(ii) एक कलेंडर वि व में िस ककलोग्राम तक तकनीकी कीटनािी ; (iii) एक कलेंडर वि व में पांच सौ ग्राम तक पािप वृजि जवजनयामक, घरेलू कीटनािी और फसल उत्पाि के कटाई-पूवव या कटाई-पश्चात उपचार के जलए अन्य उत्पाि, अनुसंधान और जवकासात्मक गजतजवजधयों के जलए, पंिीकरण संबंजधत आंकडों के सृिन के जलए और केवल कीटनािकों के सार् परीक्षण के जलए जनम्नजलजखत ितों के अध्यधीन रहते हुए, अर्ावत:् - (क) प्रजतबंजधत कीटनाजियों, सूक्ष्म िीवों, कूटबि और लाल जत्रभुि कीटनाजियों का आयात नहीं ककया िाएगा; (ख) छूट प्राप्त करन े के जलए या तो व्यजिगत रूप स े या आनलाइन प्रणाली के माध्यम स े जहतबि प्रयोगिालाओं या सगं ठन द्वारा, िैसा कक उपबंध-I म ें ह,ै प्रार्नव ापत्र किया िाएगा; (ग) ककसी वाजणजज्यक उद्देश्य के जलए आयाजतत मात्रा म ें उपयोिन न करने के जलए उपाबंध-I म ें जवजनर्िष्टव उपक्म जवजधमान्य प्रत्यायन प्रमाणपत्र के सार् किया िाएगा; (घ) प्रत् याजयत प्रयोगिालाओं के जलए राष्ट्रीय प्रत्यायन बोडव या बेहतर प्रयोगिाला व्य वसाय प्रत्याजयत प्रयोगिालाओं को, उनके प्रत्यायन का सत् यापन करने के पश्चात् छूट प्रिान की िाएगी; (ङ) केवल ऐस े कीटनािक उद्योग, जिन्ह ें वैज्ञाजनक और औद्योजगक अनुसंधान जवभाग द्वारा मान्यताप्राप्त और िो प्रत्याजयत प्रयोगिालाओं या बेहतर प्रयोगिाला व्यवसाय प्रत्यायन के जलए राष्ट्रीय प्रत्यायन बोडव द्वारा प्रत्याजयत छूट प्रिान करने के जलए जवचार करेगा; (च) छूट प्राप्त करन े के जलए सूचीबि और कृजि, सहकाररता और ककसान कल्याण जवभाग और वनस्ट्पजत संरक्षण, संगरोध एंव संग्रह जनििे ालय की वेबसाइट म ें प्रकाजित प्रयोगिालाए,ं केंद्रीय कीटनािी बोडव और पंिीकरण सजमजत के सजचवालय और वनस्ट्पजत संरक्षण, सगं रोध एव ं संग्रह जनिेिालय को वार्िवक ररपोटव जिसम े उनके द्वारा ककए हुए अनुसंधान और जवकास काय व का जववरण उपबंध-II म ें जवजनर्िवष्ट प्ररूप में व्यजिगत या आनलाइन प्रणाली के माध्यम स े समर्पवत करना आवश्यक होगा; The exemption referred to in paragraph 1 shall be for the purpose of importing sample quantity of, (i) insecticide formulation to the tune of up to twenty kilograms in a calendar year; (ii) technical insecticides to the tune of ten kilograms in a calendar year; (iii) plant growth regulators, household insecticides and other products for pre-harvest or post – harvest treatment of crop produce to the tune of five hundred grams in a calendar year, for research and developmental activities, registration related data generation and for carrying out experiments with the insecticides only, subject to following conditions, namely:- (a) there shall be no import of banned insecticides, micro- organisms, coded and red triangle insecticides; (b) an application as in Annexure-I shall be made by interested laboratories or organisation, either in person or through online system, for seeking exemption; (c) an undertaking as specified in Annexure-I for not diverting the imported quantity for any commercial purpose shall be furnished along with valid accreditation certificate; (d) the National Accreditation Board for Accredited Laboratories or Good Laboratory Practices accredited laboratories shall be exempted after verifying their accreditation; (e) only such insecticides industries recognised by the Department of Scientific and Industrial Research and having National Accreditation Board for Accredited Laboratories or Good Laboratory Practices accreditation shall be considered for exemption; (f) the laboratories enlisted for the exemption and published on the website of Department of Agriculture and Farmers Welfare and the Directorate of Plant Protection, Quarantine and Storage shall be required to provide annual report to the Secretariat of Central Insecticide Board and Registration Committee and the Directorate of Plant Protection, Quarantine and Storage giving details of the research and development work carried out by them, in the form specified in Annexure-II in person or through online system.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (g) the laboratory shall give an undertaking on non-judicial stamp paper that the imported quantity of insecticides shall be used only for research and development activities, registration related data generation and for carrying out experiments with the insecticides only and shall not be used in any manner for commercial activities; 3. Any laboratory contravening the provision of this notification or of any condition of exemption shall be punishable under the provisions of the Insecticides Act, 1968 and the Insecticides Rule, 1971. 4.
