Lr.No.E/3366/2011 of Commissioner of Labour, Hyderabad, dated: 07.01.2012. *** ORDER: The Hon’ble Supreme Court of India in the reference 1st read above directed all State Governments to take steps to Strengthen staff for levy and collection of Cess under Building and Other Construction Workers’ Welfare Cess Act, 1996 and implement the provisions of the said Act and Rules framed thereunder effectively. Pursuant to the directions of the court, in the G.O. 3rd read above, the Government have accorded permission for creation of field staff in the cadre of Assistant Commissioners of Labour (Social Security Scheme) to strengthen the hands of the enforcement machinery for the purpose of collection of Cess and to ensure implementation of welfare schemes to the building and other construction workers to reach out the building and other construction workers spread over in the nook and corner of the State to reduce the work burden on regular staff of the Labour Department. Consequently, the Andhra Pradesh Building and Other Construction Workers welfare Board has drawn 46 Assistant Commissioners of Labour (Social Security Scheme) on deputation from the Labour Department in terms of the provisions of the Act and the Andhra Pradesh Rules, and deployed them to function in the field at their respective stations. The proposals submitted by the Commissioner of Labour in the letter 7th read above, to notify the Assistant Commissioners of Labour (SSS) of Andhra Pradesh Building and Other Construction Workers Welfare Board to discharge the functions under the Labour Laws to enable them to enforce the welfare and other provisions provided under Contd..2-2- the labour laws has been examined in detail and it is considered expedient to notify the Assistant Commissioners of Labour (SSS) as Inspectors under the Labour Laws for the welfare of the building and other construction workers engaged in building and other construction works on par with the Assistant Labour Officers / Assistant Commissioners of Labour of the Departmental staff concurrently combining in them the role of Assistant Labour Officers / Assistant Commissioners of Labour in the discharge of statutory functions. The following notification will be published in an Extraordinary issue of the Andhra Pradesh Gazette, dated: .3.2012.
