या जववाह की संजविा की ह;ै या (ख) जिसने अपन े पजत या अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजतिय से जववाह दकया ह ै या जववाह की सजं विा की ह।ै उतिय पि पर जनयुजतिय का पात्र नहीं होगा । परंतु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजतिय और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो वह दकसी व्यजतिय को इस जनयम के प्रवतान से छूट िे सकेगी। 5. जिजाल करन े की िजतिय --- िहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके ताा लोक सेवा आयोग से परामि ा करके, इन जनयम के दकसी उपबंध को दकसी वगा या प्रवग ा के व्यजतियय की बाबत आिेि द्वारा जिजाल कर सकेगी। 6. व्यावजृ ्त --- इन जनयम की कोई बात, ऐसे आरक्षण , आय-ु सीमा में छूट और अन्य िरयायत पर प्रभाव नहीं डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे के अनुसार अनुसूजचत िाजतय , अनुसूजचत िनिाजतय , अन्य जपछडा वग,ा भूतपूवा सैजनक और अन्य जविेष प्रवग ा के व्यजतियय के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि की सखं य् ा वगीकरण वते न चयन पि सीध े भती दकए मिै रक् स म ें या अचयन िान ेवाल ेव्य जक्त य स्ट्त र पि के जलए आय-ु सीमा (1) (2) (3) (4) (5) (6) (1) पुस्ट्तकालय 02*(2023) साधारण केन् रीय सेवा, स् तर – 11 चयन लाग ू नहीं होता और सूचना *(कायाभार के आधार अननुसजचवीय (67700- अजधकारी 208700 पर पिरवतान दकया रािपजत्रत, समूह ‘क’ रू.) िा सकता ह)ै सीधी भती दकए िान े सीधी भती दकए िान े वाल े पिरवीक्षा की भती सीध ेहोगी या प्रोन्नजत द्वारा या वाल ेव्यजतियय के जलए व्यजतियय के जलए जवजहत आय ु अवजध, यदि प्रजतजनयजु तिय/आमले न द्वारा ताा जवजभन्न अपजे क्षत िजै क्षक और और िजै क्षक अहता ाएं प्रोन्नत कोई हो। पद्धजतय द्वारा भरी िान ेवाली िरजतियय अन्य अहता ाए ं व्यजतियय की ििा म ें लाग ू ह गी की प्रजतितता या नहीं। (7) (8) (9) (10) लाग ू नहीं होता लाग ू नहीं होता िो वषा प्रोन्नजत द्वारा जिसके न हो सकने पर प्रजतजनयुजतिय द्वारा जिसके अंतगता अल्पकाजलक संजविा भी ह।ै प्रोन्नजत या प्रजतजनयजु तिय या आमले न द्वारा भती की ििा म ेंव ेश्रजे णया ंजिनस ेप्रोन्नजत या प्रजतजनयुजतिय या आमले न दकया िाना ह।ै (11) प्रोन्नजत : वेतन मैिरक्स (44900-142400 रु.) के स्ट्तर 7 म ें स े सहायक पुस्ट्तकालय और सूचना अजधकारी जिन्ह ने उस श्रेणी म ें नौ वषा जनयजमत सेवा की ह,ै जिनके पास दकसी मान्यताप्राप्त जवश्वजवद्यालय अावा सस्ट्ं ाान स े पुस्ट्तकालय जवज्ञान या पुस्ट्तकालय और सूचना जवज्ञान में स्नातक जडग्री ह ै और जिन्ह न े पस्ट्ु तकालय और सूचना जवज्ञान के क्षेत्र म ें िो स े चार सप्ताह का प्रजिक्षण सफलतापूवाक पूरा दकया हो। िटप्पणी 1. इन जनयम की अजधसूचना की तारीख पर जनयजमत आधार पर वेतन मैिरक्स में स्ट्तर 7 में सहायक पुस्ट्तकालय[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 और सूचना अजधकारी का पि धािरत करने वाल ेव्यजतिय के जलए पात्रता सेवा सात वषा तक रहगे ी। िटप्पणी 2. िहां ऐसे कजन्ठ व्यजतियय के संबंध म ें जिन्ह ने अपनी अहका या पात्रता सेवा परू ी कर ली ह ै या पोन्नजत के जलए जवचार दकया िा रहा हो, वहां उनसे ज्ये्ठ व्यजतियय के संबंध म ें भी जवचार दकया िाएगा परंत ु यह तब िब दक उनके द्वारा की गई ऐसी अहका या पात्रता सेवा, अपेजक्षत अहका या पात्रता सेवा के आध े से अजधक से या िो वष ा से, इनम ें स े िो भी कम हो, कम न हो और उन्ह न े अपने ऐस े कजन्ठ व्यजतियय सजहत, जिन्ह ने ऐसी अहका या पात्रता सेवा पहल े ही परू ी कर ली ह,ै अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पिरवीक्षा के अवजध सफलतापूवाक पूरी कर ली हो। प्रजतजनयजु तिय (अल्पकाजलक सजं विा सजहत) केंरीय सरकार या राज्य सरकार या सघं राज्यक्षेत्र या जवश्वजवद्यालय या मान्यताप्राप्त अनुसंधान संस्ट्ााओं या पजल्बक सैक्टर उपक्म या अधासरकारी या कानूनी या स्ट्वायत जनकाय के अधीन ऐस ेअजधकारी (क) (i) िो मूल काडर या जवभाग म ेंजनयजमत आधार पर सििृ पि धारण दकए हुए ह;ैं या (ii) जिन्ह ने अपने मलू काडर या जवभाग म ें वेतन मैिरक्स म ें स्ट्तर 10 या समकक्ष पि पर पांच वषा जनयजमत सेवा की ह;ै या (iii) जिन्ह ने अपन े मूल काडर/जवभाग में वेतन मैिरक्स म ें स्ट्तर 9 अावा समकक्ष पि पर सात वषा की जनयजमत सेवा की ह;ै या (iv) जिन्ह ने अपने मलू काडर/जवभाग में वेतन मैिरक्स के स्ट्तर 8 अावा समकक्ष पि पर आठ वष ा की जनयजमत सेवा की ह;ै या (v) जिन्ह ने अपन ेमूल/जवभाग में वेतन मैिरक्स के स्ट्तर 7 अावा समकक्ष पि पर नौ वषा की सेवा की ह;ै और (ख) जिनके पास जनम्नजलजखत िैजक्षक अहकाताएं और अनुभव ह ै ; आवश्यक : (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्ाान से पुस्ट्तकालय जवज्ञान या पुस्ट्तकालय और सूचना जवज्ञान में मास्ट्टर जडग्री; (ii) केंरीय या राज्य सरकार अावा स्ट्वाय्त या कानूनी संगठन या पजललक सेक्टर उपक्म या जवश्वजवद्यालय या मान्यताप्राप्त अनुसंधान या िैक्षजणक संस्ट्ाा के अधीन दकसी पुस्ट्तकालय म ेंपांच वष ा का वृज्त य अनुभव। वाछं नीय : (i) केंरीय या राज्य सरकार अावा स्ट्वायत या कानूनी संगठन या पजललक सेक्टर उपक्म या जवश्वजवद्यालय या मान्यताप्राप्त अनुसंधान या िक्षै जणक संस्ट्ाा के अधीन दकसी पुस्ट्तकालय म ें पुस्ट्तकालय कायाकलाप का कंप्यटू रीकरण म ेंएक वषा का अनुभव (ii) पुरातत्वीय या धरोहर साजहत्य जवषय से संबंजधत मामल म ेंएक वषा का वृज्त क अनुभव (iii) दकसी मान्यताप्राप्त जवश्वजवद्यालय या सस्ट्ं ाान से कंप्यूटर अनप्रु योग म ेंजडप्लोमा िटप्पणी 1. पोषक प्रवगा में ऐस े जवभागीय अजधकारी िो प्रोन्नजत की सीधी पंजतिय में ह ै प्रजतजनयुजतिय/आमले न पर जनयुजतिय के जलए जवचार दकए िाने के पात्र नहीं ह गे। इसी प्रकार प्रजतजनयुजतिय अजधकारी प्रोन्नजत द्वारा जनयुजतिय के जलए जवचार दकए िाने के पात्र नहीं ह गे। िटप्पणी 2. प्रजतजनयुजतिय की अवजध (अल्पकाजलक संजविा सजहत) जिसके अंतगात केंरीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजतिय स े ठीक पहल े धािरत दकसी अन्य काडर ब्राह्म पि पर प्रजतजनयुजतिय (जिसके अंतगात अलपकाजलक संजविा भी ह)ै की अवजध ह ैसाधारणतया चार वषा से अजधक नहीं होगी। िटप्पणी 3. प्रजतजनयुजतिय (जिसके अंतगात अल्पकाजलक संजविा भी ह)ै द्वारा जनयुजतिय के जलए अजधकतम आयु सीमा आवेिन प्राप्त करन े की अंजतम तारीख को छप्पन वषा स ेअजधक नहीं होगी। यदि जवभागीय प्रोन्नजत सजमजत ह,ै तो उसकी सरं चना भती करन े म ें दकन पिरजस्ट्ाजतय म ें सघं लोक सवे ा आयोग स े परामि ादकया िाएगा (12) (13) जवभागीय प्रोन्नजत सजमजत िो जनम्नजलजखत से जमलकर संघ लोक सेवा आयोग से परामिा आवश्यक ह।ै बनेगी : (1) अध्यक्ष या सिस्ट्य, संघ लोक सेवा आयोग- अध् यक्ष; MINISTRY OF CULTURE (Archaeological Survey of India) NOTIFICATION New Delhi, the, 28th July 2023 G.S.R. 564(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Culture, Archaeological Survey of India, Library and Information Officer and Senior Library and Information Officer Recruitment Rules, 2018, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Library and Information Officer in the Archaeological Survey of India, Ministry of Culture, namely:- 1. Short title and Commencement.- (1) These rules may be called the Ministry of Culture, Archaeological Survey of India, Library and Information Officer Recruitment Rules, 2023. (2) They shall come into force on the date of their publications in the Official Gazette. 2.Number of posts, classification and level in the pay matrix.- The number of the posts, its classification and level in the pay matrix attached therto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualification etc.- The method of recruitment to the posts, age-limit, qualification and other matters relating thereto shall be as specified in column (5) to (13) of the aforesaid Schedule. 4. Disqualification.- No person,- (a) who, has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for doing so, exempt any person from the operation to this rule. 5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may , by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons in consultation with Union Public Service Commission. 6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation (including short-term contract): Officers under the Central Government or State Government or Union territories or Universities or Recognised Research Institutions or6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Public Sector Undertakings or Statutory or Autonomous bodies: (A)(i) holding analogous post on a regular basis in the parent cadre or Department; or (ii) with five years’ regular service in posts in level-10 in the pay matrix or eauivalent in the parent cadre or department; or (iii) with seven years regular service in posts in level-9 in the pay matrix or equivalent in the parent cadre or department; or (iv) with eight years regular service in posts in level-8 in the pay matrix or equivalent in the parent cadre or department; or (v) with nine years regular service n posts in level-7 in the pay matrix or equivalent in the parent cadre or department; and (b) Possessing the educational qualifications and experience as under: Essential: (i)Master’s degree in Library science or Library and Information Science of a Recognised University or Institute; (ii) Five years professional experience in a Library under Central or State Government or Union Territories or Autonomous or Statutory Organisation or Public Sector Undertaking/ or University or recognised Research or educational Institution. Desirable: (i) One year experience of computerising Library activities in a Library under the Central or State Government or Union territories or Autonomous or Statutory organisation or Public Sector Undertaking or University or recognised Research or educational Institution. (ii) One year professional experience in dealing with subjects relating to Archaeological or Heritage related literature. Note 1:-The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2 :-The period of deputation (Including short term contract) including the period of deputation (Including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not exceed four years. Note 3:-The maximum age limit for appointment by deputation (Including short term contract) shall not exceeding fifty six years as on the last date of receipt of applications. [F.
