The two-day Chintan Shivir of the Department of Youth Affairs, Ministry of Youth Affairs & Sports,
concluded today at the Indian Institute of Management (IIM), Shillong, after intensive deliberations on
strengthening youth engagement, improving institutional coordination and accelerating the vision of Viksit
Bharat 2047. The programme brought together officers of the Department of Youth Affairs, MY Bharat,
MY Bharat National Service Scheme (NSS) from across the country to share experiences, identify best
practices and develop actionable solutions for grassroots implementation.The Day 2 was attended by Union Minister of Youth Affairs & Sports Dr. Mansukh Mandaviya; Minister
of State for Youth Affairs & Sports Smt. Raksha Nikhil Khadse; Secretary, Department of Youth Affairs,
Dr. Pallavi Jain Govil; Additional Secretary, Department of Youth Affairs, Shri Nitesh Kumar Mishra;
CEO, MY Bharat, Dr. Priyanka Shukla; senior Ministry officials and field functionaries of MY Bharat and
NSS.
Addressing the gathering, Dr. Mansukh Mandaviya said, “MY Bharat and NSS are two pillars of youth
development working towards one goal – Viksit Bharat. While NSS connects youth on campuses, MY
Bharat engages them in the field. Together, they can create a powerful movement for nation-building.”
The Minister emphasised that the feedback received from participants reflected the success of the Chintan
Shivir and highlighted the importance of self-awareness, commitment, innovation and coordination in
achieving national goals. He urged District Youth Officers to emerge as leaders and motivators in their
respective districts, encourage youth participation, document best practices and strengthen youth club
networks through local partnerships and community engagement.
Dr. Mandaviya further stated that the true success of the Chintan Shivir would depend on how effectively
its learnings are implemented at the district level. He underscored the need for officers to listen to young
people, understand their aspirations, remain solution-oriented and work with conviction to connect more
youth with MY Bharat initiatives.
During the closing ceremony, exemplary performers were felicitated for their achievements during FY
2025–26. Tripura, Jharkhand and Mizoram were recognised as the best-performing States in terms of
physical and financial progress. Under the Viksit Bharat Village Quiz initiative, North 24 Parganas (West
Bengal), Patna (Bihar) and Baraipur (West Bengal) were honoured as the top-performing districts.
Participants from different States shared their experiences and described the Chintan Shivir as a valuable
platform for learning, mentorship, coordination and exchange of ideas. Many officers noted that the
discussions had enhanced their confidence, strengthened their understanding of departmental priorities and
provided practical insights for implementation at the grassroots level.
Delivering the vote of thanks, CEO, MY Bharat, Dr. Priyanka Shukla noted that the Chintan Shivir was
the largest event of its kind organised by the Department in the North Eastern Region and expressed
confidence that its outcomes would translate into stronger youth engagement and more effective
implementation of programmes across the country.
