ORDER:
Water and Land Management Training and Research Institute (WALAMTARI)
was established in 1982 under the Water Resources Management and Training
(WRM&T) of the World Bank to provide Training and Research services to the Irrigation
and Command Area Development Department. It was registered as a Society in the
year 1992 under the Registrar of Co-Operative Societies Act. The total sanctioned
strength of staff of WALAMTARI is now only 54.
2. The Irrigation and Command Area Development Department commissioned a
study by Institute of Social and Economic Changes (ISEC), Bangalore to study and
suggest ways to strengthen WALAMTARI. The report suggested many radical changes
in the structure, staff pattern and functions of WALAMTARI. For strengthening of
WALAMTARI, the Ministry of Water Resources, Government of India constituted a Task
Force under the Chairmanship of the Additional Secretary, Ministry of Water Resources
(MOWR). The report of the Task Force has finalized and communicated to the States
for implementation. The recommendations of the Task Force include among other
things, reorganization of WALMIs in terms of taking Director, Multi-disciplinary Faculty
from both Government Departments and open market and functional autonomy. They
have also made it clear that Government of India support will be given to WALMIs only
if they follow the recommendations.
3. The Director General, WALAMTARI has proposed to do away with the existing
concept of all Engineers in one wing and the Agricultural faculty in another wing will be

done away with the new concept of centres will be brought in. WALAMTARI also
proposes to reorganize into 8 entities-7 functional and 1 administrative. They are Micro
Irrigation, Research and Development, Knowledge Sharing etc. WALAMTARI Business
Plan has the activity worth Rs.25.25 Crore and its anticipated expenditure is
Rs.21.46 Crores and there will be a saving of Rs.3.79 Crores. The proposal to take
professionals from Open Market on contract basis.
4. Government, after careful examination of the proposals submitted by the Director
General, WALAMTARI, hereby accord permission for implementation of the
recommendations of the Task Force of MOWR, GOI & ISEC, Bangalore and strengthen
the functioning and governance of WALAMTARI in a holistic manner and also to take
professionals (i.e., Senior Professionals-3, Junior Professionals - 8 only) from open
market on contract basis subject to condition that re-organization of WALMI’s has to
be done by taking Multi disciplinary faculty from both the Government Departments
and the Open Market and giving functional autonomy, as per the recommendations
made by Government of India. Regarding remuneration to the professionals, the
Director General, WALAMTARI is required to follow the orders issued in G.O.Ms.No.3,
Finance (SMPC.II) Department, Dated 12-01-2011.
5. The Director General, WALAMTARI shall take necessary action accordingly.
6. This order issues with the concurrence of Finance (SMPC) Department vide their
U.O.No.12544-D/383/A1/SMPC.II, Dated 1-12-2011.
