hereby appoints the officers mentioned in column (2) of the following Table to be the appellate authorities for the purposes of Chapter V to hear and dispose of the appeals filed under said sub-section for the area of jurisdiction specified against them in column (3) of the said Table in relation to all establishments for which the Central Government is the appropriate Government under
