िह व्यजि- 3243 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) जिसने ऐस े व्यजि स े जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ै या जििाह की संजििा की ह;ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि स े जििाह दकया ह,ै या जििाह की संजििा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा: परन्त ु य‎दि केन्रीय सरकार का यह समाधान हो िाता ह ै ‎दक ऐसा जििाह ऐस े व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितान स ेछूट िे सकेगी। 5. जिजर्ल करन े की िजि- िहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहा ं िह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग स े परामि ा करके इन जनयमों के दकसी उपबधं को दकसी िगा या प्रिग ा के व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 6. व्यािृजत्त- इन जनयमों की कोई बात, ऐसे आरक्षण, आय ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी ‎दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूि ा सैजनकों और अन्य ‎जििेष प्रिग ा के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का पिों की संख्या िगीकरण िेतन म‎‎ट्रै रक्स म ें चयन या सीधे भती दकए िाने िाल े नाम स्ट्तर अचयन व्यजियों के जलए आय-ु सीमा पि (1) (2) (3) (4) (5) (6) (1) 1(एक)*(2023) साधारण केंरीय िेतन मैट्ररक्स में लाग ूनहीं आयु तीस िषा से अजधक नहीं। पुस्ट्तकालय * कायाभार के सेिा, समूह ‘ख’, स्ट्तर - 6 होता (केन्रीय सरकार द्वारा िारी दकए और सूचना आधार पर अरािप‎जत्रत, (35400- गए अनुिेिों या आिेिों के सहायक अनुसार सरकारी सेिकों के जलए प‎ट्ररितान ‎दकया अननुस‎जचिीय 112400 रु.) िा सकता ह ै पााँच िषा तक जिजर्ल की िा सकती ह)ै ट्रटप्पण: आय-ु सीमा अिधाट्ररत करने के जलए जनणाायक तारीख अभ्यार्र्ायों से आिेिन प्राप्त करन े के जलए जनयत की गई अंजतम तारीख होगी न दक िह अंजतम तारीख िो असम, मेघालय, अरूणाचल प्रिेि, जमिोरम, मजणपुर, नागालडैं , जत्रपुरा, जसदिम, जहमाचल प्रिेि के लाहोल और स्ट्पीजत जिल े तर्ा चम्बा-जिले के पांगी उपखंड, लद्दाख, अंिमान और जनकोबार द्वीप-समूह या लक्षद्वीप संघ राज्य क्षत्रे के अभ्यर्र्ायों के जलए जनयत[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 की गई अंजतम तारीख होगी। सीधी भती दकए िाने िाल े व्यजियों के सीधे भती दकए प‎ट्ररिीक्षा की भती की पद्ध‎जत ‎जलए अप‎जे क्षत ि‎जै क्ष‎क और अन्य अहतााएं। िाने िाले अि‎जध, य‎दि कोई सीधी भती होगी या प्रोन्न‎जत द्वारा व्यजियों के जलए या प्र‎जत‎जनयु‎जि/ आमेलन द्वारा हो। जिजहत आयु और तर्ा ‎जि‎जभन्न पद्धजतयों ‎द्वारा भरी िैजक्षक अहतााएं िाने िाली ‎ट्रर‎जियों की प्रोन्नत व्यजियों प्रजतितता की ििा में लाग ू होंगी। (7) (8) (9) (10) (क) आिश्यक अहता ाए ं लाग ूनहीं होता। िो िषा सीधी भती द्वारा (i) दकसी मान्यताप्राप्त जि्वजि्ालय या ट्रटप्पण: पिधारी के प्रजतजनयजु ि संस्ट्र्ान स े पुस्ट्तकालय जिज्ञान या ट्रटप्पण: केंरीय या लम्बी बीमारी या अध्ययन पुस्ट्तकालय और सूचना जिज्ञान में बैचलर सरकार द्वारा छुट्टी या दकन्हीं अन्य पट्ररजस्ट्र्जतयों जडग्री । यर्ाजिजहत के अधीन एक िषा या उससे पट्ररिीक्षा को अजधक अिजध के जलए बाहर रहन े सफलतापूिाक पूरा के कारण हुई ट्ररजियां केन्रीय (ii) केन्रीय सरकार या राज्य सरकारों या करने के जलए कम स े सरकार के जनम्नजलजखत स्ट्िायत्त या कानूनी सगं ठन या पजललक कम िो सप्ताह की अजधकाट्ररयों म ें से प्रजतजनयुजि के सेक्टर उपक्रम या जि्वजि्ालय या अिजध का अजनिाय ा आधार पर भरी िा सकेंगी.— मान्यताप्राप्त अनुसंधान या िैजक्षक संस्ट्र्ान प्रारंजभक प्रजिक्षण के अधीन दकसी पुस्ट्तकालय म ें िो िष ा का होगा। (क) (i) िो मलू काडर या जिभाग िृजत्तक अनुभि। में जनयजमत आधार पर सििृ पि िांछनीय: दकसी मान्यताप्राप्त धारण दकए हुए ह ैं या जि्वजि्ालय या संस्ट्र्ान से कंप्यूटर एप्लीकेिन म ेंजडपलोमा। (ii) जिन्होंने मलू काडर या जिभाग में जनयजमत आधार पर ट्रटप्पण 1: अहता ाएं, अन्यर्ा सुअर्हता िेतन मट्रै रक्स म ें स्ट्तर - 5 अभ्यर्र्ायों की ििा म,ें उन कारणों के जलए (29200-92300 रुपये) या िो लेखबद्ध दकए िाए ाँ सक्षम प्राजधकारी समतुल्य पिों पर जनयुजि के के ‎जििेकानुसार जिजर्ल की िा सकती ह।ै पश्चात 6 िषा जनयजमत सेिा की हों; और ट्रटप्पण 2: अनुभि संबंधी अहता ा (ख) जिनके पास स्ट्तंभ (7) के (अहता ाएं) उन कारणों के जलए िो लेखबद्ध अधीन सीधे भती दकए िाने िाल े दकए िााँए सक्षम प्राजधकारी के व्यजियों के जलए जिजहत िैजक्षक ‎जििेकानुसार अहता ाए ाँऔर अनुभि हों। अनुसूजचत िाजतयों या अनुसूजचत ट्रटप्पण 1: प्र‎जतजनय‎जु ि की अिजध, िनिाजतयों के अभ्यर्र्ायों की ििा म ें तब ‎जिसके अंतगात केन्रीय सरकार के जिजर्ल की िा सकती ह ैं िब चयन के उसी या दकसी अन्य संगठन या दकसी प्रक्रम पर सक्षम प्राजधकारी की यह जिभाग म ें इस जनयुजि स े ठीक राय ह ै दक उनके जलए आरजक्षत ट्ररजियों पहल े धाट्ररत दकसी अन्य काडर को भरन े के जलए अपेजक्षत अनुभि रखन े बाह्य पि पर प्रजतजनयुजि की िाले उन समुिायों के अभ्यर्र्ायों के पयााप्त अिजध साधारणतया तीन िष ा से संख्या म ें उपललध होन े की सम्भािना नहीं अजधक नहीं होगी। ह।ै ट्रटप्पण 2: प्रजतजनयुजि द्वारा4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] जनयुजि के जलए अजधकतम आय ु सीमा आिेिन प्राप्त करने की अंजतम तारीख को छप्पन िषा से अजधक नहीं होगी। प्रोन्न‎जत या प्र‎जत‎जनयु‎जि / आमले न द्वारा भती की ििा में िे श्रेजणयां जिनसे प्रोन्न‎जत या प्र‎जत‎जनयु‎जि / आमेलन दकया िाएगा। (11) लाग ूनहीं होता यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना भती करने में दकन पट्ररजस्ट्र्जतयों में संघ लोक सेिा आयोग से परामि ादकया िाएगा (12) (13) समूह ‘ख’ जिभागीय पुजष्ट सजमजत (पुजष्ट पर जिचार करने के जलए) संघ लोक सेिा आयोग स े परामि ा करना आिश्यक नहीं ह ै जिसमें जनम्नजलजखत होंगे:- (1.) महाजनिेिक, खान सुरक्षा – अध्यक्ष (2.) उप-महाजनिेिक, खान सुरक्षा – सिस्ट्य (3.) जनिेिक (प्रिासन) या जनिेिक, खान सुरक्षा (प्रिासन के प्रभारी) – सिस्ट्य (4.) उप-जनिेिक (प्रिासन) या उप-महाजनिेिक खान सरु क्षा - General of Mines Safety (Group ‘C’ and Group ‘D’ Posts) Recruitment Rules, 1989, in so far as they relate to the post of Librarian, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant, in the Directorate General of Mines Safety, Ministry of Labour and Employment, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Labour and Employment, Directorate General of Mines Safety, Library and Information Assistant (Group ‘B’ Post) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
