L.-33004/99 ससीी..जजीी..--डडीी..एएलल..--अअ..--2266007722002244--225555775566 CCGG--DDxLLx--xEEG--I22D66H00x77x22x00 2244--225555775566 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 411] नई दिल्ली, बहृ स्ट्प जतिार, िलु ाई 25, 2024/ श्रािण 3, 1946 No. 411] NEW DELHI, THURSDAY, JULY 25, 2024/ SHRAVANA 3, 1946 नागर जिमानन मत्रं ालय अजधसचू ना नई दिल्ली, 18 िुलाई, 2024 सा.का.जन. 450(अ).— नागर जिमानन मंत्रालय के अधीन एक स्ट्िायत्त सगं ठन, इंदिरा गांधी राष्ट्रीय उडान अकािमी (आईिीआरयूए), के जनयमों और जिजनयमों के जनयम 9.1 के तहत प्रित्त िजियों का प्रयोग करत े हुए और जनिेिक, इंदिरा गांधी राष्ट्रीय उडान अकािमी भती जनयम, 2003 के अजधक्रमण में, केंद्र सरकार एतद्द्वारा जनिेिक, आईिीआरयूए के पि पर भती की पद्धजत को जिजनयजमत करन े के जलए जनम्नजलजखत जनयम बनाती है, अर्ाात: 1. सजं िप्त नाम और प्रारंभ. – (i) इन जनयमों का नाम जनििे क, इंदिरा गांधी राष्ट्रीय उडान अकािमी भती जनयम, 2004 ह।ै (ii) ये सरकारी रािपत्र म ेंइनके प्रकािन की तारीख से प्रिृत्त होंगे। 2. पि की सख्ं या, िगीकरण और िते नमान: उपयुाि पि की संख्या, उसका िगीकरण और िेतनमान इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से (4) म ें जनर्िाष्टानुसार होंगे। 3. भती की पद्धजत, आय-ु सीमा और अन्य अहताएा ं, आदि: भती की पद्धजत, आय-ु सीमा, अहतााएं और उि पि से संबंजधत अन्य मामले, उि अनुसूची के स्ट्तंभ (5) से (13) म ें जनर्िाष्टानुसार होंगे। 4. जनरहता.ा – कोई भी ऐसा व्यजि, - (i) जिसने ऐस ेव्यजि के सार् जििाह दकया ह ैया जििाह का अनुबंध दकया है, जिसका िीिनसार्ी िीजित ह;ै या 4594 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 2] (ii) जिसने अपन ेपजत/पत्नी के िीजित होते हुए भी दकसी अन्य व्यजि स ेजििाह दकया है, उि पि पर जनयुजि का पात्र नहीं होगा: परंत ु यह दक, यदि केंद्रीय सरकार संतुष्ट हो दक ऐसा जििाह उस व्यजि और जििाह के िसू रे पि पर लाग ू स्ट्िीय जिजध के अघीन स्ट्िीकाया ह ै और ऐसा करन े के जलए अन्य आधार जिद्यमान हैं, तो केंद्रीय सरकार दकसी भी व्यजि को इस जनयम से छूट ि ेसकती ह।ै 5. जिजर्ल करन े की िजि – िहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहा ं िह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग से परामिा करके इन जनयमों के दकसी उपबधं को दकसी िगा या प्रिग ाके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 6. व्यािजृ त्त – इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्द्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड े िगों, भूतपूि ा सैजनकों और अन्य जििेष प्रिग ा के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम पि की िगीकरण िते नमान चयजनत पि या सख्ं या ग़रै -चयजनत पि 1. 2. 3. 4. 5. जनिेिक 1 अननुसजचिीय अकािमी के चयन जनयमानुसार उडान एि ं अन्य भत्तों सजहत 7िें िेतन आयोग के िेतन मैररक्स के अनुसार िेतन स्ट्तर - 14 सीधी भती के जलए क्या केंद्रीय सीधी भती के जलए आिश्यक ििै जणक और अन्य क्या सीधी पररिीिा आय ुसीमा जसजिल अहता ाएं भती के जलए अिजध, यदि सिे ा जनधारा रत कोई हो (पिें न) आय ुऔर जनयम, ििै जणक 1972 के अहता ाएं जनयम 30 प्रोन्नजत के अतं गता कार्मका ों के सिे ा के मामल ेम ें अजतररि लाग ूहोंगी िषों का लाभ स्ट्िीकाय ाह ै 6. 7. 8. 9. 10. 45 और 57 िषों के नहीं अजनिाया:- लाग ूनहीं लागू नहीं मध्य i) दकसी मान्यताप्राप्त जिश्वजिद्यालय से एयरोनॉरटकल इंिीजनयररंग/एयरोस्ट्पेस[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 इंिीजनयररंग/एयरोनॉरटक्स/एजिओजनक्स इंिीजनयररंग/एयरक्राफ्ट इंिीजनयररंग म ेंस्नातक जडग्री के सार् संबंजधत िेत्र म ेंकम से कम 10 िषों का अनुभि/न्यनू तम िो श्रेजणयों (बी1, बी2, बी3 और सी) म ेंएयरक्राफ्ट मेंटेनेंस इंिीजनयररंग लाइसेंस, जििेष रुप से भारी जिमानों हते ु, सजहत संबंजधत िेत्र में कम से कम 10 िषों का अनुभि। अर्िा (ii) दकसी मान्यता प्राप्त जिश्वजिद्यालय से स्नातक सजहत जिमान रखरखाि/एयरोस्ट्पेस एजियोजनक्स/एयरोनॉरटक्स/एयरक्राफ्ट इंिीजनयररंग म ें2 िषीय मास्ट्टसा/स्नातकोत्तर जडप्लोमा। अर्िा (iii) दकसी मान्यता प्राप्त जिश्वजिद्यालय से स्नातक तर्ा भारतीय िायुसेना/सिस्त्र बलों के जिमानन विंग/केन्द्रीय पुजलस बलों/सुरिा एिेंजसयों/एयरलाइनों म ेंउडान प्रचालन म ेंकम स े कम 10 िषा का अनुभि। अर्िा (iv) ितामान एयरलाइंस रांसपोटा पायलट लाइसेंस (एटीपीएल) धारक सजहत संबंजधत िेत्र म ें कम से कम 10 िषा का अनुभि। िाजं छत:- (i) जिमानन िेत्र में जििेषत: उच्चतर एिं प्रासंजगक योग्यता को िरीयता िी िाएगी। (ii) कम से कम 02 िषों का जिमान पर अनुिेिनात्मक अनुभि। (iii) प्रजििण संस्ट्र्ान चलाने का कम से कम 03 िषा का प्रिासजनक या प्रबधं कीय अनुभि। भती की जिजध, क्या भती सीधी भती द्वारा या प्रोन्नजत प्रोन्नजत या प्रजतजनयजु ि या आमले न द्वारा भती के मामल ेमें, द्वारा या प्रजतजनयजु ि द्वारा ह ैऔर जिजभन्न जिजधयों स ेभरी ग्रडे जिनस ेप्रोन्नजत या प्रजतजनयजु ि/आमले न दकया िाना है िान ेिाली ररजियों का प्रजतित 11 12 सीधी भती/प्रजतजनयुजि (जिसमें अल्पकाजलक संजििा भी प्रजतजनयजु ि (जिसम ेंअल्पकाजलक सजं ििा भी सजममजलत ह)ै सजममजलत ह)ै नोट: सीधी भती या प्रजतजनयिु द्वारा जनयुजि िुरुआत म ें (i) भारतीय िायु सेना के ग्रुप कैप्टन और उससे ऊपर के पि तीन िष ा की अिजध के जलए की िाएगी, जिसे 5 िषा तक पर तैनात अजधकारी; या बढ़ाया िा सकता ह।ै (ii) केंद्रीय सरकार/राज्य सरकारों/सािािजनक िेत्र के उपक्रमों/अधा-सरकारी/स्ट्िायत्त या सांजिजधक संगठनों के अजधकारी:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 2] (क) (i) जनयजमत आधार पर सििृ पि पर कायारत हो; या (ii) 7ि ेंसीपीसी मैररक्स या समकि में 13ए के िेतन स्ट्तर िाले पिों पर 3 िष ाकी जनयजमत सेिा पूरी की हो, या 13 के िेतन स्ट्तर िाले पिों पर 05 िषा की जनयजमत सेिा परू ी की हो; और (ख) जिन्ह ेंस्ट्तंभ सं. 8 के तहत ििााई गई िैिजणक अहता ा और अनुभि प्राप्त हो। प्रजतजनयुजि के आधार पर जनयुजि के जलए ऊपरी आय ु सीमा (अल्पकाजलक संजििा सजहत), आिेिन प्राप्त करन े की अंजतम तारीख तक 57 िषा स ेअजधक नहीं होनी चाजहए। यदि कोई जिभागीय प्रोन्नजत सजमजत मौििू है, तो उसकी िह पररजस्ट्र्जतया ंजिनम ेंभती करन ेम ेंसघं लोक सिे ा आयोग सरं चना क्या ह?ै स ेपरामि ादकया िाना ह।ै 13 14 लागू नहीं ह।ै (क्र.सं. 11 पर भती केिल सीधी या यह आिश्यक नहीं ह ैक्योंदक इग्रुआ स्ट्िायत्त संगठन ह।ै प्रजतजनयुजि आधार पर) [फा. सं. एिी-28060/10/2017-िीए-एमओसीए-भाग(1)] मधु सूधन ्िंकर, संयिु सजचि MINISTRY OF CIVIL AVIATION NOTIFICATION New Delhi, the 18th July, 2024 G.S.R. 450(E).—In exercise of powers conferred under Rule 9.1 of the Rules and Regulations of Indira Gandhi Rashtriya Uran Akademi (IGRUA), an autonomous organisation under Ministry of Civil Aviation, and in supersession of the Director, Indira Gandhi Rashtriya Uran Akademi Recruitment Rules, 2003, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Director, IGRUA, namely: 1. Short title and commencement: (i) These rules may be called Director, Indira Gandhi Rashtriya Uran Akademi Recruitment Rules, 2004. (ii) They shall come into force on the date of their publication in the official Gazette. 2. Number of post, classification and scale of pay: The number of the said post, its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 3. Method of recruitment, age limit and other qualifications, etc.: The method of recruitment to the said post, age limit, qualification and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule 4. Disqualification: No person, :- (i) Who has entered into or contracted a marriage with a person having a spouse living: or (ii) Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power of relaxation:—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving—Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, Scheduled Tribes, the Other Backward Classes, Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. OR (ii) Graduate from a recognized university with a 2 years Masters/Post Graduate Diploma in Aircraft Maintenance/ Aerospace Avionics/Aeronautics/Aircraft Engineering. OR (iii) Graduate from a recognized university with an experience of at least 10 years in flying operations in the Indian Airforce/Aviation Wing of Armed Forces/Central Police Forces/Security Agencies/ Airlines. OR (iv) Holder of current Airlines Transport Pilot’s License (ATPL) along with an experience of at least 10 years in related field. Desirable:- (i) Higher and relevant qualification preferably in aviation sector. (ii) Instructional experience on aircraft for at least 02 years.
