या करने का लोप दकया गया ह,ै स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय मनजिदकत्सा संस्ट्थान, कांके, रांची म ें जचदकत्सा अजभलेख तकनीजियन के पि पर भती की पद्धजत का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनात े ह,ैं अथावत्:- 1. संजिप्त नाम और प्रारंभ: (1) इन जनयमों का संजिप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय मनजिदकत्सा संस्ट्थान, कांके, रांची, जचदकत्सा अजभलेख तकनीजियन (समूह ‘ग’ पि) भती जनयम, 2022 ह ै। (2) ये रािपत्र म ेंउनके प्रकािन की तारीख को प्रवृत्त होंग े । 2. पि की सख्ं या, वगीकरण और वते न मरै रक्स म ें स्ट्त र- उि पि की संख्या, उसका वगीकरण और इससे सलं ग्न वेतन मैररक् स म ें स्ट् तर वह होगा िो इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तंभ (2) स े स्ट्तंभ (4) में जवजनर्िष्टव ह ै। 3. भती की पद्धजत, आय-ु सीमा, अहतव ाएं, आदि- भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उससे जिसने ऐस े व्यजि स,े जिसका पजत या जिसकी पत्नी िीजवत ह,ै जववाह दकया ह ैया जववाह की संजविा की ह;ै या (ख) जिसन े अपने पजत या अपनी पत्नी के िीजवत रहते हुए, दकसी व्यजि स े जववाह दकया ह ै या जववाह की संजविा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा : परंत ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह, ऐस े व्यजि और जववाह के अन्य पिकार को लागू स्ट्वीय जवजध के अधीन अनज्ञु ेय ह ैऔर ऐसा करने के जलए अन्य आधार ह,ैं तो वह दकसी व्यजि को इस जनयम के प्रवतवन स े छूट िे सकेगी । 5. जिजथल करन े की िजि: िहााँ केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहा ाँ वह उसके जलए िो कारण ह ैं उनको लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी वग व या प्रवग व के व्यजियों की बाबत आििे द्वारा जिजथल कर सकेगी । 6. व्यावजृ त्त: इन जनयमों की कोई बात ऐसे आरिण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभाव नहीं डालेगी जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछडे वगों, भूतपूव व सैजनकों और अन्य जविषे प्रवग व के व्यजियों के जलए उपबंध करना अपेजित ह ै। अनसु चू ी पि का नाम पि की संख्य ा वगीकरण वते न मरै रक्स म ेंस्ट्त र चयन या अचयन पि (1) (2) (3) (4) (5) जचदकत्सा अजभलेख 1 *(2022) साधारण केंरीय सेवा, वेतन मैररक् स में स्ट् तर-4 (25500-81100 अचयन तकनीजियन रुपये) *कायवभार के समूह ‘ग’, अरािपजत्रत, आधार पर अननुसजचवीय पररवतवन दकया िा सकता ह।ै सीध ेभती दकए िान ेवाले व्य जियों के जलए आय-ु सीमा सीधे भती दकए िाने वाले व् यजियों के जलए अपेजित िैजिक और अन् य अहतव ाएं (6) (7) 18 से 27 वषव के बीच। 1. दकसी मान्यताप्राप्त बोडव या जवश्वजवद्यालय से 12वीं किा उत्तीणव। (केंरीय सरकार द्वारा समय-समय पर िारी दकए गए अनुििे ों या आििे ों के अनुसार जवभागीय अभ्यर्थवयों के जलए साधारण अभ्यर्थवयों 2. दकसी मान्यताप्राप्त संस्ट्थान या प्रजििण केंर से जचदकत्सा की ििा म ें आयु जिजथल करके चालीस वषव तक और अनुसूजचत अजभलेख तकनीजियन में जडप्लोमा । िाजतयों या अनुसजू चत िनिाजतयों के अभ्यर्थवयों की ििा में आयु रटप्पण 1: अहतव ाएाँ अन्यथा सुअर्हतव अभ्यर्थवयों की ििा में जिजथल करके पैंतालीस वषव तक की िा सकती ह।ै ) सिम प्राजधकारी के जववेकानुसार जिजथल की िा सकती ह ै। रटप्पण 1: आय-ु सीमा अवधाररत करने के जलए जनणावयक तारीख रटप्प ण 2: अनुभव संबंधी अहवताएं सिम प्राजधकारी के अभ्यर्थवयों स े आविे न प्राप्त करन े के जलए जनयत की गयी अंजतम जववेकानुसार, उन कारणों के जलए िो लेखबद्ध दकए िाएं, तारीख होगी न दक वह अंजतम तारीख िो असम, मेघालय, अरुणाचल अनुसूजचत िाजतयों या अनुसजू चत िनिाजतयों के अभ्यर्थवयों प्रििे , जमज़ोरम, मजणपुर, नागालैंड, जत्रपुरा, जसदिम, जहमाचल प्रिेि की ििा में तब जिजथल की िा सकती हैं, िब चयन के दकसी के लाहोल और स्ट्पीजत जिला तथा चंबा जिले का पांगी उपखंड और प्रक्म पर सिम प्राजधकारी की यह राय ह ै दक उनके जलए लद्दाख, अंडमान और जनकोबार द्वीपसमूह और लिद्वीप संघ राज्य- आरजित ररजियों को भरने के जलए अपेजित अनुभव रखने िेत्रों के अभ्यर्थवयों के जलए जवजहत की गयी है। वाले उन समुिायों के अभ्यर्थवयों के पयावप्त संख्या में उपलब्ध होने की सम्भावना नहीं ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 सीध ेभती दकए िान ेवाले पररवीिा की भती की पद्धजत: भती प्रोन्न जत या प्रजतजनयजु क्त या आमले न द्वारा भती की ििा म ें व् यजियों के जलए जवजहत अवजध, यदि सीधी होगी या व ेश्रजे णया ंजिनस ेप्रोन्न जत या प्रजतजनयजु क्त या आमले न दकया आय ुऔर िजै िक अहतव ाएं प्रोन्न जत द्वारा या िाएगा कोई हो प्रोन्न त व्य जक्त यों की ििा म ें प्रजतजनयजु क्त या लाग ूहोंगी या नहीं आमले न द्वारा तथा जवजभन्न पद्धजतयों द्वारा भरी िान ेवाली ररजक्त यों की प्रजतितता (8) (9) (10) (11) आयु: नहीं िो वष व(सीधे प्रोन्नजत द्वारा जिसके प्रोन्नजत: वेतन मैररक्स में स्ट्तर-2 (19900-63200 रुपये) में िैजिक अहतव ा: हााँ भती दकए न हो सकने पर सीधी ऐसे जचदकत्सा अजभलेख जलजपक जिन्होंने उस श्रेणी में आठ िाने वाले भती द्वारा। वष वजनयजमत सेवा की ह।ै व्यजियों के रटप्पण: िहां ऐस े कजनष्ठ व्यजियों के संबंध में, जिन्होंने जलए) अपनी अहकव या पात्रता सेवा पूरी कर ली है, प्रोन्नजत के जलए जवचार दकया िा रहा हो, वहां उनसे ज्येष्ठ व् यजियों के संबंध में भी जवचार दकया िाएगा, परंतु यह तब िब दक उनके द्वारा की गई ऐसी अहवक या पात्रता सेवा, अपेजित अहकव या पात्रता सेवा के आध े से अजधक से या िो वष व से, इसमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन् होंने ऐसी अहकव या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पररवीिा की अवजध सफलतापूववक पूरी कर ली हो। यदि जवभागीय प्रोन् नजत सजमजत ह ैतो उसकी संरचना November, 2022 G.S.R. 802(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, Group ‘C’ posts Recruitment Rules, 2018, in so far as they relate to the post of4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Medical Record Technician except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Medical Record Technician in the Ministry of Health and Family Welfare, the Central Institute of Psychiatry, Kanke, Ranchi,namely:- 1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, Medical Record Technician (Group ‘C’ Post) Recruitment Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix. - The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.– No person,- (a) who has entered into or contracted a marriage with any person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
