सकती ह ै और आिार (ववत्तीय और अन्य सवससडी, लाभ और सेवाओं का लवक्षत ववतरण) अविवनयम, 2016 (एतिपु रातं

अविवनयम के रूप म ें संिर्भात) की िारा 4 की उप-िारा (4) के खंड (ख) के उप-खंड (ii) के साथ परित उि वनयमों के
वनयम 5 के तहत इस ेअविसूवचत दकया जा सकता ह।ै ।
और जबदक, उि वनयमों के वनयम 3 के उप-वनयम (1) के तहत यथा वनिााररत हा/ंनहीं या/और ईकेवाईसी
प्रमाणीकरण सुवविाओं (एतिपु रांत उि उद्देश्य के रूप में संिर्भात) का उपयोग करते हुए उि एजेंसी द्वारा आयोवजत
राष्ट्रीय स्तर की वचदकत्सा परीक्षाओं के वववभन्न चरणों के िौरान उम्मीिवारों की पहचान सत्यावपत करने के वलए आिार
प्रमाणीकरण दकया जाएगा और उि उद्देश्य के वलए आिार प्रमाणीकरण का प्रिशान स्वैवछिक आिार पर होगा और उि
मंत्रालय/ववभाग/एजेंसी केवल उि उद्दश्े य के वलए आिार प्रमाणीकरण करेगी।
अतः, अब अविवनयम की िारा 4 की उपिारा (4) के खंड (ख) के उपखडं (ii) के साथ परित उि वनयमों के वनयम
5 के अनुसरण म,ें केन्द्रीय सरकार उि मंत्रालय/ववभाग/संस्था के माध्यम स े वनम्नवलवखत को अविसूवचत करती ह,ै अथाात्:-
1. 1. अविवनयम म ें दकए गए प्राविान के अनुसार मंत्रालय/ववभाग/एजेंसी प्रमाणीकरण के प्रयोजन के वलए आिार संख्या
िारक की सहमवत प्राप्त करेगा।
2. उि वनयमों के वनयम 3 के उप-वनयम (2) के अनुसार, आिार प्रमाणीकरण स्वैवछिक आिार पर ह,ै
मंत्रालय/ववभाग/एजेंसी आिार संख्या िारक को पहचान के वैकवल्पक और व्यवहाय ा सािनों के बारे म ें सूवचत करेगा और
आिार संख्या िारक को आिार के प्रमाणीकरण स े इनकार करने या असमथा होन े पर कोई भी सेवा प्रिान करने स े इनकार
नहीं करेगा, अथाात,्
क. स्थायी खाता संख्या (पैन) काडा
ख. पासपोर्ा
ग. मतिाता पहचान पत्र
घ. मोर्र वाहन अविवनयम, 1988 के अतं गता लाइसेंससंग प्राविकरण द्वारा जारी ड्राइसवंग लाइसेंस।
2. यह अविसूचना भारत सरकार के दिनांक 22 अगस्त, 2025 के राजपत्र अविसूचना संख्या सां.आ. 3867 (अ.) के
अवििमण म ेंजारी की जा रही ह ैऔर यह सरकारी राजपत्र म ेंइसके प्रकाशन की वतवथ स ेप्रभावी होगी।

NOTIFICATION
New Delhi, the 8th September, 2025
S.O. 4085(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive
subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents
to establish identity, simplifies processes and promotes transparency and efficiency:
And whereas the Central Government in the Ministry of Electronics and Information Technology
(hereinafter referred to as the said Ministry), after consultation with the Unique Identification Authority of India
(UIDAI), had allowed vide its letter no. e.F.No.13(2)/2020-EG.II dated 29.07.2025 to the National Board of
Examination in Medical Sciences (NBEMS), Ministry of Health and Family Welfare (hereinafter referred to as the
said Ministry or the said Department or the said Agency), Government of India (hereinafter referred to as the said
Government) for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the
said Government/Ministry/Department/Agency may be allowed to perform authentication and be permitted the use of[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under
rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted
Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act).
And whereas, the Aadhaar authentication shall be performed for verifying identity of candidates during
various stages of national level medical examinations conducted by the said agency, using Yes/No or/and eKYC
authentication facilities (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the
said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the
said Ministry/Department/Agency shall perform the Aadhaar authentication only for the said purpose.
Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section
(4) of section 4 of the Act, the Central Government through the said Ministry/Department/entity hereby notifies the
following, namely:—
1. 1. The Ministry/Department/Agency, as provided in the Act, shall obtain the consent of the Aadhaar number
holder for the purpose of authentication herein.
2. As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis the
Ministry/Department/Agency shall inform to the Aadhaar number holder of alternate and viable means of
identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo
Aadhaar authentication namely,
a. Permanent Account Number (PAN) card
b. Passport
c. Voter Identity Card
d. Driving License issued by the Licensing Authority under the Motor Vehicle Act, 1988.
2. This notification is being issued in supersession of Gazette Notification No S.O. 3867(E) of Government of
India dated 22nd August, 2025 and shall come into effect from the date of its publication in the official Gazette.
