O R D E R:
In the reference first, second and third read above, the Director of Health, the
Director of Treasuries and Accounts, and Director of Medical Education, respectively
have proposed for bifurcation of the Accounts branch of Directorate of Medical and
Health Services between the Directorate of Health and Directorate of Medical
Education and for sanction of additional staff for the reasons that the work in the
Accounts branch of DM&HS has been increased tremendously.
2. In the reference fourth read above, the Director of Public Health and Family
Welfare has reported that, there are (10) Deputy Director posts in the cadre strength of
Director of Health which are continued inG.O.Ms.No.374 Finance (SMPC) Department
dated 15.11.2008 which are carrying equal pay scale of Chief Accounts Officer i.e.
12385 – 27750 in RPS 2005 scales and proposed to suppress (1) post of Deputy
Director for creation of one post of Chief Accounts Officer in the cadre strength, as
both the posts are carrying equal scales of Rs.12,385 – 27,750 in the RPS 2005. The
above proposal of the HODs is towards “Rationalization of DDOs to start with in the
O/o Director of Public Health and Family Welfare which is in tune with the ‘FM
Reforms’ programme undertaken by the Department under APHSRP – a DFID funded
programme and further corollary to the on going efforts of the Department to
“Restructure” the HODs with a view to strengthen the functioning and service delivery
mechanism.
3. Government after careful examination of the matter, have decided to create one
post of Chief Accounts Officer by suppressing one post of Deputy Director
(Administration) in the Directorate of Medical and Health Services i.e., Director of
Public Health and Family Welfare and Director of Medical Education and hereby issue
orders accordingly.
4. The HM & FW Department and the Commissioner of Health and Family Welfare
shall take necessary further action and report action taken to Government in the
matter.
