O R D E R:
Under Article 230 of Andhra Pradesh Financial Code Volume I, the
Government of Andhra Pradesh hereby sanction an amount of Rs.60,000/-
(Rupees sixty thousand only) to Sri S.Srinivas, DR&T Assistant, Energy
Department, Secretariat, for purchase of Motor Cycle from the open
market.
2. The sanction accorded in para 1 above is subject to the following
conditions: -
i) that the Motor Cycle should be purchased within one month
from the date on which the advance is drawn failing which
the full amount of advance drawn, together with the interest,
should be refunded to the Government;
ii) that if the actual price paid for, the Motor Cycle is less than
the advance drawn, the balance should be refunded to the
Government forthwith;
iii) that a mortgage Bond should be executed in Form No.14 of
the A.P. Financial code Vol.I; and
iv) that the Motor Cycle should be insured against loss or damage
by fire or accident within one month from the date of the
purchase.
3. The advance sanctioned should be recovered in (60) monthly equal
installments at the rate of Rs.1,000/- per month and interest in 16 monthly
installments commencing from the following month of amount drawn.
4. The individual should submit to the Government a Mortgage deed in
form No.14 of the A.P.F.C.Vol.I as soon as the Motor Cycle is purchased, with
a report of the drawal of advance and the purchase of Motor Cycle. The date
of insurance of the Motor Cycle should also be reported in due course.
5. The insurance policy should be submitted, together with a letter in
form 15 of Andhra Pradesh Financial Code Volume I, addressed to Motor
Insurance Company with whom the Motor Cycle is insured, notifying to the
company of the fact that the Government are interested in the policy
accrued.
6. He should also execute the agreement in Form No.13 of Andhra
Pradesh Financial Code Volume I for scrutiny by the Accountant General.

7. The advance sanctioned in para 1 above shall bear simple interest at
the rate of 5.50 % per annum.
8. The penal interest at 1.5 times to the normal rate shall be collected
from the loanee, if he fails to utilize the amount for the purpose to which it is
sanctioned and if he fails to complete the other formalities within the period
stipulated in the rules.
9. The expenditure on account of purchase of Motor Cycle shall be
debited to "7610 - Loans to Government Servants etc - M.H.202 - Advance
for the purchase of Motor Conveyances - S.H. (05) Loans for purchase of
Motor Cycles” - 001 - Loans for purchase of Motor Cycles.
10. This order does not require the concurrence of Finance Department
under the rules on the subject.
