**Executive Summary**
Issued on July 1, 2026, by the Directorate General of Mines Safety, this notification specifies the mandatory initial training curriculum for rescue and recovery work in mines. Under the Occupational Safety, Health and Working Conditions (Central) Rules, 2026, the document outlines theoretical instructions and practical exercises required for all personnel selected for these roles. Key requirements include specific physical drills and a minimum duration for specialized equipment training.
**Key Points / Main Content**
**Theoretical Instruction Subjects**
* Methods for dealing with underground fires and mine recovery post-explosion.
* Construction, use, maintenance, and testing of breathing and tube apparatus.
* Methods and apparatus for reviving persons and performing cardio-pulmonary resuscitation (CPR).
* Detection of noxious or inflammable gases and gas sampling in irrespirable atmospheres.
* Interpretation of mine plans and procedures for rope rescue.
* Operation of specialized tools including lifting bags, hydraulic cutters, spreaders, jacks, and ring saws.
**Practical Rescue and Recovery Drills**
* **Frequency and Composition:** A minimum of ten practices must be completed using breathing apparatus, with groups consisting of five to eight persons.

* **Physical Operations:**
* Repeatedly raising and lowering a 25kg weight to a height of 1.8 meters using a rope and pulley.
* Continuous walking at a fair pace for thirty minutes.
* Constructing and removing temporary stoppings (using stone, brick, or sandbags) and transporting materials over at least ten meters.
* Clearing debris in confined spaces and setting roof supports.
* Transporting a live person or dummy (60–80kg) on a stretcher through a gallery.
**Specialized Equipment Training**
* **Rescue Tools and CPR:** At least two days of training focused on CPR, fire extinguishers, and the use of hydraulic cutters, spreaders, and jacks.
* **Rope Rescue:** A minimum of five days of training on rope rescue equipment, conducted by trainers recommended by the Original Equipment Manufacturers (OEM).

**Impact**
These individuals are now subject to standardized, rigorous training requirements that include both theoretical knowledge and high-intensity physical drills in hazardous environments.
**Action Required**
Candidates must complete the prescribed ten sessions of breathing apparatus practice and the specialized multi-day training for rescue tools and rope equipment.
**Stakeholder: Training Facilitators and Mine Managers**
**Impact**
Training programs must be updated to align with the specific subjects and physical tasks mandated by the 2026 Rules.
**Action Required**
Ensure training facilities are equipped with the specified rescue tools and that drills are conducted under the required environmental conditions and group sizes.
**Stakeholder: Original Equipment Manufacturers (OEMs)**
**Impact**
OEMs gain a regulatory role in the qualification of trainers for specialized rope rescue equipment.
**Action Required**
Provide recommendations for qualified trainers to ensure compliance with the five-day rope rescue training requirement.
