GOVERNMENT OF ANDHRA PRADESH ABSTRACT P.S.-T&A Department- East Godavari District- Irregular drawls of contingent expenditure by the Medical Officers of Public Health Centers at the sub Treasury, Addateegala-Disciplinary action against the sub Treasury personnel- common Proceedings under Rule, 24 of Andhra Pradesh civil Services (Classification, control & appeal) Rules, 1991- Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad appointed as Common Disciplinary Authority-Orders-Issued. -------- ------------------------------------------------------------------------------------------ FINANCE (ADMN.III) DEPARTMENT G.O.Ms.No. 49 Dated: 25.02.2012 Read the following; Ref: Lr.No. K(1)3/185029/2010 dated 28-01-2011 and 09-01-2012 of the DTA, AP., Hyderabad. -oOo- ORDER: Whereas, the Deputy Director, District Treasury, East Godavari, Kakinada has found that, the Government servants specified below are jointly concerned and involved in the same incident and are responsible for passing of irregular bills submitted by (11) Medical Officers of Public Health Centers under the head of account 2210-03-11-06- 130/131 Service Postage Telephone and Telegram Charges for Rs. 1.80 Lakhs., and under 130/133 Electricity Charges for Rs. 1.90 Lakhs. Further, the bills submitted by (9) Public Health Centers under 130/134 Hiring of Private Vehicles, for Rs. 19.42 Lakhs under the bills passing jurisdiction of the Sub Treasury , Addateegala and it has been proposed disciplinary action against them. 1. Sri B.V.V.Satyanarayana, Sub Treasury Officer 2. Sri N.Anil Aravind , Senior Accountant 3 Sri I. Srinivasa Rao, Junior Accountant 4. Sri V.Baburao, Sr. Accountant (Retd) 2. And whereas, the Government considered that disciplinary proceedings against all the above said accused officers shall be held in a Common Proceedings under Rule, 24 of APCS (CCA) Rules, 1991. However, in the case of Sl. No. 4 viz Sri V. Baburao, disciplinary proceedings will be taken up at Government level under Rule 9 of Andhra Pradesh Revised Pension Rules 1980 based on the prima-facie, as he was already retired from service. 3. Now, therefore, in exercise of the powers conferred by Sub-Rules (1) and(2) of Rule 24 of of APCS (CCA) Rules, 1991 the Government hereby direct that: a. Disciplinary action against all the said Government servants shall be taken in a Common Proceedings, b. The Director of Treasuries and Accounts shall function as the Disciplinary Authority for the purpose of the Common Proceedings and shall be competent to impose the following penalties; (i). All penalties specified in Rule 9 of APCS (CCA) Rules, 1991 in respect of the Charged Officers mentioned at Sl. No. 2 to 3 in para (1) above.:: 2 :: (ii). Penalties specified in clause (v) to (viii) of Rule 9 of APCS (CCA) Rules, 1991 shall be imposed by DTA, AP., Hyderabad in respect of the Charged Officer in the cadre of STO and clause (ix) and (x) of Rule, 9 of APCS (CC&A) Rules, 1991 shall be imposed by the Government 4. The procedure prescribed in Rule (20) and Rule (21) of APCS (CCA) Rules, 1991 shall be followed and the Common Disciplinary Authority shall complete the disciplinary proceedings within a period of (3) months from the date of receipt of these orders.
