O R D E R:
The Director General and Inspector General of Prisons & Correctional
Services, A.P., Hyderabad, in his letter read above, has informed that there are
one hundred and forty four [144] Sub-Jails under the control of twenty [20]
District Sub-Jails Officers in the State. Certain Sub-Jails in the State have
average lockup capacity of 50-100 and above, and they are categorized as Special
Sub-Jails for administrative purposes, though such explicit nomenclature has not
been assigned in Prison Rules. He has stated that there is an urgent need to keep
the management of the sub-jails with a lockup capacity of 50 to 100 and above
under the supervision of an Officer in the rank of Jailor (1st level Gazetted).
Administrative problems are likely to be aggravated by having two Deputy Jailors
in each Sub-Jail since two equal rank Officers have to work in the same
institution, one as Institutional Head and the other as his subordinate, which
generally leads to conflict situations, besides underutilization of human resources.
Hence the Director General & Inspector General of Prisons & Correctional
Services, Andhra Pradesh, Hyderabad, has requested to upgrade eighteen (18) Sub
Jails as Special Sub-Jails duly converting thirty-six (36) posts of Deputy Jailors in
such Sub-Jails into eighteen (18) posts of Jailors and eighteen (18) posts of Chief
Head Warders.
2. The Government after careful examination of the matter, hereby order for
up-gradation of the eighteen (18) Sub Jails to that of Special Sub Jails as
mentioned in the annexure and conversion of thirty six (36) Deputy Jailor posts in
these eighteen (18) Sub jails as eighteen (18) Jailor posts and eighteen (18) Chief
Head Warder Posts.
3. The Home (Prisons) Department, the Director General & Inspector General
of Prisons & Correctional Services, Andhra Pradesh, Hyderabad, shall take further
action in the matter accordingly.
