L.-33004/99 ससीी..जजीी..--डडीी..एएलल..--अअ..--2255005522002266--227722884444 CCGG--DDxLLx--xEEG--I22D55H00x55x22x00 2266--227722884444 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 363] नई दिल्ली, सोमवार, मई 25, 2026/ज्य ष्े ठ 4, 1948 No. 363] NEW DELHI, MONDAY, MAY 25, 2026/JYAISTHA 4, 1948 यवु ा कायक्रय म और खले मत्रं ालय (खले जवभाग) अजधसचू ना नई दिल्ली, 22 मई, 2026 सा.का.जन. 404(अ).—केंद्रीय सरकार राष्ट्रीय खले िासन अजधजनयम, 2025 (2025 का 25) की धारा 31 की उपधारा (1) तथा उपधारा (2) के खडं (घ), (च), (छ), (ि), (झ), (ि) और (न) द्वारा प्रित्त िजियों का प्रयोग करत े हुए जनम्नजलजखत जनयम बनाती ह,ै अथायत:— 1. सजं िप्त नाम और प्रारंभ (1) इन जनयमों का संजिप्त नाम राष्ट्रीय खेल िासन (राष्ट्रीय खले बोडय) जनयम, 2026 ह।ै (2) य े जनयम रािपत्र म ेंप्रकािन की तारीख स े प्रभावी होंगे। 2. पररभाषाए.ँ - (1) इन जनयमों म,ें िब तक संिभ य स े अन्यथा अपेजित न हो,— (क) “अजधजनयम” स ेराष्ट्रीय खले िासन अजधजनयम, 2025 (2025 का 25) अजभप्रेत ह;ै 3679 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) “बोडय” स े अजधजनयम की धारा 5 की उपधारा (1) के अतं गतय स्ट्थाजपत राष्ट्रीय खले बोड य अजभप्रेत ह;ै (ग) “अध्यि” स े अजधजनयम की धारा 5 के अंतगयत जनयिु अध्यि अजभप्रेत ह;ै (घ) “सजमजत” का वही अथय होगा जिससे राष्ट्रीय खेल बोडय (खोि-सह-चयन सजमजत) जनयम, 2026 के जनयम 2 के उप जनयम 1 की धारा (ङ) अजभप्रेत ह;ै (ङ) “सिस्ट्य” स ेअजधजनयम की धारा 5 के अंतगयत जनयिु सिस्ट्य अजभप्रेत ह ैऔर इसम ेंअध्यि िाजमल ह;ै (2) इन जनयमों म ेंप्रयिु िब्िों और पि, िो इसमें पररभाजषत नहीं ह,ै दकन्त ुअजधजनयम म ेंपररभाजषत ह,ैं के क्रमिः वही अथ य होंगे, िो उनके अजधजनयम म ेंह।ैं 3. बोडय की बनावट. - केंद्रीय सरकार राष्ट्रीय खले बोड य (खोि-सह-चयन सजमजत) जनयम, 2026 के अतं गतय गरठत खोि-सह- चयन सजमजत द्वारा अनुसंजित नामों के पैनल स ेबोडय के अध्यि और िो सिस्ट्यों को जनयिु करेगी। 4. जवत्तीय और अन्य जहतों की घोषणा. - अध्यि और प्रत्येक सिस्ट्य अपना पि ग्रहण करन े स े पहले और वार्षयक आधार पर अपनी आजस्ट्तयों, िने िाररयों, जवत्तीय और अन्य जहतों की घोषणा केंद्रीय सरकार द्वारा जवजनर्ियष्ट दकए गए प्ररूप और रीजत स े करेगा और यह वचन िगे ा दक उसका ऐसा कोई जवत्तीय और अन्य जहत नहीं ह ैजिससे अध्यि या सिस्ट्य के रूप, यथाजस्ट्थजत, म ें उसके काय य को प्रजतकूल रूप स े प्रभाजवत करन े की संभावना हो । 5. अध्यि और सिस्ट्यों का कायकय ाल. - (1) अध्यि और प्रत्येक सिस्ट्य का काययकाल उनके पि ग्रहण करने की तारीख स ेतीन वषय की अवजध के जलए या पैंसठ वषय की आय ु प्राप्त करन े तक, िो भी पहल े हो, होगा । (2) अध्यि या अन्य कोई सिस्ट्य उसके काययकाल के िौरान दकसी अभी अंतरराष्ट्रीय खेल जनकाय, राष्ट्रीय खले जनकाय या उनकी संबद्ध इकाई, या दकसी राष्ट्रीय खले संवधयन संगठन म ें दकसी भी पि पर नहीं रहगे ा । 6. पनु :जनयजु ि के जलए चयन. - (1) बोड य के अध्यि या सिस्ट्य के रूप म ें पनु : जनयुजि के जलए कोई भी चयन राष्ट्रीय खले बोडय (खोि-सह-चयन सजमजत) जनयम, 2026 के अनुसार दकया िाएगा । (2) जनयम 5 के उप जनयम 1 के अधीन जवजनर्ियष्ट आय ु सीमा के अध्यधीन अध्यि और सिस्ट्य एक और काययकाल हते ु पुन:जनयुजि के जलए पात्र होंगे । 7. सिस्ट्यों का त्यागपत्र. - अध्यि और अन्य सिस्ट्य, केंद्रीय सरकार को संबोजधत जलजखत रूप म ें नोरटस द्वारा अपन े पि स े इस्ट्तीफा ि े सकत े ह ैं और केंद्रीय सरकार द्वारा इस त्यागपत्र को स्ट्वीकार दकए िान े की जस्ट्थजत म ें यह समझा िाएगा दक वे अपन े पि स ेकाययमुि हो गए ह ैं। 8. अध्यि और सिस्ट्यों को पि स े हटाना. - (1) केंद्रीय सरकार द्वारा बोडय के अध्यि या दकसी अन्य सिस्ट्य को हटा दिया िाएगा िो- (क) दिवाजलया घोजषत कर दिया गया हो, या[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (ख) दकसी ऐसे अपराध के जलए िोषी ठहराया गया हो जिसम ें केंद्रीय सरकार की राय म ें नैजतक अधमता िाजमल हो ; या (ग) िारीररक या मानजसक रूप स े अध्यि या एक सिस्ट्य, यथाजस्ट्थजत, के रूप म ेंकाय य करने म ेंअसिम हो गया हो; या (घ) कोई ऐसा जवत्तीय या अन्य जहत प्राप्त कर चुका हो जिससे अध्यि या सिस्ट्य के रूप म ें उसके कायों को प्रजतकूल रूप स े प्रभाजवत करन े की संभावना हो । (2) दकसी भी सिस्ट्य को उप जनयम (1) के खंड (ग) और (घ) म ेंजवजनर्ियष्ट दकसी भी आधार पर तब तक नहीं हटाया िाएगा िब तक की उसे प्रस्ट्ताजवत कारयवाई के संबंध म ें कोई अभ्यावेिन करने का उजचत अवसर प्रिान नहीं दकया िाता । 9. अध्यि और सिस्ट्यों का वते न. - (1) केंद्रीय सरकार या राज्य सरकार या भारत म ेंकानूनी जनकाय या स्ट्वायत्त संगठनों के कमयचारी जिस े प्रजतजनयुजि आधार पर बोड य के अध्यि या सिस्ट्य के रूप म ें जनयिु दकया गया ह,ै को, अध्यि के मामले म ें उतनी राजि वेतन और भत्त ेके रूप म ेंिी िाएगी िो भारत सरकार के सजचव के जलए लाग ूहो तथा सिस्ट्य के मामल ेम ेंभारत सरकार के अपर सजचव के जलए लागू हो और इन जनयुजियों के जनयम और ित ें प्रजतजनयुजि के जलए लाग ू जवद्यमान जनयमों के अनुसार होंग े । (2) उप जनयम (1) के अधीन िाजमल नहीं दकए गए दकसी अन्य व्यजि जिसे बोड य के अध्यि या सिस्ट्य के रूप म ें जनयुि दकया गया ह ैको जनम्नजलजखत जवकल्प दिए िाएगं े : (क) अध्यि के मामल े म ें उतनी राजि वेतन और भत्त ेके रूप म ेंिी िाएगी िो भारत सरकार के सजचव के जलए लाग ू हो तथा सिस्ट्य के मामल े म ेंभारत सरकार के अपर सजचव के जलए लाग ू हो;या (ख) अध्यि के मामले म ें पांच लाख बासठ हिार पांच सौ रुपए (जनधायररत) प्रजतमाह (जबना घर और कार) तथा सिस्ट्य के मामले म ें पांच लाख रुपए (जनधायररत) प्रजतमाह समेदकत वेतन (जबना घर और कार), जिसे केंद्रीय सरकार द्वारा समय-समय पर संिोजधत दकया िा सकता ह ै। (3) वह व्यजि िो केंद्रीय सरकार या राज्य सरकार स ेदकसी भी प्रकार की पिें न प्राप्त कर रहा ह,ै उसके वेतन को उसके द्वारा आहरय रत पेंिन की सकल राजि स े कम दकया िाएगा । 10. छुट्टी यात्रा और अन्य भत्त.े - (1) अध्यि और सिस्ट्य, अध्यि के मामले म ेंभारत सरकार के सजचव के जलए अनुज्ञेय छुट्टी, यात्रा और अन्य भत्तों के हकिार होंगे और सिस्ट्यों के मामलों म ेंभारत सरकार के अपर सजचव के जलए अनज्ञु ेय अनुज्ञेय छुट्टी, यात्रा और अन्य भत्तों के । (2) अध्यि और सिस्ट्यों के पास जनम्नजलजखत जवकल्प होंग े : (क) भारत सरकार के समूह 'क' पि धारण करन ेवाल ेअजधकाररयों को स्ट्वीकाय यजनयमों के अनुसार केंद्रीय सरकार द्वारा प्रिान की िाने वाली आवास सुजवधा का लाभ उठाना; या (ख) अध्यि के मामल ेम ेंभारत सरकार के सजचव के जलए लागू और सिस्ट्यों के मामलों भारत सरकार के अपर सजचव के जलए लाग ू मकान दकराए की प्रजतपूर्तय के जलए पात्र होंगे; परंतु यह उपजनयम उन व्यजियों पर लाग ू नहीं होगा िो बोडय के अध्यि या सिस्ट्य के रूप म ें जनयुि दकए गए ह ैं जिन्होंन े जनयम 9 के उपजनयम (2) के खडं (ख) के अतं गतय समेदकत वेतन का जवकल्प चनु ा ह ै।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 11. केंद्रीय सरकार स्ट्वास्ट््य योिना के जलए हकिार. - अध्यि और सिस्ट्य इस संबंध म ेंकेंद्रीय सरकार द्वारा जनधायररत जनयमों और ितों पर केंद्रीय सरकार स्ट्वास्ट््य योिना के लाभों के जलए हकिार होंग े । 12. बोडय की िजिया ं और काय.य - (1) अजधजनयम के अधीन प्रिान दकए गए बोड य के कायों के अलावा, बोड य जनम्नजलजखत कायों का जनष्पािन करेगा, अथायत्:- (क) बोड य राष्ट्रीय खले प्रिासन (राष्ट्रीय खेल जनकाय) जनयम, 2026 के उपबंधों के अनुसार राष्ट्रीय खेल जनवायचन पनै ल का एक रोस्ट्टर बनाएगा; (ख) बोड य राष्ट्रीय खेल प्रिासन (राष्ट्रीय खले जनकाय) जनयम, 2026 के उपबंधों के अनुसार बोडय के साथ पंिीकृत राष्ट्रीय खले जनकायों की संबद्ध इकाइयों का एक रजिस्ट्टर बनाएगा; और (ग) राष्ट्रीय खेल चुनाव पैनल की सूची िो खडं (क) म ें जनर्िष्टय ह ै और राष्ट्रीय खले जनकायों की संबद्ध इकाइयों का रजिस्ट्टर िो खंड (ग) म ें जनर्ियष्ट ह,ै भारतीय साक्ष्य अजधजनयम, 2023 (2023 का 47) की धारा 74 के अथय के भीतर सावयिजनक िस्ट्तावेि होंगे। (2) अजधजनयम की धारा 6 म ें जनर्ियष्ट बोड य की िजियों के अलावा, बोडय जनमजलजखत भी कर सकता ह ै- (क) खले प्रिासन के मामलों के संबंध म ें मॉडल दििाजनिेिों या जवजनयमों को जनर्ियष्ट करना, िैसा दक केंद्रीय सरकार द्वारा जनर्ियष्ट या संिर्भयत दकया िा सकता ह,ै जिसम ेंराष्ट्रीय खेल जनकायों की सजमजतयों के गठन, सचं ालन और प्रदक्रयाओं के संबधं म ें िाजमल ह;ै (ख) भारत म ेंखेल प्रिासन के मामलों के संबंध म ेंसंबंजधत जहतधारकों के साथ परामि य करना; (ग) राष्ट्रीय खले जनकायों और उनकी संबद्ध इकाइयों को खेल प्रिासन पर अंतराष्ट्रय ीय अनुबधं ों और सवोत्तम अंतरराष्ट्रीय प्रथाओं को अपनाने की जसफाररि करना; और (घ) खेल प्रिासन के मामलों के संबंध म ेंअंतरायष्ट्रीय खेल जनकायों के सहयोग सजहत प्रजििण काययक्रम, काययिालाए,ं सेजमनार और सम्मेलन आयोजित करना। 13. अवजिष्ट उपबधं . - वे मामले जिनके संबंध म ें इन जनयमों म ें कोई स्ट्पष्ट उपबंध नहीं दकया गया ह,ै उनके जनणयय के जलए केंद्रीय सरकार को संिर्भयत दकया िाएगा। 14. वार्षकय लखे ा जववरण तथा अन्य ससु गं त अजभलखे . - (1) प्रत्येक जवत्तीय वषय के अंत म,ें बोडय भारत सरकार जनयंत्रक एवं महालेखा परीिक द्वारा जनर्ियष्ट सांजवजधक जनकायों हते ु जवजहत प्रपत्र एव ंरीजत के अनुसार अपने वार्षयक लेखा जववरण, तुलन पत्र, आय एवं व्यय लेखा तथा प्राजप्त एव ंभुगतान लेखा तयै ार करेगा। (2) बोड य के अनुमोदित लेखा जववरण, लेखा परीिा के प्रयोिनाथय, जवत्तीय वष य की समाजप्त से तीन माह के भीतर भारत के जनयंत्रक एवं महालेखा परीिक अथवा उनके द्वारा इस जनजमत्त जनयुि दकसी अन्य व्यजि को अग्रेजषत दकए िाएंगे।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (3) बोड य के वार्षयक लेखा जववरण, जिन्ह ें भारत के जनयंत्रक एवं महालेखा परीिक अथवा उनके द्वारा इस जनजमत्त जनयिु दकसी अन्य व्यजि द्वारा प्रमाजणत दकया गया हो, तथा प्रत्येक जवत्तीय वषय के संबंध में उस पर लेखा परीिा प्रजतवेिन सजहत, संसि के प्रत्येक सिन के पटल पर रख ेिाने हते ु बोड यद्वारा केंद्रीय सरकार को अग्रेजषत दकए िाएंगे। 15. लखे ों का रखरखाव. - बोडय जनयम 13 के उप-जनयम (1) म ें जवजनर्ियष्ट तलु न पत्र, आय एव ं व्यय लेखा तथा प्राजप्त एवं भुगतान खात े को संबंजधत वष यकी समाजप्त के पश्चात कम-स-े कम पाँच वषय की अवजध तक सुरजित रखेगा। 16. बोड य के िाखा कायालय य. - बोड,य आवश्यकता और उपयिु ता के आधार पर, और केंद्रीय सरकार की पूव य स्ट्वीकृजत के अधीन, एक या अजधक िाखा कायायलय स्ट्थाजपत करेगा। [फा. स.ं 12-12/2025 िीओवी -1 (खंड-II)] कुणाल, संयुि सजचव MINISTRY OF YOUTH AFFAIRS AND SPORTS (Department of Sports) NOTIFICATION New Delhi, the 22nd May, 2026 G.S.R. 404(E). — In exercise of the powers conferred by sub-section (1) and clauses (d), (f), (g), (i), (r) and (t) of sub-section (2) of section 31 of the National Sports Governance Act, 2025 (25 of 2025), the Central Government hereby makes the following rules, namely:– 1. Short title and commencement. – (1) These rules may be called the National Sports Governance (National Sports Board) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. – (1) In these rules, unless the context otherwise requires, – (a) “Act” means the National Sports Governance Act, 2025 (25 of 2025); (b) “Board” means the National Sports Board established under sub-section (1) of section 5 of the Act; (c) “Chairperson” means the Chairperson appointed under section 5 of the Act; (d) “committee” shall have the same meaning as provided under clause (e) to sub-rule (1) of rule 2 of the National Sports Board (Search-cum-Selection Committee) Rules, 2026; (e) “Member” means a Member appointed under section 5 of the Act, and includes the Chairperson. (2) Words and expressions used in these rules and not defined herein, but defined in the Act, shall have the meaning respectively assigned to them in the Act. 3. Composition of Board. – The Central Government shall appoint the Chairperson and two Members of the Board from the panel of names recommended by the Search-cum-Selection Committee constituted under the National Sports Board (Search-cum-Selection Committee) Rules, 2026.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. Declaration of financial and other interests. – The Chairperson and each of the Members shall, before entering upon his office, and shall declare his assets, liabilities, financial and other interests, on an annual basis, in the form and manner as specified by the Central Government and undertake that he does not have any such financial and other interest as is likely to prejudicially affect his functions as Chairperson or Member, as the case may be. 5. Term of office of Chairperson and members. – (1) The Chairperson and every other Member shall hold office for a term of three years from the date on which they enters upon their office or till they attain the age of sixty-five years, whichever is earlier. (2) The Chairperson or any Member shall not, during their term of office, hold any position in any International Sports Body, National Sports Body or their affiliate unit, or any National Sports Promotion Organisation. 6. Selection for re-appointment. – (1) Any selection for re-appointment as Chairperson or Member of the Board shall be undertaken in accordance with the provisions of National Sports Board (Search- cum-Selection Committee) Rules, 2026. (2) Subject to the age-limit specified under sub-rule (1) of rule 5, the Chairperson and Members shall be eligible for re-appointment for one more term. 7. Resignation of Members. – The Chairperson and any Member may, by notice in writing addressed to the Central Government, resign from his office, and on such resignation being accepted by the Central Government, shall be deemed to have vacated his office. 8. Removal from office of Chairperson or Member. – (1) The Central Government shall remove the Chairperson or any Member, of the Board, who — (a) has been adjudged as insolvent; or (b) has been convicted of an offence which, in the opinion of the Central Government, involves moral turpitude; or (c) has become physically or mentally incapable of acting as the Chairperson or a member, as the case may be; or (d) has acquired such financial or other interest as is likely to affect prejudicially his functions as the Chairperson or a Member, as the case may be. (2) No Member shall be removed on any grounds specified in clauses (c) and (d) of sub-rule (1) unless a reasonable opportunity is provided to him of making any representation against the proposed action. 9. Salary of Chairperson and Members. – (1) A person from the Central Government or State Government or statutory body or autonomous organisations in India, appointed as the Chairperson or Member of the Board on deputation shall be paid salary and allowances of such amount, as may be applicable to Secretary to the Government of India, in the case of the Chairperson and as may be applicable to Additional Secretary to the Government of India, in the case of Members, and the terms and conditions of such appointment shall be as per the extant rules applicable to deputation. (2) Any other person not covered under sub-rule (1), appointed as the Chairperson or Member of the Board shall be given the following options, namely:- (a) salary and allowances of such amount, as may be applicable to Secretary to the Government of India, in the case of the Chairperson and as may be applicable to Additional Secretary to the Government of India, in the case of Members; or[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (b) consolidated salary of five lakh sixty- two thousand and five hundred (fixed) per month (without house and car) in the case of Chairperson and five lakh rupees (fixed) per month (without house and car) in the case of the Members, which may be revised from time to time by the Central Government. (3) The salary of a person who is in receipt of any pension from the Central Government or a State Government shall be reduced by the gross amount of pension drawn by him. 10. Leave, travelling and other allowances. – (1) The Chairperson and Members shall be entitled to leave, travelling and other allowances as admissible to Secretary to the Government of India, in the case of the Chairperson and as admissible to Additional Secretary to the Government of India, in the case of the Members. (2) The Chairperson and Members shall have the option to - (a) avail accommodation to be provided by the Central Government as per the rules admissible to the Government of India officers holding Group ‘A’ post carrying the same pay; or (b) shall be eligible for reimbursement of house rent as applicable to Secretary to Government of India in the case of Chairperson, and as applicable to Additional Secretary to the Government of India, in the case of Members; Provided that this sub-rule shall not apply to persons appointed as the Chairperson or Member of the Board who opt for consolidated salary under clause (b) of sub-rule (2) of rule 9. 11. Entitlement to Central Government Health Scheme. – The Chairperson and Members shall be entitled to the benefits of the Central Government Health Scheme on the terms and conditions laid down by the Central Government in this behalf. 12. Powers and functions of Board. – (1) In addition to the functions of the Board as provided under the Act, the Board shall perform the following functions, namely:- (a) the Board shall maintain a roster of the National Sports Election Panel in accordance with the provisions of the National Sports Governance (National Sports Bodies) Rules, 2026; (b) the Board shall maintain a register of affiliate units of the National Sports Bodies registered with the Board in accordance with the provisions of the National Sports Governance (National Sports Bodies) Rules, 2026; and (c) the roster of the National Sports Election Panel specified in clause (a) and the register of the affiliate units of the National Sports Bodies specified in clause (c) shall be public documents within the meaning of section 74 of the Bharatiya Sakshya Adhiniyam, 2023 (47 of 2023). (2) In addition to the powers of the Board specified in section 6 of the Act, the Board may also - (a) specify model guidelines or regulations in relation to matters of sports governance, as may be specified by or referred to the Board by the Central Government, including with regard to the constitution, operation and procedures of the committees of the National Sports Bodies; (b) undertake consultations with relevant stakeholders in relation to matters of sports governance in India;8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (c) recommend adoption of international covenants and best international practices on sports governance to the National Sports Bodies and their affiliate units; and (d) organise training programmes, workshops, seminars and conferences, including through collaborations with International Sports Bodies, in relation to matters of sports governance. 13. Residuary provisions. – Matters with respect to which no express provision has been made in these rules shall be referred to the Central Government for its decision. 14. Annual statement of accounts and other relevant records. – (1) At the end of every financial year, the Board shall prepare its annual statements of accounts, balance sheet, income and expenditure account, and receipt and payment account in the form and manner as specified by the Comptroller and Auditor General of India, for statutory bodies of the Government of India. (2) The approved statement of accounts of the Board shall be forwarded to the Comptroller and Auditor General of India or any other person appointed by him on his behalf, for the purposes of audit, within three months of the end of the financial year. (3) The annual statement of accounts of the Board, as certified by the Comptroller and Auditor General of India or any other person appointed by him on his behalf, along with the audit report thereon for every financial year shall be forwarded by the Board to the Central Government, for laying before each House of Parliament. 15. Maintenance of accounts. – The Board shall preserve the balance sheet, the income and expenditure account, and the receipt and payment account, as referred to in sub-rule (1) of rule 13, for a period of at least five years, following the year to which they relate. 16. Branch offices of Board.– The Board may, based on need and expediency, and subject to prior approval of the Central Government, establish one or more branch offices. [ F.
