From the Director of Public Libraries Lr.Rc.No.88-B1/2003, dt:18-10-2003 & 9-11-2010. ***** ORDER: Certain Full Time Contingent Posts like Watchman,Sweeper, Gardner & Sweeper-Cum-Watchman etc., were retained on permanent basis converting them into regular Last Grade Service posts in the time scale of Rs.290-425 w.e.f 1-4-1981 in terms of G.O.1st read above read with G.O.Ms.No.650, Edn.dt:31-7-1982 and all those Contingent employees were absorbed into these posts after completion of (5) years of service. Subsequently some of the converted posts become vacant and have to be filled in duly following appointment rules then exist for the regular Last Grade Service posts. But the said posts were wrongly notified as Full Time Contingent posts on Consolidated pay and being paid minimum scale of pay applicable to Last Grade posts. 2. In the reference 3rd read above, proposals were submitted by the Director of Public Libraries in his lr.dt:18-10-2003, for ratification of the action taken by the Chairmen of Zilla Grandhalaya Samsthas/City Grandhalaya Samstha, Hyderabad concerned in having appointed the (18) candidates as Full Time Contingent employees against the regular Last Grade Services Posts irregularly because of administrative lapses to enable the Secretaries of Zilla Grandhalaya Samsthas/City Grandhalaya Samstha, Hyderabad concerned to regularize the services of the candidates in the posts in which they were directly appointed and to allow the pay and allowances in the regular scale of pay applicable to those posts from the date of their appointment into these posts. He has requested to regularize the above employees whose posts were wrongly notified and appointed and working more than 25 years without regularization of their services. 3. In the references 4th & 5th read above, orders were issued permitting the Secretaries of Zilla Grandhalaya Samsthas concerned/City Grandhalaya Samstha, Hyderabad to regularize the services of the (4) candidates (i.e.,SI.No.6,8,9&10 of the List appended to this order) working under their control and later those orders were kept in abeyance.4. Government after careful examination of the above proposal of the Director of Public Libraries , hereby ratify the action taken by the Chairmen/Secretaries of Zilla Grandhalaya Samsthas concerned/City Grandhalaya Samstha, Hyderabad in having appointed all the (18) Full Time Contingent employees (inclusive of 4 candidates as at para (3)ante) as detailed in the List appended to this order in the regular Last Grade Services Posts as per the Rule of reservation along with all service benefits, duly lifting the abeyance orders issued in Memo.No.833/SE- Lib2/1994, dt:23-7-2003. 5.
