From Commissioner of Prohibition and Excise, Hyderabad, Letter No. 2286/2011/CPE/G2, dated 24.3.2011. 2. Revenue (Ex.II) Dept., U.O.No.13459/Ex.II(2)/2011, dt. 12.02.2012. -oOo- ORDER: The Commissioner of Prohibition and Excise, in the reference read above, has stated that Government ordered major restructuring of the Prohibition & Excise Department in order to achieve better operational efficiency at different levels and a post of Additional Commissioner of Prohibition & Excise, Hyderabad was created in the Department. In furtherance of the above objective the Government ordered reorganization of the Department to utilize the services of the officers in the cadre more effectively. 2. The Commissioner of Prohibition & Excise, A.P. Hyderabad has further stated that the Department’s revenues have increased manifold since 2005 and the spurt in the revenue started from 2008 onwards. For the year 2010-12 the auction amount fetched is Rs.6,990 Crores with an increase of about 120% over that for 2008-10. The unprecedented growth in the revenue has also increased the responsibilities of the Department in realization of the revenues by taking suitable decisions in day-to-day administration and making policies that sustain the tempo in the growth rate in the years to come. 3. The Commissioner of Prohibition & Excise. A.P. Hyderabad has also stated that the post of Joint Commissioner of Prohibition & Excise, (Hqrs) is a pivotal post in contributing correct and necessary inputs for taking suitable decisions in day-to-day administration, especially in collection of revenues and dealing with court matters. He is also responsible for dealing with policy matters and supplying necessary material, data, etc., to aid policy making. In the process he has to deal with the Deputy Commissioner of Prohibition & Excise and Prohibition & Excise Superintendents. Very often he has to contact his co-Joint Commissioners working in other wings of the Department in gathering necessary information for policy making, court matters, and matters relating to LAQS, LCQS, etc. Before restructuring of the Department, all the Districts were headed by the Prohibition & Excise Superintendents and the Joint Commissioner of Prohibition & Excise, (Hqrs) used to have good command and control over that cadre. Now that the Deputy Commissioners of Prohibition & Excise are heading the Districts and two more Joint Commissioners of Prohibition & Excise are heading the Districts and two more Joint Commissioners have replaced two Deputy Commissioner of Prohibition & Excise i.e. J.D (Distilleries) and General Manager, Andhra Pradesh Beverages Corporation Limited, it is desirable that the post of Joint Commissioner of Prohibition & Excise, Hqrs is upgraded to the cadre of Additional Commissioner of Prohibition & Excise for achieving greater efficiency at that level and achieving better coordination. Government have carefully considered the proposal of the Commissioner of Prohibition & Excise and hereby order up-gradation of the post of Joint Commissioner of Prohibition & Excise (Hqrs) to the cadre of Additional Commissioner of Prohibition & Excise in the Prohibition and Excise Department. 5.
