुमेंटेजसया ; (ix) प्रोसो जमलेट (चीना) पैजनकम जमजलएकम ; (x) अमरान्द्थस बीि (रामिाना या रािगीरा) अमरान्द्थस कौडाटस, अमरान्द्थस क्रुएन्द्टस, अमरान्द्थस हाइपोकोंजियाकस ; और (xi) बकव्हीट (कुट्टू) फैगोपाएरम एस्ट्कयलु ेंटम 2. पररभािाएं :- (1) इन जनयमों म ेंिब तक संिभग म ेंअन्द्यथा अपेजक्षत न हो,- (क) ‘’अजधजनयम’’ से कृजि उपि (श्रणे ीकरण और जचहनांकन) अजधजनयम, 1937 (1937 का 1) अजभप्रते ह;ै (ख) ‘’कृजि जवपणन सलाहकार’’ से भारत सरकार का कृजि जवपणन सलाहकार अजभप्रते ह;ै (ग) ‘’प्राजधकृत पैकर’’ से ऐसा व् यजि या व् यजियों का जनकाय अजभप्रेत ह ै जिस े इन जनयमों एवं साधारण श्रणे ीकरण और जचहनांकन जनयम, 1988 के अधीन जवजहत श्रेणी मानकों और प्रकक्रया के अनुसार जमलेट्स का श्रणे ीकरण करन े और उन्द्ह ें जचहनांककत करन े के जलए प्राजधकार प्रमाण-पत्र अनुित् त ककया गया हो; (घ) ‘’प्राजधकार प्रमाण पत्र’’ स ेसाधारण श्रणे ीकरण और जचहनांकन जनयम, 1988 के उपबंधों के अधीन िारी प्रमाण पत्र अजभप्रेत ह,ै िो ककसी व्यजि या व्यजियों के जनकाय को श्रेणी अजभधान जचहन द्वारा जमलेट्स के श्रणे ीकरण और जचहनांकन का प्राजधकार िते ा ह;ै (ङ) “साधारण श्रणे ीकरण और जचहनांकन जनयम” से कृजि उपि (श्रेणीकरण और जचहनांकन) अजधजनयम, 1937 (1937 का 1) की धारा 3 के अधीन बनाए गए साधारण श्रेणीकरण और जचहनांकन जनयम, 1988 अजभप्रेत ह;ै (च) “श्रणे ी अजभधान जचहन’’ से जनयम 3 में जनर्िष्टग “एगमाकग प्रतीक जचहन” अजभप्रेत ह;ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (ि) “जवजधक माप जवज्ञान (पैकेि में रखी वस्ट्तुए)ं जनयम” से जवजधक माप जवज्ञान अजधजनयम, 2009 (2010 का 1) के अंतगगत बनाए गए जवजधक माप जवज्ञान (पैकेि में रखी वस्ट्तएु ं) जनयम, 2011 अजभप्रेत ह ैएवं; (ि) “अनुसूची” से इन जनयमों के साथ संलग्न अनुसूजचयााँ अजभप्रेत ह।ै (2) इन जनयमों में प्रयुक् त िब् ि और पि, िो पररभाजित नहीं ह ैं लेककन जिन्द्ह ें कृजि उपि (श्रणे ीकरण और जचहनांकन) अजधजनयम, 1937 या साधारण श्रणे ीकरण और जचहनांकन जनयम, 1988 या जवजधक माप जवज्ञान (पैकेि म ें रखी वस्ट्तुए)ं जनयम, 2011 म ें पररभाजित ककया गया ह,ै के क्रमिः वही अथग होंग े िो उक्त अजधजनयम या जनयमों में ह।ैं 3. श्रणे ी अजभधान जचहन :- श्रणे ी अजभधान जचहन में “एगमाकग प्रतीक जचहन” का जडज़ाइन होगा जिसमें प्राजधकार प्रमाण-पत्र संखयांक, िब्ि ‘एगमाकग’, वस्ट्त ु का नाम और श्रणे ी िाजमल होंग े िो अनुसूची-। म ें जनधागररत जडिाइन के सिश्ृ य होगा । 4. श्रेणी अजभधान :- जमलेट्स की गुणविा उपिर्ितग करन े के जलए श्रेणी अजभधान वह होगा िैसा कक अनुसूची-II से अनुसूची-XII म ेंजनर्िगष्ट ह।ै 5. गुणविा:- जमलेट्स की गणु विा अनुसूची-II से अनुसूची-XII म ेंजनर्िगष्ट के अनुसार होगी। 6. पैफकंग करन े की जवजध : -(1) जमलेट्स को खाद्य सरु क्षा और मानक (पैकेजिंग) जवजनयम, 2018 और जवजधक माप जवज्ञान (पैकेि म ेंरखी वस्ट्तुएं) जनयम के प्रावधानों के अनुसार पैकेजिंग सामग्री म ेंपैक ककया िाएगा। (2) समान लॉट या बैच और ग्रडे के िोटे पैक आकारों की श्रणे ीकृत सामग्री की पैफकंग एक मास्ट्टर कंटेनर में की िाएगी और उस पर श्रेणी अजभधान जचहन सजहत पूरा ब्यौरा अंककत ककया िाएगा। (3) प्रत् यके पैकेि म ेंसमान प्रकार का और समान श्रणे ी अजभधान का जमलेट होगा। (4) प्रत् यके पैकेि उजचत और सुरजक्षत रूप से बंि और मुहरबंि ककया िाएगा, ताकक उसकी सामग्री बाहर न फैल सके तथा उस पर सक्षम प्राजधकारी द्वारा िारी प्रजतकृजत संखया अंककत की िाएगी। 7. जचहनाकं न एवं लेबजलगं की जवजध : - (1) श्रणे ी अजभधान जचहन प्रत् येक पैकेि पर कृजि जवपणन सलाहकार या इस जनजमि उनके द्वारा अजधकृत ककसी अजधकारी द्वारा साधारण श्रणे ीकरण और जचहनांकन जनयम के जनयम 11 के अनुसार अनुमोकित रीजत स े सरु जक्षत रूप से जचपकाया या स्ट्पष्ट और अजमट रूप स े मुकरत ककया िाएगा। (2) जमलेट को खाद्य सुरक्षा और मानक (लेबजलगं और प्रििगन) जवजनयम, 2020 के प्रावधानों के अनुसार पैकेजिंग पर जचहनांककत ककया िाएगा। (3) श्रणे ी अजभधान जचहन के अजतररक्त , प्रत्येक पैकेि पर जनम्न जलजखत जववरण स्ट्पष्ट और अजमट रूप स े अंककत ककया िाएगा:- (क) वस्ट्तु का नाम; (ख) प्राजधकार प्रमाण पत्र संखया; (ग) श्रेणी; (घ) ककस्ट्म या रेड का नाम (वैकजल्पक); (ङ) लॉट अथवा बैच संखया; (च) उत्पािन अथवा पैकेजिंग की तारीख; (ि) पोिण संबंधी िानकारी;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ि) फसल विग (वैकजल्पक); (झ) िुद्ध मात्रा; (ञ) प्राजधकृत पैकर का नाम और पता (मुकरत या स्ट्कैन करने योग्य); (ट) अजधकतम खुिरा मल्ू य (सभी कर सजहत); (ठ) समाजप्त जतजथ अथवा उपभोग योग्य जतजथ; (ड) भंडारण की जस्ट्थजत, यकि कोई हो; और (ढ) जवजधक माप जवज्ञान (पैकेि म ें रखी वस्ट्तुए)ं जनयम या खाद्य सुरक्षा और मानक (पैकेजिंग) जवजनयम, 2018 अथवा खाद्य सुरक्षा और मानक (लेबजलंग और प्रििगन) जवजनयम, 2020 के तहत जनर्िष्टग अथवा तत्समय लाग ू ककसी कानून के तहत िारी अजधसूचना अथवा अनुििे ों के तहत जनर्िष्टग कोई अन्द्य जववरण। (4) पैकेिों पर अंकन के जलए उपयोग की िान े वाली स्ट्याही ऐसी गुणविा की होगी िो जमलेट को िजू ित नहीं करेगी। (5) प्राजधकृत पैकर कृजि जवपणन सलाहकार अथवा इस जनजमि उनके द्वारा अजधकृत ककसी अजधकारी का पूवग अनुमोिन प्राप् त करने के पश् चात श्रेणीकृत पैकेिों पर अपना प्राइवेट व् यापार जचहन या व् यापार ब्रांड जचहनांककत कर सकता ह,ै परंत ु वह इन जनयमों के अनुसार श्रणे ीकृत पैकेिों पर लगाए गए श्रेणी अजभधान जचहन द्वारा उपिर्िगत गुणविा से जभन्द् न गुणविा उपिर्िगत नहीं करेगा। 8. प्राजधकार प्रमाण पत्र प्रिान करन े की जविेि ितें:-साधारण श्रेणीकरण और जचहनांकन जनयम के जनयम 3 के उप- जनयम (8) म ेंजवजनर्िगष्ट ितों के अजतररि प्रत्येक प्राजधकृत पैकर इस जनयम में जनर्िष्टग ितों का पालन करेगा, अथागत:- (1) जमलेट्स की गणु विा का परीक्षण करन े के जलए प्राजधकृत पैकर साधारण श्रणे ीकरण और जचहनांकन जनयम के जनयम 8 के तहत िारी मापिंडों के अनसु ार या तो अपनी स्ट्वयं की प्रयोगिाला स्ट्थाजपत करेगा या ककसी अनुमोकित राज्य श्रेणीकरण प्रयोगिाला या सहकारी अथवा एसोजसएिन प्रयोगिाला या ऐसी प्राइवेट वाजणजज्यक प्रयोगिाला के साथ संपकग करेगा जिसका प्रबंधन साधारण श्रेणीकरण और जचहनांकन जनयम के जनयम 9 के अंतगगत कृजि जवपणन सलाहकार या इस जनजमि उनके द्वारा अजधकृत ककसी अजधकारी द्वारा अनुमोकित योग्य रसायनज्ञ द्वारा ककया िा रहा हो। (2) प्राजधकृत पैकर के पररसर को समुजचत संवातन और प्रकाि व्यवस्ट्था सजहत स्ट्वास्ट््यप्रि और स्ट्वच्िता की ििा म ें रखा िाएगा। इन कायों में लगे हुए कार्मगकों का अच्िा स्ट्वास्ट््य होगा और वे ककसी संचारी, ससं गी या संक्रामक रोग से मिु होंगे। (3) प्राजधकृत पैकर के पररसर में पक्क े फिग सजहत पयागप् त भडं ारण सुजवधाएं होंगी और वह नमी, ककसी तरह की िरारों, कृंतकों और कीटों से मुक् त होगा। (4) प्राजधकृत पैकर और अनुमोकित रसायनज्ञ परीक्षण, श्रेणीकरण, पैफकंग, जचहनाकं न, सीजलंग और अजभलेखों के रख- रखाव से संबंजधत ऐसे सभी अनुिेिों का पालन करेंग े िो समय-समय पर साधारण श्रणे ीकरण और जचहनांकन जनयम के अंतगतग कृजि जवपणन सलाहकार या इस जनजमि उनके द्वारा अजधकृत ककसी अजधकारी द्वारा िारी ककए गए हो। 9. अन्द्य अपेक्षाएाँ: (1) घरेलू व्यापार के मामल े म ेंयह खाद्य सुरक्षा और मानक अजधजनयम, 2006 (2006 का 34) में जवजनर्िगष्ट धातु संििू क, कीटनािक अविेि, सूक्ष्मिीव अपेक्षाओं, फसल संििू कों, प्राकृजतक रूप से पाए िान े वाले जविलै े पिाथों के अवजिष्ट स्ट्तर स ेसंबंजधत प्रजतबधं ों तथा अन्द्य खाद्य सुरक्षा अपक्षे ाओं का अनपु ालन करेगा। (2) जनयागत के मामले म ेंयह कोडेक्स एजलमेंटेररयस आयोग द्वारा जनधागररत भारी धातुओं और कीटनािकों की अवजिष्ट सीमाओं तथा अन्द्य खाद्य सुरक्षा मापिंडों अथवा आयातकता गििे की अपेक्षाओं का अनुपालन करेगा। (3) (i) जमलेट्स की जस्ट्थजत ऐसी होगी कक वह,-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (क) यातायात और हडैं जलगं की जस्ट्थजत का सामना कर सके; और (ख) जिसे अपन ेगंतव्य स्ट्थान पर संतोििनक ढंग से पहुचं ाया िा सके। (ii) जमलेट्स का भडं ारण सामान्द्य तापमान पर िुष्क एवं स्ट्वच्ि स्ट्थान पर ककया िाएगा। अनुसूची-I एगमाकग प्रतीक जचन्द्ह का जडिाइन (जनयम 3 िेखें) वस्ट्तु का नाम…………………………………… श्रेणी…………………………………………… नोट: प्राजधकार प्रमाण पत्र संखया जनम्नजलजखत में स ेकहीं पर भी मुकरत की िा सकती ह,ै- (क) एगमाकग प्रतीक जचहन के अंिर; या (ख) प्राजधकार प्रमाण पत्र िब्ि के साथ “लेबल िेखें” मुकरत होगा (संखया के स्ट्थान पर), तब प्राजधकार प्रमाण पत्र संखया को लेबल पर प्रमुख स्ट्थान पर पूवगमुकरत या इंकिेट मुकित ककया िाएगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अनुसूची –II (जनयम 4 व 5 िेखें) ज्वार का श्रेणी अजभधान और उसकी गुणविा 1. ज्वार, सोरघम बाईकलर पौधे के सूखे पररपक्व िान े होंगे। 2.न्द् यनू तम अपेक्षाएं:- ज्वार में जनम्नजलजखत जविेिताएाँ होंगी,– (क) सूखा, स्ट्वच्ि, स्ट्वास्ट््यकर तथा एक समान माप, आकार और रंग का होगा; And whereas, the copies of the said notification were made available to the public on 5th February, 2024; And whereas, the objections and suggestions received from the public in respect of the said draft rules have been duly considered; Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937), and in supersession of the Bhagar Grading and Marking Rules, 2018, except as respect things done or omitted to be done before such supersession, the Central Government hereby makes the following rules, namely:-18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. Short title, application and commencement. - (1) These rules may be called the Millets Grading and Marking Rules, 2024. (2) They shall come into force on the date of their final publication in the Official Gazette. (3) They shall apply to the following whole or dehulled millets intended for direct human consumption:- (i) Sorghum (Jowar) Sorghum bicolor ; (ii) Pearl millet (Bajra) Pennisetum glaucum, Pennisetum americanum, Pennisetum typhoideum ; (iii) Finger millet (Ragi) Eleusine coracana ; (iv) Foxtail millet (Kangni) Setaria italica ; (v) Kodo millet (Kodo) Paspalum scrobiculatum ; (vi) Little millet (Kutki) Panicum sumatrense ; (vii) Browntop millet (Korale) Urochloa ramose ; (viii) Barnyard millet (Samak ke chawal) Echinochloa crus-galli, Echinochloa colona, Echinochloa frumentacea ; (ix) Proso millet (Cheena) Panicum miliaceum ; (x) Amaranthus seed (Ramdana or Rajgira) Amaranthus caudatus, Amaranthus cruentus, Amaranthus hypochondriacus ; and (xi) Buckwheat (Kuttu) Fagopyrum esculentum. 2. Definitions. -(1) In these rules, unless the context otherwise requires,- (a) “Act” means the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937); (b) "Agricultural Marketing Adviser" means the Agricultural Marketing Adviser to the Government of India; (c) "authorised packer" means a person or a body of persons who has been granted a certificate of authorisation to grade and mark millets with the grade standards and procedure prescribed under these rules and the General Grading and Marking Rules, 1988; (d) "certificate of authorisation" means a certificate issued under the provisions of the General Grading and Marking Rules, 1988 authorising a person or a body of persons to grade and mark millets with the grade designation mark; (e) "General Grading and Marking Rules" means the General Grading and Marking Rules, 1988 made under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937); (f) "Grade designation mark" means ‘’Agmark insignia’’ as referred to in rule 3; (g) “Legal Metrology (Packaged Commodities) Rules" means the Legal Metrology (Packaged Commodities) Rules, 2011, made under the Legal Metrology Act, 2009 (1 of 2010); and (h) "Schedule" means the Schedules appended to these rules. (2) The words and expressions used and not defined in these rules but defined in the Agricultural Produce (Grading and Marking) Act, 1937 or the General Grading and Marking Rules, 1988 or the Legal Metrology (Packaged Commodities) Rules, 2011, shall have the meanings respectively assigned to them under the said Act or the rules. 3. Grade designation mark. - The grade designation mark shall consist of "Agmark insignia" incorporating the certificate of authorisation number, the word “AGMARK", the name of commodity and a grade designation resembling the design specified in Schedule-I. 4. Grade designation. - The grade designation to indicate the quality of millets shall be such as specified in Schedule-II to XII. 5. Quality. - The quality of millets shall be such as specified in Schedule-II to XII. 6. Method of packing. - (1) Millets shall be packed in packaging material in accordance with the provisions of the Food Safety and Standards (Packaging) Regulations, 2018 and the Legal Metrology (Packaged Commodities) Rules.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 19 (2) The graded material of small pack sizes of the same lot or batch and grade may be packed in a master container with complete details thereon along with the grade designation mark. (3) Each package shall contain millets of the same type and of the same grade designation. (4) Each package shall be properly and securely closed and sealed so as to disallow spilling and marked with replica numbers issued by the competent authority. 7. Method of marking and labeling.- (1) The grade designation mark shall be securely affixed to or clearly and indelibly printed on each package in the manner approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 11 of the General Grading and Marking Rules. (2) The millets shall be marked on packaging in accordance with the provisions of the Food Safety and Standards (Labeling and Display) Regulations, 2020. (3) In addition to the grade designation mark, the following particulars shall be clearly and indelibly marked on each package, namely:- (a) name of the commodity; (b) certificate of authorisation number; (c) grade; (d) variety or trade name (optional); (e) lot or batch number; (f) date of manufacture or packaging; (g) nutritional information; (h) crop year (optional); (i) net quantity; (j) name and address of the authorised packer (printed or scannable); (k) maximum retail price (inclusive of all taxes); (l) expiry or use by date; (m) storage condition, if any; and (n) any other particulars as may be specified under the Legal Metrology (Packaged Commodities) Rules or under the Food Safety and Standards (Packaging) Regulations, 2018 and the Food Safety and Standards (Labeling and Display) Regulations, 2020 or any notification issued under any law for the time being in force or any instructions issued there under. (4) The ink used for marking on packages shall be of such quality which shall not contaminate the millets. (5) The authorised packer may, after obtaining prior approval of the Agricultural Marketing Adviser or an officer authorised by him in this behalf, mark his private trade mark or trade brand on the graded packages provided the same do not indicate quality other than that indicated by the grade designation mark affixed to the graded packages in accordance with these rules. 8. Special conditions for grant of certificate of authorisation.– In addition to the conditions specified in sub-rule (8) of rule 3 of the General Grading and Marking Rules, every authorised packer shall comply with the conditions specified under these rules, namely:- (1) The authorised packer shall either set up his own laboratory as per norms provided under rule 8 of the General Grading and Marking Rules or have access to an approved State grading laboratory or cooperative or association laboratory or a private commercial laboratory manned by a qualified chemist approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf under rule 9 of the General Grading and Marking Rules, for testing the quality of millets. (2) The premises of the authorised packer shall be maintained in hygienic and sanitary condition with proper ventilation and well lighted arrangement and the personnel engaged in these operations shall be in sound health and free from any infectious, contagious or communicable diseases.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (3) The premises of the authorised packer shall have adequate storage facilities with pucca floor and free from dampness, any kind of cracks and crevices, rodent and insect infestation. (4) The authorised packer and the approved chemist shall observe all instructions regarding testing, grading, packing, marking, sealing and maintenance of records which may be issued by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with the General Grading and Marking Rules from time to time. 9. Other requirements: (1) For domestic trade, it shall comply with the restrictions in regard to residual levels of metal contaminants, pesticide residues, microbial requirements, crop contaminants, naturally occurring toxic substances and other food safety requirements as specified under the regulations made under the Food Safety and Standards Act, 2006 (34 of 2006). (2) For export trade, it shall comply with the residual limits of heavy metals, pesticides and other food safety requirements as laid down by the Codex Alimentarius Commission or importing countries requirement for export. (3) (i) The condition of the millets shall be so as to enable it to, - (a) withstand transport and handling; and (b) arrive in satisfactory condition at the place of destination. (ii) The millets shall be stored in a dry and hygienic place at normal room temperature. Buckwheat is the dried mature grain obtained from the plant Fagopyrum esculentum. 2. Minimum requirements:- Buckwheat shall be,- (a) dry, clean, wholesome and of uniform size, shape and colour; (b) free from any abnormal taste, flavour and odour; (c) free from poisonous, toxic or obnoxious seeds; (d) free from added coloring matter, rodent hair and excreta, filth, moulds, live and dead insects, insect fragments and fungus. 3. The inorganic matter shall include sand, gravel, dirt, pebbles, stones, glass and metallic pieces, lumps of earth, clay and mud. Organic matter shall include husk, chaff, straw, weed seeds, fragments of bran and other inedible grains. (ii) Other edible grains are any edible grains other than the one under consideration. (iii) Grains with serious defects are grains in which the cotyledon has been affected or attacked by pests; grains with very slight traces of mould or decay. (iv) Grains with slight defects are grains with extensive seed coat staining, without the cotyledon being affected; grains in which the seed coat is wrinkled, with pronounced folding or broken grains. (v) Immature and shrivelled grains are kernels or pieces of grain kernels that are not fully developed. (vi) Grains with husk are kernels or pieces of kernels carrying husk on one sixteenth or larger portion. (vii) Weevilled grains are grain kernels that are partially or wholly bored by insects injurious to grain but do not include germ-eaten grains and egg-spotted grains. (viii) Poisonous, toxic and/or obnoxious seeds means any seed which may have damaging or dangerous effect on health, organoleptic properties or technological performance such as dhatura (D. fastuosa linn. and D. stramonium linn.), corncockle (Agrostemma githago L.), Akra (Vicia species).
