ABSTRCT
Industrial Promotion – Extension of time upto September, 2012 for
commencement of Commercial Production to avail the special package of
incentives granted by the Government under IIPP 2005-10 Pipeline Scheme to
M/s. Louis Dreyfus Commodities, Krishnapatnam, S.P.S. Nellore District with an
investment of Rs.155.85 crores – Orders - Issued.

O R D E R:-
M/s. Louis Dreyfus Commodities, Krishnapatnam, S.P.S. Nellore District
proposes to set up an Edible Oil Refinery Project at Krishnapatnam,
S.P.S.Nellore District with an investment of Rs.155.85 crores and likely to
create an employment to 1000 persons.
2. M/s. Louis Dreyfus Commodities, Krishnapatnam, S.P.S. Nellore District
was issued Pipeline Certificate under Mega Project Pipeline Scheme under
provisions of G.O.1st read above. This Certificate extends time from 31.03.2010
to 31.03.2012 for Mega Projects under IIPP 2005-10 to commence commercial
production for availing incentives. The company has requested for special
package of incentives under IIPP 2005-10 Pipeline Scheme.
3. The proposal was placed in the State Investment Promotion Board
meeting held on 28-6-2010 and decided to extend the following incentives,
subject to condition that the unit shall commence its commercial operation on
or before 31st March 2012 to avail the benefits under the pipeline scheme for
mega project of IIPP 2005-10:
I. 50% VAT / CST or SGST reimbursement for a period of 5 years
and all other incentives as per the IIPP 2005-10 Policy;
Ii. To provide power cost reimbursement of Re.1.00 per unit for a
period of 5 years as per the Food Processing Policy of IIPP
2005-10. However, the maximum reimbursement per unit will be
limited to Re.1.00 ;
Iii. Other incentives as per IIPP 2005-2010 Policy
4. Accordingly, Government have extended the above benefits to M/s. Louis
Dreyfus Commodities in the reference 2nd read above.
5. M/s. Louis Dreyfus Commodities, Krishnapatnam, S.P.S. Nellore District
again represented in the reference 3rd read above and requested for extension
of time at least 6 months from 31.03.2012 or from the date of release of power
supply. For commencement of commercial production for availing incentives
under G.O 2nd read above, as the company could commence production as
scheduled due to non-availability of power at 132 KV sub-station.

6. The request of M/s. Louis Dreyfus Commodities, Krishnapatnam, S.P.S.
Nellore District was placed in the SIPC & Empowered Committee meeting held
on 27-12-2011 and SIPC recommended for extension of time up to September
2012 for commencement of Commercial Production to avail the special package
of incentives granted by SIPB under Pipeline Project Scheme of IIPP 2005-10,
as the Sub-station will be ready by March, 2012.
7. In the reference 5th read above, the State Investment Promotion Board
(SIPB) in its meeting held on 31-12-2011 discussed the proposal in detail and
decided among others as follows.
“The Board decided for extension of time upto September, 2012 for
commencement of Commercial Production to avail the special package
of incentives granted by SIPB under Pipeline Project Scheme of IIPP
2005-10, as the Sub-station will be ready by March, 2012, as per the
information provided by the Energy Department. “
8. Government after careful examination of the proposal and keeping in
view the decision of the State Investment Promotion Board (SIPB), hereby
grant extension of time to M/s. Louis Dreyfus Commodities, Krishnapatnam,
S.P.S. Nellore District upto September, 2012 for commencement of
Commercial Production to avail the special package of incentives granted by
SIPB under reference 2nd read above under Mega Project Pipeline Scheme of
IIPP 2005-10.
9. The industry shall provide atleast 80% of employment to the candidates
belonging to Andhra Pradesh State for becoming eligible for above incentives.
10. The Commissioner of Industries, Andhra Pradesh, Hyderabad is requested
to take further necessary action.
